To compile the list, Movoto

looked at 45 suburbs in thePhiladelphia area. It looked at thepercentage of married residents,percentage of children under 5,percentage of residents between22 and 34, median home value,median household income andunemployment rate. Each catego-ry was scored based on U.S. Cen-sus data. Data such as unemploy-ment rate, home values and medi-an income were taken fromAreaVibes.com. The scores in

each category were then com-bined for the final ranking.

The Cherry Hill Mall neighbor-hood benefitted in the rankingsfrom having the second-highestpopulation of children under 5.The area also ranked higher thanother New Jersey suburbs suchas Marlton, Moorestown and Had-donfield because homes are moreaffordable for young couples.

“Here, the median home priceis just $258,500, which, yes, com-pared to the national medianhome price is a bit high, but com-pared to most of Jersey, it’s prettylow,” the report said.

“Whether you’re talking af-fordability for young families andyoung professionals, we are doingthe most that we can with our taxdollars,” Palmer said.

Greentree’s high ranking wasmostly due to a high percentageof married couples as well as alow unemployment ranking.

“An abundance of married cou-

ples is just one of the things thatmakes Greentree feel rather like amodern-day Pleasantville,” thereport said.

Springdale was cited as aneighborhood for young coupleswith a bit more money to spendon housing. Springdale has thefifth highest median income foryoung couples in the list. In addi-tion, Springdale also has a largenumber of married residents.

“A good 65 percent of the resi-dents here are married, so youshould have no problem finding

other couples to hang out with,”the report said.

The township recognizes thereare many young families in thetownship and has tried to cater tothem in a number of ways.Palmer said the recreation de-partment has expanded its offer-ings to reach all demographics,including children and youngfamilies.

“We have a wealth of child pro-gramming and we have a lot of

young adult programs comingup,” she said.

Coming up with events foryoung families extends beyondrecreation classes. Township ini-tiatives such as Welcome to Cher-ry Hill Night, Cherry Hill Restau-rant Week and Complete Streetswere created with young familiesin mind.

“They’re all sort of aimed at at-tracting new families that aregoing to live here and investhere,” Palmer said.

Palmer said the township hasseen a number of new familiesmove to Cherry Hill in recentyears. The township has tried tostrike a balance between cateringto residents of all ages and back-grounds.

“It’s such a diverse communityand it’s important that we attractnew families,” Palmer said. “Wetry and strike a balance with thethings we do.”

Cherry Hill’s diversity extends

beyond age. Palmer said havingthree separate sections of CherryHill finish in the top 10 of the listshowcases the town’s neighbor-hood diversity.

“If you look at the differentneighborhoods, they each havetheir own qualities and charac-teristics,” Palmer said.

Five years ago, back in 2010, Gov.Christie won a political battle,enacting a 2 percent cap on mu-

nicipal tax levies. The law limitedproperty-taxing budget increases to amaximum of 2 percent –with some ex-ceptions – down from 4 percent, lest

they be subject to public vote.While some argued at the time

whether the cap would work, orwhether it was another political ploy,the data says it has had a positive ef-fect.

Since the cap was enacted, propertytaxes rose 2.4 percent on average in2011, 1.6 percent in 2012, 1.3 percent in2013 and 2.2 percent in 2014. From 2004to 2006, property taxes increased atleast 7 percent each year.

That’s data we can stand behind, butnow, five years after the cap’s enaction,more needs to be done. It’s not simplygood enough that property tax increas-es have leveled off; we need to find a

way to reduce the property tax burdenon our residents.

While the increase last year wasonly 2.2 percent, New Jersey’s averageproperty tax bill rose to the highest itsever been – to $8,161 on average, ac-cording to Department of CommunityAffairs data. The average property tax-payer paid an additional $173 in prop-erty taxes last year, up from an averagetotal of $7,988 in 2013.

Here’s some more ugly data...• Only 0.2 percent of homeowners in

the U.S. paid more than $8,000 last yearin property taxes – which is lowerthan our state average.

• New Jersey collects $3,000 per capi-

ta in property taxes. Seventy-nine per-cent of American homeowners paidless than $1,750 last year, and only 3percent paid more than $4,000.

Christie’s property-tax cap wasnever going to fix the problem of NewJersey’s high property taxes; it wasn’t

designed to do so. It has helped keeplocal taxing entities in check, but that’sonly a start.

Step 2 of property tax reform shouldbe initiatives to lower property taxes.Some of these are in place, such as in-centives to bring new business to thestate’s barren wastelands such asTrenton and Camden.

But that is not enough. We need tobring more business and more jobs tothis state, more ratables for our townsand school districts to offset the taxesthese entities need to operate. Taxesaren’t going up too much, and that’sgood, but now they need to start goingdown.

Calling all recruits. The Cher-ry Hill Police Department is look-ing for residents ages 11 to 14 toparticipate in its inaugural Jun-ior Police Academy.

The police are starting theirown version of the Junior PoliceAcademy for the first time this

year. The program will run dur-ing the summer, from July 20 to 24at the township’s municipal com-plex.

A number of surrounding mu-nicipalities have started juniorpolice academies in recent years.Cherry Hill Police Chief WilliamMonaghan feels Cherry Hill’sacademy will be a great way formiddle school-aged children to

learn about how the police de-partment works on a daily basis.

The idea for the academy wasdiscussed the past couple of yearswhen the police department waslooking at ways to freshen up itscommunity programming.

“We were looking for some-thing that’s more current withthe times,” Monaghan said. “Wewanted to attempt to find ways to

have better relationships with thecommunity.”To help form the curriculum

for the program, the police de-partment took a page out of exist-ing police academies from otherSouth Jersey towns.

“We’ve gone out to differenttowns,” Monaghan said. “We tooksome piece from each one andmade them our own.”

The program will give partici-pants an all-encompassing viewof the inner workings of the po-lice department. Each day willstart with physical training,where an officer will put kidsthrough a training session simi-lar to what real police officers ex-perience.

After physical training, partici-pants will take part in a drill and

ceremony portion of the daywhere they will go through ablock of instructed marching.

The rest of the day will bespent in various areas of the po-lice department. Everything fromcrime scene analysis to traffic pa-trol will be touched on. The cur-riculum is designed to give the

In addition to instruction,Monaghan said the kids will alsoget a chance to spend some infor-mal time with the officers. He de-scribed the academy as a learningexperience for the officers as wellas the kids.

“We want to give the positiveexperience to the kids,” Mon-aghan said. “We want them to de-velop a relationship with the po-

lice officers. We want the policeofficers participating to gainsomething from this also.”

In addition to activities at themunicipal complex, trips to theCherry Hill Fire Department and

juvenile detention center will beincluded. At the end of the week-long academy, there will be a for-mal graduation ceremony.

Monaghan said the purpose of the program is not to recruit fu-ture police officers. He feels thelessons and information taught atthe academy can inspire kids nomatter what career they pursuein the future.

Monaghan also hopes the kidscan teach their parents moreabout the town’s police depart-ment.

“We also think it’s importantfor the parents as well for the kidsparticipating because it’s going togive the kids a broad overview of

how (the police department) doesthings and why it does things,” hesaid.

The police department has abig vision for this program. Mon-aghan hopes to expand the pro-gram and allow kids who enjoyedthe first class to return.

“Down the road, if everythinggoes well, we’re looking to havean advanced class for the kidswho completed the basic course,”he said.

Cherry Hill Township is nowaccepting registration for thissummer’s academy. The cost is$125 per person and includeslunch each day. There are a limit-ed number of spots open.
