This meeting was requested by Secretary Block for the purpose ·of providing you with a brief update on conditions within the agriculture community. It is my understanding that you will use the opportunity to tell Jack Block of your decision concerning contract sanctity on grain purchases.

II. BACKGROUND

Secretary Block will brief you on the current conditions within the agriculture community' . No decisions will be required. Jack Block will leave on Thursday for several days of speaking in the farn community and wants to be able to say he has briefed you.

There are several issues under discussion that are important to Jack Block. While he may raise them, he does not expect a decision todav.

Export Expansion Program--the Omnibus Budget Reconciliation Act of 1982 directs the adminis­tration to spend $175 million for a variety of market promotion activities. The conferees included language in their report sugge~ting that the money be spent on "intere st rate buy downs, direct export sales or export subsidies in order that American farmers and e xporters may compete in international trade .on an equal basis." The Budget Review Board plans to discuss the specifics of this plan at a meeting with Secretary Block tomorrow.

Geoff Swaebe asked to see you. As our Ambassador to the US Mission to the UN in Geneva, Geoff has been effective in defending our interests in a number of specialized agencies such as the UN High Commission for Refugees, the International Telecommunications Union; World Health Organization and others.

One of our key efforts has been to defend against injecting political issues into these agencies, particularly recent efforts to challenge Israeli participation or membership. You may wish to note your appreciation for and the importance of these efforts.

This meeting has been scheduled to allow Secretary Watt and trade association leaders to be present when you sign S. 1409--the Reclamation Bill.

The Reclamation Bill represents a major reform of the reclamation laws. It has been before the past three Congresses. All 17 Western states and about 25% of the irrigated farms in the country are affected by the legislation. No major reform has been enacted since the program began under President1 Theodore Roosevelt.

The bill is a major step forward for the smalli family sized farm. Under this legislation a small farmer will have the flexibility to expand his operations, a change sought by small federally irrigated farmers for many years. The bill also reduces the subsidy currently provided to the larger farmer, forcing them to pay more of their fair share for their federal water service. Additional revenues could total $100 million over the next five years. This bill is a major achievement for the Administration and the Congress.

Sale of Dairy Stocks--we continue t o increase our surplus of dairy sto cks. USDA is proposing that we take steps to e xport stocks of butter , cheese and milk. While such a sale would increase federal revenues, there are domestic and foreign policy consequences that are being reviewed. It is expected that the Cabinet Council on Food and Agriculture will review these matters with you in the near future.

Subsidizing U.S. ivhe a t F lour--the European Commu­nity (EC) gains access to foreign mar kets b y offering subsidies on flour purchases. This practice has greatly reduced the U.S. market share. USDA is proposing to institute an export subsidy program for wheat flour to Egypt using $50 million. USDA believes that this could displace about 1.1 million tons of flour now sold by the Europeans. This proposal is also under review by the Cabinet Council on Food and Agriculture and will be presented to you in the near future for decision.

II. BACKGROUND

The Missing Children's Act requires the Attorney General to acquire and exchange information to assist Federal, state and local officials in the identification of certain deceased individuals and in the location of missing persons, specifically children.

Finding missing children and identifying the bodies of deceased individuals has become a national problem. The Missing Children's Act attempts to alleviate this problem by mandating a central computer file within the National Crime Information Center System designed to help trace missing children. The bill also directs the establishment and operation of the National Clearinghouse on the Unidentified Dead. Parents or nex t of kin will be allowed to check with the FBI to assure that their missing children have been entered on these files.

The Omnibus Victims Protection Act contains several provisions, the intent of which are to protect victims or witnesses of federal crimes. Most criminal activity is subject to state law and, therefore, this legislation is partially intended to be a model for state legislation.

The provisions of S. 2420 would require that a "victim impact statement" be made part of the report filed with the sentencing judge; make it a federal offense to intimidate or retaliate against victims or witnesses of federal crimes; require a federal judge to order restitution when passing sentence for crimes involving bodily injury or property loss, or state for the record why not; and other provisions.

PRESIDENTIAL REMARKS: SIGNING OF MISSING CHILDREN ACT (HR 6976) AND VICTIM AND WITNESS PROTECTION ACT (S 2420) TUESDAY, OCTOBER 12, 1982

Today I am signing two bills that will provide peace of mind

to many of our citizens.

This first bill will begin to address the tragedy of

America's missing children. Every year in this country thousands

of children disappear from the~r homes. The Missing Children Act

will reassure parents that every effort is being made to find, or

in more tragic circumstances, to identify their children.

Finding missing children has become a national problem.

Because of overlapping jurisdictions and the lack of centralized

information, parents of missing children have faced frustration

and anger in their attempts to locate their children.

Furthermore, State and local officials are often unable to

identify bodies simply because of restrictions on missing person

reports from other jurisdictions.

The Missing Children Act attempts to lessen these problems

by mandating a system to allow parents access to a central

computer file designed to help trace missing children. The Act

also will aid in identifying deceased children and adults and at

least ease the parents' pain of not knowing. I want to thank the

Congress, and particularly Senator Paula Hawkins and Congressman

Clay Shaw, for making it possible to sign this compassionate

measure.

With me here today are some individuals who have committed

their lives to the cause of missing childr~n. John and

Reve(Rev-ay) Walsh of Hollywood, Florida came to the cause of all

exploited children because of their own family tragedy. Their

courage, in the face of what surely must be the most difficult

grief imaginable, has rallied thousands of others to these noble

efforts.

Julie and Stan Patz(Pates) have lived with the devastating

uncertainty of the fate of their six-year old son, Etan(Ayton)

for three years. I salute the indomitable spirit that allows

them to pursue positive action on behalf of missing children

everywhere.

I am also pleased to sign this law in the presence of Sgt.

Richard Ruffino(Ruff-eeno), who is a recognized expert in missing

persons with the Bergen CountY, New Jersey Sheriff's Office. Sgt.

Ruffino has contributed countless hours of his own time in the

effort to assist searching parents.

The second bill I will sign also deals with compassion, our

compassion toward those Americans who are the victims or

witnesses of crime. It is high time the legal system showed the

honest citizen as much concern as it does the criminal. Today it

is not the wrongdoer who falls through the cracks of our criminal

justice system; too often, it is the innocent victim and the

dutiful witness.

As the bill states, without the cooperation of victims and

witnesses, the criminal justice system would cease to function;

yet with very few exceptions these individuals are either ignored

or simply used as tools to identify and punish offenders. All

too often, the victim of a serious crime is forced to suffer

physical, psychological or financial hardship while the criminal

justice system remains unresponsive to the victim's real needs.

And while the defendant is provided with counsel who can guide

him through the criminal process, the victim or witness is

usually not even told when the defendant is released on bail, the

case is dismissed or the court date is changed. Neither is there

adequate protection from law enforcement agencies when a victim

or witness is threatened or intimidated as a result of

cooperating with authorities. Common sense tells us something is

not right here.

This legislation, the Victim and Witness Protection Act,

seeks to return some balance to our criminal justice system

without infringing upon the rights of the defendant. The

provisions of this act would require that a "victim impact

statement" be filed to aid the judge in sentencing the criminal.

The act makes it a Federal offense to intimidate or retaliate

against victims or witnesses of Federal crimes. It requires a

Federal judge to order restitution when passing sentence for

crimes involving bodily injury or property loss, or else to state

for the record his reasons for not doing so. These measures will

go a long way toward treating victims and witnesses with the

fairness and respect they deserve. And again the Congress, and

particularly Senators Heinz, Mathias and Specter, and Congressmen

Fish, Mcclory and Rodino deserve a vote of thanks from the

American people for getting this bill to my desk.

The Reclamation Bill represents a major reform of the reclamation laws. It has been before the past three Congresses. All 17 Western states and about 25% of the irrigated farms in the country are affected by the legislation. No major reform has been enacted since the program began under President Theodore Roosevelt.

The bill is a major step forward for the small, family sized farm. Under this legislation a small farmer will have the flexibility to expand his operations, a change sought by small federally irrigated farmers for many years. The bill also reduces the subsidy currently provided to the larger farmer, forcing them to pay more of their fair share for their federal water service. Additional revenues could total $100 million over the next five years. This bill is a major achievement for the Administration and the Congress.

I. PURPOSE

This meeting was requested by Secretary Block for the purpose of providing you with a brief update on conditions within the agriculture community. It is my understanding that you will use the opportunity to tell Jack Block of your decision concerning contract sanctity on grain purchases.

II. BACKGROUND

Secretary Block will brief you on the current conditions within the agriculture community. No decisions will be required. Jack Block will leave on Thursday for several days of speaking in the farm community and wants to be able to say he has briefed you.

There are several issues under discussion that are important to Jack Block. While he may raise them, he does not expect a decision today.

Export Expansion Program--the Omnibus Budget Reconciliation Act of 1982 directs the adminis­tration to spend $175 million for a variety of market promotion activities. The conferees included language in their report suggesting that the money be spent on "interest rate buy downs, direct export sales or export subsidies in order that American farmers and exporters may compete in international trade on an equal basis." The Budget Review Board plans to discuss the specifics of this plan at a meeting with Secretary Block tomorrow.

Sale of Dairy Stocks--we continue to increase our surplus of dairy stocks. USDA is proposing that we take steps to export stocks of butter, cheese and milk. While such a sale would increase federal revenues, there are domestic and foreign policy consequences that are being reviewed. It is expected that the Cabinet Council on Food and Agriculture will review these matters with you in the near future.

Subsidizing U.S. Wheat Flour--the European Commu­nity (EC) gains access to foreign markets by offering subsidies on flour purchases. This practice has greatly reduced the U.S. market share. USDA is proposing to institute an export subsidy program for wheat flour to Egypt using $50 million. USDA believes that this could displace about 1.1 million tons of flour now sold by the Europeans. This proposal is also under review by the Cabinet Council on Food and Agriculture and will be presented to you in the near future for decision.
