Homeward Bound Animal Placement Policy

THANK YOU FOR TRANSFERRING ANIMALS FROM CHICAGO ANIMAL CARE AND CONTROL!

ApPLICATION:

All agencies must have a current Homeward Bound application on file along with a copy of their current State of Illinois License, Chicago Business License and 501 c 3 if applicable. A new application (with current state or city business license) must be filed annually by July 30. The application shall list no more than 4 agents authorized to pull on behalf of the organization.

Homeward Bound placement partners are expected to maintain good quality of care and adequate records to trace outcomes for animals. CACC may request an inspection for your facility or an outcome report of transferred animals at any time while you are a transfer partner.

WHEN WE PREFER YOU TO COME:

Homeward Bound Agencies can visit the facility 7 days per week. Visiting hours are: • 9 a.m. to 11 a.m. - pull only (must be escorted) • 11 a.m. to 6 p.m. - view & pull (no escort needed, except for newly approved groups) • 6 p.m. to 7 p.m. - pull only (all paperwork MUST be completed prior to 7 p.m.)

Homeward Bound Agencies are not allowed in the building afterz:oo p.m. except on 'Late Transfer Nights'. All Animals available for transfer may be viewed at www.petharbor.com/Chicago.

Signing in Please sign in on the clipboard at the Security Desk in the front lobby and take a Homeward Bound Visitor Pass (passes are in a bin at the Security Desk - PLEASE RETURN YOUR PASS BEFORE YOU LEA VEl. You should then report to the front desk to page the Animal Placement Coordinator, ACA Supervisor, or Shelter Manager. While you are at the front desk, please do not interfere with the animal intake process at CACe.

LEGAL HOLD PERIODS

Owner Surrendered Animals Animals that are owner surrenders do not require a legal hold at CACC unless they have identification such as rabies tags, microchip, or tattoo that requires research. If they do not have identification they are available to transfer groups the same day as they arrive.

Stray Animals Animals that come into CACC as strays are required to be held for at least five days to allow owners to reclaim them. Stray animals can be transferred the day after the "Due Out Date" on the kennel card. Only animals that have a medical issue requiring immediate treatment, as determined by a CACC Veterinarian, can be released earlier than the legally required hold. Homeward Bound Agencies thattransfer animals on a medical release need to take the animal to their vet immediately. The vet that treats the animal is required to complete the medical release paperwork and return the paperwork to the Shelter Manager or Supervising Veterinarian at CACe. The Homeward Bound Agency cannot adopt out medically released animals prior to the expiration ofthe stray hold period.

Homeward Bound Animal Placement Policy

Stray hold transfers. The Commission on Animal Care and Control has authorized four groups to hold stray animals for the city of Chicago. They are:

• Treehouse • PAWS • Animal Welfare League • Harmony House

These groups are allowed to transfer and hold animals prior to them becoming City property. If you are interested in becoming a stray holding facility and are located in the City of Chicago please contact the Animal Placement Coordinator or Shelter Manager at [email protected].

PLACING A "TRANSFER HOLD" ON AN ANIMAL:

All holds must be placed by CACC staff in the Chameleon system. HOMEWARD BOUND AGENCIES SHALL NOT WRITE ON CAGE CARDS. Doing so will not place a hold on the animal and may cause confusion that could interfere with placement. CACC can only guarantee immediate holds that are placed in person by the Homeward Bound agency. Holds placed by email are on a first come, first served basis, based on the time stamp of the email and availability of CACC staff to respond.

• Email hold requests should only be directed to [email protected]. Emails should be sent only from an individual listed on the Homeward Bound application.

• This email is for HOLD REQUESTS and STAUTS REQUESTS only. • CACe can not accept holds that are called in or are requested through Facebook.

TYPES OF TRANSFER HOLDS

There are three types of holds that your group can request:

• Stray hold - This hold can be placed during the stray holding period of any 'stray' pitbuil/pitbull mix type dog or cat. The stray dogs and cats are NOT available for temperament testing or evaluation during the stray period. Any agency that places a stray hold, shall transfer or release the hold on the animal within 24 hours after the stray period has expired.

• Rescue Interest - This type of hold is only available for animals that are City property. When this hold is placed the animal remains available for any other group to select but the animal will not be euthanized for the length of the hold (barring any critical medical or behavior issues). This is a good resource if you are planning to do an assessment or are in the process of arranging a transport or foster but aren't completely sure if you will be able to transfer this animal. When placing the hold please include the date by which you will make the decision whether or not to transfer the animal. Up to 5 days are available. Each animal is only allowed one rescue interest hold.

• Finm hold -This is a transfer commitment hold and makes the animal available only to your group for a maximum of 3 days. When placing this hold, please specify the date that you are planning to pick up the animal and provide a valid phone number or the hold will be considered invalid. After 3 days, the animal will be available for any other group to transfer.

Homeward Bound Animal Placement Policy

Your hold privileges may be restricted in the future if you repeatedly do not transfer the animals you place on a firm hold.

Holds can not be placed on animals currently on the adoption floor as well as very ill or underage animals that require the most expedient transfer possible. There are no extensions on holds. The day after the hold expires, the animal will be marketed to other Homeward Bound agencies.

ANIMALS THAT NEED VETTING:

As a benefit to Homeward Bound agencies, we may provide the following veterinary services (depending on availability of CACC medical staff) at extremely low-cost to expedite the transfer of an animal:

Spay/Neuter Surgery Rabies vaccine and tag Microchip Distemper Booster Feline/Canine Snap Test

$25 (for any dog classified as a pitbull or pitbull mix only) $15 (if a Veterinarian is available) free insertion of your group's chip $7 free when test kits are available

CACC Veterinary staff may be able to draw blood for heartworm or FIV/FELV tests if you provide the test. All services provided are scheduled on a first come!first served basis. Medical services are dependent upon the availability of the CACC medical staff.

(Payment for services is due at the time that you pick up the animal. Payments can be made by credit/debit card, cash, or personal check. Please note that the exact amount is required if paying by cash and our payment kiosk will not accept business checks.)

ANIMALS ON THE ADOPTION FLOOR:

You may pull animals from our Dog Adoption room or the Cat Adoption room. There may be a period that the animal is only available for adoption and not available to Homeward Bound agencies as noted below:

• Pitbulls and pitbull mixes, as determined by CACC, are available to Homeward Bound agencies at any time they are on the adoption floor for no fee.

• Other dogs on the adoption floor are available for transfer after they have been available to the public for at least 7 days. If the dog has been on the adoption floor for less than 14 days, the Homeward Bound agency will be charged $65 to transfer the dog if it is fully vetted. If not fully vetted, groups will be charged $15 for a rabies vaccine. Dogs available to the pUblic for more than 14 days can be transferred to groups for no fee.

• Cats on the adoption floor are available for transfer after they have been available to the public for a minimum of 7 days. After 7 days the cat is available to the Homeward Bound agency for the $15 rabies vaccine fee. If a cat is moved to isolation after being on the adoption floor or if it has been on the adoption floor for more than 14 days it is available to transfer groups for no fee.

• Any animals on medication, on the adoption floor, are always considered available for immediate transfer for no fee.

The Homeward Bound agency is responsible for transferring micro-chip information as soon as possible after the transfer.

Homeward Bound Animal Placement Policy

ANIMALS WHO HAVE HAD A HISTORY OF BITING:

CACC is primarily responsible for public safety. Animals that have bitten may only be released with prior approval from the Supervising Veterinarian or Executive Director.

DOCUMENTS (FOIA):

A copy of the Chameleon kennel card and Medical History Report is available at the time of transfer upon request. To obtain these records at a later time, or to request any additional information from the Department, you must submit a Freedom of Information Request.

DOG INTRODUCTIONS:

Homeward Bound agencies who wish to conduct dog introductions with potential foster families and their pets must complete the following prior to introductions:

1) The agency transferring the dog must schedule an appointment through the Rescue email at [email protected].

2) One of the 4 agents (listed on your application) MUST be present at the introduction. 3) The foster family must bring proof of their dog's current rabies vaccine. 4) A CACC staff member MUST be present.

This policy is effective September 5, 2013.

Please be advised that CACC Transfer Policies are subject to change. Any changes to this policy will be communicated to the main contact listed on the Homeward Bound application.
