Department highlights for the period• Hosting of COP 17 – 23 energy side events,• Completion of the IPP bidding process and announcement of successful

bids for 1415MW,• Launch of the South African Renewable Energy Initiative (SARI),• New Multipurpose Pipeline commissioned, • International engagements, • Relocation of the Department to the old Land Bank building in Pretoria,• Awareness and information sharing sessions held during this period

include ( the PPAA and licensing process), and• Department’s annual planning session held in November 2011.

review, submission of Annual Performance Plans, • SOE – oversight; quarterly performance reports to the shareholder,

2012/13 MTEF strategic plan, 2012/13 Annual Performance Plans submitted and discussed, changes in governance structures,

• Department signed agreements/declaration of intent with South Korea, Ghana, Denmark, Lesotho, DRC, International Energy Agency (IEA) and SARI [Germany, Norway, UK, Denmark and the European Investment Bank],

• The agreements cover – access to capacity building, funding, technology, exchange of information and development of energy infrastructure, increase generation capacity

– Total staff compliment as at end December 2011 was 566– Vacancy rate for the period was 7.77%, with 44 vacant posts

mainly from the newly established IPP Unit– The HR Plan was approved end September 2011 and its

implementation is on track– In terms of the Skills Development Plan of the department, a

total of 347 employees received training to enhance performance and productivity, to date,

– Completed the consultation process on the final macro-organisational structure.

•Women empowerment programmes• C3E Clean Energy women empowerment - Working Groups

institutionalized (mentorships, internships, couching, clean energy ambassadorships, etc)

• Research/study in partnership with UNDP developed for the Barefoot India Women Solar Engineer Project

• 16 Days of Activism for No Violence Against Women and Children• Establishment of the DOE Men’s Forum• In partnership with the Department of Settlements, 16 Solar Panels for

16 Houses during the 16 Days were installed for families of abused and disabled women in Ermelo.

•New Multi-product Pipeline:

Q1 and Q2 payments made. Q3 payment effected in January 2012 – payments made in arrears after receipt of progress reports from Transnet.•Regulatory Accounting System (RAS):The RAS margin models and the Regulatory Manual / Guidelines were approved during November 2011.

The RAS margins were incorporated into the December 2011 fuel prices - “Rapid RAS”

• Improve Bio-fuels uptake:The final reports on blending value and break-even costs were submitted via a Ministerial Submission on the 21 December 2011.

The bio-fuels Mandatory Blending Regulations were published on 16 September 2011 for public comments and closed on 18 November 2011.

paraffin: The Chief Director signed off the submission on 21 December

2011. The purpose of the submission was to request approval to publish the final report for public comments.

• ntegrated Energy Centres (IeCs) established: The construction company for Ulundi IeC moved on site

during December 2011 to prepare the area. The construction for QwaQwa IeC will commence in the first

quarter of 2012. The Chief Directorate wrote submissions to request the extension of the completion deadline to the new financial year.

forwarded for approval. The submission has since been approved by the Minister and look set to be presented during March 2012.

• Storage and Distribution/Infrastructure Gap Analysis Report. Infrastructure update done a monthly basis.• Increased domestic refining capacity 20 YLFIRM - 80% of the data has since been collected. Analysis of

the received data has begun with the working groups involved. Furthermore, an extension of the deadline was granted by the Minister to accommodate the expedited Refinery Audit.

• Development of regulations on Liquefied Petroleum Gas (LPG) pricing and LPG licensing framework The Draft LPG Strategy document together with the Cabinet

Memorandum forwarded for internal review.

within the 14 day turn around time period. The Complexity of arbitration legal documents and voluminous

supporting documents to be considered in processing the arbitration requests.

• Number of site Inspections 411 Site inspections conducted.

• Educate the public on the PPAA and Licensing Mpumalanga, Limpopo, Durban, Northern Cape, Eastern Cape

and Western Cape conducted their own Awareness Campaign and a schedule for all regions has been set.

Hydrocarbons and Energy PlanningEnergy Planning• An expert on Scenario Planning was appointed to conduct a review of

the methodology used to determine the scenarios for the IEP. This review is concluded.

• An inter-governmental steering committee on the development of the IEP met on the 17 November 2011. This meeting is part of stakeholder consultation on the IEP.

• Final consultation with the State Law Advisor on the Regulations for the Provision of Energy Data was completed and comments from SLA incorporated. A submission requesting approval of the final regulations by the Minister was circulated before the proclamation by the President.

Balance data for 2009.• The 2010 Price Report (with data for 2009 and 2010 reports) has been

Electricity Distribution Infrastructure • Development of a detailed report and implementation plan for each of the 6 Metros on status of the distribution infrastructure the process was completed and a cabinet memo submitted for internal approval

December 2011• Energy Efficiency Accord – energy efficiency leadership network and

industry pledges, launched in December 2011.• Energy Efficiency Regulations and tax incentive regulations – Energy

Efficiency regulations were published and closed for public comment on 15 November 2011

Clean Development Mechanism• Transport Sector booklet finalised and printed.• Five workshops held (four provincial and 1 sector)
