It is with great pleasure that I welcome you to the 21st annual Pacific Association of Quantity

Surveyors Congress (PAQS 2017).

This year’s edition of PAQS comes at an exciting time in Canada, as we celebrate our 150th

anniversary of Confederation, a time to reflect on what it means to be Canadian. I believe that the

theme of this conference, Green Developments: The New Era, fits in well with these celebrations,

as Canadians understand the importance of our environment, both to our prosperity and to our

identity as a country. Our natural landscape is our greatest gift, and as we

continue to grow and build, it is important that we do so in a manner

that balances sustainability with prosperity.

As you gather for this conference, I encourage you all to reflect

on the importance of your industry towards our shared goal of

sustainable construction. It is up to you, in cooperation with

your fellow quantity surveyors and the construction industry,

to ensure that Canada remains a world leader in sustainable

building practices. It is through this spirit of cooperation that I am

confident that Canadians will be able to leave a better country for

generations to come.

As President of the Canadian Institute of Quantity Surveyors, it is my honour to welcome you all

to Vancouver.

Every year since 1995, the Pacific Association of Quantity Surveyors (PAQS) has held congress in

cities around the world where representatives from the thirteen member nations meet

to discuss best practices moving forward. This year at the Westin Bayshore

in Vancouver we dedicate our time together to perhaps the most important

issue of our generation, the complex topic of climate change.

We are the professionals who design the communities that shape the future

of our world. Your participation in Green Developments: The New Era will have

far-reaching effects that you may not realize in the short term. The ideas

you exchange over the next few days at PAQS2017 will impact the greater

construction industry, and indeed our very way of life, for years to come.

Each day in our work, we are faced with countless decisions, and each choice

we make impacts the world around us in a number of ways, ultimately

nudging the course of history in one direction or the other. So

be present: learn, engage, and network as you are inspired

and learn from a wide range of experts across the

industry. For many, this conference will be a first step

forward towards a truly sustainable and renewable

future as a construction professional.

On behalf of the citizens of Vancouver, and my colleagues on City Council, I want to extend

my warmest greetings to all those attending the 21st annual Pacific Association of Quantity

Surveyors Congress.

Environmental and Sustainability issues are very near and dear to my heart. Energy-efficient

buildings, clean air and water and significant greenhouse gas reductions. We

want Vancouver to set the standard that other cities aspire to.

As Mayor, I am also very proud of the reputation Vancouver enjoys as

one of the world’s most beautiful and unique meeting destinations.

I hope that in addition to attending the conference you are able to

experience the many cultural and recreational activities the City

has to offer. I know everyone involved in organizing the conference

will ensure your time with us is special.

It gives me great pleasure to welcome everyone to the 21st PAQS Congress

and to thank the Canadian Institute of Quantity Surveyors (CIQS), its executive

director, Sheila Lennon with Matt Weber, the current Chair of CIQS, and his

team from CIQS-BC for taking on the challenge of organizing this year’s PAQS

Congress in Vancouver. Thanks also goes to Sea to Sky Meeting Management

Inc. for their invaluable assistance.

This is particularly gratifying to me that this congress is being hosted in

Canada when I hold the Chair position at PAQS on behalf of CIQS and I trust

that all the attendees will enjoy the experience and hospitality of Canada’s diverse culture.

The theme for this year’s PAQS Congress is “Green Developments: The New Era” which stems from

Vancouver’s aim to become one of the greenest cities in the world by 2020.

Our specialist speakers on the theme include the world renowned environmental experts David

Suzuki and his daughter Sarika Cullis-Suzuki. I am hoping that we will all learn something new from

their insights that will help us contribute to improving our planet for future generations.

In addition to the main event, we are honoured to have been selected as the venue for the official

launch of the International Construction Measurement Standards by the ICMS Coalition. I welcome

the opportunity to share our Congress with Trustees of ICMS and members of the Standard Setting

Committee from across the globe who have done an amazing job putting the first phase of this project

together in only two years.

I hope that all attendees will find the Congress an informative and enjoyable event and I thank you

Transportation: A shuttle bus will transport

participants between the Westin Bayshore

and the Blarney Stone. The bus will pick up at

close, attendees will be treated to an exceptional

gala dinner full of entertainment, West Coast

cuisine and BC wine. Don’t miss our keynote

presentation by Olympic Gold Medalist Jon

Montgomery. At the end of Jon’s presentation,

guests will be treated to a variety of live music

and entertainment including music from Bill

Henderson of Chilliwack, Craig Northey of

Odds, Nick Gilder, Pat Steward, Gord Maxwell,

and house band Sons of Stanley featuring the

CIQS President himself, Matthew Weber. The

event promises to be an inspiring, joyful evening

full of laughs with a few surprises.

sessions start and end on time. Speakers and

participants are asked to work together to

respect the congress schedule. Please respect

your fellow participants by muting cellular

phones and other noise-making devices during

S P E A K E R R E A DY R O O MThe speaker ready room is intended to support

all presenters and moderators. It is located in the

Thompson room on the Lobby Level. Computers

stations and an audio visual technician will be

S M O K I N GThe Westin Bayshore is a 100% non-smoking

building. As per city bylaws smoking must be done

a minimum of 6 metres away from any door.

The International Construction Measurement Standards (ICMS) will be launched at PAQS2017

in Vancouver on Tuesday, July 25, 2017 at 1:30pm in Grand Ballroom DEF.

This major landmark for the industry is the culmination of three years of collaboration between

more than 40 of the world’s leading QS and construction standards bodies.

David Suzuki has dedicated his life to the

cause of transforming the way humans

interact with the environment. He will speak

to the great need for action, and to the

opportunities presented by a shift towards

renewables. During the conference David

will be joined by his daughter Sarika, whose

PhD in oceanography qualifies her to speak to

Vancouver’s unique situation.

Sarika and David will also discuss the many

renewable energy technologies seen in cities

around the world.

Terry Small, B.Ed., M.A., is a master teacher

and Canada’s leading learning skills specialist.

He is the author of the Brain Bulletin with

over 34,000 subscribers worldwide.

Terry has presented on the brain for over 33 years

to organizations around the world. His knowledge,

warmth, humour and dynamic presentation style

have made him a much sought-after speaker at

workshops and conferences.
