CLUB NOTICE BOARD Located adjacent to the downstairs bar in the clubhouse. Notices to competitors will be posted on this noticeboard by the Race Committee and also may be published at www.cronullasc.com (the Club’s website).

1. RULES AllraceswillbegovernedbytherulesasdefinedintheISAFRacingRulesofSailing(RRS),the prescriptions and special regulations of Yachting Australia (YA), the rules of each relevant class for boats racing in class divisions, (except as any of these are changed by these sailing instructions) and by these sailing instructions.

2. RACES BETWEEN SUNSET AND SUNRISE Boatsracingbetweenofficialsunsetandofficialsunriseshalldisplaynavigationandsternlights in accordance with the International Regulations for Preventing Collisions at Sea. These regulations shall replace the relevant rules of Part 2 of the RRS, except on the occasion of a race starting in the Estuary after sunset when the RRS shall apply until a line from the Glaisher Point navigation light to Hacking Point is crossed.

3. DISCLAIMER OF LIABILITY It is the competitor’s sole decision to enter a club race and to start and or to continue to compete. By way of entering, competitors acknowledge and agree that participation in the event can be dangerous and accept their participation is at their exclusive risk in every respect. Further, by wayofenteringcompetitorsshallholdharmlesstheorganisingauthority,itsofficers,members,servants and agents and all other competitors in respect of all liability for injury to their person and or loss or damage to their property howsoever arising from their participation or intended participationintheeventandacknowledgeandacceptthattheorganisingauthority,itsofficers,members, servants, agents and other competitors accept no responsibility in respect to loss of life, personal injury or loss or damage to property which may be sustained by reason of a competitor’s participation or intended participation in the event or arising for whatever reason in connection with the event. Attention is drawn to RRS Fundamental Rule 4 - Decision to Race and YA Special Regulations Part 1, 1.02 - Owner’s Responsibility.

4. ALTERATIONS TO SAILING INSTRUCTIONS (a) In accordance with rule 89.2(c), prior to the warning signal, temporary alterations that affect only the immediate race may be made to these sailing instructions by the RaceCommittee.SuchtemporaryalterationsshallbesignifiedbytheRaceCommittee boat displaying Flag L (yellow and black quarters). All boats may come within hail to receive oral and/or written instructions or contact the start boat via radio. Notice may also

be displayed on the Club Notice Board. Provided Flag L is displayed, all boats in that race shall be deemed to be advised of the alteration. (b) Alterations to the sailing instructions that are to be permanent shall be posted on the Club Notice Board under the heading “Alterations to Sailing Instructions” by 1800 hours on the day before they will take effect, and may also be posted on the Club’s website.

5. RACE ENTRIES (a) A boat is eligible for entry in Club races provided that: (i) theboatisownedorcharteredbyafinancialmemberoftheClub (ii) the crew members comply with 6 - Crew Eligibility and 30 - Number of crew (iii) the race fee has been paid (iv) the boat is registered with the Club, and (v) the boat has a current annual YA Special Regulation’s Equipment Compliance Form for the appropriate race category and complies with its requirements. (b) Change of ownership will be regarded as a completely new entry in any point score. (c) Casual entries may be accepted for a race conducted by the Club provided that: (i) anentryfeeofthirtythreedollars($33)ispaidtoanofficeroftheClubon or before the day of the race. (ii) theboatsatisfiestheYASpecialRegulation’sequipmentrequirementsforthe relevant race category, and (iii) theappropriatehandicapperisnotifiedatleasetwelve(12)hoursbeforetherace startingtime.Casualentrieswillnotbeeligiblefortrophiesnorfinishingplace points in Club races. (d) Races for Divisions will be conducted in accordance with the relevant Racing Program, providedthataminimumnumberoffive(5)entriesareineachdivision,subjectto thediscretionoftheSailingCommittee.ShouldaDivisionfleetfallbelowthree (3) starters over three (3) consecutive races in any series, the Division may be abandoned.

6. CREW ELIGIBILITY (a) The YA prescription to Rule 55 requires that any crew member that sails in more than three(3)racesinanyonesailingseasonshallbeamemberofaClubaffiliatedtoamember State/Territory yachting authority (MYA) and a member of a MYA and Yachting Australia. Additionally, the Club requires that after three (3) races in a season at Cronulla the crew member shall become a member of the Cronulla Sailing Club (CSC). (b) ForaboattocompeteinEtchellsClassraces,thecrewmembersshallalsobefinancial members of the class association.

7. SCHEDULE OF RACES (a) The date and the approximate time of starting signal will be as stated in the Club Racing Program, Appendix 6, contained in these sailing instructions. (b) Where a scheduled races is abandoned or postponed and is to be re-sailed, the Race Committee shall give not less than seven (7) days notice and post the date and time of warning signal of the new race on the Club Notice Board and may also be posted on the Club website. (c) The handicap time of boats in handicap start races shall be posted on the Club Notice Board not later than 1800 hours on the day prior to the start of the race and may also be posted on the Club website.

8. COURSES (a) Courses will be described in Appendix 1 and subject to amendment at the discretion of the Race Committee. (b) For courses laid in Bate Bay, the approximate compass bearing from the starting line to the firstmarkmaybedisplayedbytheRaceCommitteeboat. (c) CoursetobesailedshallbeasindicatedbyflagsflownontheRaceCommitteeBoat.

9. MARKS (a) Unless otherwise prescribed in the sailing instructions, the marks will be yellow, green or blue buoys or yellow spars or as advised by the Race Committee. (b) Missing marks - If marks are not within 0.1 of a nautical mile of the published co-ordinates then boats may make a turn after crossing a radius of 0.1nm of the given co-ordinates as per GPS rounding in the handbook (below). (c) Procedure for rounding a GPS position Boatsaretocrossavirtuallinedefinedbyacircleofradiusof0.1NMfromthenominated GPS position. This amends Rule 28.1. (i) The GPS shall be set to the WGS84 datum and the lat. and long. of the GPS position shall be entered as a waypoint with an approach (alarm) ring of 0.1 NM. The track log shall be set to record (10 second intervals if possible). (ii) When the boat crosses the virtual line, she may make her rounding in either direction but only as permitted by the racing rules or the prevention of collision regulations if other boats are in close proximity. (iii) The boat shall record the position of her turning point and the co-ordinates shall bedeclaredwiththeGPSfinishtimeSMSwithintwohoursoffinishing. (iv) The Race Committee may review any boat’s turning co-ordinates and may rule a boat did not sail the course if the co-ordinates have not crossed the virtual line or if the co-ordinates have not been given. It is recommended that the boat’s turning co-ordinate and track are recorded and stored on the GPS as a documented record that can be made available to the Race Committee.

10. STARTING LINE (a) Unless otherwise prescribed in the sailing instructions, the Starting Line will be between the Race Committee Boat’s mast displaying the Club burgee and a moored mark at the port end. In addition, a Distance Mark may be laid at or near the Race Committee Boat end of the starting line, in which case boats shall pass between it and the outer mark when starting. A boat shall not pass between the Race Committee Boat and this Distance Mark. (b) For category 3 and 4 races starting in the Estuary, when the Race Committee Boat is on station, the pin-end mark will be a yellow mark with a red band. When the Race Committee Boat is not on station, the Starting Line will be an extension of the transit line from the Bass & Flinders Obelisk to the starboard lateral marker pile situated below the monument. Boats shall start on the southern side of the pile mark, leaving it to port. Even though there is no Race Committee Boat on station, a yellow/red buoy may be laid in the estuary as the rounding buoy for courses that turn in the estuary. (c) Boats whose warning signal has not been made shall keep clear of the starting area and of all boats whose warning signal has been made.

11. LONE STARTER Should one boat appear at the start alone, she will be entitled to sail the course and thereafter be declared the winner of that race.

12. CREW START LIST For each Category 3 race and 4 offshore race outside Bate Bay, each boat shall submit a list of crew members providing details of the next of kin including address and phone number. The list shall be emailed to [email protected] prior to the race.Changes can be lodged in the CSC ClubLetterboxortotheraceStarterpriortothefirstwarningsignal.Acopyoftheemailwillbeforwarded automatically to RMYC.

13. REPORTING In Category 3 and 4 races, each boat shall report to the Race Committee Boat advising the boat’s name, sail number and number of crew before the warning signal. The report may be made by radio using VHF Channel 73. If there is no Race Committee Boat on station, the required report shall be made via VHF Channel 73 to the starter who may be positioned at the Bass & Flinders Monument or be in another boat in the vicinity. The starter will acknowledge on Channel 73 and notify of any change in the instructions or an alternate course number. This is deemed to replace therequirementsofcodeflagLinSI4(a).

14. SIGNALS (a) Signals will be in accordance with ISAF Race Signals as amended by these instructions. (b) CLASS SIGNALS (i) Summer Season Offshore Division 1: White pennant Offshore Division 2: Blue pennant Two Handed Division: Blue border, red square Inshore Division: Pink pennant Etchells Division: Class Flag Multihull Division: Yellow Pennant Cruising & Non-Spinnaker Yellow Pennant (ii) Winter Season Combined Divisions: Flag W (white, blue border, red square)

(c) STARTING SIGNALS Races will be started using Rule 26 unless otherwise prescribed and divisions will start in theorderofthetimesspecifiedintheRacingProgram,Appendix6. (d) NO RACE COMMITTEE BOAT (Amends Rules 26 and 29) In Category 3 and 4 races when the Race Committee Boat is not on Station, there will benostartorrecallsignalflagsandthesignalsforstartingtheracewillbedeemedto have been made at their scheduled GPS times. The starter may assist by sounding a horn or by an announcement and giving a 10 second countdown on VHF channel 73 at the time of the usual start signals. The starter will also announce Individual and General Recall Signals if required. (e) HANDICAP STARTS (Amends Rules 26 and 29) For Handicap Start Races in which time is given at the start, the signals for starting the race will be in accordance with Rule 26. Thereafter, the elapsed time in minutes since

the start of the race will be displayed by the Race Committee and the display of the number corresponding to a boat’s handicap shall be her starting signal. There may be individual recalls. (f) LATE STARTS (Amends Rule A4.1) A boat starting later than ten (10) minutes after her starting signal will be scored “Did Not Start”. (g) SIGNALS MADE ASHORE SignalsmadeashorewillbedisplayedontheClubflagpolewithoutsoundsignals.

(h) HANDICAP STARTS LINE Onhandicapstarts,noboatshallcrossthestartlinefromthedirectionofthefirstmark betweenthetimeofthefirstwarningandthelastboatstarting.

15. RECALLS (Amends Rule 29) After an individual recall, the Race Committee may attempt to notify infringing boats. After signalling a general recall in Category 3 and 4 races, the Race Committee may announce the general recall on radio using VHF Channel 73.

16. RADIO COMMUNICATIONS Distress/Calling Frequency: VHF Channel 16 Race Communication Frequency: VHF Channel 73 (a) The Race Committee may broadcast it’s intentions for the day commencing 90 minutes before each race on VHF channel 73. In addition, the Race Committee may broadcast information regarding the course to be sailed, the starter arrangements and/or other information of interest to competitors, and at the appropriate time the names/sail numbers of boats judged to be OCS. The Race Committee may also transmit course information by Short Message Service (SMS). (b) All boats in Category 3 and 4 races shall monitor the radio on the Distress/Calling frequency whilst racing. (c) All boats in Category 3 races shall log in with either Marine Rescue Port Jackson (when racing north) or Marine Rescue Port Kembla (south) while in open water after sunset. The Marine Rescue services can be raised on VHF Channel 16 and they will have been supplied withalistofboats.Eachboatshouldconfirmwiththemthenumberonboardandamobile phone number for the boat. The Marine Rescue service will request that the boat reports in asshepassesspecificpoints.TheboatshallensurethatshelogsoffbeforeenteringPort Hacking. Logging off can also be done by phone on 02 9337 5033 (Port Jackson) or 02 4274 4455 (Port Kembla). Should a boat fail to contact the nominated station, she shall call upanyotherboatinthefleetandreportherposition. (d) Theuseofpre-arrangedsignals,radiotransmissionsandthelikeforthebenefitof individualcompetitorsisprohibited,exceptthatarequestfortheofficialweatherreportis permitted and will not infringe Rule 41.

17. RETIREMENT AnyboatfailingtofinisharaceshalladvisetheRaceCommitteeassoonaspracticable.

18. FINISHING LINE AND FINISHING PROCEDURE (a) CATEGORY 3 & 4 RACES

(i) Unless otherwiseprescribedinthecoursedescription,thefinishinglinewillbe between the mast of the Race Committee Boat and a yellow mark with a red band laid nearby. (ii) If there isnoRaceCommitteeBoatonStation,thefinishinglinewillbean extension of the transit line from the Bass & Flinders Obelisk to the starboard lateralmarkerpilesituatedbelowthemonument.Boatsshallfinishonthe southern side of the pile mark, leaving it to starboard. (iii) EachboatshalltakenoteoftheGPStimewhenfinishing.Sheshallsenda SMSmessageprovidingtheboat’snameand24hr.GPSfinishingtime,NOT ELAPSED TIME, to the Club’s Offshore mobile phone (0403 909 017) as soon aspracticalbutwithinsixty(60)minutesofthelastboatfinishing. (iv) The Race Committee may request one or more boats to remain in the vicinity of thefinishinglinetorecordtheelapsedtimeofotherboats. (v) Whenfinishing at night, the boat’s sail number shall be illuminated while crossingthefinishingline. (b) CATEGORY 7 RACES ThefinishinglinewillbebetweenthenominatedmarkandtheRaceCommitteeboat’smast displaying the Club burgee.

19. TIME LIMIT (Amends Rule 35) (a) CATEGORY 3 RACES There will be no time limit. (b) CATEGORY 4 RACES Thetimelimitwillbeofficialsunset.Ifoneboatfinishesbeforethetimelimit,thetime limitwillbeextendedbythirty(30)minutes.Boatsfailingtofinishbeforethetimelimit extension will be scored “Did Not Finish”. (c) CATEGORY 7 RACES For days with more than one race scheduled for a Division, the time limit will be thirty (30) minutesafterthefirstboatintheDivisiontofinish.Fornon-sprintraces,thetimelimitwill be3.5hoursfromthestartoftheraceorofficialsunsetplusthirty(30)minutes,whichever isearlier.BoatsfailingtofinishbeforetherespectivetimelimitwillbescoredDidNot Finish.

20. DECLARATIONS Declarations may be submitted after a category 3 race. A Declaration that a rule or other requirement may have been infringed in the race and including the boat’s name, in the prescribed format as shown in Appendix 3, signed by the Skipper and witnessed by another crew member, may be either lodged with the Race Committee Boat, or the Race Committee within twelve (12)hoursoffinishingtherace.Note:AnSMSmessagesentinaccordancewith18(a)(iv)tothe Club’s Offshore mobile phone (0403 909 017) is still required despite the lodgement of a declaration form.

21. PENALTY FOR BREAKING RULES (Amends Rule 44.2) (a) For an infringement of Part 2 of the RRS, a One-Turn Penalty will apply and Rule 44.2 is amended so that ‘one turn’ is substituted for ‘two turns’ and ‘one’ is substituted for ‘two’ wherever appearing.

(b) A boat which infringes Rule 42 Propulsion by using her engine or being towed after her preparatory signal, but before starting, shall take a One-Turn penalty before she starts. (c) A boat which infringes Rule 42 Propulsion by using her engine to take urgent action to avoid or get clear of an obstruction shall take a One-Turn Penalty before continuing to race. In category 3 and 4 races, full details of any such occurrence shall be included on a Declaration Form and the Race Committee advised within the time limit for the lodgement of protests. The Race Committee may adjust the elapsed time of the boat at it’s discretion. (d) Unless otherwise prescribed, for an infringement of the sailing instructions or Part 4 of the RRS, a penalty of 20% of starters (rounding 0.5 upward) or one place which ever is greater, mayapplyinsteadofdisqualificationprovidingthatneithertheinfringementresultedin seriousdamagenortheboatgainedasignificantadvantage. (e) The Race Committee may penalise without a hearing a boat that acknowledges she has infringed a rule or sailing instruction in a Declaration lodged in accordance with Instruction 20. Amends Rules 63.1 and A5.

22. PROTESTS (a) Protests shall be lodged in writing, in the format of the RRS Protest Form, with the Starter, aRearCommodore,orHandicapperwithinthefollowingtimelimitofthefinishingtimeof the last boat in the last race of the day: (i) For Category 3 races: twelve (12) hours (ii) For Category 4 & 7 races: two (2) hours (b) A protest fee of ten dollars ($10AUD) shall be paid at the protest hearing. (c) A protest committee of three (minimum) will hear protests. The Rear Commodore or his representative will advise the parties involved in a protest of the place and time of the hearing of the protest. (d) A protest involving CSC and RMYC boats will be heard in accordance with the protocol of the club to which the protesting boat belongs and that club will have the role to administer the protest as follows: (i) A member of the Race Committee of the administering club will notify the boat or boats being protested that a protest has been lodged. (ii) A copy of the protest form must be made available within 24 hours. (iii) Theclubadministeringtheprotestwillinthefirstinstanceendeavourtomediate prior to formal protest procedure commencing. (iv) If mediation is unsuccessful, the club administering the protest will appoint 2 persons to the protest committee and invite the club of the protested boat to nominate a 3rd member. (v) Wherever possible, one of the persons appointed by the administering club shall be an independent chairman of the protest committee.

23. SCORING SYSTEMS (a) Unless otherwise prescribed, the Low Point System of RRS Appendix A, as amended below, will apply to all point score races for all Divisions. The nominated races for each point scoreseriesarespecifiedinAppendix5,PointScoreRaces.Ofthescheduledraces,50%(round0.5 upward) shall be completed to constitute a series. (b) Aboatthatstartsandthereafterdoesnotfinishorretiresafterfinishingshallscorepoints forthefinishingplaceone(1)morethanthenumberofstartersinherrace.

(c) Aboatthatfinishesandislaterdisqualifiedshallscorepointsforthefinishingplacetwo(2) more than the number of starters in her race. (d) Allotherboatsincludingaboatthatdoesnotstartshallscorepointsforthefinishingplace three (3) more than the number of starters in her race. (e) Points will be awarded to the combination of boat and owner. Change of ownership will be regarded as a new entry in any series and all points scored previously shall not be transferred with the boat or remain with the owner. (f) A boat granted redress shall be awarded points equal to the average to the nearest tenth of a point (round 0.05 upward) of her total points after any discards in the point score series. The handicapper shall adjust the boat’s performance based handicap at his discretion. (g) Any boat that misses a point score race due to participation in a State, National or World Championship for the class, or a category 1 offshore race may request redress. The request shall be submitted in writing to the Sailing Committee within fourteen (14) days of the missed race. (h) If a boat is nominated to provide assistance to the starter on a Club Race Day which prevents her from competing in the Club event, the Race Committee will award best three (3) results Inshore/Etchell, with no handicap adjustment for the missed race. Should the skipper or his appropriate representative not comply without prior acceptable reason, the Race Committee will award points for DNE.

24. RACE RESULTS Results of all races will be posted no later than 1800 hours on the Friday following the race, and may be posted on the Club website.

25. DIVISIONS (a) Races will be conducted in the following Divisions, subject to Instruction 5(d): (i) Offshore Division I - Summer Point Score (ii) Offshore Division II - Summer Point Score (iii) Two-Handed Division - Summer Point Score (iv) Inshore Division - Summer Point Score (v) International Etchells Class - Summer Point Score (vi) Multihull - Summer Point Score (vii) Crusing & Non Spinnaker - Summer Point Score (viii) All Divisions - Winter Point Score (b) Each boat shall nominate in which Division she wishes to race on the membership entry form. The allocation of a boat to a particular Division will be at the discretion of the Sailing Committee. (c) A boat shall give eight (8) days notice to the Sailing Committee of her nomination to a different division for a particular race.

26. BURGEE & PENNANTS Allboats,whichhaveafixedbackstay,shallcarrytheClubburgeeeitheratthemastheadorat the stern above the deck and in such a manner that is clearly visible. A boat shall not be penalised for infringing the requirements of this Instruction without prior warning and adequate opportunity to comply. In all races for inshore, cruising and non-spinnaker all boats shall carry a burgee on the backstay of the same colour as the burgee which is the starting signal for that boat’s division. Aboatnotdisplayingaburgeemaynotberecordedasastarterorfinisher.

27. SPECIAL REGULATIONS EQUIPMENT (a) Each boat shall comply with the relevant YA Special Regulations, Part 1, and any additional requirements of the Club for the appropriate Race Category. (b) ForallOffshoreraces,theRaceCategorywillbespecifiedintheRacingProgram,Appendix 6 of these sailing instructions. All races for Inshore Division, Multihulls Division and the Etchells Class will be Category 7. The Race Categories refer to the Categories of Events of Part 1 of the YA Special Regulations. (c) Additional Requirements of the Club. (i) In order to comply with the NSW Maritime safety requirements, each boat in Category 7 races shall carry equipment as follows: Item YA Regulation Bilge Pump (if LOA > 8m) 3.20.6 Compass 3.21.1 Chart of the Area 4.10.1 Lifebuoy (without light) 4.21.1 Red Hand Flares (2) 4.22 Orange Smoke Signals (2) 4.22 Distress Sheet 4.27.1 Heaving Line 4.23.1 (minimum 15m x 6mm dia. attached to lifebuoy) Fresh Water (2 Litres per crew) Electronic Communications (minimum hand-held VHF). Emergency phone numbers are listed inside back page. (ii) Each boat in Category 3 and 4 races shall be equipped with a permanently installed VHF marine radio in accordance with YA Regulation 3.25. (iii) Bow-mounted Anchor: Whilst racing, the anchor shall not be mounted at the bow such that it could foul the lifelines or rigging of another boat in the event of a collision. (d) The Club recommends that all crew on boats equipped with a trapeze wear a personal floatationdevicecomplyingwithYARegulation5.01.1(c)whilstracing. (e) The Club reserves the right to inspect a boat at any time to determine the adequacy of her Special Regulation’s equipment. If a boat fails to comply with Instruction 28(a), her entry mayberejectedorshewillbeliabletodisqualificationoranalternativepenaltydepending upon the extent of the non compliance. (f) AboatthathasavalidSafetyCertificateatthestartofCSCWinterRacingSeries;that CertificatewillbeconsideredvalidfortheentireseriesbyCSC.

28. SPECIAL REGULATIONS EQUIPMENT COMPLIANCE FORM (a) Each boat shall have a current Special Regulation’s Equipment Compliance Form to be eligible to race with the Club. (b) All Special Regulation’s Equipment Compliance Forms shall expire on the 30th June at the discretion of the Special Regulation’s Committee. (c) All audits will be carried out at the Club on the special day nominated in the racing program. Prior Booking through the Safety Committee Chairman is essential. Other audits may be carried out at the absolute discretion of the Safety Committee. (d) All gear shall be laid out in order of inspection with storm sails bent on, radio transmitter tuned, and ground tackle in sea stowage and secure. The boat’s representative and/or competent crew member fully conversant with storage and working of all equipment shall be in attendance during the audit. Boats inadequately prepared will not be audited.

29. NUMBER OF CREW (a) Unless otherwise prescribed in these sailing instructions, in Category 3 and 4 races, a boat shall have a minimum crew of three (3) of minimum age of eighteen (18) years. (1). Unless otherwise prescribed in these sailing instructions, in Category 3 and 4 races, a boat that has a functional autohelm installed shall be permitted to sail with a crew of two of minimum age of eighteen (18) years. (b) In Category 7 races, a boat shall have a minimum crew of two (2), one of minimum age of eighteen (18) years and the other of minimum age of fourteen (14) years. (c) In all races for the Two Handed Division, a boat shall have a crew of two (2) of minimum age of eighteen (18) years and no other person shall be aboard.

30. CREW WEIGHT (Amends IRC 2008 Rule 27.4.1) InracesunderIRCqualifications,themaximumtotalweightofcrewinkilogramsthatmaysailon-boardshallnotexceedtheproductofthecrewnumberprintedonherIRCCertificatemultiplied by 90.

31. ADVERTISING ON BOATS For all Club races, boats shall comply with ISAF Advertising Code, Category C.

32. STRONG WINDS (a) In the event of a gale warning for the course area being issued by the Bureau of Meteorology (www.bom.gov.au) which is current within two (2) hours of the race start time, the race shall be abandoned or postponed to such other day as the Sailing Committee may determine. (b) For Etchells Class boats and inshore boats , if winds on the course area exceed a steady velocityoftwenty-five(25)knotsforaminimumofthirty(30)secondsorgustvelocityof thirty (30) knots, the race set down for that day may be abandoned or postponed to such other day as the Race Committee may determine. Note:NoticeofCancellationofRace-TheRacingOfficer/SailingCommitteewillendeavourtonotify as skippers as early as practible before the start of a race, if that race is to be cancelled due to weather.

33. HANDICAPS ThemethodsofhandicappingasdefinedbytheDivisionHandicappersaresetoutinAppendix2.The description of the system in the Appendix does not restrict the Handicapper from varying the system from time to time and the description in the Appendix is for information only.

34. SPINNAKER (Amends Rules 50.2 & 50.3) (a) Spinnakersmustconformtothedimensionsspecifiedbyeithermanufactureroftheboat, theClassRulesortheboat’sRatingCertificate.Otherwise,oversizespinnakersmustbe disclosed to the Handicapper. (b) Providing the spinnaker and spinnaker pole comply with the Class Rules or Rating Certificateoftheboat,theywillnotInfringeRules50.2and50.3. (c) Fixed and retractable spinnaker poles and bowsprits not attached to the foremost shall be permitted for the purpose of setting asymmetrical spinnakers.

(a) (i) For Category 3 and 4 races, the course shall be one of those as designated for the day in the Racing Programme contained in these Sailing Instructions unless amended by the Race Committee in accordance with S.I. 4(a) Temporary Alterations, 7(b) Re-sail, 13 Reporting or 16(a) Radio Communications, or a separate Notice of Race. HANDICAP SYSTEMS

OFFSHORE DIVISIONS

1. HANDICAP SYSTEMS (a) Three systems of handicapping will be used as follows: (i) IRC TimeCorrectionCoefficient(TCC):Asprovidedbyacurrent,validIRC ratingcertificateissuedfortheboat. The TCC shall be used for an IRC Point Score Trophy based upon the same races as the Ron Pert Tasman Sea Trophy. (ii) Rating Based Handicap (RBH): Derived from information on a valid IRC rating certificatefortheboat.Whereaboathasnotbeenmeasured,theRBHmaybe based on information applicable to the same class of boat and may be adjusted for differences in performance or equipment as necessary, as determined by the Club Measurer. All Rating Based handicaps will be reviewed at the end of the season and may be adjusted based upon each boat’s performance. 3. ALTERATIONS TO HANDICAP All handicaps will be reviewed before the commencement of the season’s point score. The Handicapper may alter a boat’s handicap at his discretion: (a) if it is considered necessary after declaration above (b) if the present handicap appears incorrect (c) if the owner submitsawrittenrequestforareviewoftheboat’shandicapforspecific reasons.

4. HANDICAP ADJUSTMENTS A boat’s PHS time correction factor (TCF) will be reviewed after each race as follows: (a) The corrected time of each boat (CTb) in the race will be calculated by multiplying the elapsed time (ETb) by her handicap (TCF). (b) After each race, a post-race handicap is calculated by dividing the corrected time of theboatplacedinthemiddleofthefleet(finishersdividedbytwo,round0.5up)bythe elapsed time of each competing boat. The post-race handicap is then averaged with the pre-race handicap to provide the new handicap. A maximum handicap change of 3.5% will apply to the new handicap of all boats. (c) There will be no change in handicap for boats that score DNS, DSQ or DNF. (d) In the Two Handedpointscoreraces,boatsplacedfirst,secondandthirdwillhavea penalty of 0.025, 0.010 and 0.005 respectively added to their new handicap.

INSHORE & MULTIHULL DIVISION

1. BASE HANDICAP (a) Prior to the commencement of a new season’s point score, all handicaps shall be reviewed and each boat shall be allocated a base handicap. (i) Class Based Handicap (CBH): Derived from the performance of the class of boat compared to other classes. The CBH shall normally remain constant for the season providing no changes are made to the boat or her equipment outside class rules. (ii) Performance Handicap (PHS): Derived from the performance of the individual boat and her crew and may be adjusted after each point score race depending upon the boat’s finishingplaceoncorrectedtime. (b) A boat racing withtheInshoreorMultihullDivisionforthefirsttimeshallhaveahandicap similar to that of a boat of the same design or comparable performance. The handicap may be adjusted at the Handicappers discretion depending upon the boat’s performance in her firstthreeraces. (c) CBH shall be used for the Ian Short Sails Trophy and the D’Arcy Gray Shield for Inshore Div. (d) The adjustedPHSshallbeusedforallothertrophiesunlessotherwisespecified.

2. PERFORMANCE ADJUSTMENTS After eachpointscorerace,thePHStimecorrectionfactor(TCF)ofeachfinishingboatshallbe adjusted in accordance with the following method: As per Top Yacht Handicap and Result System.

3. WINTER HANDICAP START RACES COMBINED (CSC & RMYC) POINT SCOREAll boats will be handicapped on a time adjustment handicap system as follows:

1. BASE HANDICAP (a) Each boat will be allocated a handicap start time (HCP) expressed in minutes. The time will be derived from the boat’s performance handicap and adjusted for the nominated elapsed timefortheslowestboatinthefleet.Morethanoneboatmayhavethesamehandicapand the slowest boat will have a handicap of zero. (b) Thewinnershallbethefirstboattofinishandeachboatshallscoreinorderoffinish. (c) The nominated elapsed time shall be 150 minutes for Division 1 and 120 minutes for Division 2 and will be the approximate race duration and shall not be grounds for protest or redress.

PERFORMANCE ADJUSTMENTS (a) After each race, a revised HCP for each competing boat is calculated by adjusting the starting HCP As per Top Yacht Handicap and Result System. (b) Boatsplacedfirst,secondandthirdwillhaveanadditionalpenaltyof3,2and1minute respectively added to their new HCP.

2. OTHER ADJUSTMENTS (a) After the application of the performance adjustments above, the least handicap may be adjusted back to zero and the handicap of all other boats will be adjusted by the same amount. (b) The handicapper may adjust a boat’s handicap at his discretion should it appear there has been an anomaly in setting her handicap or if the boat does not compete. (c) Changes to a boat’s sails and equipment within class or measurement rules shall not affect her handicap.

APPENDIX 1

HANDICAP SYSTEMS

ALL CLASSESBoats in handicap point score races shall be handicapped using a time correction factor (TCF)handicap system as follows:

1. PERFORMANCE HANDICAP (a) Prior to the commencement of a new season’s point score, all handicaps shall be reviewed and each boat shall be allocated an initial handicap. The handicap may be adjusted at the Handicapper’sdiscretiondependingupontheboat’sperformanceinherfirstthreeraces. (b) The handicap will be derived from the performance of the individual boat and her crew andmaybeadjustedaftereachpointscoreracedependingupontheboat’sfinishing place on corrected time.

2. PERFORMANCE ADJUSTMENTS After eachpointscorerace,thehandicapofeachfinishingboatmaybeadjusted.

3. OTHER ADJUSTMENTS (a) The handicapper, after consultation with the Class Captain, may adjust a boat’s handicap at his discretion should it appear there has been an anomaly in setting her handicap or if the boat does not compete regularly. (b) Changes to a boat’s sails and equipment within the class rules shall not affect her handicap. (c) In the event of a change of ownership or helmsman, a new handicap shall be allocated for the boat. (d) There will be no change in handicap for boats that score DNS, DSQ or DNF.

1. RULES AllraceswillbegovernedbytherulesasdefinedintheISAFRacingRulesofSailing(RRS),the prescriptions and special regulations of Yachting Australia (YA), the rules of each relevant class for boats racing in class divisions, (except as any of these are changed by these sailing instructions) and by these sailing instructions.

2. DISCLAIMER OF LIABILITY It is the competitor’s sole decision to enter a Club race and to start and or to continue to compete. By way of entering, competitors acknowledge and agree that participation in the event can be dangerous and accept their participation is at their exclusive risk in every respect. Further, by wayofenteringcompetitorsshallholdharmlesstheorganisingauthority,itsofficers,members,servants and agents and all other competitors in respect of all liability for injury to their person and or loss or damage to their property howsoever arising from their participation or intended participationintheeventandacknowledgeandacceptthattheorganisingauthority,itsofficers,members, servants, agents and other competitors accept no responsibility in respect to loss of life, personal injury or loss or damage to property which may be sustained by reason of a competitor’s participation or intended participation in the event or arising for whatever reason in connection with the event. Attention is drawn to RRS Fundamental Rule 4 - Decision to Race and YA Special Regulations Part 1, 1.02 - Owner’s Responsibility.

3. ALTERATIONS TO SAILING INSTRUCTIONS (a) In accordance with rule 89.2(c), prior to the warning signal, temporary alterations that affect only the immediate race may be made to these sailing instructions by the Race Committee.SuchtemporaryalterationsshallbesignifiedbytheRaceCommitteeBoat displaying Flag L (yellow and black quarters). All boats may come within hail to receive oral and/or written instructions. Notice may also be displayed on the Club Notice Board. Provided Flag L is displayed, all boats in that race shall be deemed to be advised of the alteration. (b) Alterations to the sailing instructions which are to be permanent shall be posted on the Club Notice Board under the heading “Alterations to Sailing Instructions” by 1800 hours on the day before they will take effect, and may also be posted on the Club’s website.

4. RACE ENTRIES (a) A boat is eligible for entry in Club races provided that: (i) theboatisownedorcharteredbyoronloantoafinancialmemberoftheclub (ii) the crew members comply with Instruction 5 - Crew Eligibility (iii) the appropriate race fees for have been paid (iv) the boat is registered with the Club, and (v) the boat complies with the YA Special Regulations Part 2 for “Off the Beach Boats”. (b) Casual entries may be accepted for a race conducted by the Club provided that: (i) the boat complies with the YA Special Regulations Part 2 (ii) theRaceCommitteeisnotifiedatleasttwo(2)hoursbeforetherace starting time (iii) an entry fee of ten dollars ($10) per crew member is paid, at the discretion of the Race Committee, and (iv) theboatisnoteligiblefortrophiesorfinishingplacepointsintherace. (c) Races for classes will be conducted in accordance with the Racing Program, provided that aminimumnumberoffive(5)entriesareineachclass,subjecttothediscretionoftheSailingCommittee.Shouldaclassfleetfallbelowthree(3)startersoverthree(3)consecutiveracesinany series, the class may be abandoned.

5. CREW ELIGIBILITY The YA prescription to Rule 55 requires that any crew member that sails in more than 3 races in anyonesailingseasonshallbeamemberofaclubaffiliatedtoamemberState/Territoryyachtingauthority (MYA) and a member of an MYA and Yachting Australia. Additionally, the Club requires that after 3 races in a season at Cronulla the crew member shall become a member of CSC.

6. SIGNING ON & OFF (a) The skipper or crew of each boat shall sign on at the Clubhouse before the start and signoffwithinone(1)houroftheirfinishingtime,beingatthediscretionoftheRace Committee. (b) Sign-on and sign-off sheets will be available for each Class/Division in the clubhouse. (c) If any boat can not sign on and off at the Club then, at the discretion of the Race Committee, such boat may sign on and off by reporting to the Race Committee Boat prior to the Warning Signalforthatraceandafterfinishing.Itistheresponsibilityoftheskipper to ensure that his reporting to the committee boat is heard by the race officials.Whenreporting,theboat shall keep clear of all other boats. A boat reporting in accordance with this Instruction will not be penalised without a prior warning. (d) Failure to sign on or sign off could result in the boat being penalised a ten percent (10%) time penalty to her elapsed time for that race. If there are subsequent infringements to this rule, the offending boat may be penalised without a hearing by the Race Committee and scored Did Not Start. (Amends Rules 63.1 and A5)

7. SCHEDULE OF RACES (a) ThedatesofallClubraceswillbeasstatedintheofficialRacingProgram,Appendix4, contained in these Sailing Instructions. (b) Where a scheduled race is abandoned or postponed and is to be re-sailed on another

day, the Race Committee will not give less than seven (7) days notice and post the date and time of warning signal of the new race on the Club Notice Board.

8. COURSES (a) Courses will be as described in Appendix 2 and subject to amendment at the discretion of the Race Committee. (b) Thecoursetobesailedwillbesignifiedbynumeralpennantsand/orsignalboards corresponding to the course numbers in the Appendix, displayed by the Race Committee BoatnotlaterthantheWarningSignalforthefirstrace.

9. MARKS Unless otherwise advised, the marks will be green, red or yellow buoys. When a separate finishinglineislaid,thefinishinglinemarkwillbeblue.

10. STARTING LINE (a) The Starting Line will be between the Race Committee Boat’s mast displaying the Club burgee and a mark laid at the port end. In addition, a Distance Mark may be laid at or near the Race Committee Boat end of the starting line, in which case boats shall pass between it and the outer mark when starting. A boat shall not pass between the Race CommitteeBoatandthisDistanceMarkfromthedirectionofthefirstroundingmarkof the course after her Preparatory Signal. (b) Boats whose warning signal has not been made shall keep clear of the starting area and of all boats whose warning signal has been made.

11. BRIEFING Abriefingmaybegivenpriortothestartofanyrace.Noinformationgivenverballyatabriefingshall override these Sailing Instructions.

12. LONE STARTER Should one boat appear at the start alone, she shall be entitled to sail the course and thereafter be declared the winner of that race.

Thereafter, the elapsed time in minutes since the start of the race will be displayed by the Race Committee and the display of the number corresponding to a boat’s handicap shall be her starting signal. There will be no individual or general recalls. (c) LATE STARTS (Amends Rule A4.1) A boat starting later than ten (10) minutes after her starting signal will be scored Did Not Start.

15. RECALLS (Amends Rule 29) Individual recalls will be signalled in accordance with Rule 29.1. The starter may also hail the sail number of an infringing boat.

16. FINISHING LINE (a) ThefinishinglinewillbebetweentheflagmastoftheRaceCommitteeBoatandthe nominated mark. (b) TheStartermayshortenthecoursebyfinishinganyclassataroundingmarksubjectto Instruction16(c).FlagSandablueflagwillbedisplayedontheRaceCommitteeBoat. (c) In any Club Championship race, one (1) lap must be completed before the course may be shortened.

17. TIME LIMIT (Amends Rule 35) The time limit for all races, other than sprint races, will be two and one-half hours except that if oneboatfinisheswithinthetimelimit,thelimitforallotherboatsinthatracewillbeextendedbyone-halfhour.Thetimelimitforsprintraceswillbethirty(30)minutesafterthefirstboatfinishes.Aboatwhichfinishesafterthetimelimitoritsextensionasapplicable,willbescoredDNF.

18. RETIREMENT AnyboatfailingtofinisharaceshalladvisetheRaceCommitteeassoonaspracticable.

19. PENALTY FOR BREAKING RULES OF RRS PART2 (Amends Rule 44.2) A One-Turn Penalty will apply and Rule 44.2 is amended so that ‘one turn’ is substituted for ‘two turns’ and ‘one’ is substituted for ‘two’ wherever appearing.

20. PROTESTS (a) Protests shall be lodged in writing, in the format of the RRS Protest Form, with any member of the Race Committee within one hour after the Starter returns to the club-house afterthefinishoftherace.TheRaceCommitteemayextendthetimelimitatitsdiscretion.(b) A protest fee of ten dollars ($10) shall be paid at the protest hearing. (c) A Protest Committee of three (minimum) will hear protests. The Rear Commodore or his representative will advise the parties involved in a protest of the place and time of the hearing of the protest.

21. SCORING SYSTEMS (a) CLUB CHAMPIONSHIP SERIES The Low Point Scoring System of RRS Appendix A will apply and each boat shall exclude

herworstscore.ThenominatedracesfortheseriesarespecifiedintheRacingProgram, Appendix 4. Of the scheduled races, 50% (round 0.5 upward) shall be completed to constitute a series. (b) CLUB POINT SCORE SERIES The Low Point Scoring System of RRS Appendix A will apply, amended as follows: (i) The number of races scheduled and the number of discards allowed in the point score series for each Class will be (ii) The Rear Commodore, after consultation with the Class Captain, may declare a scheduled race for the class to be non-point score due to other commitments. (iii) A boat which starts and thereafter retires or does not complete the course, shall score pointsforthefinishingplaceone(1)morethanthenumberofstartersintheClassinthe race. (iv) A boat whichfinishesandthereafterisdisqualifiedshallscorepointsforthefinishing place two (2) more than the number of starters in the Class in the race. (v) A boatwhichdoesnotstartshallscorepointsforthefinishingplacethree(3)more than the number of starters in the Class in the race. (vi) Any boat that misses a point score race due to representing the club at a sanctioned Class Association regatta or because the Club has scheduled “Off the Beach” racing on the same day as “Offshore” or “Inshore” racing, may request redress. The request shall be submitted in writing to the Sailing Committee within fourteen (14) days of the race missed. Ifsoughtandjustified,theRaceCommitteewillawardtheaverageofpointsscoredinall Point Score races for the missed race and the boat’s handicap may be adjusted. (c) Points for Championship and Point Score events will be awarded to the combination of boat and owner/skipper. Change of ownership will be regarded as a new entry in any series, and all points gained previously shall not be transferred with the boat or remain with the owner. (d) If a boat is nominated to provide assistance to the Starter on a club Race Day which prevents herfromcompetingintheclubevent,theRaceCommitteewillawardfirstplacepointswith no handicap adjustment for the missed race. If the skipper or his appropriate representative does not comply without prior acceptable reason, the Race Committee will award non-discardablepointsforDNFwiththehandicapadjustmentforfirstplace.

22. CREW ELIGIBILITY (a) In any one season, a boat shall not be entitled to change the skipper except in exceptional circumstances. Where these exist, application shall be made in writing to the Race

Committee at least two (2) hours before the advertised starting time of the race by the new skipper who shall be a regular member of the crew. The decision of the Race Committee willbefinalinanysuchapplication.Thehandicapofthenewskipper/boatwillrevertto scratch. This paragraph will not apply to a club training boat which has been allocated to two or more skippers. (b) Onlyskipperswhohavecompetedinfifty(50)percentormoreoftheClassAssociation or club’s programmed events shall be eligible for being awarded places in club championship and season point scores. A member may appeal to the Management Committee to have this paragraph waived where exceptional circumstances have prevented the participation in the required number of programmed events.

23. ADVERTISING ON BOATS For all club races, boats shall be comply with ISAF Advertising Code, Category C.

24. HANDICAPS Handicaps for each Class will be determined by the Race Committee. The methods of handicapping are set out in Appendix 1. The description of the system is for information only, and does not prevent the Race Committee from varying the system at it’s discretion.

25. STRONG WINDS (a) Intheeventofwindsonthecourseareawithasteadyvelocityinexcessoftwenty-five(25) knots for a minimum of thirty (30) seconds or gust velocity of thirty (30) knots, the race set down for that day will be abandoned or postponed to such other day as the Race Committee may determine. (b) In the event of a gale warning being issued for the course area by the Bureau of Meteorology (www.bom.gov.au) which is current within two (2) hours of the race start, the race set down for that day will be abandoned or postponed to such other day as the Race Committee determine.

26. MOORINGS The areas bounded by moorings are prohibited and shall be treated as obstructions for the purposes of the Rules. A boat which is racing and sails amongst moored craft or collides with or causes a collision with moored craft will be subject to protest.

27. COMMERCIAL VESSELS A boat shall not manoeuvre in such a manner as to cause a ferry or other commercial vessel to take avoiding action when operating within her normal commercial lane.

TWILIGHT SAILINGSAILING INSTRUCTIONS

1. EVENT SCHEDULE Twilight sailing will be conducted on Friday evening, commencing the Friday after the start of DaylightSavingandendingtheFridayprecedingthefinishofDaylightSaving.

2. RULES The Club’s current Sailing Instructions shall apply, as amended by these special instructions

3. ENTRY & SAFETY To be eligible to enter the series, an “Entry Form and Safety Declaration” sheet on the Club notice board shall be signed for each boat. All boats shall comply with the safety requirements of the NSW Maritime Authority.

4. COURSE ThestartandfinishlineisbetweenMark2andMark3,laidatthenorthernendofGunnamattaBay. Mark 1 will be laid at the southern end of the bay. The course shall be three laps with all rounding marks left to port. See sketch. Start to 1, 2, 3, 1, 2, 3, 1, to Finish.

5. MOORINGS The areas bounded by moorings in the Bay are prohibited and shall be treated as obstructions for the purposes of the Rules. A boat that sails within one (1) boat length of a moored boat or causes anotherboattodosowillbeautomaticallydisqualified.Asecondoffenceduringtheseasonwillbe grounds for cancellation of club membership.

6. SAILS (not applicable to dinghy classes) No sails may be set forward of a mast which are not normally carried forward of that mast when working to windward. Any sail set forward of a mast shall be properly attached to a stay in the centre line of the vessel and only one sail may be boomed and only to windward.

7. TIME OF START The start shall be a handicap start commencing at 1800 hrs. The canteen clock shall be deemed to be the correct time for starting. There may be no starting signals. Premature starters will not be recalled.

8. HANDICAPS All boats will be allocated a handicap in minutes and shall start at the appropriate number of minutes after 1800 hrs. Handicaps may be adjusted each week and will be posted on the Club Notice Board at least 30 minutes before the start. Handicaps may be obtained by phoning the Club on 9523 6114 prior to the start.

9. TIME LIMIT 2000hrsorofficialsunset,whicheverisearlier,andonlyboatsthathavecompletedthecoursebythistimewillbeconsideredashavingfinished.

10. PROTESTS The Club wishes to discourage the need for protests during twilight “fun” sailing. It looks to participants to enter the event in the right spirit, be meticulous in observing the rules and complete a One-Turn Penalty (or retire) immediately an infringement occurs.

11. PRIZES Prizeswillbeawardedtotheplace-gettersonhandicapatabarbecueimmediatelyafterthefinish.Any prize not collected at that time will be forfeited to the next placed boat.

1. CRUISING DIVISION The Cruising Division shall comprise those boats participating in organised cruising events of the Cronulla Sailing Club Ltd. (incorporating Port Hacking Ocean Yacht Club), hereinafter the club, and complying with these instructions.

2. DISCLAIMER OF LIABILITY All those taking part in a cruise organised by the club do so entirely at their own risk. The club will not accept any liability for material damage or personal injury or death sustained in connection with or prior to, during, or after a cruising event conducted by the club. Organised cruises do not rank as races.

3. SAFETY Each boat participating in a club cruising event shall carry the appropriate safety requirements of the NSW Maritime Authority.

4. DIRECTION Cruising events shall be conducted under the direction of the Cruising Chairman or his nominee who will be responsible for event schedules and liaison with other clubs.

5. PROGRAM Advice of proposed events may be published on the club noticeboard and on the club’s website www.cronullasc.com as applicable.
