    USE OF UNAPPROVED PARTS, ENGINES, MAJOR MODULES ORPIECE PARTS THAT MAY HAVE BEEN IN LONG TERM STORAGE INROLLS-ROYCE COMMERCIAL ENGINES

    Rolls-Royce and Rolls-Royce Authorized Maintenance Centers (AMCs) are aware that enginesand parts can be procured from sources that have not been approved by Rolls-Royce and/orthe FAA. Operators who are considering the purchase and use of these engines, major modulesand parts are warned that even though some parts may bear the same part number as theoriginal Rolls-Royce part, this is no guarantee that these parts are direct replacements forgenuine Rolls-Royce parts. These unapproved parts come in two categories:A. Parts that are manufactured to the intent of Rolls-Royce drawings and may displayRolls-Royce identification, but are obtained outside of approved Rolls-Royce or FAAsources. This could include parts manufactured for the military under the military

    break-out program.(1) Parts sold as genuine Rolls-Royce parts, but are produced by a facility that is not an FAAor Rolls-Royce authorized manufacturer, or they are refurbished from scrap by a repairfacility without the concurrence and approval of either Rolls-Royce or the FAA.Operators should already be informed about the consequences of unapproved parts usage, ifnot, they should contact their FAA or local regulatory agency for this information. It should benoted that the use of unapproved parts:

    0 Affects engine warranty0 Violates FAA regulations0 Could negate insurance coverage0 Could lead to reduced reliability and possible premature failure

    A joint effort between Rolls-Royce and the AMC organization has been instituted to curtail andidentify the use of unapproved parts. The AMC network will be enlisted to identify instanceswhere unapproved parts are used. Upon discovery of unapproved parts, the AMC will notifyRolls-Royce, who will notify the engineering, product safety and parts departments withinRolls-Royce and contact the FAA regional office.

    To reduce the possibility of having unapproved parts installed in your engine, Rolls-Royceadvises customers to use only authorized Rolls-Royce service facilities. Rolls-Royce 250 AMCsare regularly audited to be sure that all parts in stock are only approved parts.It is well known that some Rolls-Royce parts are subject to life limitations. These limits wereproven by extensive detailed testing. This testing was performed on parts manufactured in strictconformity to Rolls-Royce specifications. If there should be any deviation from specifications inrespect to materials or manufacturing process methods and if the parts have been operated outof limits such as over-speed, over-temperature, hard-landing, inlet blockage, etc., then the safelife can no longer be assured.A number of very old Rolls-Royce Model 250 engines have become available for sales asengines, major modules or piece parts through non-authorized facilities. A concern toRolls-Royce is engine/module mod status and whether proper preservation and surveillancehas been followed during the long term storage. Any module or part that fits within this categorywhether TSN is near or at 0 should be questioned to be sure of the quality, reliability andsafety of flight condition of the hardware has not been adversely affected.
