    MITHI: The outbreak of viral diseases in livestock reported from differed parts of Tharparkar. The herders are loosing their asset, source of income as well major source of nutrition. Massive campaign for livestock vaccination urged along promoting animal husbandry by livestock keepers demanded in a dialogue held here at Chachro organized by AWARE. Thar got a heavy rainfall this year after a continuous three years drought but due to disturbance in germination cycle of grasses the toxic grasses are found in excess in area instead of chocolate grasses, so it become difficult to graze the animals in Thar for a longer period, said Dr. Mohammad Ismail Qaimkhani. Enterotoxaemia is a dangerous disease of livestock due to spate of this disease thousands of animals perished in district Tharparkar due to this disease. The mortality caused massive economic losses to the people of Tharparkar, whose major source of livelihood is livestock. This is found that the animals are suffering due to various diseases like Urticarial in camels, Sheep Pox in the sheep FMD (Foot & Mouth Disease) in goats. In Chachro area sheep is perishing rapidly, Dr Qaimkhani added. Rehmatullah Kunbhar a social activist briefed the delegation that this is a huge issue and a massive vaccination campaign is required to save the livestock in Thar because this is single major asset, source of income as well as source of nutrition for Thari people. AWARE has launched a vaccination campaign with the support of TDH Tere des homes and BMZ funding under a collaborative engagement for Livestock Department in 15 villages of Taluka Chachro. For sensitization of communities and to promote the practice of vaccination in area so far ETV vaccination against enterotoxaemia is done. So far, 14135 animals including the 9560 goats and 4575 sheep were vaccinated and veterinary doctor educated the communities on the livestock diseases prevention measures and vaccination. Besides, campaign a survey on livestock was also carried out in the area to know the approximate number of livestock in the project communities, Kunbhar added. Taluka Veterinary Officer Dr Ajai said that, we are trying with our best to cope up with situation but the area has difficult terrain and requires human and financial resources to reach each village and settlement in Thar desert. He reiterated that animal husbandry is making a significant contribution to the national economy and socio-economic development of the country. The campaign supported by AWARE has also built a bridge between communities and Taluka livestock department, so other stakeholders should join hand, he requested. Haji Jeearo Sand, a farmer shared that livestock vaccination is urgently required to protect the assets of people from deaths in all over Tharparkar. If the government helps the people of Tharparkar in managing their goats, sheep, camels & other livestock then ultimately will benefit Thari people in securing their livestock based food chain. Gotam Rathi said that Tharparkar district is home to over 6.5 million animal heads but only one percent budget of Sindh livestock department is allocated for Tharparkar. He pointed out that due to there years consecutive droughts the germination cycle of grasses is disturbed and thus year toxic grasses are seen instead of chocolate grasses, so there is need to look into by academia, researchers and stakeholders for alternatives and come up with possibilities to meet the situation. Pardeep Kumar shared that livestock department Tharparkar has 124 veterinary centers, 09 veterinary hospitals and 02 mobile units for meeting the needs of 6.5 million animals heads, so this is difficult to meet the needs especially when outbreaks are reported in far flung areas of Thar, so Govt should come up with a comprehensive plan to support the Thari people. On the occasion, Nabi Bux, Rizwana Baloch and other shared their views and urged the official concerned to take the notice of situation.

    Preventive measures against Congo virus advised Pakistan Today, September 11, 2016

    ISLAMABAD: Health experts on Saturday advised citizens to take special preventive measures to protect from carrying Crimean Congo hemorrhagic fever (CCHF). They said healthcare workers caring for patients with suspected or confirmed Congo virus, or handling specimens from them, should implement standard infection control precautions. These include basic hand hygiene, use of personal protective equipment, safe injection practices and safe burial practices. Dr Arif Majeed said reducing the risk of tick-to-human transmission, people should wear protective clothing like long sleeves or long trousers and wear light coloured clothing to allow easy detection of ticks on the clothes. He said people should use approved chemicals intended to kill ticks on clothing, use approved repellent on the skin and clothing, regularly examine clothing and skin for ticks, if found, remove them and avoid areas where ticks are abundant and seasons when they are most active. Dr Arif said in order to reduce the risk of animal-to-human transmission, people should wear gloves and other protective clothing while handling animals or their tissues in endemic areas, notably during slaughtering, butchering and culling procedures in slaughter houses or at home. He added to reduce the risk of human-to-human transmission in the community, people should avoid close physical contact with CCHF-infected people, wear gloves and protective equipment when taking care of ill people and wash hands regularly after caring for or visiting sick people

    Lightning, flood kills five in Swat village Pakistan Today, September 11, 2016

    ISLAMABAD: At least five persons, including a minor, were killed and another wounded due to floods and when lightning hit a house in Madyan area of Swat district. According to reports, the lightning hit a house in Palam village in Madyan, killing two-year-old Sheraz, Bala Nishta, 15, and Niaz, 13. Another person identified as Usman also sustained injuries and was shifted to Madyan hospital for medical care. Twenty homes were also destroyed as well.

    Govt to install latest radars system for forecasting natural calamities Pak Observer, September 10, 2016

    PESHAWAR: Khyber Pakhtunkhwa government is embarking upon a comprehensive plan to install latest radar system for forecasting floods and other natural disorders and creating sufficient room for early arrangements to control the human and material losses. It was revealed by KP Minister Finance Muzaffar Said Advocate while addressing as chief quest at concluding session of group discussion on saving Peshawar from environmental and climatic devastation on Friday. It was jointly arranged by KP Government, Al-Khidmat Foundation and RAPHA International here at local hotel that was largely participated by exports, relief volunteers, professors, scholars and senior students from various universities and high ups of concerned government departments who presented their recommendations in light of their research and observations as well as online views of experts from UK, USA, Turkey and other developed countries. Muzaffar Said Advocate said provincial metropolis was our centre of attention to remove all kind of environmental hazards and make it clean, green and disease free city. He said developmental schemes in Peshawar have reached to trillion of rupees and soon this city would be a global touristic attraction. He assured that provincial government would consider recommendations of the group discussion at cabinet level. He asked the educationist and seminaries to promote the spirit of research and inventions to produce new Muslim scientists. He lauded the role of Al-Khidmat Foundation for arranging such scholastic event and hoped that relief agencies would endeavor more beyond welfare activities.—APP

    'Pakistan among top 10 countries affected by intense climate events' Daily Times, September 10, 2016

    ISLAMABAD: Pakistan is amongst the top ten countries on the globe and already experiencing more frequent and intense extreme climate events such as floods, droughts, cyclones, heavy rain spells, extremely high temperatures etc. The average global temperature has increased due to increasing concentrations of carbon dioxide and other greenhouse gases in the atmosphere for last many years. During the last century, it increased by 0.6 degree Celsius and is expected to increase further by 1.0 degree Celsius to 4.0 degree Celsius till the end of the current century. Quoting findings of the Inter-governmental Panel on Climate Change (IPCC) reported in its 5th Assessment Report (IPCC-AR5), an official of Ministry of Climate Change said there will be considerable climatic changes in different world regions. "The most prominent impacts are increase of average temperature, frequency and intensity of extreme climate events results, as floods, droughts, heat waves and cyclone etc", he said. Pakistan has experienced flooding every year since 2010, which caused huge devastation of life adding that drought prevailed in the southern part of the country during 1998-2001 and has hit again in 2014 in two regions of the country, which include Tharparkar District in Sindh and the Cholistan area in Punjab, he added. The official said that most recent extreme climate events witnessed by Pakistan are floods hitting various parts of the country during spring and ongoing monsoon season. The climate change expert informed that a number of research studies have been conducted by various institutions to assess the impact of climate change on various socio-economic sectors of our economy and to evaluate possible changes in extreme climate events like floods, droughts, heat waves etc, he said. The Global Change Impact Studies Centre (GCISC), a dedicated research institute for climate change studies in the country serving as a research arm of the Ministry of Climate Change, has conducted studies on climate change, climate extremes and impacts of climate change on water resources and agriculture, he informed. Climate change projections made at GCISC indicates that the average temperature over Pakistan will increase in coming decades at a pace faster than that of the average global temperature. It may exceed it by about one degree Celsius by the end of this century, resulting in the increase in the probability of occurrence of extreme climate events such as floods and droughts. The studies further revealed that the probability of occurrence of cold days and nights has decreased, while that of warm days and nights has increased over Pakistan, he said. GCISC studies have also shown that the increasing temperatures will negatively impact crop yields in Pakistan posing a serious threat to the food security of the country. The water security of the country is also threatened by the climate change. The increasing temperatures in the northern mountains of the country will result in glacier melting, affecting the flows of Indus River System (IRS), he said.

    One more patient diagnosed with Congo virus in Quetta Dunya News, September 7, 2016

    QUETTA: One more patient diagnosed with Congo virus was admitted in Quetta’s Fatima Jinnah Hospital. 35-year-old Rehmatullah is a resident of Pashtunabad area. With the recent diagnosis, the number of Congo patients admitted in the hospital in the ongoing year has reached 97 among which 27 have been confirmed of having the virus. Rest of the patients has been discharged after recovery whereas blood samples of two people have been sent to Karachi for test. The death toll from the deadly virus is 10 in the provincial capital. A day before, 25 year-old Lal Muhammad was shifted to hospital over bleeding from nose and mouth. He is a resident of Eastern bypass and works in a dairy farm. Crimean-Congo hemorrhagic fever (CCHF) spreads through vectors that carry the virus found in cattle. Number of patients is rising as forthcoming Eidul Azha has prompted people to buy sacrificial animals.

    ATTOCK—Pakistan Justice and Democratic Party (PJ&DP) will soon file a writ petition in Lahore High Court through which it will be prayed to order Speaker National Assembly to send reference to Election Commission against Prime Minister Nawaz Sharif. Earlier the speaker has played a partial role in a reference filed against the prime minister violating Article 52 of Constitution. PJ&DP’s focal person Advocate Ahsan-u-Din said this while addressing a press conference here. On the occasion PJ&DP’s district organiser Israr Khattak was also present. Sheikh Ahsan-u-Din said that it was high time for the nation to get united against corruption and terrorism. He said, another problem faced by people is ignorance and illiteracy that is a big hurdle in electing honest leadership. He said, billions of rupees corruption is bringing done while National Action Plan could not be implemented in letter and spirit. He said, COAS General Raheel Sharif has categorically said that corruption and terrorism are inter related and it is high time that we must root out this inter relation of both the evils but leaders of the country do not want this. He demanded that high treason case be registered against Altaf Hussain and no compromise be made in this regard. Focal Person Ahsan-u-Din also demanded that govt to announce reasonable compensation for the families of those lawyers martyred in Quetta.

    LAHORE: Amid reports that Rangers is all set to launch a mega operation in Punjab shortly after Eidul Azha, the Counter Terrorism Department (CTD) in its recent report strongly denied presence of no-go area ruled by banned militant outfits in any part of the province. The report on the one and a half years performance of the CTD sent to Punjab government a couple of days back also claims elimination of notorious militant outfit Lashkar-e-Jhangvi (LeJ) from the province due to killings or arrests of its whole leadership, including the chief, Malik Ishaq. The report shuns as “propaganda” the impression that south Punjab is a terrorism hub and the criticism of Punjab government for allegedly sparing Jihadi organisations for “strategic reasons.” It further claims the agencies were freely conducting counter-terrorism operations all over the province, while all madressahs (seminaries) were fully accessible for search and arrest of wanted suspects. Claims elimination of LeJ cadres On the other hand, a senior official privy to the development told Dawn the Terms of Reference (TOR) for Rangers to operate in Punjab had almost been finalised. He said Rangers would be given powers for conducting joint operations with the CTD and Punjab police under some sections of the Pakistan Rangers Ordinance 1959. The official dispelled an impression that the Rangers would be allowed to operate in specified areas which had been demarcated. The identification of areas or districts in Punjab (for joint operations) would be the sole discretion of the apex committee, he said. “The Rangers will conduct joint operations with the CTD in the areas to be specified by the apex committee, based on information gathered by intelligence agencies and after its due assessment by the apex committee”, the official said. He said a notification for the deployment of Rangers in Punjab was likely to be issued in a couple of days after its final review by the interior ministry. Meanwhile, the CTD report claims 70 per cent decrease in terrorism acts in Punjab since March 2015 under a zero-tolerance policy of the department towards militancy. “No militant organisation is functioning in Punjab freely”, the CTD report claimed. It added that as many as 253 top, middle and lower tier leaders of various banned militant outfits had either been killed, arrested or detained in the information-based operations (IBOs) all over the province. “The CTD has also killed 181 jet black terrorists in IBOs, mainly of the LeJ, Tehreek-i-Taliban Pakistan and Al Qaida”, the report said. As many as 590 other militants of banned organisations were also arrested, while their 1,238 hardcore activists were detained since March 2015, it claimed. Besides, nearly 1,500 fourth schedulers were put under surveillance and 115 others disengaged from seminaries. About action against sectarian crime, it said that after wiping out LeJ from Punjab, the entire leadership of another sectarian organisation, Sipah-e-Mohammad Pakistan (SMP), had also been arrested or detained. Total 213 cases have been registered against these two sectarian outfits alone, besides arrest of 266 suspects by the CTD in Punjab. Similarly, it stated that total 870 activists of these organisations have also been detained. No sectarian terrorism incident took place in Punjab in 2016 so far”, the CTD report claimed. About registration and regulation of seminaries in the province, the CTD report says that 13,798 madressahs have been geotagged, 7,306 registered and 532 have been thoroughly searched. The CTD has also geotagged 61,000 mosques and 3,000 minority worship places all over the province. The report further says the CTD took action against terror financiers by lodging 93 cases and arresting 123 suspects belonging to various banned militant organisations. Total 440 cases were registered at CTD’s own stations since March 2015 with 40pc conviction rate, the report concludes.

In an interview with Daily Times, he disagreed with the government's claims of successfully eliminating the Islamic State (IS) group from Pakistan, saying "the IS was operating in the country to disturb law and order situation". He said several banned organisations in FATA had announced their affiliation with the IS. The government, he said, should launch Rangers operation in south Punjab "as relief camps of terrorists were present in the area". Malik; however, hoped the terrorist organisation, whether it was IS or others, would be eliminated if the Operation Zarb-e-Azb continues successfully in tribal areas. He emphasised the need to break the "financing network of these organisations connected with neighbouring countries of India and Afghanistan". The senator said he had already written a letter to the government about an international conspiracy being hatched against the integrity of Pakistan. "India and Afghanistan, backed by the West, were operating to destabilise Pakistan," he said. He said that despite Pakistan's innumerable sacrifices in war on terror, the United States was showing tilt towards India citing the recent 'Logistic Exchange' agreement between the two countries. To a question, Malik, who has also served as interior minister, said there was a need to make a strategy to protect cyber boundaries of the country as well. "A NASA official had revealed that the department was involved in recording phone calls of military and civilian leadership of Pakistan but our government was showing mysterious silence on it," he added. When asked about the Panamagate scam, he said the Pakistan People's Party (PPP) wanted fair and independent investigation into the Panama leaks. He; however, said the government and opposition should jointly prepare a method for a probe into the Panama Papers revelations. Replying to another question, he said the PPP would regain its mandate in Punjab that "was lost due to rigging in 2013 general elections". He also urged the government to conduct census as soon as possible to ensure free and fair elections in the country. "The wrong figure of population and economic statistics could mislead the country's experts," he maintained. Referring to the prime minister's Kashmir policy, the PPP senator said those parliamentarians, who had been tasked to highlight the Kashmir cause across the world, should be given proper training in this regard.

    ISLAMABAD: While criticising the reaction of the international community about world terrorism, Spokesman of the Pakistan Army Lt General Asim Saleem Bajwa has said the world should not suspect their intention in the war against terror as Pakistan had to bear billions of rupees losses along with sacrifices of thousands of people. He expressed these views during an interview with a US broadcasting group on the occasion of the 15th anniversary of 9/11. He said that fingers should not be pointed at Pakistan’s determination in fight against terrorism and sacrifices rendered by the people of Pakistan in this regard should be remembered. He said Pakistan had been facing the worst kind of terrorism for 15 years and they had done more work than the rest of the world. He said Pakistan had to bear over $107 billion loss along with sacrifices of thousands of people. Asim Bajwa said the world should not suspect their intention as Pakistan had played a conspicuous role in the fight against terrorism, which started after 9/11 and achieved important successes. He said that Pakistan had paid a heavy price in this regard. He said that a lot of work was to be done for the reconstruction of terror-hit areas in Pakistan.

    BEIJING – Fifteen years ago, the world entered an age of war against terrorism, waged by the United States and its allies after terrorists destroyed the twin towers in New York and part of the Pentagon in Washington D.C. Since then, the world security scenario has undergone tremendous changes. The war in Afghanistan has been lingering on, Iraq’s government of former President Saddam Hussein was toppled in bloodbath, Libya and Syria followed suit to become slaughter houses. Moreover, the Islamic State terrorist organization has controlled large areas in Iraq and Syria and instigated terrorism worldwide. The war and devastation in Middle East has caused a mass exodus of local population towards Europe. Terrorist attacks have been repeatedly staged in France, Germany, Belgium and Turkey. As some have warned before the United States invaded Iraq, once the Pandorra’s Box was opened, the devil would come out in the Middle East and would not be brought back into the box again, with centuries-old religious sectarian fighting and old ethnic and tribal wars flaring up like forest fire. During this period, violence also erupted in Egypt, Yemen and some other Arab countries, while the Middle East peace process between Israel and Palestine has been mired in an unbreakable impasse. The so-called “Arab Spring” ended in shambles and shame. The war has destroyed the livelihood of tens of millions in Afghanistan, the Middle East and North Africa. The economy there has almost been destroyed, normal life has become a luxury while society is shattered in the wake of war and violence. “I have lost my husband, I have no job and regular income to support my children. The legacy of foreign forces war against terror is corruption, poverty, endemic conflict and growing poppy,” said Jamila, a widow in Afghan capital Kabul, in an interview with Xinhua. As the Middle East has been haunted by violence and terror, Western powers led by the United States are known for their selective approach towards terrorism and a lack of seriousness in addressing the roots of terror. It is widely proved that the Islamic State was a splinter group of anti-government forces in Syria, and Islamic militancy was also used by the Western elements in Chechen war against Russia as well as the unrest in Xinjiang of China. While the United States was a victim of terrorist attack 15 years ago, its policy of military interference in Afghanistan and the Middle East only worsened the security situation around the world and raised wide suspicion that its military operations were serving its own pure interests. “Western miitary intervention in countries such as Iraq, Syria and Libya has led to chaos and anarchy,” said Michael Lueders, a board member of the German Near and Middle East Association. He held the United States responsible for the current refugee crisis in Europe, the worst since WWII. The pictures of children who died in war and the refugee crisis have brought the world to look closely at its own conscience. It is clear that military adventures by the United States and other Western powers in the Middle East, the North Africa and Afghanistan are the real cause of the current deterioration of world security situation. To fight terrorism, the United States and other Western countries must stop unilateral actions without UN approval and violating national sovereignty and dignity of any country and abandon their double standard on terrorism.

    WASHINGTON: United States lawmakers were warned at a congressional hearing that sanctioning Pakistan or declaring it a state sponsor of terrorism could backfire. A transcript released on Sunday shows a lively debate on the issue at the US Senate Foreign Relations Committee, which held a hearing on US-Pakistan relations. In his opening statement, the committee’s chairman Senator Bob Corker expressed frustration with Pakistan’s alleged lack of cooperation in defeating militant groups still active in neighbouring Afghanistan. Senator Corker, a Republican, and Senator Ben Cardin, the ranking Democrat on the committee, also asked the witnesses to explain what measures US policymakers could take to make Pakistan cooperate. “In order to justify major policy shifts like eliminating aid, labelling Pakistan a state sponsor of terrorism, or enacting sanctions, US policymakers should be able to explain how such actions would make America’s strategic predicament better,” said one of the witnesses, Prof Daniel Markey of the Johns Hopkins University. “They would need to consider the possibility that coercion could backfire, raising tensions and making Islamabad less willing or able to advance any constructive agenda.” Markey said that the next US president could take “a far more coercive approach” with Pakistan than the outgoing president, Barack Obama. “But I think given the likely cost and benefits I expect we are more likely to reduce and restructure assistance to Pakistan than to end it all together,” he added. And in the process, the US should find ways to more clearly “link our ends with our means” and also to impose appropriate conditions in ways that more Pakistanis and Americans will actually understand. Toby Dalton, a co-director of the Carnegie Endowment for International Peace, explained that there was a vast difference between what the US should and could do. “Ideally, the United States and others should seek ways to convince Pakistan to flatten the growth curve of its nuclear programme. The honest assessment is, however, that since Pakistan embarked on a nuclear weapons programme, very little the US has tried, whether sanctions or inducements, has had an appreciable impact,” he said. Robert L. Grenier, a former station manager in Islamabad of the US Central Intelligence Agency, told the committee that in 1993 and 1994 Pakistan “came within a hairsbreadth of ending up as a formal member of the list of state sponsors of terrorism” but US national interests prevented Washington from doing so. Senator Corker recalled that in May this year, the Senate put a hold on allowing Pakistan to use US funds for buying F-16 aircraft, “which I think is appropriate”. The senator said the US government and lawmakers were all “becoming more and more frustrated” with their relationship with Pakistan. He claimed that the Afghan militant Haqqani network’s leaders had been living in Pakistan and the Pakistani government knew where they lived but would not cooperate with US efforts to eliminate them. “What in essence has happened is, where we used to be able to take them out (using drones) in the Fata areas, now that they’re living in the suburban areas, we cannot do that.” Senator Cardin noted that banning Pakistan from using US funds to buy F-16s was very complicated. “There were many factors engaged in our discussions. And quite frankly, we didn’t think we had all the information we needed,” he said. He noted that Pakistan was a strategic partner in the war against terrorism but the US still had major concerns about that relationship, “as they seem to be very selective in fighting terrorism”. He noted that the US had used “conditionality of aid” in the past as well but it was not very effective. “So the question is how can we use our tools more effectively to change the behaviour in Pakistan? Is there a better way of doing this?” Senator Cardin asked. “If money is not the answer (then what is)?” asked Senator David Perdue, a Republican from Georgia, noting that all three witnesses agreed that engagement with Pakistan was still purposeful. Senator Perdue noted that out of $19 billion provided to Pakistan since Sept 11, 2001, only $8bn were actually for security efforts, while $11bn were for humanitarian purposes. “So, let’s put in perspective. It’s not like this is a major battleground for us in terms of money. But on the other hand, I don’t know what they’re going to do given that we’re cutting off $300 million or half of the money that we would normally be sending them this year,” the senator said. Prof Markey said that US assistance to Pakistan should be divided into three categories: “Category one, things where they want and we want. Category two, we and they want similar things but they want to do it differently than we think is right. Category three, areas where we want to tell them what we think they should do and we believe they are not doing.” “We hold out resources as inducements with limited expectations that those things will change but demonstrating that we are willing and eager to be partners with them, thereby not closing doors over the long run but not delivering assistance for things that they don’t do,” said Mr Markey while explaining how the US should use its assistance to get the required results.

Being an equal citizen of Pakistan, everyone should be accountable to these institutions, be it the Prime Minister of the country, some privileged member of the sovereign Parliament, some deceitful politician, some arrogant bureaucrat, some ruthless and inhuman Police official or anybody entrusted with some official, social or judicial responsibility. An inquiry into the corruption allegations on the Prime Minister should have been held without any discrimination. This should have sent a positive message that no one is above the law, and everyone will be accountable for one’s actions.

    Four terrorists killed in Rajanpur combing operation, claims ISPR Daily Dawn, September 10, 2016

    ISLAMABAD: At least four terrorists and one security forces' official were killed in a combing operation in the Rajanpur area of south Punjab, Inter-Services Public Relation (ISPR) said on Saturday. Numerous absconders were also apprehended from district Rajanpur's Gayandari area. Security forces also recovered a large cache of arms and ammunition during the combing operation. Gayandari is located on the border of Balochistan and Punjab. "Operation against anti-state elements was in progress in the mountainous tribal area of Rajanpur while arrests were also made in this regard," a senior commander of border military police said. Rajanpur's district police officer Irfanullah told Dawn that Punjab police was not a part of this operation and had no details regarding it. Earlier in August, Chief of Army Staff General Raheel Sharif chaired a high-level security meeting, following the bombing at Quetta Civil Hospital, and ordered the intelligence agencies to initiate special combing operations to target those involved in terror attacks. In April, the Pakistan Army launched an operation by deploying troops, including special forces, in the riverine area of Rajanpur to fight against criminals belonging to the Chotoo gang. A full-fledged operation against the gang was initiated after it had killedseven police officials and taken 24 others hostage. After the military's intervention, the leader of the gang, Ghulam Rasool, along with 13 gang members had “surrendered unconditionally to the army”. The 24 policemen taken hostage by the Chotoo gang were also rescued during the operation.

    Since 2008 some of the worst terrorist attacks have taken place in Punjab. This is by no means unusual as more militant organisations have originated from Punjab than from any other province. What is more, hundreds of misguided young men were sent by religious parties to fight in Afghanistan. The list of martyrs dying in Kashmir jihad appearing in JuD’s official publications contained scores of names from all over Punjab. More recently there have been reports of several men and women having traveled to Syria to join the IS. In February three police officials were killed in Faisalabad by suspected IS activists. Teachers from LUMS and Punjab University were picked up by police for involvement with terrorist networks. Despite this Punjab government has been in a state of denial regarding any threat from the terrorists. Two incidents should have alerted the government, the killing of Punjab Home Minister Shuja Khanzada in Attock in August last year and the attack in Gulshan-e-Iqbal in Lahore in March this year. The killings however failed to open its eyes. After the later incident which resulted in more than 70 killed, pressure increased from the army for a coordinated action against the terrorists in the province at divisional and district level. A high level meeting recommended joint actions led by civil and military intelligence agencies. The Punjab government however showed it had no appetite for joint actions. With Tahir ul Qadri demanding deployment of Rangers in Punjab with similar powers as in Sindh, the government was all the more wary of the scheme. Unsatisfactory performance by the Punjab government led army’s special teams to conduct intelligence based operations in Faisalabad where they are reported to have arrested high-value terrorists and facilitators besides recovering lethal weapons over the week. Meanwhile a summary has been sent to the CM for deployment of Rangers. Hopefully the Rangers’ stay would be short. This will depend on the realisation of the urgency to eradicate the terrorist threat at the earliest and the government making full use of the Rangers’ assistance for the purpose.

    Rangers to launch operation against outlawed organizations in Punjab: Rana Sanaullah Daily Pakistan, September 10, 2016

    LAHORE (Web Desk) – The Punjab government has called in Rangers to conduct an operation against proscribed outfits in the province. Punjab Law Minister Rana Sanaullah has said that later the tragic incident of Quetta, the government has resolved that the Rangers should assist the anti-terror force in the Province against terrorists, banned outfits and their facilitators. While talking to BBC Urdu, Sanaullah said the paramilitary force was being called in Punjab for ‘designated areas’ and a ‘specific timeframe’. He said the Rangers were calling initially for two months, but their stay could be stretched out if need be. The law minister maintained that the Rangers had been present in the province and been involved in counterterrorism operations alongside police, saying efforts were underway to increase the number of personnel and establishing their presence. He made it clear that the Rangers are being addressed to tackle a situation in some ‘difficult areas’ where a critical action was necessary as per intelligence reports. Army helicopters strike Chotu gang in full-scale Rajanpur offensive Sanaullah said it wasn’t the first time that the personnel were being shouted, saying their presence was earlier sought during an operation against gangsters in Rajanpur district. According to reports, a summary regarding Rangers deployment has been mailed to Chief Minister Shahbaz Sharif, followed by a letter to the federal interior ministry for the deployment.

In response to Narendra Modi’s recent criticism at G20 Summit in which the Indian premier said Pakistan was “one single nation” which was involved in fomenting terror in South Asia, FO spokesperson Nafees Zakaria said “India was in fact that single nation”. “The confessional statement made by India’s premier intelligence agency Research & Analysis Wing’s officer Kulbhushan Yadav had made it clear which country was in fact spreading terrorism,” the spokesperson said at a weekly press briefing in Islamabad. Replying to a question whether Prime Minister Nawaz Sharif will raise the issue of Yadav’s arrest at the upcoming UN General Assembly session, Zakaria said: “The issue of Indian involvement would definitely be highlighted will be raised because of its direct links with incidents of terrorism in Pakistan.” The FO’s statement came hours after Foreign Secretary Aizaz Ahmad Chaudhry said Pakistan is a responsible nuclear state and its nuclear assets are safe from terrorists. “Pakistan’s nuclear assets are safe and regularised by an autonomous body which is the Pakistan Nuclear Regulatory Authority,” Chaudhry said while addressing a conference titled Assessing South Asia’s Nuclear Security organised by the Centre for International Strategic Studies (CISS) in Islamabad. Earlier during the day, Modi launched a second attack on Islamabad within two days as he sought a coordinated response from the Association of Southeast Asian Nations (ASEAN)-member nations to combat menace of “export of terror” in the region in an apparent reference to Pakistan. “Export of terror, growing radicalisation and spread of extreme violence are common security threats to our societies,” the Indian premier said while addressing the 14th ASEAN-India summit in Vientiane, Laos on Thursday. In a veiled attack on Islamabad at G20 summit in China’s Hangzhou on Monday the Indian prime minister declared Pakistan the “one single nation” responsible of fomenting terror in the region. Modi’s remarks at the summit were shared by India’s Ministry of External Affairs Spokesperson Vikas Sarup on Twitter. “Indeed, one single nation in South Asia is spreading these agents of terror in the countries of our region, Modi reportedly remarked. Relations between the arch-rivals have worsened since the killing of HuM commander Burhan Wani in a shootout in Indian-held Kashmir on July 8. Wani’s killing sparked mass protests, leaving at least 70 protesters dead and hundreds injured.

    KARACHI—Owing to extraordinary security measures by the Sindh police, there has been a 45 percent decline in the incidents of terrorism besides a 99 percent decrease in kidnapping for ransom as compared to same period last year. A spokesman of the Sindh Police said here on Wednesday that this was informed during a briefing here.He said that a 16-member delegation of the National Management College which is on a study tour had called on Inspector General of Police (IGP), Sindh, A.D. Khawaja at the Central Police Office (CPO) here. The IGP apprised the visiting delegation about the measures by the Sindh Police for the maintenance of law and order in the province besides the steps for the upgradation within the available resources. Khawaja also spoke about the monitoring of the metropolis through CCTV cameras and surveillance. He also informed the delegation regarding the significance of the China-Pakistan Economic Corridor (CPEC) as well as the police security plan and deployment. The DIG Headquarters, Munir Shaikh, informed the delegation that the Sindh Police consists of six ranges, 30 districts and 583 police stations. He pointed out that during the current calendar year till August 31, there has been a decline of 45 percent in the incidents of terrorism while the kidnapping for ransom decreased by 99 per cent. The target killing came down by 67 per cent and extortion by 54 per cent as compared to similar period last year. In police action against criminals, 7,443 accused were arrested and 287 suspects killed. As many as 23 police officers and jawans laid down their lives which include 18 from the Karachi police.

The hearing titled “Pakistan: Challenges for US interests” will take place on Thursday. The committee’s chairman, Senator Bob Corker, notorious for his irrational fear of Pakistan and his anti-Pakistan views, has also invited two US ‘experts on South Asia’ to record their views on the subject. The development came at a time when Pakistan’s Chief of Army Staff General Raheel Sharif said that Afghanistan was a brotherly nation and that the stability of Afghanistan was necessary for a peaceful Pakistan. He was addressing at the central ceremony to mark country’s 51st Defence Day which commemorates 1965 war between Pakistan and India. However, he said that some elements did not want to see better ties between Pakistan and Afghanistan. On the occasion, Raheel Sharif reiterated that Pakistan would continue its anti-terrorism push until complete elimination of the terrorism. Speaking at the daily briefing, the US State Department spokesman, Mark Toner, said that the United States wanted to see both Pakistan and Afghanistan to jointly go after the terrorists. He said the Islamabad had assured Washington of indiscriminate action against all terrorist groups, further adding that the US was encouraged by the recent anti-terrorism operations conducted by Pakistan. Meanwhile, the White House spokesperson, Ned Price, said: “The United States remains unwavering in our support for the people and the government of Afghanistan.” He vowed to continue to work with the Afghan government to build a more secure, stable, and prosperous Afghanistan, while condemning the Kabul attack.     ISLAMABAD: A project has been introduced to spread benefits of solar energy across rural areas of twin cities of Islamabad and Rawalpindi.The basic objective is that by using solar energy women can improve their financial condition and help minimize energy shortfall situation in areas with limited electricity. The mechanism of the programme called ‘Solar Bibi’ is that women would be taught how to operate and maintain solar charging stations in their homes to earn a decent living.The project a joint effort of Pakistan Council of Renewable Energy Technologies (PCRET) and Ministry of Science & Technology is set to expand to other areas as well where women are forced to stop working after sunset due to absence of electricity.Head of e-solar project Fateema Aneela on Sunday said its name was chosen to especially target women in rural areas. She said in coordination with PCRET around 1 000 women would be trained as ‘Solar Bibis’ all over Pakistan.An official of Islamabad Women s Chamber of Commerce and Industry (IWCCI) said the project would change thousands of lives especially that of widows who work hard to make both ends meet. Training sessions for the programme have already started with an initial batch of 50 ‘Solar Bibis’.Centre of Information Technology (CIT) Islamabad Director General Ammar Jaffri said according to the World Bank about 44 per cent of households in Pakistan are not connected to the grid and more than 80 per cent of those are in rural areas. Our target is to provide sustainable energy to off grid areas and we especially want to empower women in these areas through the project, he said.

    Health experts on Saturday advised citizens to take special preventive measures to protect from carrying Crimean Congo hemorrhagic fever (CCHF).They said healthcare workers caring for patients with suspected or confirmed Congo virus, or handling specimens from them, should implement standard infection control precautions. These include basic hand hygiene, use of personal protective equipment, safe injection practices and safe burial practices.Dr Arif Majeed said reducing the risk of tick-to-human transmission, people should wear protective clothing like long sleeves or long trousers and wear light coloured clothing to allow easy detection of ticks on the clothes.He said people should use approved chemicals intended to kill ticks on clothing, use approved repellent on the skin and clothing, regularly examine clothing and skin for ticks, if found, remove them and avoid areas where ticks are abundant and seasons when they are most active.Dr Arif said in order to reduce the risk of animal-to-human transmission, people should wear gloves and other protective clothing while handling animals or their tissues in endemic areas, notably during slaughtering, butchering and culling procedures in slaughter houses or at home.He added to reduce the risk of human-to-human transmission in the community, people should avoid close physical contact with CCHF-infected people, wear gloves and protective equipment when taking care of ill people and wash hands regularly after caring for or visiting sick people.

    Oil tanker catches fire on Super Highway, three dead, several cars ablaze Geo News September 7, 2016

    KARACHI: At least three people were killed and six injured when an oil tanker caught fire at the Super Highway early Wednesday morning, setting several other cars in its vicinity ablaze.The dead included a man, a woman and a child. Bodies of all three are charred beyond recognition, police said. The oil tanker's tire exploded and fuelled the fire. Other vehicles behind the tanker crashed into it and caught fire as well, including a trawler carrying 15 cars.The fire resulted in severe traffic jam on the highway, forcing the Motorway police to walk to the site of the incident. He said Pakistan can provide technical assistance to Senegal in agriculture sector.The one-on-one meeting was followed by delegation level talks between the two countries.Prime Minister Nawaz Sharif and President of Senegal led their delegations at the talks.The two sides agreed to strengthen cooperation in education, agriculture and economy. They also discussed ways and means to forge ties in trade and defence.Earlier, upon his arrival at Prime Minister House, the President of Senegal was presented a guard of honour by a smartly turned out contingent of armed forces.     LAHORE (Dunya News): On 51st Defence Day of Pakistan, let us explore variety of missiles range that has proved state’s supremacy not just in the region but world powers have acknowledge Pakistan’s defence capabilities.Hatf-I can take out a target at 70 kilometres of distance, Hatf-II, also known as Abdali-I which is a supersonic missile and tactical surface-to-surface short-range ballistic missile can mark upto 180 kilometres while Hatf-III (Ghaznavi) was added to missile range of Pakistan in 2012 and is capable of carrying nuclear warheads to 290 kilometres of distance.It was test-fired by Army Strategic Command Force on May 10, 2012.Hatf-IV (Shaheed-I) can mark upto 750 kilometres, Hatf-V (Ghouri-I) upto 1,500 kilometres, Hatf-VA (Ghauri-II) upto 2,000 kilometres, Hatf-VI (Shaheen-II) also 2,000 kilometres, Shaheen-III has the capability of taking out a target 2,700 kilometres apart after it was successfully test-fired on March 9, 2015.With help of multi-tube launcher, army can launch several missiles one after the other.In Addition to ground-to-ground missiles, armed forces have a range of air-to-ground missiles.Hatf-VIII also known as Ra’ad can take out a target from air at 350 kilometres distance and is launched from a combat aircraft as it is an air-launched cruise missile. This missile is a sub-sonic vehicle of ammunition that is developed on cruise technology.
