D e p E d h a s b e e n a strong advocate of demand reduction of dangerous substance and education about the health and social

consequences of drug abuse. Ongoing efforts to align to international standards such as the Universa l Prevention Cu rriculum for Substance Use to further strengthen the department’s program in the area of curriculum and instruction. The schools division offices shall also ensure that all public elementar y and ssecondary public schools are provided with a copy of the lesson plans. The detai led lesson plans on preventive drug education program may

be downloaded online. These lesson plans contain a detailed description of the steps on how a teacher will teach topics focusing on lifes skills. Detailed lesson plans will also help teachers m a n a g e i n s t r u c t i o n s effectively to ensure that learning is evident inside their classrooms. The class adviser shall deliver the detailed lesson plans within the schedule dates and F u r t h e r contextualization of the detailed lesson plans is encouraged.

officials of Compostela Valley rallied behind Monkayo town in opposing the entry of large-scale mining companies inside the 8,100-hectare Mt. Diwata mineral reservation area, commonly known as Diwalwal. Compostela Valley Governor Jayvee Tyron Uy noted that the area is being eyed for a mineral industry zone by the Philippine Mining Development

Corporation (PMDC), which signed an agreement with Philippine Economic Zone Authority (PEZA) last year. The issue is expected to be raised on Thursday’s Diwalwal Mineral Reservation Area (DMRA) Information Summit, which will tackle the DMRA development plan, the status of the Naboc River, effects of the chemicals used by mining operators, and the Naboc River Action Plan. Uy said both the provincial and municipal

governments have made it clear that no large-scale miners will be allowed in Diwalwal. PMDC and PEZA’s plan to convert the area into an ecozone, however, is a welcome development, Uy said. He said a manifesto declaring their opposition to the entry of large-scale miners was signed on June 8. Any proposals relating to the exploitation of mineral resources in Diwalwal should be done in consultation with local

officials. The governor said they expect the national government to side with them on the issue, maintaining that “mandate of the local government to ensure policies are for the betterment of the people.” Uy underscored the government’s priority to rehabilitate Diwalwal, including the relocation of irregular settlers and the transfer of the batch-type mini CIP (Carbon in Pulp) and ball mills at the Diwalwal gold area to the

Mineral Processing Zone in Mabatas. The transfer was prompted by the high mercury contamination levels at the Naboc River. The Mines and Geosciences Bureau had recommended the transfer of mineral processing from the gold rush area to Mabatas as the latter has a tailings containment facility, preventing the direct discharge of wastes from the plants to the waterways -- including the Naboc River. Think a minute…Does a thief steal because he’s a thief ? Or, is he a thief because he steals? Studies show that over 80% of criminals who have been in prison and then freed after serving their time are back in prison for the same crime in less than 1 year! So back to our question: Does a thief steal because he’s a thief ? Or, is he a thief because he steals? The answer: he steals because he’s a thief. We do what we do because of what we are inside. Jesus said that you and I can still be a murderer even if we don’t murder anyone. If we hate somebody and wouldn’t mind if someone else killed that person, then we also are a murderer in our heart. Jesus said that if

we lust and desire to have sex with someone who’s not our wife or husband, then we’ve already committed adultery because in our heart we are an adulterer. Jesus’ way of living is far above the law. It goes beyond just the minimum, small requirements of the law which simply try to keep society civil. But God did not create you and me just so we would not cheat or steal from our enemy. He designed us to love our enemy. Jesus knows that if we truly love and care about a person, then we don’t need a law to keep us from cheating or stealing from them! When you and I do something good to impress and look good in front of others, Jesus sees and judges our wrong heart and motives even for doing those good things. Jesus wants us to do them because we genuinely love Him and others, not for our own self-centered pride and good image in front of people. You’re probably thinking: “If Jesus’ commands are that high above the law, then is anyone that good and perfect?!” Of course not! No one is! That’s exactly why

Mocha’s stupidity

Federal Constitution: God is the only way to change!

To her critics, it was done in bad taste, but perhaps Mocha’s campaign strategy on federalism was her way of expanding her wings to join the political bandwagon come mid-term senatorial election in May 2019. Thus the cool response of President Duterte, when asked about Mocha’s entry in the political arena was this: “you might not like Mocha Uson, her ways might not suit your values, but if that guy, or woman, is elected by the people, then you have to honor the choice.” By now, comments and views on Uson’s stupidity on federalism campaign may have gone viral so with her possible inclusion to the

PDP-Laban’s senatorial slate. Thanks, but no thanks to our penchant of talking politics over cups of instant coffee all year round. And like it or not, we are a crazy lot when it comes to politics, a good antidote to boredom, they say. In fact , with a l l its ser iousness, Phi l ippine politics has officially become a good copy of the Game of Thrones. No matter how we see it, or give comments on it, either positive or negative, Philippine politics is as crazy as a mad dog -- a given fact that we cannot outright deny. It has even become our national past time. This leads us to the notion as to why we have plenty of “square pegs in round holes” in the bureaucracy as well as in our legislative bodies –-- both senators and congressmen whom the

other person, legally and in accordance with the laws and the Constitution. Under Section 1, Art. 3, of the 1987 Constitution, it is there provided that “(N)o person shall be deprived of life, liberty, or property without due process of law”. The clear import of this is that, anyone can be killed by the government, as long as due process is observed first. In fact, even under the Revised Penal Code, any person who faces grave danger is authorized to kill whoever is the source of the danger to his life. The problem, however, is that, due process is sometimes difficult to be honestly and faithfully observed and implemented, and is usually made to bend towards powerful, rich, and influential citizens by a lot of factors. And this is what is scary. There are a lot who complain that they have been unjustly punished for a crime they did not commit. Sometimes, the complaints against unjust punishment get to be aired only after the person accused

of a crime had already been executed. Maybe Sen. Pacquiao should first work towards improving the justice system in the country, where everyone is truly given his rights, before insisting on capital punishment.

-ooo- NO DOUBT, IT WAS GOD THE FATHER HIMSELF WHO WAS BORN AS A MAN: Isaiah 7 and Isaiah 9 are two chapters in the Bible which unequivocably declare God’s resolution to come down from heaven and come to earth in the form of man, with flesh and blood, so He Himself would be the One to accept and suffer, in His holy flesh, holy blood, and in His Holy Spirit, the punishment that man should receive on account of their sinfulness. In these two chapters, God Himself gave a sign that He would come to the world as a baby boy who would be conceived and born from the virgin woman, Mary. This is what Isaiah 7:14 says: “Therefore the Lord himself will give you a sign: The

people elected not because they are qualified, but because of their immense popularity spawned further by both mainstream and socia l media, either wittingly, or unwittingly. Actually we’re targeting October of 2018, and progress to a long-term and sustainable water distribution system that will ultimately lead to a better quality of life for the residents,” Lim said. “The facility is expected to add 20 million liters of treated, potable water daily for the benefit of the East Service Area barangays from Lapasan to Tablon, including Camaman-an during the first year of operation, and in the second year we will add another 20 MLD. This will bring the bulk water capacity to 100 MLD to be available to the water district, from the bulk water company.” “Only recently we increased the capacity from 40MLD to 60MLD, so you can look forward to almost doubling it by 2019. With this increased supply we can expect the improvement in pressure as well,” Lim explained. Current supply to the West Service Area from eight COWD production wells in Barangays Cala-anan and Balulang has been pegged at 31.824MLD which with the previous bulk water from COBI of 40MLD was barely sufficient to cover the 71.824 MLD demand from concessionaires in the area. However, the recent addition of 20MLD from COBI has increased the available water supply 28% to 91.824MLD and has stabilized the pressure and supply such that residents in elevated areas now have improved water supply during most of the day. As built, the COBI water treatment plant can deliver up to 100MLD to COWD, and even more should future expansions be undertaken. “We wish to thank Metro Pacific Water for being our partner in our bid to improve the services of the COWD. We would never have been able to do this project alone due to our limited resources. Thanks to them, we can now look forward

Additional production wells are also expected to start operations within the next quarter. “Our aim at COBI is simple: it is to improve the access to clean water of Kagay-anons by supplying clean and safe bulk water to the water district. By improving both supply and pressure we will have moved closer to achieving our main objective: the improvement of the quality of life of the Kagay-anons,” Lim stressed. COBI is a joint venture between Metro Pacific Water and COWD. Ang Batas. That Preamble actually mentioned “Almighty God”, not just “the Almighty” as I wrote here earlier. The version I earlier utilized for the earlier column seems to have missed the reference to God. With that, I can now say that the Preamble truly gives thorough importance to God, acknowledging that He is possessed with power and might. And, with due respect to other believers of God, I am of the perception that the Preamble’s reference to God was actually taken from the Christian Bible, especially from Isaiah 9:6, the verse we quoted above, which actually refers to the child that was born to Mary as the “Mighty God, Everlasting Father”. And this is is as it should be. I would not tire repeating, again and again, that the only way for the Filipino nation to experience abundance in material riches is for them to anchor their thoughts, words, actions, and appearance, on the commands of God---particularly those contained in the Bible. That is why I believe that the Preamble of the Federal Constitution is a good start, towards redirecting our countrymen to true belief in God!

It will always push us to do more, to give more, to be more. We should always be asking Christ to explain to us the many parables and paradoxes in our life. We should never feel that we already have enough formation because we may have acquired some academic attainment and professional accomplishments. That certainly is a wrong move.

In fact, we should cultivate the hunger for continuing formation, knowing that many factors connive to put it to a halt. Number one danger is pride, the feeling that we are already ok because we know quite a lot to get by in life and even with some assurance of earthly success and prosperity. Plaza issued the CDO based on the resolution passed by the Provincial Mines Regulatory Board recommending the closure of some 84 illegally operating mining tunnels in Rosario and another 31 in Bunawan after findings of unsafe work conditions of abanteros (tunnel extractors) and disposal of hazardous wastes to the detriment of communities living near the mining areas. Most of the tunnel operators who defied the CDO belong to Cossma whose leadership have been monopolized by the wealthy Abulog clan now known to be engaged in politics after their successful feat in the last village polls where eight from their camp of the 11 bets for the village chair posts won handily in massive vote buying spree in Rosario town. During the task force visit in the Consuelo village in Bunawan town, Cossma leaders led by Alejandro Abulog insist they could not receive and acknowledge the CDO individually since this concerns a collective decision of their group. Another operator Joselito Boyonas cried harassment on the sudden closure order as he stood pat accepting the CDO will cause negative impact to Cossma. Francisca Jumagbas, Cossma secretary, explained the chronology of events of their group’s struggle since early 2000s as she insisted the Supreme Court’s decision denying their application for “Minahan ng Bayan (Peoples Mining Area)” did not mean they are told to stop their small-scale mining activities. Even i f she is non-committal on the CDO issue, Jumagbas expressed interest on the USAD offer saying they desired to plant fruit trees , coconut and cacao and wanted to engage in livestock on poultry and swine raising. Acopiado said if the Cossma tunnel operators would again operate anew in the near future despite the closure order, it would be the turn of the Mines and Geosciences Bureau to take a drastic measure against these erring miners. Previous CDOs have been served in the past months but it seems tunnel operators would just comply and let their tunnels be padlocked and cool off for several months only to take down the wooden blocks at the entrance and resume operation. Since the mining boom in the gold rush areas in the early 1980s , most of the residents of Rosario and Bunawan earned their living as small-scale miners . These areas have been also considered as fallback for small-scale miners from the famous Mt. Diwalwal in Compostela Valley from when gold production there started to decline. There are about 1,500 abanteros and gold panners in these areas who were lured into a 70-30 sharing scheme with tunnel operators getting 30 percent of the gold extracted from the ore stocks while abanteros mostly grouped into 10 get 70 percent share. But almost always, the lowly abanteros would end up into the losing end especially if the tunnel they are extracting do no not sufficient gold deposit no matter how hard they work inside the tunnel that they even stayed there longer for two days. Lianga,Surigao del Sur revoked their resolution that allowed the military to set up a detachment in Km. 9 which triggered their evacuation on July 16. The lumad were supposed to return home last week but most of them were hesitant and afraid of the military presence even as an Army official has assured they have already removed the contested detachment in the lumad area and Church groups vouched for the soldiers’ sincerity. Sarry Campos, secretary general of the lumad group Mapasu, said that although his group had signed an agreement with the military for the removal of the detachment, no military of f icia l had signed the document. Lt. Col. Jaime Datuin, head of the 75th Infantry Battalion, had agreed to dismantle the detachment at the village of Simuwao, which triggered the July 16 evacuation of lumad from nine communities. Datuin gave assurance that the detachment would be removed during a dialogue on August 1 at the town hall of San Agustin town in Surigao del Sur, with lumad who were stopped by soldiers as they walked toward Tandag City. Lumad were headed to Tandag City to seek refuge, as food was running out in their evacuation site in Diatagon village in Lianga town, where they had been staying in the last 16 days. The evacuees complained that food intended for them had to pass through a command post before reaching them. But as lumad reached this town, policemen and soldiers blocked their way, prompting local officials, Church leaders, military and police officials to initiate a dialogue. Navarro said evacuees demanded the removal of military detachments and for soldiers to stay away from their communities. Datuin said there would be no more detachments or regular patrols but only mobile checkpoints. D at u i n a d d e d t h a t soldiers were prohibited from entering the lumad’s homes “and if one of my men violated my order, they can report directly to me.” But Datuin said his soldiers never harassed lumad and i t was t he troopers’ duty to enter the lumad community if armed men were seen there.
