2020 General Election in Crystal

2020 STATE PRIMARY RESULTSThe results of the municipal primary election for Ward 4 in Crystal are available through the Secretary of State’s website at www.sos.state.mn.us/elections-voting/election-results.

The following municipal offi ces are on the ballot:

Absentee VotingAbsentee voting for the General Election is available at Crystal City Hall from Sept. 18 – Nov. 2. Hours are 8 a.m. – 4:30 p.m., Monday-Friday.

Extended hours are available on Saturday, Oct. 31, from 10 a.m. – 3 p.m. and on Monday, Nov. 2, from 8 a.m. – 5 p.m.

Vote Early by MailVoters must fi ll out a hardcopy or online application.

An Absentee Ballot (AB) application and guide are available on pages 13 and 14 of this publication.

Absentee ballot applications are also available on the city website, at city hall at 4141 Douglas Dr. N. or by calling 763-531-1000. Voter Registration

Voters are not required to be pre-registered to vote to apply to vote absentee. To make the process easier, voters may want to register or ensure you are registered before applying for an absentee ballot.

For 2020, Crystal’s annual Night to Unite event is delayed due to the COVID-19 pandemic. It is now scheduled on Tuesday, Oct. 6; however, participants should stay up to date on changes or cancellations on the city website or Crystal Police Department Facebook page at facebook.com/crystalmnpolice.

Night to Unite helps neighbors get to know one another, build neighborhood involvement by bringing police and communities together and bring awareness to crime prevention and local law enforcement efforts.

Neighbors To Join Together for Night to UniteCrystal hosted 70 block parties during Night to Unite in 2019.

Residents can register Night to Unite block parties and request a visit from a police offi cer, fi refi ghter or city council member at bit.ly/2GbqNEw, or stop by the Crystal Police Department at 4141 Douglas Dr. N. Registration closes Wednesday, Sept. 30.

The police department is also hosting a food and school supply

drive. All donations go to the NEAR Food Shelf to help local families.

To participate, drop off items at the police department lobby in September, or request a donation pickup at your block party when you register.

City Services and COVID-19 Response

All essential and non-essential city services are being provided in Crystal, but to mitigate the potential transmission of COVID-19, the city is implementing its COVID-19 Preparedness Plan, which is available at crystalmn.gov.

City buildings, including city hall and the police station are open to the public; however, the State of Minnesota

has mandated that face coverings are required in indoor businesses and public settings.

When possible, residents and customers are asked to conduct city-related business remotely, utilizing phones, text messaging, mail, email or online information and documents via the city website.

For assistance on any non-emergency, call 763-531-1000, email [email protected], or visit crystalmn.gov. If you have an emergency, including emergencies for public works, call 911.

The City of Crystal is part of an Emergency Management Team that includes the City of New Hope and the West Metro Fire-Rescue District. This team works closely with the Hennepin County Emergency Management and the Minnesota Department of Health to monitor and respond to the threat and spread of Coronavirus (COVID-19).

Chief’s Corner

As we welcome fall and say farewell to a beautiful summer, I would like to take a moment to give an update on your police department.

In this column, I’m usually writing about how we celebrated Minnesota Night to Unite; however, due to COVID, we have postponed the celebration until Oct. 6.

This annual community event aims to foster relationships between neighbors and to connect law enforcement with neighborhoods to make the community safer and heighten crime prevention awareness.

Through events such as Night to Unite, department members have the opportunity to hear concerns from residents and residents can hear fi rst hand from offi cers about some of our department’s crime prevention strategies. Crime prevention,

intervention and containment occur when a community has active and engaged citizens who are willing to take the time to report concerns and suspicious activities.

The City of Crystal has a strong tradition of high neighborhood participation in this event. In 2019, we had 70 block parties register. I would like to encourage everyone to have block parties this year. You can register with the city at bit.ly/2GbqNEw.

Citizens’ Academy Offers Insight Into PolicingThe Crystal, New Hope and Robbinsdale Citizens’ Police Academy is for adults of all ages and backgrounds living, working or worshiping within the three cities who want to learn more about their local police department.

The free classes are Thursdays from 6 – 9 p.m. on Sept. 3, 10, 17, 24, Oct. 1 and 8. Space is limited and participants must commit to attend all six classes. The deadline to apply is Aug. 30, 2020. A brief background check is conducted on all applicants.

The City of Crystal, in cooperation with New Hope and the West Metro Fire-Rescue District, is part of the free emergency notifi cation system known as CodeRed. This service delivers customized emergency messages to residents and businesses via phone calls, text messages and emails.

This system will not be overly used or become another source of routine information. It is intended to provide an immediate, direct way to communicate instructions to people during a signifi cant emergency.

Emergency notifi cations address:• Utility disruptions or drinking water contamination.• Shelter in place, evacuation alerts, other major threats to life and safety.• Major road closures.• Missing persons.

Smoking Safety RemindersSo far in 2020, West Metro Fire-Rescue District has responded to multiple fi res related to the improper use and disposal of cigarettes.

SMOKING SAFETY Smokers need to know the steps they can take to keep themselves and their families safe from fi re. The core of a cigarette, if not correctly extinguished, can smolder up to eight hours, and this could start a fi re. Every cigarette that you smoke should be extinguished and disposed of properly before you walk away.

If you must smoke, smoke outside away from your house.

Extinguish your cigarette completely. Do this every time. Don’t walk away from lit cigarettes and other smoking materials.

Cigarettes left smoldering in containers are responsible for many fi res. Wind and breezes can cause smoking materials to burn for a long time after they are disposed of; this is a common cause of house and apartment fi res. To prevent this from occurring:

- Put water on the ashes and butts to make sure they are completely out before you put them in ashtrays or trash containers.

- Put your cigarette out in an ashtray or bucket with sand. Use ashtrays with a broad base so they won’t tip over and start a fi re.

- Do not use potting soil to put out a cigarette; potting soil can catch fi re.

Be alert. Smoking after taking medications that make you tired may hinder you from escaping if there is a fi re.

Never smoke around medical oxygen.

Never smoke in bed. Mattresses and bedding can catch on fi re easily. It is common for smokers to fall asleep while smoking in bed, causing fi res and deaths.

What’s at stake?• A complete count will

reduce the chance of Minnesota losing a Congressional seat.

• Census data are used to allocate federal and state funding for local needs.

• Census data are used by the private sector to decide where to make economic investments.

The U.S. Constitution requires a count of all people living in the United States every 10 years.

The Census counts everyone regardless of citizenship or immigration status. The City of Crystal is asking for your help to ensure a complete count of everyone who lives in our community.

What’s the process?• In mid-March, all residential

addresses were mailed an invitation to respond to the Census online.

• Citizens living at addresses that did not respond online were mailed a paper Census form in mid-April.

• Citizens living at addresses that do not respond using the online or paper forms will be visited by a Census worker; however, you can still respond online by visiting 2020census.gov/en.html.

COMMUNITY

The City of Crystal offers fi nancing assistance to homeowners for home maintenance and energy improvements.

Home Improvement GrantThe city’s Economic Development Authority (EDA) provides a grant of 20% of the eligible costs for home improvement projects:• Property must be owner-occupied.• Household income cannot exceed

110% of metro area median income. • Eligible costs must total at least

$2,000.• Grant is 20% of eligible costs (40%

for some sanitary sewer projects). • Property may not receive grants

totaling more than $10,000 per year.• Application must be submitted

and approved before starting your project.

• The grant will be paid after the project is completed and inspected.

Fix-up Fund LoansThe city’s EDA provides an interest rate write-down for Community Fix-up Fund home improvement loans.

Loan amounts can be from $2,000 - $50,000. The loan term may be up to 15 years.

The interest rate is 3% (APR 3.165% for a 15-year loan of $50,000). The property must be owner occupied.

Planter Boxes Brighten Commercial Areas

The illustrated buildings and additions above are called Accessory Dwelling Units (ADUs) and they can take many forms:

Flower boxes at Right Choice Barber Shop and Cardell Floral on 42nd Ave. N. in Crystal.

New planter boxes are brightening some commercial corridors in the City of Crystal. The city does the planting and places the boxes in the spring, adjacent to sponsoring businesses. Then the businesses water and weed the boxes throughout the growing season.

The city stores the boxes off-site during winter to keep them away from road salt spray.

Work Collaboratively as Part of the Multicultural Advisory Committee The Multicultural Advisory Committee (MAC) is a group of committed volunteers who advise the Crystal Police Department on how to better communicate with, serve and understand the needs of its diverse community.

The group meets monthly with police personnel to discuss issues important to Crystal’s diverse communities, open up channels of communication and develop mutual trust.

The Multicultural Advisory Committee is a core component of the Joint Community Police Partnership (JCPP) a Hennepin County program that works collaboratively to enhance relationships between police and the community, specifi cally with immigrants, people of color, indigenous people, and faith communities. Each city tailors programming to their specifi c community.

With fall fast approaching and summer projects coming to an end, plan ahead to ensure all construction materials are properly stored in a garage or storage shed. Materials and equipment not appropriate for permanent outdoor use must be stored in a garage or storage building. This includes bagged leaves, old lumber, household appliances, indoor furniture and deteriorated or wrecked property left unprotected from the elements.

Note: A well-kept neighborhood increases the livability of our community and the value of your property.

YARDWASTE DISPOSALWhen performing yard work, keep in mind that it is unlawful to throw, spill or leave sweepings, compost, grass clippings, leaves or brush in a street, alley or sidewalk. If not properly stored, wood, branches, leaves and grass clippings are considered litter and must be removed from the property.

Crystal residents can drop off yardwaste at the Maple Grove Yardwaste Site, 10300 Maple Grove Pkwy., at no charge. It is open Monday through Saturday, 8 a.m. to 7 p.m., and Sunday, 11 a.m. to 7 p.m.

Accepted materials include grass clippings, leaves, garden materials and tree limbs up to 10 inches in diameter.

Fall Cleanup

The Crystal City-wide Garage Sale is Sept. 17 – 19 at designated homes across Crystal. Register your sale at no cost by Tuesday, Sept. 1 at 4:30 p.m. to be included on the event map distributed online and throughout the city.

Organics RecyclingThe number one item in your trash is food scraps and non-recyclable paper such as napkins, also called organics. Contact your garbage hauler to see if they offer organics recycling service.

As an incentive, the Hennepin Recycling Group will pay 50% of the cost of the fi rst year of service.

Or you can drop off your organics for free at the Hennepin County Drop-Off Facility, 8100 Jefferson Hwy. in Brooklyn Park.

There’s more information on what you can put in your organics recycling at hennepin.us/dropoff. Click on the “Materials accepted – recycling and organics” tab.

Battery RecyclingRechargeable and button batteries contain toxic material and can start fi res if put in the trash or recycling.

Hennepin County removed the battery recycling containers from city halls and libraries after a barrel started to smolder.

When your batteries die, bring them to the Hennepin County Drop-off Facility, 8100 Jefferson Highway or to the Special Materials Drop-off Day on Oct. 10.

If you can’t remove the battery from the device (e.g. a small electronic device or a cordless screwdriver), bring the entire item to the Hennepin County Drop-Off Facility.

Local Recycling Opportunities

Brooklyn Park’s Operations and Maintenance Facility will host its Special Materials Drop-off Day on Saturday, Oct. 10 from 8 a.m. to 3 p.m. at 8300 Noble Ave. N., so Crystal residents can recycle items that can’t go into the recycling cart.

Drop off mattresses, carpet, electronics, appliances, tires, scrap metal, bikes, batteries and more. Fees may be charged for some items. There will also be free paper shredding.

Annual drop-off days are the last Saturday in April and the second Saturday in October.

Pumpkin DisposalAfter midnight what does your pumpkin turn into? How about valuable compost?

Pumpkins can be placed in your backyard compost bin. If you don’t have a bin, use the free drop off container in Central Park across the street from Brooklyn Park’s Operations & Maintenance facility, 8300 Noble Ave N. between Nov. 1 – 9. Remove all candles, candle wax and decorations before disposal.

Pumpkins will be made into compost that will be used to make soil and landscapes healthy.

Crystal residents may drop off grass, brush, leaves, garden waste and other yard waste for no charge at the Maple Grove Yardwaste Site, 10300 Maple Grove Pkwy. N., in Maple Grove.

The site is open Monday – Saturday, 8 a.m. – 7 p.m., and Sunday, noon – 7 p.m. The site closes for the season on Monday, Nov. 30.

The National Weather Service defi nes a severe thunderstorm as wind gusts of 58 mph or higher and/or one-inch hail or larger or a tornado. All thunderstorm categories imply lightning and potential fl ooding. The categories are also related to the probability of a severe weather event within 25 miles of your location.

There may seem to be little to no distinction between marginal, slight and enhanced risks of how severe weather could affect your day, but the risk categories give detailed insight into the threat of damaging winds, hail or fl ooding associated with thunderstorms in the forecast.

The City of Crystal has started planning its public works construction projects for 2021. Plans may include a mill and overlay street project in four locations and utility reconstruction in two locations. The map at right shows the areas currently being considered.

Planned mill and overlay project locations in 2021 include:

• The portion of Lakeland Ave. N., southeast of Wilshire Blvd. in the Welcome Park Neighborhood.

• Portions of city streets in an area south of 42nd and north of 36th Aves N. between Louisiana Ave. N. and Douglas Dr. N. in the Brownwood Neighborhood; and fi ve blocks of 38th Ave. N. from Douglas to Yates Ave. N. in the Fair Neighborhood.

• A small portion of Welcome and Vera Cruz Ave. N. just north of 36th Ave N. in the Bassett Creek Neighborhood.

• Small portions of Regent, Quail, 35th and 34th Aves. N., just east of Cub Foods on Hwy. 100 in the Lee Park Neighborhood.

The utility reconstruction projects include:
