Paul Downie, Deputy Director, Department of Communities & Local Government Currently responsible for policy on homelessness and housing support, including the statutory framework and provision of funding for local authorities and the voluntary sector. Previous roles within DCLG have included leading the reform of social housing tenure and allocations, and supporting capacity-building and improvement across local government.

Zorana Halpin, Policy Officer, Shelter Zorana Halpin joined Shelter, the housing and homelessness charity as a Policy Officer in 2013. She works on the charity’s response to welfare reform, and recently published a briefing on Alternative Payment Arrangements under Universal Credit. Prior to working at Shelter Zorana worked in local government.

Rob Shaw, Housing Options and Allocations Manager, Royal Borough of Kensington and Chelsea Council Rob has worked at RBKC for 14 years, progressing from the housing reception, through homelessness to his current role as Housing Options and Allocations Manager. He was closely involved in all aspects of the RBKC Allocation Scheme implemented in February 2014.

Jim Crawshaw, Integrated Service Head-Homelessness & Pre Tenancy Services, Birmingham City Council Jim joined Birmingham City Council in August 2010 having spent the previous 2 and a half years on secondment from Solihull MBC to CLG as a Specialist Homelessness Advisor. Before that he worked for a number of voluntary sector homeless organisations and also as a homeless officer and is currently Head of Homelessness and Pre-Tenancy Services at BCC.

Annelie Sernevall, Head of Income, Orbit Living Annelie specialises in change management, organisational development, strategy, leadership and executive coaching and has over 10 years’ experience of Housing and Asset Management in the social housing sector. As Interim Head of income for Orbit East and South she manage, develop and implement service improvement strategies for Orbit Living in preparation of the Welfare reform.

Shaun Flook, Head of Housing Needs, London Borough of Camden Shaun has worked for nearly 20 years for London authorities specialising in the areas of homelessness and housing needs. Having started as a Homeless Persons Assistant and recently being appointed as Head of Housing Needs for Camden he has seen the vital role high quality housing advice plays from many points of view. Since joining Camden in October 2011 their TA total has reduced by 18% against the backdrop of welfare reform and unhelpful socio-economic conditions that has seen levels of TA rising sharply across the rest of London. He attributes this to the council’s unerring strategic commitment to homelessness prevention and delivery by excellent staff. An Executive member of the Association of Housing Advice Services he also enjoys sharing and learning from excellent practice.

Laura Gale, PRSO Manger, London Borough of Brent Laura’s background in housing law started in the private sector where she worked for about 10 years, primarily dealing with landlord/tenant and housing law. After a short break Laura switched to working in the public sector. She was instrumental in the development of joined up working practices with private sector landlords in an attempt to explore alternative housing solutions, reduce the costs of housing provision and increase supply of housing in the late 1990s. Laura has worked on several projects since that time, primarily seeking to reduce the imbalance between demand and supply faced by those working in housing in the public sector, at a time when new build was restricted and falling far short of addressing demand.

Sarah Macfadyen, Policy and Parliamentary Officer, Crisis Sarah is the Policy and Parliamentary Officer at Crisis, the national charity for single homeless people. She leads on Crisis’ public affairs and lobbing work and covers policy areas including welfare reform and homelessness. Before coming to Crisis, Sarah worked for an MP and completed a masters in Public Policy.

Julie Vickers, Director of Business Support New Charter Housing Trust

Julie has responsibility for Income Management, IT and Payroll for the New Charter Group with a key requirement to collect £80m annually. In preparing for Welfare Reform she sees the key to success as the delivery of strategy which supports tenants, engages staff and in doing so delivers business viability.

Martin Frost, Deputy Chief Executive, New Charter Housing Trust Martin has responsibility for New Charter’s finances. Working in this role for New Charter 2000 he has ensured that the Group has achieved the highest viability standard from the Regulator throughout this period. He believes that finance is the servant rather than the driver of the organisation. His wider role allows him to deliver a financial strategy which manages risk in the context of delivering community sustainability. He sees Universal Credit as a challenge to be met creatively to enable the delivery of that sustainability.

Wendy Pretten, Head of Income Collection and Community Safety, Places for People

Wendy Pretten is Head of Income Collection and Community Safety at Places for People delivering services to over 63,000 homes across the UK. Wendy is leading on the welfare reform changes for the Places for People Group and chairs a group of RSL’s working with the DWP to influence data sharing for universal credit. Wendy is also currently a trustee for LIFT a London based charity supporting homeless people to gain housing and employment and is a member of the Chartered Institute of Housing. She was previously Regional Housing Director at William Sutton Homes, and was also on the Board of Bolton Community Homes, a member of Leeds Renew, the Manchester RSL Forum and the Salford Strategic Partnership.

Samantha Duffy, Project Manager Welfare Reform and Financial Inclusion, Places for People Samantha Duffy started her career in Housing at Wyre Housing Association in 1998 as Market Rent Manager; she joined Places for People in 2000 delivering neighbourhood services across the North West of England. Since March 2012 she has been Project Manager for Welfare Reform & Financial Inclusion preparing Places for People and its customers for the various changes that have come out of the Welfare Reform Act 2010. Together with Wendy Pretten, Sam has worked closely with the DWP and National Housing Federation to influence the roll out of universal credit and ensure the importance of data sharing with Registered Providers is understood.

Daniel Skinner, Head of Social Housing, Batchelors Solicitors Daniel is a Partner and Head of the Social Housing at Batchelors Solicitors. His expertise is in the areas of ASB, Leasehold and Shared Ownership and Data Protection. He helps lead Batchelors' team of ten full time specialist housing solicitors. Daniel is a Rugby Referee, coaches two girls’ football teams and is Chair of his Parish Council. In his spare time Daniel cycles (slowly) up the North Downs. Daniel is a Board Member of a small Housing Association.

Chris Grose, Senior Consultant, ASB and Housing Services, CIH consultancy Chris has worked in the Social Housing sector for 14 years and for the past four years has been an ASB Advisor at the CIH. Chris has been providing strategic advice and support to help landlords develop their ASB services and has worked with over 150 landlords from across the country. Chris frequently takes part in online Q & A sessions and contributes to national policy and practice agendas. Chris has also been working with partners to develop the Community Harm Statement which was launched in March 2012. Chris is now a Senior Consultant at CIH Consultancy, and offers a wide range of ASB services and support to landlords. Chris has been working closely with the Home Office in the development of the ASB, Crime and Policing Bill.

John Thornhill, Policy and Practice Officer, Chartered Institute of Housing John Thornhill is a Senior Policy and Practice Officer with CIH. He worked with West Midlands Fire Service and the Chief Fire Officers Association to author the CIH publications Fire Safety in Housing (2011). He is also the author of Allocations: Opportunities and Challenges (2010), Housing Schools and Communities (2010), Equality Diversity and Good Relations in Housing (2009) and Transforming Estates (2009). John formerly sat on the TSA’s Equality and Diversity Advisory group and has been a manager for the CIH Distance Learning Centre and for YMCA England Training. John is a Fellow of CIH and holds an MA in Housing from BCU.

Neil Morland, Managing Director, Neil Morland Consultants Neil Morland established his own housing consultancy company in 2011, providing specialist advice on homelessness, housing needs and lettings. Previously he was worked for UK Government as a specialist advisor on homelessness, Stoke-on-Trent City Council managing housing allocations and homelessness functions, and Brighter Futures Housing Association coordinating services for street homeless people.

Hilary Fisher, Director of Policy, Voice and Membership, Women’s Aid

Hilary Fisher is Director of Policy, Voice and Membership at Women’s Aid England, the national domestic violence charity that supports a network of over 300 local services working to end domestic violence against women and children. Hilary has a background in policy development, leading exciting campaigns and building coalitions. She has worked in roles in the Third Sector for over twenty years including as Director of the UK End Child Poverty Coalition and leading Amnesty International’s End Violence against Women campaign. Hilary was a member of the Council of Europe Ad Hoc Committee 2008 - 2011 that drafted the new Convention to Prevent and Combat Violence against Women and Domestic Violence.

Workshop descriptions - Morning sessions A1 Reviewing your housing allocations policy Rob Shaw, Housing Options and Allocations Manager, Royal Borough of Kensington and Chelsea Council This session will cover some of the key questions that should be considered when reviewing an Allocation Scheme post-Localism. It will explore issues such as the balance between legality and flexibility, the need to `define an attitude’, and the need to understand political priorities.

A2 Temporary Accommodation – ending B&B living for homeless families Jim Crawshaw, Integrated Service Head – Homelessness & Pre Tenancy Services, Birmingham City Council Jim will discuss practical solutions to ensure that B&B is only used in an emergency for homeless families and for no longer than 6 weeks. A3 Private Rented Sector – key steps for making a private rented sector offer to end the

This workshop will be covering how Places for People have been engaging with its customers to ensure those that are affected by the changes are aware of what is required of them and how to access support with a view to ensuring Places for People continue to receive the rental income and its customers tenancies are sustained. B2 Safer homes in your communities John Thornhill, Policy and Practice Officer, CIH and Chris Grose, Senior Consultant, ASB and Housing Services, CIH consultancy This session will provide valuable information on how you can create a safer home and community for your residents and will share practical advice on fire safety and crime prevention. Part of this workshop will highlight some of the practical steps that landlords can take to prevent ASB from occurring in your neighbourhoods, as well as exploring some of the fundamental principles of case management, should ASB be reported. B3 Housing Law update Daniel Skinner, Head of Social Housing, Batchelors Solicitors This session will provide a legal update on the main issues facing the sector, including welfare reform, ASB and tackling tenancy fraud. You will also have the opportunity to hear practical case studies.
