One-third of the world’s poor live in fragile and conflict-affected contexts. Growing numbers of natural disasters hit poor people hardest. Climate change means that extreme weather is predicted to become more frequent and more intense. Poor countries are most vulnerable; 81 per cent of disaster-related deaths are in low-income and lower-middle income countries, even though these account for only 33 percent of disasters. Oxfam empowers people to claim their rights and become more resilient in times of conflict and disaster. We support communities and civil society organizations to resolve conflict in a peaceful way, and to continue to be in dialogue with authorities. Natural and manmade disasters threaten and destroy the

lives, homes and jobs of millions of people. Many of them

violence.

The world has become increasingly less peaceful in

recent years. One-third of the world’s poor live in fragile

and conflict-affected contexts. Growing numbers of

PuRPOSeOxfam strengthens the resilience of people to violent conflict and natural disasters. We do this by building the capacity of men and women, and civil society partners to peacefully manage conflict, address root causes of conflict and reduce vulnerability to natural disasters. In contexts of crisis, we support men and women, and civil society partners to hold governments and non-state actors accountable for upholding people’s human rights and dignity.

PROMiSeAddressing root causes of violent conflict and people’s vulnerability to disaster will serve to reduce violence, build a culture of peace and save lives. To address root causes of conflict, our programmes are based on robust and participatory conflict analysis and strong partnerships. We continuously adapt our work to the fast changing realities on the ground to ensure relevance and effectiveness. Programmes have strong influencing components built-in that serve the mobilization of political will to act. To reduce people’s vulnerability to disaster, our programmes strengthen community resilience and empower local and national humanitarian actors to lead humanitarian preparedness and response.

PeRfORMaNCeConflict Transformation and Rights in Crisis is a global programme that addresses root causes of violent conflict, such as resource scarcity, unequal access to resources, and systematic discrimination and marginalization. Our programme also contributes to resilience by supporting societies to peacefully manage conflict. Working in alliances, we engage with decision makers in government, international institutions and the private sector. We incentivize them to adhere to international humanitarian and human rights laws, play a positive role in peacebuilding and post-conflict reconstruction, and support local and national actors in humanitarian response. PROOfOxfam has been building the programme’s track record since 2011. Evaluations show that we are successful in:• Supportingcommunitydialoguesbetween

duty bearers and rights holders to address local conflicts;• Reducingresource-basedconflicts

through water management committees;• Supportingyoungcombatantstoput

down arms and reintegrate socially and economically into their communities;

• Strengtheningsocialcohesionandreligious/sectarian tolerance through dialogue and interfaith councils;• Addressingthegenderdimensionof

security and peacebuilding by influencing policy makers to include women in the security sector.

Last but not least, we – through effective advocacy and campaigns – have the ability to link civil society partnerships for conflict transformation and humanitarian response to (inter)national, governmental level processes for the purpose of incentivizing duty bearers to uphold the rights of people in crisis.

In 2013 I was recruited by an armed group. I was trained in the use of arms, and I have committed many crimes. One day we received the visit of a peace broker and a member of civil society. They explained that it was better for me to give up arms and come back home. Initially I was hesitant: would my community accept me? They responded that they would help me start a business and organise a community dialogue to discuss the peaceful return of young rebels into civilian life. They convinced me. I was accepted back into the community. I now have a bicycle repair shop which covers my cost of living.
