1. About the Conference

While most research in labor economics focuses on the US and Western Europe, the majority of the world’s population and particularly of the poor and the youth live in countries where labor markets often work quite differently. To stimulate and promote research on employment and labor economics in low and middle income countries, the World Bank and IZA initiated in 2006 a work program on “Employment and Development”.

Since 2006, the annual conference on Employment and Development provides a platform for researchers and policy experts to discuss new research findings and identify areas where further work is needed. IZA and the World Bank will organize the 6th annual conference in México City (Ciudad de México), this year in partnership with the Inter-American Development Bank (IDB) and the Instituto Tecnológico Autónomo de México (ITAM, México), on May 30/31, 2011.

The special theme of this year’s conference is Social Insurance and Labor Markets. The previous global recession has demonstrated the importance of social protection systems to allow workers to smooth their consumption and prevent poverty. In many middle and low income countries, however, the coverage of social insurance programs is very limited. Available programs are often tailored to formal sector workers, leaving the majority of the labor force unprotected. Attempts to reach out to the informal sector through non-contributory systems have potentially generated further distortions in labor markets by implicitly taxing formal jobs. In this context, the thematic sessions will discuss:

(i) what should be the mandate of the social insurance system taking into account individuals abilities, access to knowledge/information, and failures in capital and insurance markets;

(ii) the effects that social insurance and redistributive arrangements have on workers’ and firms’ behaviors (in particular regarding the decision to operate informally) and their economic implications;

(iii) options and good practices to extend the coverage of social insurance programs in ways that promote labor-market efficiency; and

(iv) options and good practices to finance the system.

The Sixth IZA / World Bank Employment and Development Conference in México follows up on five previous conferences held in Berlin, Bonn, Skhirat (Morocco) and Cape Town (South Africa), which had attracted prestigious researchers and policymakers from a wide variety of developed and developing countries, including keynote speeches of Francois Bourguignon, Otaviano Canuto, Marcel Fafchamps, Gary Fields, Richard Freeman, Santiago Levy, Jan Svejnar and Tarik Yousef.

The conference series was initiated in conjunction with the Multi-Donor Trust Fund (MDTF) “Labor Markets, Job Creation, and Economic Growth” (administered by the World Bank and sponsored by Austria, Germany, Republic of Korea, Norway, Switzerland) in order to provide an opportunity for development economists and policymakers to interact and comment on important development issues. We strive to bridge these two communities in hopes of improving both research and policymaking for labor markets in developing countries.

2. About the Organizing Committee

Alpaslan Akay (IZA)

Alpaslan Akay completed his Ph.D. at University of Gothenburg in May 2008. Prior to his doctoral studies, Alpaslan earned a Masters degree in Statistics at Istanbul University, Turkey. He also worked for Swedish International Development Agency (SIDA) as research associate. His work mainly focuses on Econometrics, Migration, Experimental and Behavioral Economics and Economics of Happiness. He joined IZA as a Research Associate in September 2008 and also serves as the Deputy Program Director for the Employment and Development Program at IZA.

Arup Banerji (World Bank and IZA)

Dr. Arup Banerji is the World Bank’s global Director for Social Protection and Labor, overseeing the World Bank’s strategy and knowledge work on labor markets, social safety nets, pensions and disability issues. In his career at the World Bank, he has worked on both research and operations in Eastern Europe, Central Asia, Africa and the Middle East – on a variety of issues relating to employment and labor markets, social sector reforms, poverty reduction, institutions, public sector reform and governance, economic growth strategies and evaluation of programs. Prior to joining the World Bank, he taught at the Center for Development Economics at Williams College, Massachusetts, USA, where he was the Dean of Graduate Studies, and at the University of Pennsylvania, USA. He holds a Ph.D. and a Master’s degree in Economics from the University of Pennsylvania, and a Bachelor’s degree in Economics from the University of Delhi, India.

Markus Frölich (University of Mannheim and IZA)

Markus Frölich is Professor of Econometrics at the University of Mannheim (Germany) and Program Director of the IZA/World Bank research area Employment and Development since 2008. He is Associate Editor of the Journal of Business and Economic Statistics (JBES) and Co-Editor of Labour Economics. He has obtained his Ph.D. on Program/Policy Evaluation from the University of St. Gallen (Switzerland) in 2002. His main research area is econometric impact evaluation/policy evaluation with particular emphasis on labor markets in developing countries. He has published in leading statistics, econometrics and labor economics journals.

David Kaplan (Inter-American Development Bank (IDB))

David Kaplan is a senior labor market specialist who joined the Labor Markets and Social Security Unit of the Inter-American Development Bank in 2010. He received a Ph.D. in economics from Cornell University in 1998. David has previously worked as a research economist at the U.S. Bureau of Labor Statistics, as an assistant professor of economics at the Instituto Tecnológico Autónomo de México, and as a private sector development specialist at the World Bank. He is an expert in labor markets in developing countries, particularly in the areas of labor regulations and social insurance. David has published research articles in journals such as the Journal of Public Economics, the Journal of Development Economics, and the Review of Economics and Statistics.

Gladys Lopez-Acevedo (World Bank)

Gladys Lopez-Acevedo is Senior Economist in the Poverty Reduction and Equity Unit (PMRPR) in the Central Vice-Presidency of the World Bank (2009-10). Gladys is leading the work on labor markets and evaluation in PRMPR. Gladys is leading a flagship report on

Trade and Jobs in Labor Intensive Sectors. Gladys led innovative Bank operations and fee for services in Mexico, Colombia, Chile, Brazil, and South Africa. She is a main adviser to 3IE and RELAC, two leading regional evaluation networks. Gladys has published extensively in the areas of poverty, labor, and monitoring and evaluation, including “Impact Evaluation of SME programs” and “Labor and Productivity Trends in LAC”. Before joining the Bank, Gladys held several high level positions in the Government of Mexico. She served as Senior Adviser to the Vice Minister of Finance in Mexico (1997-1998). Gladys has been associate professor at the Instituto Tecnologico Autonomo de Mexico (ITAM). She holds a B.A in Economics from ITAM, and a Ph.D. in Economics from University of Virginia.

Jamele Rigolini (World Bank)

Jamele Rigolini is a Senior Economist in the World Bank Chief Economist Office for Latin America and the Caribbean. His research interests include social protection, labor markets, institutions and economic growth policies. Prior to joining the World Bank he was an Assistant Professor of Economics at the University of Warwick, where he taught classes on development economics and economic growth. He also worked for the Inter-American Development Bank, McKinsey & Co, and the International Union for the Conservation of Nature. Jamele Rigolini graduated in Physics from the Swiss Federal Institute of Technology (ETH) in Zürich, and holds a Ph.D. in Economics from New York University. He has published in leading economics and development journals including the Journal of Public Economics, the Journal of Development Economics, and World Development.

David A. Robalino (World Bank and IZA)

David Robalino is the Labor Team leader at the Social Protection anchor of the World Bank and Co-Director of the Employment and Development Programs at IZA. Since joining the Bank David has been working on issues related to social security, labor markets and fiscal policy. He has worked in several countries in Latin America, the Middle East and North Africa, Sub-Saharan Africa, and Asia. David has published on issues related to macroeconomics and labor markets, social insurance and pensions, health financing, the economics of HIV/AIDS, and the economics of climate change. More recently David has been working on issues related to the design of unemployment benefits systems in middle income countries, the extension of social insurance programs to the informal sector, and the integration of social protection and education/training policies to improve labor market outcomes and productivity growth. Prior to joining the Bank David was a researcher at the RAND Corporation where he was involved in research on health, population and labor, climate change, and the development of quantitative methods for policy analysis under conditions of uncertainty. David also served in the Presidential Committee for Social Security Reform in Ecuador. David did his graduate studies at the Sorbonne University in Paris and the RAND Graduate School in Santa Monica – California.

Friederike Rother (World Bank)

Friederike Rother works as an Operations Officer in the Human Development Social protection Unit of the World Bank. Prior to working at the World Bank, Ms. Rother worked in the Labor Market and Economic Policy Unit of the German Employers’ Association (BDA) and later as an advisor for the German Development Cooporation (GTZ) and consultant to the Bank. In these positions, she has worked and published on issues such as Investment Climate and Job Creation, Impact Evaluation of (Youth) Employment Programs, Demographics, and Migration. She holds a Masters Degree in Public Policy from the Institut d’Etudes Politiques de Paris (Science Po) and an MA in International Relations from the Free University of Berlin.

Joyce Sadka (ITAM, México)

Joyce Sadka holds a joint appointment as researcher and professor at the Centro de Investigación Económica and the Department of Law at the Instituto Tecnológico Autónomo de México. She received a PhD in economics from Rice University in 1998 and a Juris Doctor from George Mason University in 2001. Her research focuses on empirical analysis of labor litigation in Mexico. Since 2005, she has led several data-collection projects in the archives of federal and local labor courts, resulting in one of the largest and most detailed data sets in the area of labor conflicts. Using this data, Joyce has worked on modeling the bargaining and litigation process, the post-judgment enforcement process, and the connection between enforcement costs and pre-trial bargaining.

Klaus F. Zimmermann (IZA and University of Bonn)

Klaus F. Zimmermann is Full Professor of Economics at the University of Bonn, Director of the Institute for the Study of Labor (IZA) and Honorary Professor at the Free University of Berlin and the Renmin University of China in Peking. Zimmermann is Research Fellow of the Centre for Economic Policy Research (CEPR) in London, Fellow of the European Economic Association, a member of the German Academy of Sciences Leopoldina, a member of the Academia Europaea and Chairman of the Society of the Germany Economic Research Institutes (ARGE). For a decade, he has been advisor to the President of the EU Commission. He also advised many national governments and various divisions of the EU Commission.

4. About the Policy Forum

The recent financial crisis and the slow and uneven pace of recovery have demonstrated two fundamental needs in the area of labor market policies:ensuring that all workers have access to income protection programs and adequate working conditions; and that the programs and regulations that governments develop to this end do not lead to further instability by unnecessarily distorting labor markets.

The policy day will discuss how best to meet both needs in order to guide the design of workers protection systems comprising social insurance and labor regulations. By bringing together experts and practitioners from both developed and developing countries to share experiences and present evidence on implementing and testing social insurance systems, the policy forum will address issues regarding:

(i) how to set the mandate of various social insurance programs and the scope of labor regulations;

(ii) how to design redistributive arrangements necessary to cover those with limited or no savings capacity without reducing incentives to work;

(iii) how to finance the social security system without reducing incentives to create jobs and/or enroll; and

(iv) how to set governance and administrative arrangements for effective implementation, enforcement, and services delivery.
