report which led to the establishment of KORD. KORD is the first vehicle of its kind to involve a unique funding mechanism by the core partners (KSL and BSGA) that is also conducive to leveraging donor funds.

It is important to note that the KORD model of corporate social responsibility (giving back to the community) is an innovative model that has brought the two partners (BSGA and KSL) to a good working relationship. It has promoted social-economic development in Busoga region.

This model has been appreciated by the New Partnerships for Africa’s Development (NEPAD), the latter recognized KORD model as a unique example where interests between the public and private sector have aligned to support the innovative public private partnership arrangements for rural development.

Thus in 2009, The Council of Ministers of Agriculture from Central and Western Africa (NEPAD Team) acknowledged KORD as the best agricultural and social development initiative in Africa. In addition, KORD has been recognized in the Uganda CSR Awards; that is, Best NGO/Business Partnership (2013 and 2016), 1st Runner Up – Community Involvement

It is a great honor and privilege to bring this message to our readers the opportunity to access this profile with regard to our great successes.

Kakira Outgrowers Rural Development Fund (KORD) was incorporated as a company limited by guarantee and is registered under the NGO Statute. The core partners are Kakira Sugar Ltd (KSL) and Busoga Sugarcane Growers Association (BSGA). The objective of the company among others is to create an enabling environment for sugarcane farmers to access cheap loans from Banks and to develop the catchment area by rendering social – economic and infrastructural services. • Performed the role of the implementing

agency for various projects funded by partners and other agencies. These projects include; Orphans and vulnerable children Project (USAID/Uganda Private Health Support Program and USAID/Health Initiative for the Private Sector), Diary Improvement Project (Uganda National Council of Science and Technology, Dairy Development Authority, Makerere University Department of Agriculture and Kakira Sugar Limited), Ecosan water born hybrid project and improved institutional and household cook stoves project (GIZ, Uganda Manufacturers Association, Waste Management Project (French Embassy and Kakira Town Council), Malaria project (AFFORD Malaria consortium) and Improved institutional and household cookstoves project (AFREPREN/FWD Kenya/ DANIDA).

Background

To achieve the mission and vision articulated in the KORD 5 year Strategic Plan, KORD Management and its stakeholders are guided by a set of core values designed to promote vertical and horizontal accountability, and responsibility. KORD will increasingly be known for the following values:

While serving the community, KORD pursues seven strategic action areas, that is;• Improving the social-economic wellbeing

thus improving literacy in the KORD operational area.

• Invest in projects that promote production and marketing of farmers produce.

• Enhance access to credit services by sugarcane growing communities.

• Promoting initiatives for improving health services in the outgrowers catchment area.

• Promoting the use of renewable and energy saving technologies, and promote environment conserving initiatives.

• Strengthening institutional capacity of KORD to deliver development by improving on KORDs engagement with community they serve and farmers, strengthening policy and operational guidelines, improving human resource capital, acquiring and maintaining key strategic assets for the organization.

Activities and implementation strategies:

KORD project activities focus on;(i) identifying needs and potential

projects; (ii) getting agreement on project priorities; (iii) managing the financing of projects;

and (iv) project management – ensuring the

delivery of projects on time and to budget.

The needs assessment conducted in 2014 indicated a diversity of community infrastructural needs which require substantial amount of funding if we have to create a positive impact on the livelihoods of the beneficiaries. Fundraising therefore remains the most probable option.

Kakira Outgrowers Rural Development Fund Ltd

Kakira Sugar Ltd (KSL) together with the Busoga Sugarcane Growers’ Association (BSGA) developed

an innovative partnership - the Kakira Outgrowers Rural Development Fund (KORD). Registered in August 2005 as a company limited by Guarantee without share capital and as an NGO under the NGO Statute. KSL and BSGA are pioneering KORD as a new model of corporate social responsibility focused on building a long-term sustainable and mutually beneficial relationship with the entire community served by KORD. The KORD model of partnership promotes community development and accountability through the involvement of both KSL and sugarcane farmers in annual financial contributions to KORD.

Vision, Mission, Values and Strategic

action areasThe Vision of KORD is to realize Kakira sugarcane farming community’s wellbeing that betters the national average.

The Mission of KORD is to improve the quality of the community within a 50km radius of KSL by improving household income and managing funding for projects to facilitate access to social-economic services.

Project beneficiariesKORD delivers services that directly benefit the entire outgrowers community inclusive of more than 9000 registered farmers with Kakira Sugar Limited.

KORD Institutional set upKORD Board of Directors – constitutes of six members, two from Kakira Sugar

Limited, and three from Busoga Sugarcane Outgrowers Association, a Chairperson including the Board Secretary. The Board is concerned with setting KORD strategies.

Projects Committee – comprised of four members and they are concerned with monitoring the progress and value for money for the implemented projects.

Human Resource Committee – comprised of three members who are in charge of the KORD human resources.

KORD Management – comprised of seven staff, that is, Chief Executive Officer, Accountant, Projects Officer, Monitoring and Evaluation Officer, Engineer and two support staff.

KORD is funded by contributions from KSL and BSGA based on:

• 400 UShs. per ton of cane supplied by BSGA.• 200 UShs. per ton of cane supplied by KSL.

To date, about 5.2 billion Uganda shillings have been realized from the above core source of funds and spent on administration, co-funding donor projects and community projects funded from the KORD fund.

Access to credit for outgrowersKORD fixes about UGX.400 million every year in Tropical Bank Jinja Branch to facilitate farmers’ access loans, though the FD is not collateral against the farmer’s loans. Over 9000 farmers have so far benefited and about UGX. 9.7 billion advanced to the farmers in loans. Repayment is at 25% interest rate regardless of the prevailing market rate.

Fuel Station ProjectKORD prioritized a UGX.176.4 million fuel station project adjacent to the Outgrowers’ office, to address the farmers’ sugarcane transport problems. Since its completion in 2007 and signing an agreement with Shell Uganda Ltd to supply fuel, outgrowers (farmers) access fuel at discounted pump price of 120 Ushs per liter of which UGX.Shs.10 goes to BSGA,UGX.10 to KORD and UGX.100 to truck owners. KORD has recovered about 83.2% of the investment cost to-date and utilized to deliver social-economic and infrastructural projects in the KORD operational area.

Access to EducationKORD is facilitating 200 orphans and vulnerable children to access formal education by way of paying their school dues at UGX.381 million to-date.

In partnership with USAID/Uganda Private Health support Program, KORD has trained two women village saving and loan association groups with 68 members and more than 300 pupils in making re-usable sanitary towels using locally available materials in order to keep the girl child in school at UGX.4M.

Classroom blocks and science laboratory projectsBusoga region is faced with a challenge of limited number of classroom blocks and science laboratories. Despite the notable improvement in education since the onset of UPE and USE. Busoga region has fielded very poor results at each of the annual Uganda Examinations Board exams for the past years. The impact of

conducting classrooms under trees, in shanty structures and luck of science laboratories have negatively impacted their performance.

The warm dusty floors of some classrooms in the region have certainly proved amenable to the breeding requirements of the jiggers which affect the pupils/students and thus affecting their regular attendance at school.

With this dilema, KORD has intervened by constructing classroom blocks and science laboratories to promote science subjects in secondary schools in the KORD operational area at UGX.1.6 billion.

ROADS REHABILITATION PROJECTSEvery financial year KORD with its Projects Committee identifies and selects community feeder roads crucial for spot improvement and rehabilitation. KORD is working tiresomely to improve the road network especially the rural areas so as to ease transportation of farmers produce to the markets, provide quick access to health centers and allow faster ferrying of cane to Kakira Sugar Limited by the outgrowers community.

60 community feeder roads covering 69.1 kilometers of swamp and 168 kilometers of upland have been rehabilitated to completion in the five districts of Mayuge, Iganga, Jinja, Luuka and Kamuli districts at a cost of UGX.1.8 billion.

HEALTH, WATER AND SANITATION

It’s widely accepted that health is wealth. This is because good health is a strong foundation on which success and prosperity can be built. Yet inequalities in the access to health centers in KORD operational area are linked to luck of facilities where the health officers can operate from conveniently. This was observed in a 2010 needs assessment

by KORD staff.

KORD has intervened by construction of health facilities according to the needs of the respective health centers and installation of a borehole at Mbaale Primary school – Buwaya Sub County, Mayuge District.

Afford – Malaria ProjectMalaria is one of the leading causes of deaths in Busedde sub county and indeed country wide. It was observed during a KORD needs assessment that malaria had a devastating economic effect in the sub county as it was one of the perpetuators of poverty and deaths, as malaria mostly affects isolated groups such as poor mothers and their children.

KORD intervened by securing 3000 long lasting insecticide treated nets (LLINs) (worth 45 million) from AFFORD (a malaria consortium) and distributed to 3000 outgrowers that is, to pregnant mothers and children of 5 years and below in Busedde sub county.

The project’s main objective was to create awareness amongst the community members of the good use of mosquito nets especially pregnant mothers and their children and also avoiding self medication in case of signs of malaria.

A deep borehole donated by Ms. Meera Jyoti Madhivani at UGX.13.5 Million co-funded and implemented by KORD at a tune of UGX.4.5 Million. The borehole was installed at Mbaale P/S in Mayuge District estimated to benefit more than 3,600 individuals in Mbaale Village Mayuge District.

In partnership with Family Hope Centre Jinja who

provide free HIV services. Have tested more than

6000 individuals for HIV/AIDS, STIs and TB. More

than 600 individuals enrolled for free ART

services.

ENVIRONMENT

Planting of trees: KORD has planted 3876 trees in schools and households so far.

Community sensitization: KORD holds at least two community sensitization meetings annually to emphasize tree planting and the use of renewable energy sources (improved energy saving rocket stoves, bio gas and solar energy).

In partnership with GIZ/Uganda Manufacturers Association and AFREPREN/FWD Kenya, KORD launched an improved energy saving institutional and household’s rocket stoves project geared towards environmental conservation & reduction of health hazards associated with the traditional 3 stone cooking method. 44 institutions & 400 households have benefited from the UGX.134 million project.

prioritized by communities in the sub county. The project main goal was to improve the quality of life and the environment of the local communities in the 4 parishes of the Town Council. These are: Mawoito, Wairaka, Kakira and Karongo, with estimated total population of 33,871 people.

The waste management Project was designed to meet the following specific objectives:

(i) Facilitate community awareness campaigns on waste management.

(ii) Invest in procurement of waste disposal assets for transportation of garbage to the landfill.

(iii) Support local artisans in production of sorting bins and subsequent distribution to urban centers.

(iv) Promote environmental education, protection and recycling of wastes.

(v) Develop waste management policy guidelines.

(vi) Establish a community based scheme to sustain the waste management.

The French Embassy funded the major part of the implementation of waste management project in Kakira Town Council. They signed an agreement to fund this project to the tune of Ushs 75.5 million; with KORD co-funding UGX.18.3 million and UGX.4 million from Kakira Town Council.

ORPHANS AND VULNERABLE CHILDREN PROJECT (OVC)

KORD in partnership with USAID Projects (Uganda Private Health Support Program and Health Initiatives for Private Sector) are implementing an Orphans and vulnerable children’s (OVC) project, it’s a matching fund where USAID has contributed UGX.494 million and KORD UGX.256 million to date. On average 250 households are supported annually.

Objectives:• To enhance access to education for 200 OVC in formal education annually.• To economically strengthen 250 OVC households annually.• To enhance awareness on child protection and legal support in KORD operational

area.• To increase delivery of psychosocial support and basic care services for at least

500 OVC and their caregivers annually.• Enhance food and nutrition security interventions for 250 households annually.• Enhance access to health care for OVC and their household members, HIV/AIDS &

PMTCT awareness for OVC, school going children and entire community.• To strengthen functional referrals, collaboration and networking mechanisms

between the community and other service delivery organizations.

DAIRY IMPROVEMENT PROJECT

A participatory research under the Auspice of the World Bank Millennium Science Initiative through Uganda National Council of Science & Technology to improve dairy cattle production was carried out in Jinja, Iganga, Mayuge and Kamuli Districts of Busoga region through use of Molasses Urea Blocks at UGX. 100 million. This was done in collaboration with the farmers, KORD, Makerere University - Faculty of Agriculture Scientists, Kakira Sugar Limited (KSL) and Dairy Development Authority (DDA). The project is at its commercialization stage spearheaded by Dr. Kabi – Makerere University Faculty of Agriculture.

INTERNSHIP/VOLUNTEERING PROGRAM

KORD in partnership with Foundation for Sustainable Development (FSD), receive interns from USA whose aim is to involve communities with innovative technologies while solving their priority community challenges. To date, KORD has received 19 interns who were engaged in the community assessments and implementation of sustainable community projects worth UGX.62 million in five years’ time. Their contribution to KORD achievements is highly commendable. Besides the FSD interns, KORD annually receives interns from Ugandan higher institutions of learning who come to acquire practical skills in administration, project management, monitoring and evaluation and public accounting/finance management.

A new lease of life by KORD ...

Sitting next to his new family home, Kiiza Eric 27 years narrates how KORD changed his life from a school dropout, sugar cane cutter and loader. He narrates; I was identified by KORD in 2009 during a needs assessment in Mafubira Sub County, I had dropped out of school (St. Mathius SS Nakabango in S.1, the late Mr. Were Julius (Delegate Mafubira) recommended me to KORD, they came to our shanty and dusty home to do a needs assessment and finally was enrolled back to school. To my surprise, KORD paid for my fees, provided scholastic materials and uniforms till I completed my Ordinary Level.

In 2012, after completing my O’ Level I opted for skills for life/apprenticeship and KORD in partnership with USAID, enrolled me for a one year course in motor vehicle mechanics at St. Joseph Kamuli Vocational Training Centre, where KORD periodically checked on my progress for one year. With my certificate, I was offered a job at Kakira Sugar Limited as a tire fitter at tractor garage; ‘’it was my dream to work at Kakira Sugar Ltd’’ he narrates. The company pays me every month for my services and am saving to start my own small garage in the years to come.

With KORD’s constant guidance I have been able to join a village saving and loan association where I save regularly and been able to start a 3 acreage sugarcane plantation in Kalungami village – Mafubira Sub County which I want to expand gradually alongside food crops as advised by KORD. With KORD and the company’s interventions in my life, my family’s lifestyle has changed, from a shanty home to a brick and fashion red-iron sheets roofed house, am sponsoring three of my siblings to access formal education because have realized education is wealth, we have three meals a day not like in the past when we used to have one or just tea a day, and can afford medical care for my family.

Thank you KSL, BSGA and KORD for all your support, and continuing to support many more poor people in Busoga.

Dear readers,

It’s evidenced that in the past seven years KORD has implemented projects addressing the priority needs of the communities served by KORD. The Management team at KORD pledges to ensure value for

money in implementation of community projects.

It is important to note that the KORD model of corporate social responsibility (giving back to the community) is an innovative model that has brought the two partners (BSGA and KSL) to a good working relationship. It promotes social and economic development in Busoga region.

No wonder, the New Partnerships for Africa’s Development (NEPAD) recognized KORD model as a unique example where interests between the public and private sector have aligned to support the innovative public private partnership arrangements for rural roads, school and other community infrastructure projects.

Thus in 2009, the council of Ministers of Agriculture in Central and Western Africa (NEPAD Team) accorded KORD as the best agricultural and social development initiative in Africa.

A needs assessment and indeed a new 5 year strategic plan for KORD is underway that will determine the current priorities of the people in the sugarcane growing zone. Priorities are ever increasing each year that passes thus fundraising remains the most probable option to supplement the KORD core funding based on sugar cane supplies to Kakira Sugar Limited factory.

All the stakeholders of KORD who have supported this partnership morally and financially thank you for your contributions and we humbly welcome new partners on board to partner with KORD and cause a positive change in Busoga Region.
