MEETING WITH THE PRESIDENT'S COMMISSION ON HOUSING

DATE: Tuesday, July 7, 1981 LOCATION: Roosevelt Room TIME: 10:30 a.m. (10 minutes)

1) To demonstrate the importance the President attaches to the work of the Commission.

2) To emphasize the importance of the major time commitment the Commission members have made to fulfilling their tasks of the Commission and to thank the members for that commitment.

II. BACKGROUND

On June 17, 1981, the President met in the Oval Office with the Commission Chairman Bill McKenna and Vice Chairman Carla Hills to announce the establishment of the Commission.

This inaugural meeting of all 22 Commission members represents the kickoff of 10 months of hard work by the Commission and its various committees.

In accepting the President's invitation to serve on the Commission, the members have committed themselves to devote an average of 2 days per week to its work. Nearly all the members are busy private sector people. And, therefore such a commitment is very special.

The Commission brings together some of the brighest minds in the housing field including housing lenders, home builders, economists and experts in public policy.

The Commission will look at all aspects of housing in America, and present its findings, and to develop options for, the President's consideration.

I I I To further symbolize the President s concern £or the needs of housing, the Commission's offices have now been opened across the street from the White House at 730 Jackson Place. (across the street from Lafayette

TALKJNG POlliTS/EJG

I'm ver:y pleased that you have agreed to assist me and this

Administration in tackling the critical s~ject of housing in America.

I'm especially thankful to you for having made the rnajor romnitrnent

in time - time out of your busy lives -- to render this service to us

over the next 10 rronths.

Your tasks are imp'.::>rtant.

We all know how imp::>rtant rousing is to the ootmtr:y. The h:rne is

' the center of family life and the basic ingredient the neighborhood.

Housing means far rrore than shelter to our society.

our · way of life.

It is essential to

Fbr rrost people, it represents the rrost imp'.::>rtant single invesbnent

they will ever make. But rrore imp::>rtant, the opp::>rttmity to own one's

ovm - h:::>Ire gives a man or IDinan a stake in the American system.

It is this stake 'in America which has given strength and stability -

eoonomic, social and p::>litical -- to our way of life through the years •

. Harne ownership is part and parcel of the American dream. The extent

to which we oontinue to maximize OPfOrttmities for home ownership is

important to our future.

The search for ways to open up OPfOrtunities to home ownership will

be one of the tasks of this Ccmnission. The need for adequate rental

housing also is an important part of your agenda.

The role of the federal goveniment in housing, and the oosts of

Page 12: Collection: Folder Title: 07/07/1981 (Case File: 043468 ... · Ronald Reagan Presidential Library Digital Library Collections This is a PDF of a folder from our textual collections.

Talking ·Points - Page 'I'vX)

such govemnent involverrent, are areas where answers are needed. I kn::lw

that Secretary Pierce will be looking forward to the Cbmmission's findings

and so will I.

The impact on the oost of musing from goverrnnent regulation at all

levels is another area which deserves your study. In addition, how we

build muses in this oountry needs to be looked at as a part of the overall

impact of the oost of musing and the relationship to mmeomiership

opportunities.

No industry in the oountry has suffered nore fran the effects of

past eoonanic p:>licies than that of musing.

is being felt th.rouglnut the eoonorny today.

The legacy of tmse p:>licies

This is why we are trying so hard to get the 001.mtry noving in a

new and different direction. This is why we are targeting our efforts

on passage of our Eoooomic Recove:ry Program.

I believe that enactment of our entire package - the budget reductions

and the cuts in tax rates - will put us back on the road to eoonarnic health

and prosperity. By puttin:J the nation's eoonanic house in order, the prospects

for ·the American home, and the housing industry in general, will be greatly

enhanced.

There are solid indications now that inflation, though still too

high, of oourse, may finally be under control. I am confident that,

with the passage of our Eoonomic Recovery Package, _interest rates can

oome down - and that will be ve:ry good news for housing.

Again, I want to thank all of you for the strong oomnit:rnent you

have made to the w:>rk which lies ahead at the Corrrnission.
