Fiscal Year 2018-2019

Financials

The primary funding source for the Winter Haven Community Redevelopment Agency (CRA) is Tax Increment Financing (TIF). TIF revenues are calculated based on the Polk County Property Appraiser's Office Redevelopment Reports that determine the taxable value of the CRA districts. The Winter Haven CRA was created by Resolution R-00-05 (Downtown) and Resolution R-00-06 both adopted March 13, 2000, with an original assessed real property value of $171,310,567 for the Downtown District (District 22) and $39,596,809 for the Florence Villa (District 21 ).

The 2018-2019 total taxable value for the Downtown District was $317,864,011 producing TIF revenues of $1,941,712. The total taxable value for the Florence Villa District was $65,648,950 producing TIF revenues of $345,169.

Established in 2000, the Winter Haven Community Redevelopment Agency fosters and promotes community redevelopment activities in two designated districts: Downtown and Florence Villa. A CRA is a "special district" under Florida law that encourages redevelopment within the district. Activities of the Winter Haven CRA are detailed in plans tailored for each district which include:

• Infrastructure improvements • Streetscaping or beautification • Affordable housing • Recreation and park facility improvements • Economic development • Transportation improvement • Neighborhood enhancement

Development Agreements

• In FY 2014 the City signed a Development Agreement with Physicians Partnership to rebate the County's tax increment on their property until $239,107 has been amortized. In FY 2019, $41,784.61 was paid.

• In FY 2017 , the City signed a Development Agreement with First Street, North LLC to rebate 60 percent of the tax increment on their property for a period of 10 years. In FY 2019, $32,380 was paid.

• In FY 2017, the City signed a Development Agreement with Dundee Self Storage, LLC to rebate 50 percent of facade improvements, up to $15,000, at 335 Magnolia Avenue, SW. In FY 2019, $15,000 was paid.

• In FY 2017, the City signed a Development Agreement with Six/Ten, LLC to rebate tax increment revenue of $5,000 per multi-family residential unit for a period of up to 10 years. In FY 2019, no payments were made.

• In FY 2017, the City signed a Development Agreement with Taylor Hotel, LLC to rebate 50 percent of tax increment revenue for a period of 10 years. In FY 2019, no payments were made.

• In FY 2019, the City signed a Development Agreement with 750 Ave C SW, LLC to rebate tax increment revenue of $5,000 per multi-family residential unit for a period of up to 10 years. In FY 2019, no payments were made.

• In FY 2019, the City signed a Development Agreement for Project Mayflower (confidential per F.S. 288.075) to rebate tax increment revenue of $5,000 per multi­family residential unit for a period of up to 10 years. In FY 2019, no payments were made.

Summary of CRA Goals Accomplished in FY 2019

Downtown

In 2019, work towards meeting the following goals contained in the Downtown CRA Plan occurred:

• Redevelopment Goal 1, Elimination of slum and blight: Permits worth over $3.5 million for new construction and renovation of existing buildings were issued. Three facade grants were paid.

• Redevelopment Goal 2, Prevent future occurrence of slum and blight: One parcel was rezoned to allow existing non-conforming uses to become legal conforming uses.

• Public Facilities Goal 2, Create safe and efficient transportation system for all modes of transportation: Substantially completed reconstruction of Seventh Street, SW; Completed the design for improvements to South Lake Silver Drive; Continued design work for improvements to Avenue C, SW and Second Street, SW.

• Public Facilities Goal 3, Establish parks, recreation, open space and beautification efforts: Completed Heritage Park Dock; Completed South Central Park; and Initiated a design build project to upgrade Martin Luther King Park.

• Public Facilities Goal 4, Reverse perception of crime in the downtown: Continued to fund a dedicated police officer to work within the downtown.

Florence Villa

In 2019, work towards meeting the following goals contained in the Florence Villa CRA Plan occurred:

• No public capital projects were completed; however, the CRA has been working with the Central Florida Regional Planning Council to update the original CRA Plan adopted in 2000. This has included extensive community outreach and input.

• Redevelopment Goal 1, Eliminate slum and blight conditions: Two facade grants were paid.

Annual Audit Report for 2018/2019

The 2018/2019 audit reports for the Downtown and Florence Villa CRAs are not fully available as of March 31, 2020. Upon their completion, the audit reports will be published to the City's website, www.mywinterhaven.com, within 45 days.
