City Manager’s Update Beginning Monday, Jan. 25, residents will be able to pre- register for the vaccine using the new portal Information Technology and our customer relationship management (CRM) contractors, Encapsulate, built specifically to assist the Virginia Department of Health in getting people signed up. Phase 1b is the second group eligible to receive the vaccine and includes frontline essential workers, anyone age 65 and older, and those individuals age 16-64 years with high-risk medical conditions. Virginia Beach will begin offering vaccination clinics specifically for Phase 1b priority groups next week. Residents in Phase 1a remain eligible to receive the vaccine. Appointments are required for the clinics. Individuals should visit VBgov.com/vaccinatevb (the link will be live Monday) to access the portal and input their personal information. Registrants must have a working email address. Chrome is the preferred browser for the portal. Residents may contact the City’s 311 Citizen Services call center with any questions and for assistance with pre-registration. Once pre-registered and when one is eligible to schedule a vaccination appointment, people will receive an email from the Virginia Department of Health and/or the CDC with a link to the online scheduling system. The system does not allow anyone to schedule without being invited to do so. Alternatively, some people in 1a and 1b may be scheduled to receive the vaccine through their employers. As availability of the vaccine increases, Virginia Beach will move to the other phases and add more distribution points so Virginians who fall into 1c and later phases can get the vaccine from a local pharmacy, primary care physician, Federally Qualified Health Center (FQHC)/free clinic, local health department or other clinic that is participating as a COVID-19 Vaccination Program Provider. Definitions of all phases, data and other information is on VDH’s Vaccine Response website at www.vdh.virginia.gov/covid-19-vaccine. Anyone can use this eligibility tool to find out which vaccination phase they fall under. In the meantime, it is important to remain vigilant in COVID-19 prevention. Continue to protect yourself and others: cover your mouth and nose with a mask, wash your hands often and well, stay at least six feet away from others, avoid gatherings with anyone who is not a member of your household and get a flu shot. You can learn more about the vaccine, its safety and answers to frequently asked questions at VDH’s website and CDC’s website. Working with the Virginia Beach Department of Public Health, our Emergency Medical Services staff have done an incredible job of establishing an efficient and effective vaccination process. It has become a model for other communities.

The Virginia Beach Community Services Board invites the public to comment on its proposed

FY 2021 State Performance Contract Financial Plan through which state funding is utilized

for public mental health, developmental disabilities and substance abuse services. The board has

requested the plan be added to the City Council’s Feb. 16 agenda. A draft of the plan may be

viewed at the Department of Human Services Administrative Office (3432 Virginia Beach

Blvd.), Office of the City Clerk (2401 Courthouse Dr., Suite 281), Citizen Services Office (2508

Princess Anne Rd.) and online at VBgov.com/hs. Written comments should be sent to: Maria

Kurtz, CSB Finance Officer, 3432 Virginia Beach Blvd. Third Floor, Virginia Beach, VA 23452.

Residents and visitors are invited to help shape the future of

transportation, parking and other elements in the City’s Resort Area

by participating in a new survey. Available online at publicinput.com/ResortMobility2021, input

received will be used to create the Resort Area Mobility Plan (RAMP), a guide to inform

decisions about safety, getting around the resort, parking, streetscapes and overall appearance.

The survey is open until Jan. 31. Visit VBgov.com/resortmobilityplan for more info.

The Windsor Woods Area Library branch will close for renovation beginning Monday, Jan.

25. During the closure, which is expected to be several months, no services will be offered at the

branch and the book drop will be closed. Lobby service for holds pickups will be offered at the

branch through Saturday, Jan. 23. Customers will be able to pick up holds at Central Library

beginning Jan. 25, and they may also select other branches for pickup when placing new holds.

Renovations at the Windsor Woods branch include a new study room, updated teen area, new

furniture, updated storage room and loading dock, and a new roof for the staff entrance. All

libraries except the Wahab Public Law Library (updated in 2018) and the TCC/City Joint-Use

Library (built in 2013) are being updated. Great Neck and Oceanfront branch renovations are

expected to begin later in 2021. Renovations were completed at Princess Anne, Bayside,

Kempsville and Central Libraries in 2019, and at Pungo-Blackwater in 2020.

The Virginia Beach Communications Office manages seven different social media platforms

— Facebook, Twitter, Instagram, YouTube, LinkedIn, Nextdoor and Flickr — to help keep

citizens informed and engaged. Year over year, our social media platforms garner likes, views,

followers and members who turn to these outlets for updates, resources and news related to the

City.

Our Facebook, Twitter, Instagram, LinkedIn and Nextdoor accounts all increased in

followers/page likes/members last year. YouTube video views decreased overall in 2020, which

we attribute to a change that allowed direct uploads of videos to Facebook and Instagram instead

of embedding YouTube links. This method allows for cross-promotion of video content on

multiple platforms; however, those views are not included in the counts for YouTube.

Total minutes watched of City-produced videos livestreamed or posted on Facebook increased

from the previous year; followers viewed more than 1.1 million minutes of our programming,

including City Council, Planning Commission and other public meetings.

The decrease in Flickr photo views is a by-product of the pandemic; most Virginia Beach events,

from parades to concerts, were cancelled and employees worked remotely for much of the year.

In November 2020, Lynnhaven River NOW was able to

plant 465 trees in common green areas in the Ocean Lakes

neighborhood and provide free trees to many Ocean Lakes

residents for their own yards with help from a grant from the

Virginia Department of Forestry and support from the

LRNow Kenneth Grief Tree Fund and the Malbon Family

Foundation. The newly planted areas border Ashville Bridge

Creek in the Back Bay watershed area of Virginia Beach. Within a few years, these new trees

will provide wildlife habitat and flooding mitigation for the Ocean Lakes neighborhood.

LRNow has recently learned that they will receive a second grant from the Virginia Department

of Forestry to complete this tree planting project in Ocean Lakes in Fall 2021 with 400-500 more

trees. Lynnhaven River NOW has begun planning this project and is looking at other

neighborhoods in our city where a similar project may be possible in the future.
