User Dashboard will be showing eight sections

• Incoming Files

Creation of Estimation file• User will click on create new file link to create a new file for Budget estimation.

• In the screen, 'Budget Type' field will be selected as 'Annual Budget' by default.

• Select the Budget Category from the dropdown list as 'Establishment and

Committed Expenditure' or 'Scheme Expenditure' or 'Receipt'

• Select the Head of Account from the LOV by using search icon. The Head of

Account LOV will show HoA list depends on the chosen Budget Category.

• Remarks is not a mandatory field.

• Click on Save.

• A file ID will be generated. For Example 26LAB1010000305_v1 is a file

ID generated by system.

• Nomenclature of File ID 26LAB1010000305_v1 will be as follows:

• 26 � Demand number

• LAB1010000� User Code

• 305 � Running sequence number

• v1 � Showing version of estimation file

• Click on 'Tasklist' under 'Budget Preparation' menu. On clicking the following

screen will

appear.

• Select the field 'Draft' among all to display the list of files already being created

with their

respective Head of Account, File Number, Stakeholder Code and File date

• Click on the specific file number you have already created (26LAB1010000305 in

above case) to see the details associated with that file number.

• Some fields will be auto-populated and some of them will be for entry.

•Fields are :AG Actual : three years data AG actual will be auto populated (Not

editable), Budget Estimation (2017-2018) : Auto populated (Not

editable),

Actuals: Upto six month of preceding year : Auto Populated (Not

editable),

Upto six month of current year : Auto Populated (Not editable),

RE Current Year ���� Proposed by AD : Proposed RE which includes

RE (2017-18) + 3rd Supplementary + BCF + Surrender

RE Current Year ���� RE (2017-2018) : RE 2017-18 will be auto-

populated

BE Ensuing Year ���� Proposed by AD : Entry for BE for 2018-19

editable

Remark : Remarks entry if any.

• Using Print Proposal link User can take print out of the estimation file.

• After estimation entry, user will click on Enter supporting Annexure Data Link .

• Then User will click on plus(+) icon on the left side of annexure name.

• User will enter respective data to the column as per column category(i.e. numeric or alpha

numeric data).By using add row option user can add more rows.

•After filling data, click on save button.

•All the object code mapped with HoA will be auto added in the file. Depending on

them one can fill the details. One can also add another object head by using 'Add

Row' functionality.

•User can save the file using ‘Save’ Button or forward the file using ‘Save &

Forward’ button. If User clicks on save then file will be available in Draft Section

else if User clicks on save and forward, the file will be forwarded to Finance

Department.

•The following screen will appear with a message ‘File Successfully Forwarded'.

•This forwarded file will be available in ‘Forwarded file Section’ in Tasklist.

Finance Department Maker• FD Maker will receive the estimates of mapped demand numbers in the 'Incoming

File' section.

• FD Maker can only add remarks corresponding to a object head.

• FD Maker will save the file using 'Save' button and file will be saved in 'Draft'section.

• FD Maker will select User from 'Assigned to' Dropdown list and forward the fileusing 'Save & Forward' button and file will be available in 'Forwarded Files'section.

• File will be forwarded to FD Checker of Mapped demand number or will beforwarded directly to FD Approver.

Finance Department Checker• FD Checker will receive the estimates of mapped demand numbers in the

'Incoming File' section.

• FD Checker can edit the estimates and add remarks corresponding to each objecthead.

• FD Checker will save the file using 'Save' button and file will be saved in 'Draft'section.

• FD Checker will select User from 'Assigned to' Dropdown list and forward the fileusing 'Save & Forward' button and file will be available in 'Forwarded Files'section.

• File will be forwarded to FD Approver.

Finance Department Approver• FD Approver will receive the estimates in the 'Incoming File' section.

• FD Approver can edit the estimates and add remarks corresponding to each

object head.

• FD Approver will save the file using 'Save' button and file will be saved in

'Draft' section.

• FD Approver will approve the file using 'Approve' button and file will be

available in 'Self-Approved ' section.

• FD Approver cannot edit the estimates after approving the file.

CTMIS CFMS

• Resource Capture and Other Resource Capture

annexure are present.

• Seven new Annexure forms has been

introduced in the system.

• Annexure are not included in estimation form.

It was prepared separately as Resource and

Other Resource Capture .

• Annexure forms are mandatory as defined by

FD and will be included in the estimation file.

• Actuals for current year were captured for four

months only.

• Actuals for current year will be captured for six

months.

• Budget Estimate File were overwritten every

time.

• Budget Estimate File version will be maintained

at each level.

• At FD level only two login facility were

available.

• At FD level, three logins will be available as FD

Maker, FD Checker and FD Approver(Super

User).
