Welcome to the autumn edition of Pulse.It’s been a busy few months in our port city with lots of great summer festivals, the success of our first One Day in Fremantle event and progression of the Kings Square cultural precinct redevelopment. It’s shaping to be a very big year for Fremantle as a city and for us as your local government.

At the time of writing this, the City of Fremantle and the Fremantle Football Club (FFC) are close to finalising an agreement which will see the FFC surrender its head lease of Fremantle Oval back to the community.

Securing the head lease back into community hands will pave the way for redeveloping the precinct into a premier community and sporting hub, which has been identified as one

of the top priorities for Fremantle’s continued revitalisation as part of the City’s Port City Priorities – Oval to Ocean campaign (read more about this on page 6).

If successfully concluded, it will also provide an opportunity for the City to temporarily relocate Kings Square-based staff to the Fremantle Oval offices while the Kings Square cultural precinct development is underway until at least 2019 (read more about this on page 6).

This is a great outcome for the Fremantle community, for ratepayers and the City of Fremantle, providing major cost savings over alternative options for our temporary location. Reaching this agreement will also allow us to progress the catalytic Kings Square development and minimise the impact of our community service changes as much as possible.

After many months of event planning and extensive media coverage, I was delighted to see so many of you come out to enjoy our One Day in Fremantle event on Saturday 28 January. It was a fantastic and inclusive celebration and I thank the Fremantle community for their support over the last few months.

There’s a lot of change happening in Freo and here at the City of Fremantle, so I encourage all residents to read this magazine, subscribe to our e-newsletters, register for community engagement updates through My Say Freo and follow us on social media to keep updated on these important changes.

Freo visitors were treated to the arrival of the largest cruise ship to ever enter Australian waters, when the Royal Carribean’s Ovation of the Seas sailed into town in December.

The City’s new guide to community safety in Fremantle

Have you seen our new-look community safety team? With highly visible uniforms and an expanded presence throughout the Fremantle city centre and outer suburbs, they are here to help keep Freo a safe, peaceful and enjoyable place at all times.

The new uniforms and vehicle branding form part of the City’s new The Freo Way – Protect. Guide. Respect campaign which includes an expanded community safety team with extended support hours every day between 7.00 am-9.00 pm, a new ‘community concierge’ for High Street Mall and Kings Square (also supported by the Fremantle BID and local property owners) and an

enhanced patrol presence in the city centre and outer suburbs. The initiatives are guided by The Freo Way – Protect. Guide. Respect code of conduct; a refreshed way of encouraging visitors, residents and businesses to look out for each other and the Fremantle community.

Well done to the library

Well done to our Fremantle City Library staff who were recognised nationally at the Go Digi National Year of Digital Inclusion Awards for their work with digital literacy in the local community. The library was joint winner of the Network Partner Award for its community achievements including 23 000 computer sessions, 60 technology sessions and assistance with technology queries, plus being one of five public libraries in WA offering the CoderDojo coding for kids program.

There have been a few #smallfreowins at South Beach lately thanks to our parks staff and dedicated community groups! Works include new turf, levelling of sand to improve beach access, new fencing to protect the trees in the Wilson Park overflow area and refurbishment of the automatic dog water bowl at the dog beach.

Special thanks to the Friends of Fremantle Beaches for their great help with dune restoration works!

The City is also reviewing community facilities at South Beach to plan for future upgrades. Watch out for more updates on this.

Fremantle Town Hallworks progressingFremantle Town Hall heritage conservation works are nearing completion with additional works now underway in some of the less accessible areas that were in worse condition than expected.

The additional works are making use of the scaffolding equipment already in place and include the conservation of the facades and tower to make them structurally sound. Works are expected to be completed in mid-2017.

New Freo Breeze in town Fancy a Big Bash T20 cricket match at Fremantle Oval? The City has welcomed a proposal for a new team called ‘Freo Breeze’ to be based at Fremantle Oval; a vision led by some passionate Fremantle people who have made a formal approach to Cricket Australia. The proposal complements the City’s plans to redevelop the Fremantle Oval precinct into a centre of sporting excellence to bring colour and vibrancy to the area all year round.

Move over MANY 6160 and make way for MANY 2.0! With the Kings Square cultural precinct redevelopment getting underway soon, the dynamic retail collective housed in the old Myer building has found a new home. From March 2017, the eclectic pop-up with a difference is bringing new life to the old Spotlight building on Adelaide Street, aswell as creative off-shoots at the former police station on Henderson Street and a warehouse space in North Fremantle. The City has contributed $35k to help with relocation and fitout costs to keep this fantastic initiative alive and well in Freo.

MANY on the move

Fremantle Council position on Perth Freight Link

With increased coverage recently on the Perth Freight Link, a proposed Roe 9 tunnel and Roe 8 activity leading up to the state government election, the City reiterates its long-standing position of not supporting the Perth Freight Link (PFL) in its current proposed form. The City favours the development of a new second harbour south of

Fremantle as a long-term solution to Perth’s growing container freight and traffic congestion issues and has requested further clarification on the Roe 9 proposal be made available to the broader community.

South Beach spruce up

Summer festivals a great successA big thank you to everyone who came down to support the City’s first One Day in Fremantle event on Saturday 28 January! Over 15 000 people came together on this sunny afternoon at the Esplanade to celebrate our country with each other – and what a celebration it was. We’ve received a lot of wonderful feedback and will now review the event to help plan for the future.

The first Falls Music and Arts Festival in downtown Freo was also a great success with 15 000 music lovers enjoying a unique urban festival format that allowed patrons to use pass-outs to engage with surrounding businesses.

Oval and ocean development priorities for Fremantle

Are you keen to see Fremantle’s South Quay transformed from a massive temporary carpark into a world-class commercial and tourism precinct? How about turning the Fremantle Oval precinct into a premier community and sporting hub?

The City has identified these two priority projects; the redevelopment of the Fremantle Oval precinct and the southern side of Fremantle Port (South Quay) as key tourism, development and employment opportunities as part of the City’s Port City Priorities - Oval to Ocean campaign.

Both projects involve upgrading currently underutilised areas of state government owned land parcels and require a collaborative effort from state government, private sectors and the Fremantle Council to bring them to life.

At the time of writing, the City is finalising negotiations with the Fremantle Football Club which will see the head lease returned to the community, paving the way for the redevelopment of the Fremantle Oval precinct.

Concept designs and schematic planning for the new City building is well underway and expected to be considered by council in March 2017.

Council meetings on the move

Following the relocation of City staff from Kings Square, we are expecting to take council and committee meetings ‘on-the-road’ to the suburbs. This is anticipated to begin towards the end of the year, with possible locations currently being investigated including North Fremantle Community Hall.

Myer and Queensgate sitesThe development application for the redevelopment of Myer, Queensgate and the Queensgate carpark site was approved by the Joint Development Assessment Panel in February 2017. Demolition and construction works are expected to begin on these sites by mid-2017.

Fremantle City Library changesYou may notice some changes within the library as we prepare for our move from Kings Square later this year. Your patience during this time is appreciated, and be sure to talk to library staff or follow the Fremantle City Library Facebook page for updates.

Temporary relocation to Fremantle OvalAt the time of writing, the City is finalising negotiations with the Fremantle Football Club to return the head lease to the community. If successful, it is our intention to relocate City staff temporarily to Fremantle Oval offices until the completion of the Kings Square redevelopment.

Public space masterplan designs and community consultationThe draft public realm masterplan is expected to be considered by council in April 2017. This masterplan will guide development of public spaces and linkages in and around Kings Square including things like landscaping, lighting, public art, street furniture and a new children’s playground in Kings Square. It will then be released for public comment and wider community consultation.

As part of the redevelopment of the Kings Square precinct, several trees on the eastern side of the square are being prepared for relocation to the western side so you may notice some works happening over the coming months. The Moreton Bay Fig trees in Kings Square and around the city centre are also being monitored due to their declining health (see article on page 7). The City intends to keep these trees as part of the Kings Square redevelopment, subject to their condition.

YOUR COMMUNITY

We understand how important waste services are to our community and how important it is to have safe, clean and attractive verges in Freo.

With this in mind, we’re reviewing the way we manage residential verges. This includes looking at how bulk and green waste is collected and recycled, our verge maintenance program (including mowing) and the provision of mulch.

This financial year’s bulk waste (junk and whitegoods) verge collection took place in September 2016. A second collection is not scheduled for the remainder of the 2016-17 financial year so if you do have bulk waste on your verge please remove it ASAP.

If you have junk and whitegoods you want to remove from your property, please take it to the City’s operations centre (Knutsford Street) on Saturday 20 and Sunday 21 May, where free bulk waste bins will be available.

If any of your waste can be recycled, you can also bring it to the City’s recycling hub at the operations centre which is open every weekend between 8.00 am-4.00 pm.

The next green waste verge collection is scheduled for April 2016.

The dates for the 2017-18 financial year waste collection will be distributed in the Resource Recovery calendar in June 2017.

Since 2008 the City has been monitoring the health of our beloved Moreton Bay Fig trees, especially those located at Kings Square, Esplanade Reserve, near the Fremantle Leisure Centre and at Fremantle train station. Like all things, with age comes a few extra aches and pains and unfortunately the health of these trees is declining. Of particular concern is the ‘Christmas Fig’ tree in Kings Square. The City has been increasingly focused on working to preserve these special trees and has engaged an independent arborist to conduct specialised sampling and testing.The results of these tests are due shortly and over the coming months you will see works around this tree we hope will slow or even reverse the decline.

Find out how to identify common coastal weeds, remove them effectively and improve weed management practises at a practical Volunteers Guide to Coastal Weeds workshop. Supported by Perth NRM and the City of Fremantle, the

BoxFit – Using boxing gloves and focus mitts; stimulate every part of your body with boxing, kicking and resistance work.

Circuit – Participants move from station to station performing various exercises to challenge cardio and strength.

Power pump – A freestyle strength training class with emphasis on proper technique and form. Develop a strong and lean body using easily adjustable barbells.

Cardio sculpt – A low impact cardio workout simultaneously incorporating sculpting exercises using small hand held weights.

Tai Chi – Explore the many health benefits of this ancient practice including improved circulation, balance, strength, digestion, and breathing while leaving you feeling calm and relaxed.

HIIT – High Intensity Interval Training accelerates metabolism by challenging fitness levels so greater fitness results can be achieved. A mixture of cardio and/or weight training exercises are done in 30 second intervals with short breaks in between to maintain heart rate and keep burning calories at an accelerated level during and after class.

Pilates – Focus on deep postural muscles which keep the body balanced and strong.

Yoga – Hatha yoga style to improve flexibility, tone muscles and relax the mind and body through various poses and breathing techniques.

Ezy moves – A fitness circuit especially for older adults to develop strength and improve balance.

Zumba – the Latin inspired, easy to follow, calorie burning, feel it to the core fitness party!

Zumba Gold – Zumba moves designed with the active older adult and beginner in mind.

Shallow – This class is conducted in chest deep water performing anchored, bounce, propulsion and suspended movements. Aqua noodles and dumbbells may be used.

Deep – This class is conducted in deep water, suspended exercises and drills such as cycling, skiing and running movements are performed. Buoyancy belts are available.

AquaROM – Conducted in the program pool, this class is especially suited for those with conditions such as arthritis, osteoporosis, fibromyalgia and joint injuries. Balance and core stability are challenged while developing range of motion. Equipment may be used for resistance work.

Classes have number restrictions due to space and equipment limitations. Please arrive early and ensure your place in class by booking at the group fitness kiosk.

REBOUND – Bounce your way to health and fitness. A fun, low impact cardio workout with emphasis on core stability and muscle endurance on mini trampolines.

It is recommended that all participants wear good supportive swimwear and bring a towel, water bottle, hat, sunglasses, sunscreen and a rashie if required.

Wayfinding signs hit the beach

A friendly reminder to all our four-legged friends and their owners to be respectful of dog-zone signage at our local parks and beaches. Stevens Reserve in Beaconsfield is available to all community members, so please keep your dog on a leash when sporting events are on, clean up after your dog and keep your dog off the cricket pitches and away from the cricket nets at all times.

South Beach is also a popular spot for pooches, with dogs welcome at the dog beach but not in the grassed area where the South Beach Sunset Markets are held.

The rollout of the City’s new-look wayfinding signage is now complete, with 60 signs installed around the Fremantle city centre, South Fremantle and North Fremantle. The custom-designed signage modules provide info on Fremantle’s local tourism attractions, shopping and entertainment precincts, public facilities and more and make it a bit easier to find your way around. The initiative is part of the City’s Economic Development Strategy 2015 – 2020 and is part funded by Tourism WA.

Most of the City of Fremantle is now in the build preparation and construction stages for Australia’s new broadband network, with nbn services to be ready from mid-2017.

Western Power is currently replacing 200 power poles and 15 km of overhead powerlines to improve the network around the City of Fremantle. Works are expected to be completed by July 2017 and may cause interim disruptions.

The famous Dingo Flour sign in North Fremantle has a new coat of paint! The rusted tin cladding was replaced for the first time in December 2016 by flourmill owner Allied Mills, using funding from a state government heritage grant.

Got some recycling to dispose of that can’t go in your yellow-topped bin? Our Fremantle Recycling Centre is open to residents every Saturday and Sunday from 8.00 am to 4.00 pm at the City’s operation centre on the corner of Knutsford and Montreal Streets in Fremantle.

Drop by with your household hazardous waste, including metal, e-waste, batteries, printer cartridges, mobile phones, used motor oil, light globes and polystyrene and chat to City staff on site who can help answer your recycling questions.

Leighton Beach has become one of Freo’s most popular beach areas, with limited parking during peak summer and school holiday periods. The City is looking at options to relieve the parking issues experienced by residents, local businesses and beach goers but even

if parking is limited, all visitors are still required to adhere to parking signage at all times to avoid infringements. Leighton Beach is well connected to cycle ways and the train line, so if you can, why not try public transport on your next visit?

Remember your green-topped bin is composted, so only place organic material and general household waste in this bin.

All recycling goes in the yellow-topped bin; place items loosely in the bin, please don’t bag it!

Did you know the majority of bicycle-car collisions occur at intersections as bicycles attempt to merge into traffic while turning right? The safest way to turn right at a busy intersection while traffic is flowing both ways is to use the bicycle hook turn.

The turn involves you turning left instead of right, waiting in the perpendicular lane and then going once the traffic light turns green.
