Key Elements of the ICOOS Act related to CMSP

• 2009 Integrated Coastal and Ocean Observing Act • Created a network of regional information

coordination entities (aka RAs) that were: • designed to address regional and national needs for ocean

information• to support national defense, marine commerce, navigation

safety, weather, climate, and marine forecasting, energy siting and production, economic development, ecosystem-based marine, coastal, great lakes resource management, public safety, and public outreach training and education

• work with the national system to design a data management system, based on standards and protocols, for the processing, storage, integration and dissemination of data to end users

CMSP & IOOS: data perspective

1) The data framework exists: Capacity to access/manage ocean observations data does not need to be developed, it is available now.

2) Standards-based: Existing data management capabilities are based on proven, community-based data standards, protocols and technologies.

3) CMSP-compatible Foundation: IOOS data management system architecture is based on the same principles and objectives as anticipated for CMSP.

4) Community Supported: The current capabilities were developed in conjunction with the IOOS community Federal partners, IOOS Regional Associations and IOOA industry partners.

5) NOAA Investment: The IOOS data management framework took three years to design, execute and evaluate with many useful lessons learned.

6) Regional Focus: There is significant data management capacity with the existing 11 IOOS Regions, with direct links to the Federal program
