This is the last Roundup before the July 4th festivities. Here are some last-minute details.

9:20 am: Parade sign up begins in the Ranch Central Park oval.

10:00 am: Opening Ceremony and Parade begins, followed by awards and photos!

Tickets are for sale at 10:00, but Concessions and Activities open AFTER the Parade is over.

Concessions and Activities: STILL ONLY 50 CENTS per ticket (The Boston Tea Party and Water Balloon Toss are free!)

Raffles: $1.00 per ticket, or $3.00 for 5 tickets. RHOA Members: pick up your courtesy Raffle ticket (1 per family) at the ticket table. If you’re not a member yet, this is a great time to join (at the ticket table) and get that courtesy Raffle ticket!

A CLEAN SWEEP: ANOTHER SUCCESSFUL RHOA CLEANUP EVENT By Larry Hugo – District 12 Director & Clean-up Chairman

Lucky to live in Southern California! It was a usual warm, beautiful day on May 5th for our cleanup. Although this event seemed a little less attended than previous springs, we hope many of you now have more room in your garages and/or homes. And perhaps you have helped beautify our Ranch neighborhood that we all care about and like to see kept well maintained.

We managed to fill several large roll-off dumpsters in approximately four hours with yard trimmings, household and garage waste. The morning started by coffee, water and breakfast burritos provided by Jeff Moon of Hanu Reddy Realty.

We also hope some of you also took advantage

of the prior week Garage Sale on April 28th

sponsored by Russ Hansen of Century 21 and the

Great Exchange Free Friday (May 4th) to pass on

for FREE some still good but not needed items.

We all appreciate those of you who take the time to help clean up and beautify our wonderful Ranch neighborhood – not just this week, but always. Please encourage and maybe even help your neighbors maintain our beautiful neighborhood. Let’s not let it fall in disrepair as seen in some older neighborhoods.

The Dumpster Day program is sponsored by your Ranch Homeowners and Renters Association (RHOA) for paid members (annual dues only $30) and is conducted each fall and spring.

It is always a fun day to get out into the sun,

clean up areas we may have been neglecting, and meet and perhaps help some of our neighbors while either volunteering or dropping off some household waste or old treasures not needed anymore.

If you missed the garage sale, Free Friday

and the dumpsters, Waste Management has a local reclamation center located at 16122 Construction Circle here in Irvine. They will take most anything except hazardous waste material for a fee.

This one-time use fee is usually higher than our annual membership so it is economical to pay your membership and watch for the spring and fall Cleanup days.

Hazardous waste such as paint, solvents, pesticides, gasoline, pool chemicals, motor oil, and batteries can be taken nearby to the Irvine Regional HHW Center (Household Hazardous Waste) located off Irvine Center Drive and Sand Canyon at 6411 Oak Canyon Ave.

IT’S TIME FOR OUR “RHOA QUICK QUIZ” AGAIN. Or… maybe it should be called our SLOW QUIZ. Thank you for your understanding and help.

So… Did you notice our SLOW signs at the Dumpster locations recently? It is always dangerous for all of us to have someone drive fast in our neighborhood, especially when there are kids around, people getting in and out of cars or people in or near the street as there is when people are using the dumpsters. This is happening a lot more than we want.

We have had dozens of reports like this of close calls IN THE RANCH. Please share this quiz with your young drivers or friends, who you love or care about, and who might need to rethink what they do. It is better to remind ourselves and our youthful drivers regularly than to have that ONE accident that injures someone, anyone, FOREVER.

As a Note - If you see someone regularly driving fast in our neighborhood please let your Director know where they live and a car license or description, and we will have our local law enforcement come talk to them. We don’t want to have to do this, but we need to keep OUR neighborhood SAFE and a beautiful place to live. Thanks again for your support.

LAST ROUNDUP BEFORE NNO – SO, MARK YOUR CALENDAR

WHO: YOU! WHAT: NATIONAL NIGHT OUT WHEN: TUESDAY, AUGUST 7 WHERE: RANCH PARK

The 35th annual National Night Out (NNO) hosted by the Irvine Police Department is coming to the Ranch Park on Tuesday, August 7, from 5:30 to 7:30 PM.

NNO is a night that citizens across America can send a powerful message about neighborhood unity, awareness, safety and police-community partnerships. Let criminals know that the USA truly is united and dedicated to building a safer, more caring America.

There will be food, games and prizes for the kids. Raffle tickets will be given out for shelf-stable food donations for Families Forward.

The Irvine Police Department and Orange County Fire Authority personnel will have emergency vehicles on display for kids and adults to enjoy. Meet your neighbors and our community organization representatives. The 2018 NNO theme is “Give Neighborhood Crime and Drugs A Going Away Party.”

campaign, has pledged $10 million toward the cemetery if it is built at the strawberry fields.

When the council approved the land swap, it also voted to rezone the original parcel to allow 812,000 square feet of commercial research and development use.

If voters reject Measure B (whose largest

donor has been former Irvine Mayor, Larry Agran), the council’s land swap and rezoning decisions would be overturned and the city would continue to own the northern site. FivePoint would still own the strawberry field.

Measure D– Prohibit voter approval requirements on “fiscally beneficial projects”

Last fall, a residents’ group proposed a failed initiative that would require voters to approve any development project that changed zoning or general plan and would add significant traffic.

Measure D, added to the June 5 ballot by the Irvine City Council, “prohibits the imposition of a ‘blanket’ requirement that all projects that provide a ‘Fiscal Benefit’ to be put to a vote of the people without requiring (for each individual project) the signature gathering process that State Law requires for referenda,” according to City Attorney Jeff Melching.

“What prompted D is that Costa Mesa recently enacted a no-growth initiative that has substantially hurt the economic growth of the city,” according to Wagner. “The police and fire are supportive of Measure D because of its protection of city revenue.”

If voters do not like a Council project approval, recourse would be a referendum, where voters would have 90 days to collect enough signatures themselves to put a counter-measure on the next ballot.

IRVINE VOTING NOT AS SIMPLE AS B, C, D

Tuesday, June 5 is California Statewide Direct Primary, but tucked into your voter pamphlet are three ballot measures for the voters in Irvine.

Here is a brief overview of the issues. See the Primary Election pamphlet mailed to voters for nonpartisan analysis. Also, the Register recently did great impartial reporting. Search “Measure B” and “Measure D” at ocregister.com to see how these measures are intertwined.

Confusing issues, but important to make your voice heard. Please vote on June 5.

Measure C – Council vote to propose taxes

Measure C requires 2/3 City Council vote to propose taxes, and there does not seem to be any opposition to this measure. Meanwhile, Measures B and D are highly contested.

Measure B – Veteran cemetery land swap

Measure B is a land swap of 125 acres between the City of Irvine (owner of the original proposed site) and developer FivePoint Communities (owner of the new proposed site) to build a veterans cemetery. Both sites are on former Marine Corps property; while neither is within the bounds of the Great Park.

If Measure B prevails, the council’s land-swap would stand and officials would proceed with plans to build the cemetery at the site near the I-5/I-405 interchange, which is known as “the strawberry fields” because of its current use.

Irvine Mayor Don Wagner states the original cemetery site, off Irvine Avenue, “was sort of a placeholder” to help get legislation passed.

The Cal Vet analysis, a standard review for a proposed cemetery site, estimates $77 million remediation cost to be able to build on the original site. State and federal funding would be $15 million for the first phase.

Council member Christina Shea stated via email the new site is also undergoing Cal Vet analysis, but since the site “has always been agricultural, . . . there are no impediments, like the [original site], which has 70 old dilapidated buildings and excess debris.”

MAY 8, 2018 RHOA MEETING MINUTES The meeting was called to order at 7:39 pm, at the home of Jeri Carey.

DEERFIELD WALL REPAIR – Still working on by committee and the city.

DEERFIELD LANDSCAPING – Progress is being made. Some landscaping has been removed and sprinklers repaired. New plantings will be going in over the spring and summer.

PAY PAL – We will begin accepting membership through Pay Pal. A vote was taken and the Association will absorb the fee.

MOO YA FUNDRAISER – Thank you, Nancy, for setting up the fundraiser for June 5. Flyers will be printed and need to be delivered by June 1.

KRON RESIDENCE – Nothing new.

FOURTH OF JULY – MacKayla came to present an overview of where we stand so far this year and to set up next Fourth of July planning meeting.

NATIONAL NIGHT OUT – We received notice from the city we will be going ahead this year.

Hide If you cannot leave the area, find a hiding place and silence your cell phone. If you cannot get behind a locked door, barricade the door with desks, shelves, or anything else you can find that is heavy. Remain silent until you are certain the danger has passed.

Fight If you cannot run or hide, your only choice may be to defend yourself and others by attacking the suspect. If you must attack the suspect, arm yourself with anything that can be used as a weapon. Be aggressive in your actions and make every effort to disarm and immobilize the suspect. If possible, work as a team with your co-workers to come up with a game plan before you act.

IPD SPOTLIGHT: WORKPLACE VIOLENCE (Part 1)

Acts of violence can occur anywhere, but the workplace is often the location targeted by individuals intent on causing harm to others. This is the first of several articles that will address the topic of workplace violence. This month’s article will cover steps you can take to survive an attack at your place of business.

The second article will address how to identify the warning signs that a co-worker or customer may be at-risk of committing a violent crime. The final article will discuss training that is offered by the Irvine Police Department and is available to any business located within the City of Irvine.

Surviving an Attack

The United States Department of Homeland Security recommends that individuals threatened by violence choose one of three options to survive an attack: Run, Hide or Fight.

Run

Be aware of possible exit routes. If you learn of a violent intruder, immediately leave the area and exit the building if it is safe to do so. Take your co-workers with you if you can, but act swiftly. Call 9-1-1 when you get to a place of safety and tell the police dispatcher exactly what you know, what you heard, or what you saw. Provide a description of the suspect if you can do so. If you know the suspect, provide his or her name.

Be prepared to encounter law enforcement officers during your exit or once you are outside of the building. Keep your hands in the air so that responding officers can see that you are unarmed. Be prepared to provide the officers with any information they need to locate the suspect.

WHITE IS THE NEW YELLOW FOR CARPOOL LANES

You may have noticed that HOV lanes are getting a new look: the striping that separates HOV lanes from regular lanes is now (or will be in the future) white instead of yellow, like this:

Why the switch? In short, to comply with

federal standards. Yellow striping is used to separate traffic moving in opposite directions, and white striping is used to separate traffic moving in the same direction — so says the Manual on Uniform Traffic Control Devices (MUTCD), which specifies the standards on such things as striping and signage in painstaking detail. Since HOV traffic travels in the same direction as traffic in the other lanes, the striping should be white, hence the switcheroo.

Although Caltrans officially made the switch in 2010 as part of a much broader effort to adopt federal standards for HOV signage and pavement markings, Los Angeles and Orange County freeway miles are being replaced when it makes sense to do so — for example, when paving work requires restriping.

As to the black stripe, Caltrans adds that on concrete freeways to highlight the solid white lines, which on real sunny or rainy days can be tough to see.

Friendly Reminder: Crossing double white or yellow HOV lines is prohibited — expect a $490 minimum fine for the first offense. (Yowch!)

“In either case, it is illegal for vehicles to cross the solid double lines, whether yellow or the new white,” the agency said in a news release. Entry and exit points are typically marked by dashed single lines.

Years ago, a freeway got what Caltrans engineers, among themselves, call elephant tracks, those thick, white stripes that look as if a pachyderm dipped his feet in paint and walked a straight line. More officially called continuous-access striping, the markings allow qualified carpoolers to enter or exit the special lanes whenever safe.

So stay put in the HOV lane until you get to the broken white line, which indicates that entering and exiting the HOV lane is permitted.
