City Manager’s Update The live stream for the next City Council meeting will be in high definition (HD), thanks to much-needed infrastructure upgrades, which have been under way for the last several weeks. These upgrades are necessary not just for quality improvements, but to replace equipment at the end of its useful life and that is on the verge of or has already failed. Engineering staff from the Communications Office, with assistance from Public Works/Building Maintenance staff, has configured and is installing much of the necessary equipment, which has saved considerable money. This has been especially challenging because staff has needed to develop “MacGyver-like” solutions to avoid disturbing the asbestos. The live stream for the next City

Council meeting will be in high

definition (HD), thanks to much-needed infrastructure upgrades,

which have been under way for the last several weeks.

These upgrades are necessary not just for quality improvements,

but to replace equipment at the end of its useful life and that is

on the verge of or has already failed. Engineering staff from the

The live meetings on VBTV (Cox Ch. 48 & 47; Verizon Ch. 45 & 47) will still be televised in

standard definition because the cable companies do not yet offer an HD tier for Public

Educational and Government (PEG) channels. When they do, we’ll

already have everything in place for HD VBTV.

Some upgrades were also made in the City Manager’s Conference

Room and about 90 percent of the City Council Television

Production Room was upgraded to support the new equipment.

Additional infrastructure has been installed to allow us to interface

with a new electronic voting board, which will be upgraded in the

coming months.

In an auditorium filled to capacity at the Virginia Beach Fire Training

Center, the Virginia Beach Fire Department honored the memory and

dedicated service of former Fire Chief Harry E. Diezel at a memorial

service on Friday, Jan. 18. Harry became the fire department’s second fire

chief in May 1974, and after retiring from the department in September

1997, he went on to serve as a Virginia Beach council member for 10 years.

Chief Diezel was instrumental in the creation of the Virginia Beach Fire Training Center. City

Council approved funding to build it and construction began in 1978. By the following year, the

10,000 sq. ft. facility was complete with administration

offices, a 120-seat auditorium, training classrooms, a

full-service library and a burn building. The facility has

continued to grow and today, fire departments from

across Southside Hampton Roads, Oceana and Dam

Neck Naval Bases, as well as the FEMA Urban Search

and Rescue team, Virginia Task Force-2 (which Diezel

also laid the groundwork for), conduct training at the

center, attracting first responders from across the

nation and abroad. In June 2018, the training center

was renamed in his honor to the Harry E. Diezel

Virginia Beach Fire Training Center.

A large turnout for the ceremony included Mayor Bobby

Dyer, City leaders and staff, past and present Virginia Beach

Fire Chiefs, active and retired firefighters, family and

friends. Harry served with distinction during his years with

the Fire Department and City Council. He leaves a legacy to

both VBFD and the citizens of Virginia Beach. Harry was

78 years old.

The Central Business District Association will host its annual January luncheon on

Wednesday, Jan. 30 at the Westin Virginia Beach Town Center. This event begins at

11:30 a.m. with networking, followed by the lunch program at noon. City Manager Dave

Hansen is the featured speaker.

Virginia Beach City Council Stakeholder meeting will take place at 6:30 p.m. on

Wednesday, Jan. 30 at the Virginia Beach Convention Center.

Director’s Office Administrator Jolilda Saunders and Zoning Administrator Kevin Kemp

will share the responsibilities of interim director of the Planning Department, following the

retirement of Planning Director Barry Frankenfield. The assignments were

effective Friday, Jan. 18.

Jolilda has been with the City since 1989, managing the centralized support

unit responsible for the Planning Department’s business processes, human

resource policy implementation, technological innovation and financial

controls. In addition to managing the Director’s Office, she will oversee

the divisions of Strategic Growth Area (SGA) and Planning

Administration, Planning items to City Council and

other boards and commissions.

Kevin has been with the City since 2011, serving as the City Zoning

Administrator. His time at the City has been spent with both the Zoning

Division and Current Planning. He will oversee the Development Services

Center and the Permits and Inspection Division in addition to managing the

Zoning Division. A national search for the permanent Planning Director is

underway.

Overnight shelter for single adults (18 and older) experiencing homelessness is available through

the city’s Winter Shelter program. It provides homeless individuals with a warm place to sleep

each night at various faith organizations throughout Virginia Beach. Individual adults must

check in each day overnight shelter is needed between 3 and 5 p.m.: Monday through Friday at

the Housing Resource Center (104 N. Witchduck Road) and Saturday through Sunday at the

Judeo-Christian Outreach Center (1053 Virginia Beach Blvd.).

Shelter space is limited and placement in the Winter Shelter is not guaranteed. Spots are

provided through random selection, not on a first-come, first-served basis. Each individual is

allowed to bring one bag that is able to fit underneath their seat on the bus or on their lap.

Participants are picked up from the shelter site and dropped off at the Housing Resource Center

or JCOC, depending on the day. For more information about the Winter Shelter program, contact

overnight shelter should call the Regional Housing Crisis Hotline at (757) 227-5932.

The Virginia Beach Sheriff’s Office is providing free meals to federal employees who have

been furloughed or working without pay. The program – Dinner with a Deputy – began Jan. 21

and will be ongoing during the duration of the partial government shutdown. From the Coast

Guard to the Department of Agriculture, the goal is to show appreciation for federal workers and

demonstrate the support they have from their community.

The home-cooked dinners have included spaghetti, chili

and cornbread, with cookies for dessert.

The dinners are being provided at no cost to taxpayers

thanks to generous donations from Summit Food Service,

the Knights of Columbus Kempsville Council and

individuals in the community. Volunteers from the

Sheriff’s Office and the community are serving the meals.

The next dinners are scheduled for Jan. 28, Jan. 30 and Feb. 1 from 5 to 7 p.m. at the Law

Enforcement Training Academy (411 Integrity Way). Additional dates and information are being

shared via social media at facebook.com/VBSheriffsOffice and @VBSO on Twitter.

As a reminder, a few City agencies are providing some type of debt relief on a case-by-case basis

to furloughed federal employees. To qualify, they must be a Virginia Beach resident and show

proof of employment with one of the affected federal departments. Impacted individuals can

receive assistance with the following:

Water, sewer, storm water and waste collection. Contact: Public Utilities

Personal property tax, real estate tax, etc. May assist with

delinquencies on a case-by-case basis. Contact: City Treasurer, (757) 385-4445.

Any resident who has a parking lease at Town Center can simply park free in any

of the public garages. Contact: Parking Management Office, (757) 385-4631.

Federal furlough employees who are currently using

Parks & Recreation childcare services and/or has a family member who is an active member

at one of the recreation centers or in a sports league may be able to delay payments until

the request from the Dowley Family

Foundation on the Nov. 20, 2018

agenda. The money funded more than

half the project costs and allowed us to

reallocate those funds.

Virginia Beach Fire Department members, active and retired, joined other firefighters and fire

chiefs from across Virginia on Tuesday, Jan. 15, to march at the State Capitol for the “Walk the

Line” Cancer Walk. The show of solidarity was an effort to honor firefighters who have died

from cancer and to convince state legislators to change Virginia’s Workers’ Compensation Law.

Firefighters have a greater chance of developing cancer than the general population due to the

environment they work in. Representatives from the International Association of Fire Fighters

say the current law prevents some firefighters with cancer from getting the help they need.

Firefighters across the state are hoping Senate Bill 1030 and House Bill 1804 will pass. Both of

these bills will add colon, brain and testicular cancer to the list of cancers currently covered

under the state’s Workers’ Compensation Law.

Teams involving 45 volunteers and City and non-profit staff came

together for the Department of Housing & Neighborhood

Preservation and its partners’ annual Point-in-Time Count (PIT)

of people who are experiencing homelessness. Accompanied by

Virginia Beach police officers, the teams began before dawn

Tuesday, Jan. 23, canvassing locations throughout the city and

surveying those who were without shelter. Those staying in

emergency shelters and transitional housing were also counted.

In coordination with the count, Housing & Neighborhood Preservation and the BEACH

Community Partnership hosted Project Homeless Connect at the new Housing Resource

Center. Approximately 100 individuals were connected to a variety of

services and resources to assist them in moving closer to ending or

preventing their homelessness, such as referrals to housing resources,

veterans’ services and Social Security. Participants also received health

and dental screenings, haircuts, hygiene kits and meals.

The U.S. Department of Housing and Urban Development requires that

each city that receives federal funds through the Continuum of Care

conduct an unduplicated count of its sheltered and unsheltered homeless

population during a single night in January. Information from the PIT Count helps determine

how much funding our community will receive for programs and services that help the

homeless. Each year, more than $1.5 million is granted through the Continuum of Care to

Virginia Beach agencies that provide housing and supportive services to the homeless. It also

offers a snapshot of homelessness and housing needs in Virginia Beach so we can better

understand the issue and improve how we make homelessness rare, brief and nonrecurring.

Preliminary results from the PIT Count are expected by the end of February.

As the state’s “Virginia Is For Lovers” campaign celebrates its 50th

year, the Convention &

Visitors Bureau is especially proud to share that a beautiful shot of our famous boardwalk was

one of four photos selected to grace the cover of the 2019 Virginia

Travel Guide. According to the state tourism office, the destinations

chosen for the cover best represent Virginia’s wide array of travel

options. Selections each year include a mountain location, a coastal

destination and one other relevant attraction/destination. This year’s

locations correlate with feature stories within the guide, part of the

content strategy to feature informative stories about Virginia travel

experiences that interest travelers. There will soon be 275,000 of the

guides in circulation, distributed through the 13 Virginia Welcome

Centers, AAA offices, local/regional Visitor Centers and a variety of

bulk requests.

Traffic on I-264 east and west between the Newtown and Witchduck exits will be slowed for up to 15
