To review the legislative priorities for the remainder of the lame duck session.
II. BACKGROUND
The lame duck session is beginning its scheduled final week, although adjournment may be delayed a few days. The continuing resolution expires at midnight this Friday, December 17. The House will consider the continuing resolution on Tuesday morning ---contained in its version is a $5.4 billion jobs add-on. Senate action is likely Thursday, but there is no indication if and how much the Senate would accept in jobs money. Our opposition to the House version has been made clear.
The House has passed highway/ gas tax legislation which is being filibustered in the Senate by several Republicans (Helms, East, Humphrey, Nickles and Armstrone). Once this is overcome, we will have to dispose of a re-regulation of natural gas amendment to be offered by Danforth and Eagleton and an $11 billion j0bs initiative being pushed by Senate Democrats.
The Defense Appropriations bill passed the House in good shape with the exception of production money for the MX. Senate consideration will begin once an acceptable compromise is . formulated on MX funding.
Action on these 3 major items---the continuing resolution, the highway program/gas tax legislation and the Defense Appropriations bill---must be completed before the 97th Congress adjourns.
In addition, we are pushing for final Congressional action on the Caribbean Basin Initiative, nuclear waste disposal, immigration reform and Radio Marti.

II. BACKGROUND
Senate Majority Leader Howard Baker has been working with a bipartisan group of Senators to develop language which might be used as an alternative to the amendment proposed by Senator Fritz Hollings (D-South Carolina) which would fence the MX funding until both Houses of Congress pass a resolution approving a basing mode. As you recall, Hollings has refused to agree to a date certain for Congressional action on such a resolution.
Although this b{partisan group of Senators has reached an tentative understanding with regard to~acceptable language, it is not finalized and the group intends to meet again later this morning, to discuss the proposal further. Your staff has been in constant touch with Senator Baker and others throughout these negotiations. It would be advisable at this point for us to meet with these Senators personally to reiterate once again your firm commitment on the MX system and your desire that the Congress will be required to act by a date certain on the basing mode.
Although the details of the tentative agreement are constantly being altered, it appears at this time that the main elements of this proposal would include fencing the MX . funds, requiring that both Houses pass a resolution of approval, assuring expedited Congressional action on a resolution of approval, and requiring you to report to the Congress on your basing mode decision (having considered alternative basing modes).

To indicate strong Presidential endorsement of the Administration's FY '83 budget request for the funding increment to the sixth replenishment of the International Development Association.
II. BACKGROUND
Congressmen Bill Young, Jack Kemp, Mickey Edwards, and Jerry Lewis have requested a Presidential meeting to discuss their longstanding concerns with United States foreign assistance policy, particularly with respect to U.S. participation in the International Development Association (IDA), the "soft loan," i.e. no-interest, affiliate of the World Bank which provides SO-year loans to the poorest countries. Secretaries Shultz and Regan met on this subject with Kemp and Young November 24; Edwards and Lewis were unable to attend.
The Congressmen believe that multilateral aid is less effective in serving U.S. interests than bilateral, and that both have been historically ineffective in promoting economic development or encouraging private sector investment and growth in developing countries. They were dismayed that the Administration decided to honor the IDA VI replenishment negotiated by the Carter Administration, as they had effectively blocked passage of the implementing legislation and were certain this Administration would negotiate a different agreement.

BACKGROUND (CONT'D)
The Members have sought a Presidential meeting since before the Inauguration to discuss this issue. While they agreed not to oppose the FY '82 foreign assistance authorization after a Presidential phone call, they have continued to oppose funding levels requested, thus stretching United States contribution from the original three-year term to four and now a probable fifth year. This has diminished U.S. credibility in international negotiations (e.g., Versailles and Toronto) and in efforts to redirect the policies and programs of the multilateral development banks (MDBs). Their unwillingness to yield on MDB funding, particularly IDA funding, has made it difficult to forge the necessary bipartisan coalition to pass an overall FY '83 foreign assistance request, including the security supporting assistance which these Members support. Of the $3.24 billion U.S. IDA contribution, Congress has appropriated $1.2 billion in two years. The present CR would provide $700 million of the $945 million requested, leaving $1.34 billion to be funded in FY '84.
On November 30, the President met with Congressmen Kemp, Edwards, and Lewis, and other bipartisan Members of the House Foreign Operations Appropriations Subcommittee to urge them to act on a FY '83 appropriations bill for outright passage or inclusion in the new Continuing Resolution. At present, there is no indication the House Subcommittee intends any action. While the Senate Foreign Operations Appropriations Subcommittee has marked up an FY '83 bill which increases U.S. IDA funding to $800 million, it is probable that the current Continuing Resolution level will remain.
Secretaries Shultz and Regan both endorse strongly this meeting.

TOPICS OF DISCUSSION
We want to thank you for coming down today. I am
aware of your concerns and know you met recently with
Don and George Shultz.
We have reviewed the effectiveness of the aid we provide,
along with other donors, through multilateral development
banks, including IDA. We are working hard to make
these institutions more effective.
We believe lending through the MDBs is far preferable
to throwing this issue to the UN General Assembly,
where we would certainly be assessed disproportionate
shares.
In regard to your specific concerns:
o Level of our contribution we have,
in effect, renegotiated IDA VI for a
four-year period, with others providing
more. We expect future U.S. contributions to
be less than the $1 billion per year negotiated
by Carter.
o Allocation -- India, the largest borrower,
has been reduced (from 40 percent to 33 percent).
We'd like to see India and China borrowing more
on harder, i.e. World Bank interest, terms.

o We are using harder criteria on projects
and opposing those which could and should
go commercial financing. We are also assessing
terms of credits.
If we do not meet our scheduled contributions, our
credibility will be damaged, our friends hurt (Pakistan,
Sudan), and the coalition in Congress that passes total
foreign aid will not be able to achieve sufficient
security assistance -- thus impacting severely on
the Rapid Deployment Force (RDF), NATO, Caribbean
Basin Initiative (CBI), etc.
On the IDA VII negotiations, we want to adjust terms,
target lending to those most in need and most of
all -- work closely with the Congress to develop a
supportable program.
In sum, I need your support to achieve sufficient
appropriations to honor U.S. obligations. And, I want
to reassure you of the Administration's efforts to make
the banks more effective.

Guests begin to arrive the East Gate and are led up the Grand Staircase to the State Floor into the State Dining Room and East Roan.
Social Aides begin to line guests up for the rece1v1ng line in the State Dining Room. As many guests as possible should be ifn the State Dining Roan with remaining guests in the Cross Hall.
PRESIDENT AND MRS. REAGAN proceed to the State Floor via the elevator and continue to the Blue Room via the Red Room. They take their places in front of the window for the receiving line for approximately one hour and then mix and mingle in the Cross Hall.
As soon as the PRESIDENT AND MRS. REAGAN are in place, Social Aides will start the receiving line feeding from the south door of the State Dining Roan, into the Red Roan, from the south door of the Red Room into the Blue Room, past the PRESIDENT AND MRS. REAGAN, around the Christmas tree past the fireplace, and into the Cross Hall. Guests are then ushered into the Fast Room for more refreshments.
At the termination of the rece1v1ng line and after a brief mix and mingle, PRESIDENT AND MRS. REAGAN proceed to the Residence via the elevator.
All guests depart via the Fast Gate.
