MADHYA PRADESH ADMISSION RULES FOR ADMISSION OF

ENGINEERING/PHARMACY DIPLOMA HOLDERS/SCIENCE GRADUATES

(WITH MATHEMATICS) THROUGH LATERAL ENTRY IN SECOND YEAR

(THIRD SEMESTER) OF UNDER GRADUATE COURSES IN

ENGINEERING/TECHNOLOGY AND PHARMACY IN AICTE APPROVED

AUTONOMOUS, GOVT. AIDED & SELF FINANCING INSTITUTIONS IN MP.

SESSION - 2010-2011

1.1 General :

These rules may be called the Admission Rules for admission of

Engineering/Pharmacy Diploma holders/Science Graduates (with

Mathematics) through lateral entry in second year (Third semester) of under

graduate courses in Engineering/Technology and Pharmacy in autonomous,

govt. aided, & self financing engineering/pharmacy institutions.

1.2 Definitions:

In these rules, unless the context otherwise requires:-

(a) "AICTE" means All India Council for Technical Education a

statutory body established by All India Council for Technical

Education Act, 1987;

(b) "Common Entrance Test" means the entrance tests for admission

in second year (Third semester) of Under Graduate course in

Engineering, Technology and Pharmacy conducted by an agency

duly authorized by the State Government for the purpose of these

rules;

(c) "Competent Authority" means any authority as authorized by the

State Government in this behalf;

(d) "DTE" means Director of Technical Education Madhya Pradesh;

(e) "Fee" means all fees including tuition fee and development

charges;

(f) "Principal" means Head of institution;

(g) "Qualifying Examination" means the examination of the minimum

qualification, passing of which entitles one to seek admission into

the relevant Professional Courses as prescribed in these rules;

(h) "Single Window System" means a system by which available seats

in all the institutions are offered through Common Centralized

Counselling or Decentralize Online Counselling to qualified

candidates in order of merit in the Common Entrance Test;

(i) "Vyapam" means Vyavsayik Pariksha Mandal, Madhya Pradesh,

Bhopal;

(j) 'RGPV' means Rajeev Gandhi Prodhyogiki Vishwavidhyalaya;

(k) 'Category' means one of the four categories viz. 'Unreserved

(UR)', 'Scheduled Caste (SC)', 'Scheduled Tribe (ST)' or' Other

Backward Classes (excluding creamy layer) (OBC)';

(l) 'Open Seats' means Female & Male Candidates.

(m) F' Seats means Female Candidate.

(n) 'M.P. Seats' means seats reserved for the residents of State of

Madhya Pradesh as provided in Rule;

(o) „M.P.‟ means State of Madhya Pradesh as formed on 01-11-2000.

(p) The words and expressions used but not defined in these rules

shall have the same meaning as assigned to them in the rule.

1.3 Applicability –

These rules shall be applicable to autonomous, govt. aided, & self financing

Technical institutions which are conducting Under Graduate courses/

programmes in Engineering, Technology and Pharmacy duly sanctioned and

approved by AICTE from time to time.

1.4 Admission Rules –

Admission shall be as under :

1.4.1 Availability of seats (Extent of Lateral Entry)–

(a) Maximum 10 percent seats over and above the sanctioned

intake (supernumerary) of previous academic year shall be

available for admission through lateral entry scheme. These

seats shall be available for MP domicile candidates only. The

details of Institutions, branches and seats shall be available on

the website of Counselling Authority i.e.

www.dtempcounselling.org.

(b) In addition, vacant seats in first year during the last academic

year shall also be available for admission.

(c) In every institution 16%, 20% and 14% of available seats shall be

reserved for the candidates belonging to SC, ST and OBC

categories (excluding creamy layer) respectively as notified by the

state government in this regard for M.P. domicile only.

NOTE:

(i) A candidate can claim reservation under only one of the

various reserved categories.

(ii) A candidate, claiming reservation under a reserved

category shall have to produce relevant certificate/ certificates

in proforma prescribed by the Government of MP.

1.4.2 Allocation/ Reservation of seats-

70 percent of total available seats for lateral entry in each course shall

be filled by Diploma holders and the remaining 30 percent seats shall

be filled by B.Sc. Graduates with Mathematics as a subject. After

giving opportunity of admission to all the eligible candidates of a

particular group (i.e. Diploma or B.Sc.), who finds place in the merit

list of Common entrance Test, Vacant seats, if any shall be made

available to eligible candidates of other group.

1.4.3 Scheduled Caste (SC) and Scheduled Tribe (ST)

Category of Madhya Pradesh:

A candidate claiming to be either of SC or ST category of MP

shall have to produce a certificate from the competent

authority in Proforma - 2(A) or 2(B) as given in this rule

book.(Vide MP Government GAD order No. F.7-2/96 vk-iz-@1½

Hkksiky] fnukad 01-08-1996-

1.4.4 OBC category of Madhya Pradesh

A candidate claiming reservation under OBC (excluding creamy

layer) category shall have to produce a certificate issued by

the competent authority in Proforma 3(A) or 3(B) as given in

the rule book.( Vide MP Government GAD order No. F/7-2/96

vk-iz-@1] Hkksiky] fnukad 12-03-1997 and order no. ,F-7-2/96 vk-

iz-@1] Hkksiky] fnukad 06-07-2000.The candidate should bring

an income certificate regarding his/her family‟s income from

the Competent Authority and stating that his/her parents do

not come under creamy layer if certificate issued before

01.04.2008.

1.4.5 Reservation for Female candidates:

30% seats in each category viz. UR, SC, ST and OBC shall be

reserved for female candidates in govt., govt. aided, & self

financing Technical institutions. This reservation shall be a

compartmentalized horizontal reservation.

Seats remaining vacant in female quota of a category shall be

filled by converting such seats into Open Quota (OP) of the

same category.

However if even after this conversion the Open Quota (OP) of

that category does not get filled then these vacancies shall be

filled by converting them into Open Quota (OP) of other

categories as per the procedure laid down in Rule.

1.5 Eligibility for admission-

1.5.1 As per the guidelines prescribed by AICTE and State

Government.

1.5.2 The candidates should be an Indian national.

1.5.3 Admission of Diploma holders:

For being eligible to seek lateral entry to:

(i) A degree programme in Engineering at the

second year (third semester) level, a candidate

must have passed the Diploma in Engineering in

the relevant branch recognized by AICTE as per

annexure-1 with a minimum of 50 percent in the

aggregate.

(ii) A degree programme in Pharmacy at the second

year (third semester) level, a candidate must

have passed the Diploma in Pharmacy

recognized by AICTE as per annexure-1 with a

minimum of 50 percent in the aggregate.

Only candidates fulfilling these conditions would be

eligible for appearing in the entrance test meant for

selection of diploma holders of Lateral entry to degree

programmes.

However, candidates who are appearing in final

year examination may also appear in the Common

Entrance Test but shall be given admission only, if they

have passed the final year examination with minimum

of 50 percent marks in the aggregate and completed

the course on the date of counselling and produce

original certificates.

1.5.4 Admission of B.Sc. Graduates:

For being eligible to seek lateral entry to an Engineering

degree programme at the second year/third semester level,

a candidate must have passed the Degree in Science

(B.Sc.), with Mathematics as a subject and with a minimum

of 50 percent marks in the aggregate from any UGC/AICTE

approved Indian University or from foreign University

recognized by Association of Indian Universities. Only

candidates fulfilling these conditions would be eligible for

appearing in the entrance test meant for selection of B.Sc.

Graduates for Lateral entry to an Engineering Degree

programmes.

However, candidates who are appearing in final year

examination may also appear in the Common Entrance

Test but shall be given admission only, if they have passed

the final year examination with minimum of 50 percent

marks in the aggregate and completed the course on the

date of counselling and produce original certificates.

1.5.5 Eligibility criteria for candidates belonging to Scheduled

Caste, Scheduled Tribe and Other Backward Classes

(excluding creamy layer) of Madhya Pradesh as notified by

the State Government, shall be 40 percent in the aggregate

marks of qualifying examination.

1.5.6 Weightage of 10 percent of the marks obtained in the

Common Entrance Test shall be given to those candidates

who have been awarded Gold Medal in the National level

Sports Competition. To obtained the above benefits

candidates shall have to produce the certificate from

Director, Department of Sports & Youth Welfare, and

Government of Madhya Pradesh in specified proforma-9.

1.5.7 Diploma holders in Engineering/Technology shall be eligible

for admission in the relevant branch of the Under Graduate

course as per the list given in Annexure. Diploma holders in

Pharmacy shall be eligible for admission into B. Pharmacy

course only.

1.5.8 Domicile Requirements:

No candidate shall be selected for admission against the MP

domicile seats unless;

(1) He/She is a Citizen of India, and

(2) (a) He/She has been educated in an educational

institution located in MP for at least three consecutive

years during the five years period from year 2005 to

2010. (Certificate in Proforma-4);

OR

(b) He/She is a bonafide resident of MP as per the

Explanation-1 given below: (Certificate in

Proforma-5);

OR

(c) He/She is a son or daughter of,

(i) An employee or a pensioner of the

Government of MP or an employee of the

Government of MP who died while in

service of or an officer of the All India

Services of the cadre of MP (Certificate in

Proforma-6);

OR

(ii) A Central Government employee including

employee of Defense Establishments,

employee of Post & Telegraph Department

or the Railways or an employee of a Public

Sector Undertaking posted and stationed

in MP on or before November 1, 2009 till

30th April 2010. (Certificate in Proforma-

7);

OR

(iii) A person settled in MP under any

resettlement scheme sanctioned by the

Government of India or the State

Government of MP (Certificate in

Proforma-8).

EXPLANATION 1:

GUARDIAN: Guardian in relation to a candidate means any

person who in the opinion of the District Magistrate concerned,

has after the death of his/her father and mother been in actual

charge of or control over the candidate or his/her property or

both, at the time of application since the death of his/her

father and mother. The certificate of guardianship from the

appropriate court shall have to be produced as an evidence of

guardianship. If the father of a candidate is dead but the

mother is alive, she shall be deemed to be natural guardian of

the candidate and no other person shall be recognised as

guardian. Son or daughter shall also include stepson or

stepdaughter.

EXPLANATION 2:

Adopted sons/daughters

If an applicant, whether belonging to unreserved or reserved

category, is desirous of seeking admission on the basis of

being adopted Son/Daughter of a parent, he/she has to

produce a satisfactory valid adoption certificate executed at-

least five years before the last date of submission of

application for admission. The adoption certificate should be

verified from the school or college records to the effect that

the applicant has attended or from a certificate of any

examination passed by the candidate during last five years.

The applicant, claiming admission under any reserved

category, against this facility should belong to that reserved

category before adoption. An applicant originally belonging to

any other categories than Schedule cast or schedule tribe

adopted by a Schedule cast or schedule tribe parent would not

qualify for this facility or benefits thereof.

1.6 Mode of selection-

In all professional institutions the procedure for admission shall be as

under:-

The admission shall be made in the order of merit on the basis

of the ranks assigned in Common Entrance Test (CET) for

admission in Engineering, Technology and Pharmacy

conducted by an agency duly authorized by the State

Government. Authorized agency shall prepare and notify

merit/waiting list on the basis of marks obtained by candidates

in common entrance test.

Inter se merit of candidates getting equal marks in the

Common Entrance Test shall be decided by given preference

to the person who is older in age and, in case the age is also

same then merit shall be decided on the basis of aggregate

marks obtained in the qualifying examination. Candidates

getting benefits of weight age as included in 1.5.6 shall be

placed below the candidate who has got the same marks in

the merit but has not been given the above weight age.

1.7 Procedure of Admission

Online Offcampus Admission Procedure :

Competent authority declared by the State Government for this purpose,

shall finalize the detailed programme and shall make it available on its

website declaring its procedure, process of admission. Procedure of Online

Off Campus Counselling will be followed as per the regulation published in

MP Government Gazette dated 31st July, 2009 for Online Off Campus

Counselling and as amended.

1.8 General Information of admission:

1.8.1 Admission shall be done through Counselling on the basis of the

common ranking list declared by VYAPAM. The programme of

Counselling shall be published in various news papers and shall also

be available on website of competent authority/Director Technical

Education, M.P. Bhopal i.e. http://www.dtempcounselling.org. No

separate call letters shall be sent to the candidates.

1.8.2 Original Documents:

During the Counselling process the original documents presented by

the candidates shall be verified with originals and original documents

will be returned back to the candidates. However candidates need

not to submit such original documents in the admitted institutions.

1.8.3 Transfer of institution in this course shall not be permitted.

1.8.4 All admissions shall be completed on or before the last date declared

by the Chancellor.

1.9 The sequence of admission shall be as under:

1.9.1 In the allotment of MP domiciled candidates seats, the allotment of

reserved categories shall be done in following order, so that vacant

reserved seats can be mutually converted into Scheduled Tribes,

Scheduled Castes, Scheduled Tribes, Other Backward Classes,

Scheduled Tribes/Scheduled Castes.

1.9.2 After allotment of reserved category candidates, as per above order,

vacant seats, if any, shall be merged into the unreserved seats and

then allotment for unreserved seats shall be conducted. In the

allotment for unreserved seats, a candidate who has taken a reserved

seat (in the allotment for reserved seats) can also consider, if he/she

is getting a better seat, than what he/she had got as reserved

category candidate.

1.9.3 If seats remain vacant even after conduction of two rounds of

counselling, on the basis of merit of common entrance test then

remaining seats shall be filled on the basis of marks obtained in the

qualifying examination. Further remaining vacant seats shall be filled

at the Institutional Level Counseling in the presence of observer of

Competent Authority.

1.10 Cancellation of Admission:

(1) If at any stage it is found that a candidate has got admission in any

institution on the basis of false or incorrect information or by hiding

relevant facts or if at any time after admission it is found that the

admission was given to the candidate due to some mistake or

oversight, the admission granted to such a candidate shall be liable

to be cancelled forthwith without any notice at any time during the

course of his/her studies by the Principal of the institution or by

Competent Authority.

(2) If a candidate gets his/her admission cancelled prior to 7 (seven)

days before the last date of admission as declared by the Chancellor

of the Universities, then the part of tuition fee and other fee

deposited by the candidate either with counselling authority or with

the institution shall be refunded back to the candidate, after

deducting 10% from the deposited amount. However, counselling fee

is non refundable.

(3) Vacancy arising (in particular class/category) due to cancellation of

admission or due to non reporting of candidates by the stipulated

date (as declared by the Competent Authority) in a particular

Institution, shall be considered in the counselling in the following

manner :-

During the counselling, if seats are available, in that particular

course, vacancy/vacancies arising due to above reasons, shall be

added directly to existing vacancy/vacancies and shall be available for

allotment.

1.11 TUITION AND OTHER FEE-

Tuition fees and other fees shall be payable by the candidates as per order

of Govt. of Madhya Pradesh as may be applicable from time to time.

1.12 Interepretation:

The State Government of Madhya Pradesh shall be the final authority for

deciding any matter in respect of policy regarding selection of candidates for

admission. If any question arises relating to the interpretation of these rules

for admission, the decision of the State Government of MP shall be final and

binding.

1.13 MODIFICATION TO RULES/PROCEDURES:

The State Government of Madhya Pradesh reserves the right to amend any

provision/ rule/procedure for admission in the public interest and any

modification so made shall be binding.

1.14 JURISDICTION:

In case of any dispute the jurisdiction shall be limited to the courts

constituted and situated in Madhya Pradesh only.

AIDED PRIVATE ENGINEERING/PHARMACY INSTITUTIONS IN MP AS

PER THE RULES PUBLISHED IN MADHYA PRADESH GAZETTE DATED

1ST DECEMBER, 2007 AND AS AMMENDED AND UNDER THE PROVISIONS

MADE IN MADHYA PRADESH NIJI VYAVASAYIK SHIKSHAN SANSTHA

(PRAVESH KA VINIYAMAN AVAM SHULK KA NIRDHARAN) ADHINIYAM,

2007 NO. 21.

SESSION - 2010-2011

2.1 Short Title and Commencement :

(1) These rules may be called admission rules, 2008.

2.2 Definitions:

In these rules, unless the context otherwise requires:-

(a) "Act" means the Madhya Pradesh Niji Vyavsayik Shikshan Sanstha (Pravesh

Ka Viniyaman Avam Shulk Ka Nirdharan) Adhiniyam, 2007 (No. 21 of

2007);

(b) "Admissions and Fee Regulatory Committee" means the Committee

constituted by the State Government for the supervision and guidance of

admission process and for the fixation of fee to be charged from

candidates seeking admission in a professional educational institution;

(c) "AICTE" means All India Council for Technical Education a statutory

body established by All India Council for Technical Education Act,

1987;

(d) "Common Entrance Test" means the entrance tests for admission in

second year (Third semester) of Under Graduate course in

Engineering, Technology and Pharmacy conducted by an agency

duly authorized by the State Government for the purpose of these

rules;

(e) "Competent Authority" means any authority as authorized by the

State Government in this behalf;

(f) "DTE" means Director of Technical Education Madhya Pradesh;

(g) "Fee" means all fees including tuition fee and development charges;

(h) “Non resident Indian” shall have the same meaning as assigned to it

in clause (e) of Section 115c of the Income Tax Act, 1961 (43 of

1961).

(i) "Principal" means Head of institution;

(j) "Private Unaided Professional Institution" means the professional

institutions which does not receive recurring aid or grant-in-aid form

any State or Central Government;

(k) "Professional Institution" means a college or institute including a

private university established or incorporated by an Act of the State

Legislature or Constituent unit of a deemed university defined under

section 3 of University Grant Commission Act, 1956;

(l) "Qualifying Examination" means the examination of the minimum

qualification, passing of which entitles one to seek admission into

the relevant Professional Courses as prescribed in these rules;

(m) "Single Window System" means a system by which available seats in

all the institutions are offered through Common Centralized

Counselling or Decentralize Online Conselling to qualified candidates

in order of merit in the Common Entrance Test;

(n) "Vyapam" means Madhya Pradesh Vyavsayik Pariksha Mandal, ,

Bhopal;

(o) The words and expressions used but not defined in these rules shall

have the same meaning as assigned to them in the Act.

OTHER ABBREVIATIONS USED IN THIS RULE BOOK ARE :-

(I) RGPV means Rajeev Gandhi Prodhoyogiki Vishwavidhyalaya, Bhopal;

(II) ‘M.P.’ means State of Madhya Pradesh as formed on 01-11-2000.

2.3 Applicability –

conducting Under Graduate courses/ programmes in Engineering, Technology and

Pharmacy duly sanctioned and approved by AICTE from time to time.

2.4 Admission rules -

Admission shall be as under–

be reserved for the candidates belonging to SC, ST and OBC

categories (excluding creamy layer) respectively as notified by

the state government in this regard for M.P. domicile only.

2.4.2 Allocation of seats –

70 percent of total available seats for lateral entry in each course shall be

filled by Diploma holders and the remaining 30 percent seats shall be filled

by B.Sc. Graduates with Mathematics as a subject. After giving opportunity

of admission to all the eligible candidates of a particular group (i.e. Diploma

or B.Sc.), who finds place in the merit list of Common entrance Test, Vacant

seats, if any shall be made available to eligible candidates of other group.

2.4.3 Scheduled Caste (SC) and Scheduled Tribe (ST) Category of

Madhya Pradesh:

A candidate claiming to be either of SC or ST category of MP shall

have to produce a certificate from the competent authority in

Proforma - 2(A) or 2(B) as given in this rule book. (Vide MP

Government GAD order No. F.7-2/96 vk-iz-@1] Hkksiky] fnukad 01-08-1996

2.4.4 OBC category of Madhya Pradesh

A candidate claiming reservation under OBC (excluding creamy

layer) category shall have to produce a certificate issued by the

competent authority in Proforma 3(A) or 3(B) as given in the rule

book.( Vide MP Government GAD order No. F/7-2/96 vk-iz-@1] Hkksiky]

fnukad 12-03-1997 and order no. ,F-7-2/96 vk-iz-@1] Hkksiky] fnukad 06-07-2000.

The candidate should bring an income certificate regarding

his/her family‟s income from the Competent Authority and

stating that his/her parents do not come under creamy layer if

certificate issued before 01.04.2008.

2.4.5 Domicile Requirements:

No Candidates belonging to SC, ST and OBC (excluding creamy

layer) shall be selected for admission against the seats reserved for

them unless :-

(1) He/She is a Citizen of India, and

(2) (a) He/She has been educated in an educational

institution located in MP for at least three consecutive years

during the five years period from year 2005 to 2010.

(Certificate in Proforma-4);

OR

(b) He/She is a bonafide resident of MP as per the

Explanation-1 given below: (Certificate in Proforma-

5);

OR

(c) He/She is a son or daughter of,

(i) An employee or a pensioner of the

Government of MP or an employee of the

of or an officer of the All India Services of the

cadre of MP (Certificate in Proforma-6);

OR

(ii) A Central Government employee including

employee of Defense Establishments,

employee of Post & Telegraph Department or

the Railways or an employee of a Public

Sector Undertaking posted and stationed in

MP on or before November 1, 2009 till 30th

April 2010. (Certificate in Proforma-7);

OR

(iii) A person settled in MP under any resettlement

scheme sanctioned by the Government of

India or the State Government of MP

(Certificate in Proforma-8).

EXPLANATION 1:

GUARDIAN: Guardian in relation to a candidate means any person

who in the opinion of the District Magistrate concerned, has after

the death of his/her father and mother been in actual charge of or

control over the candidate or his/her property or both, at the time of

application since the death of his/her father and mother. The

certificate of guardianship from the appropriate court shall have to

be produced as an evidence of guardianship. If the father of a

candidate is dead but the mother is alive, she shall be deemed to be

natural guardian of the candidate and no other person shall be

recognised as guardian. Son or daughter shall also include stepson

or stepdaughter.

EXPLANATION 2:

Adopted sons/daughters

If an applicant, whether belonging to unreserved or reserved

category, is desirous of seeking admission on the basis of being

adopted Son/Daughter of a parent, he/she has to produce a

satisfactory valid adoption certificate executed at-least five years

before the last date of submission of application for admission. The

adoption certificate should be verified from the school or college

records to the effect that the applicant has attended or from a

certificate of any examination passed by the candidate during last

five years.

The applicant, claiming admission under any reserved category,

against this facility should belong to that reserved category before

adoption. An applicant originally belonging to any other categories

than Schedule cast or schedule tribe adopted by a Schedule cast or

schedule tribe parent would not qualify for this facility or benefits

thereof.

2.5 Eligibility for admission-

2.5.1 As per the guidelines prescribed by AICTE and State Government.

2.5.2 The candidates should be an Indian national.

2.5.3 Admission of Diploma holders

For being eligible to seek lateral entry to:

(i) A degree programme in Engineering at the second year (third

semester) level, a candidate must have passed the Diploma in

Engineering in the relevant branch recognized by AICTE as per

annexure-1 with a minimum of 50 percent in the aggregate.

(ii) A degree programme in Pharmacy at the second year (third

semester) level, a candidate must have passed the Diploma in

Pharmacy recognized by AICTE as per annexure-1 with a

minimum of 50 percent in the aggregate.

Only candidates fulfilling these conditions would be eligible for

appearing in the entrance test meant for selection of diploma

holders of Lateral entry to degree programmes.

However, candidates who are appearing in final year

examination may also appear in the Common Entrance Test

but shall be given admission only, if they have passed the final

year examination with minimum of 50 percent marks in

the aggregate and completed the course on the date of counselling

and produce original certificates.

2.5.4 Admission of B.Sc. Graduates:

For being eligible to seek lateral entry to an Engineering degree

programme at the second year/third semester level, a candidate

must have passed the Degree in Science (B.Sc.), with Mathematics

as a subject and with a minimum of 50 percent marks in the

aggregate from any UGC/AICTE approved Indian University or from

foreign University recognized by Association of Indian Universities.

Only candidates fulfilling these conditions would be eligible for

appearing in the entrance test meant for selection of B.Sc.

Graduates for Lateral entry to an Engineering Degree programmes.

However, candidates who are appearing in final year

examination may also appear in the Common Entrance Test but

shall be given admission only, if they have passed the final year

examination with minimum of 50 percent marks in the aggregate

and completed the course on the date of counselling and produce

original certificates.

2.5.5 Eligibility criteria for candidates belonging to Scheduled Caste,

Scheduled Tribe and Other Backward Classes (excluding creamy

layer) of Madhya Pradesh as notified by the State Government, shall

be 40 percent in the aggregate marks of qualifying examination.

2.5.6 Weightage of 10 percent of the marks obtained in the Common

Entrance Test shall be given to those candidates who have been

awarded Gold Medal in the National level Sports Competition.

To obtained the above benefits candidates shall have to produce the

certificate from Director, Department of Sports & Youth Welfare,

and Government of Madhya Pradesh in specified proforma-9.

2.5.7 Diploma holders in Engineering/Technology shall be eligible for

admission in the relevant branch of the Under Graduate course as

per the list given in Annexure - I. Diploma holders in Pharmacy shall

be eligible for admission into B. Pharmacy course only.

2.6 Mode of selection-

In all professional institutions the procedure for admission shall be as

under:-

(i) The admission shall be made in the order of merit on the basis of the ranks

assigned in Common Entrance Test (CET) for admission in Engineering,

Technology and Pharmacy conducted by an agency duly authorized by the

State Government. Authorized agency shall prepare and notify merit/waiting

list on the basis of marks obtained by candidates in common entrance test.

(ii) Inter se merit of candidates getting equal marks in the Common Entrance

Test shall be decided by given preference to the person who is older in age

and, in case the age is also same then merit shall be decided on the basis

of aggregate marks obtained in the qualifying examination. Candidates

getting benefits of weight age as included in 4 (2) (f) of rule 4 shall be

placed below the candidate who has got the same marks in the merit but

has not been given the above weight age.

2.7 Procedure of Admission

Online Offcampus Admission Procedure :

Competent authority declared by the State Government for this

purpose, shall finalize the detailed programme and shall make it

available on its website declaring its procedure, process of

admission. Procedure of Online Off Campus Counselling will be

followed as per the regulation published in MP Government Gazette

dated 31st July, 2009 for Online Off Campus Counselling and as

amended.

2.8 General Information of admission:

(i) Admission shall be done through Counselling on the basis of the

common ranking list declared by VYAPAM. The programme of

Counselling shall be published in various news papers and shall also

be available on website of competent authority/Director Technical

Education, M.P. Bhopal i.e. http://www.dtempcounselling.org. No

separate call letters shall be sent to the candidates.

(ii) Original Documents:

During the Counselling process the original documents presented by

the candidates shall be verified with originals and original documents

will be returned back to the candidates. However candidates need

not to submit such original documents in the admitted institutions.

(iii)Transfer of institution in this course shall not be permitted.

(iv) All admissions shall be completed on or before the last date

declared by the Chancellor.

2.9 The sequence of admission shall be as under:

1. In the allotment of General Pool seats, the allotment of reserved

categories shall be done in following order, so that vacant reserved seats

can be mutually converted into Scheduled Tribes, Scheduled Castes,

Scheduled Tribes, Other Backward Classes, Scheduled Tribes/Scheduled

Castes.

2. After allotment of reserved category candidates, as per above order,

vacant seats, if any, shall be merged into the unreserved seats and then

allotment for unreserved seats shall be conducted. In the allotment for

unreserved seats, a candidate who has taken a reserved seat (in the

allotment for reserved seats) can also consider, if he/she is getting a

better seat, than what he/she had got as reserved category candidate.

3. If seats remain vacant even after conduction of two rounds of

counselling, on the basis of merit of common entrance test then

remaining seats shall be filled on the basis of marks obtained in the

qualifying examination. Further remaining vacant seats shall be filled at

the Institutional Level Counseling in the presence of observer of

Competent Authority.

2.10 Cancellation of Admission:

(1) If at any stage it is found that a candidate has got admission

in any institution on the basis of false or incorrect information or by

hiding relevant facts or if at any time after admission it is found that

the admission was given to the candidate due to some mistake or

oversight, the admission granted to such a candidate shall be liable

to be cancelled forthwith without any notice at any time during the

course of his/her studies by the Principal of the institution or by

Competent Authority.

(2) If a candidate gets his/her admission cancelled prior to 7

(seven) days before the last date of admission as declared by the

Chancellor of the Universities, then the part of tuition fee and other

fee deposited by the candidate either with counselling authority or

with the institution shall be refunded back to the candidate, after

deducting 10% from the deposited amount. However, counselling fee

is non refundable.

(3) Vacancy arising (in particular class/category) due to

cancellation of admission or due to non reporting of candidates by

the stipulated date (as declared by the Competent Authority) in a

particular Institution, shall be considered in the counselling in the

following manner :-

During the counselling, if seats are available, in that particular

course, vacancy/vacancies arising due to above reasons, shall be

added directly to existing vacancy/vacancies and shall be available for

allotment.

2.11 Tuition and other fees-

As prescribed by fee Regulatory committee constituted under the Act.

2.12 Interpretation-

If any question arises relating to the interpretation of these rules it shall be

referred to Government whose decision there on shall be final.

2.13 Modification to rules/procedures-

The State Government of Madhya Pradesh reserves the rights to amend any

provision/rules/procedure for admission in public interest and any

modification so made shall be binding.

2.14 Power to remove difficulties –

The State Government of Madhya Pradesh shall be the final authority

for deciding any matter in respect of policy regarding selection of

candidates for admission. If any question arises relating to the

interpretation of these rules for admission, the decision of the State

Government of Madhya Pradesh shall be final and binding.

2.15 Jurisdiction-

In case of any dispute the jurisdiction shall be limited to the courts

constituted and situated in Madhya Pradesh only.
