Key Areas For Management
1. Inland areas - which affect the oceans mostly via rivers
2. Coastal lands - swamps, marshes, and so on - close tothe sea, where human activities can directly affect the
adjacent waters3. Coastal waters - estuaries, lagoons, and shallow
waters generally, where the effects of land-basedactivities are dominant
4. Offshore waters - out roughly to the edge of thecontinental shelf
5. High seas - largely beyond the 200-mile EEZs ofcoastal states' control

Present Challenge
No clear geography
Highly focused on the narrow land/saltwater interface
Diminishing focus further from thisinterface
Poor buy-in from agencies andstakeholders with responsibilities for: Land
Freshwater Estuarine
Marine
