24th annual Hollywood EconomicDevelopment Summit, set for Thursday,June 21st at the ArcLight Hollywood.The popular progress event forHollywood will run from 8 a.m. to 11a.m., according to co-chairs Tim Grubbsof Communitas Design and MartyShelton of NAI Capital Commercial.

“Hollywood is known for entertain-ment, but it is also an innovation hub,”said Grubbs. “Its urban center is posi-tioned to adapt and embrace the changesbrought about by technological advances.We will be looking at how changing tech-nology could impact mobility and devel-opment in Hollywood.”

Networking with a continentalbreakfast will begin at 8 a.m., whilethe program will start at 9 a.m.Admission to the summit will be $50for registrations received throughMay 31st, $65 thereafter with advanceregistration, and $75 at the door.

“This is an opportunity for the Board to spend moretime than is available at a regular board meeting to discussand learn about key issues,” noted Dadigan.

This year, board members were briefed by Senator BenAllen, Los Angeles City Councilmember Mitch O’Farrell;Rob Fisher, senior field deputy to Councilmember DavidRyu; and by Patti MacJennett, senior vice president ofbusiness affairs at the L.A. Tourism & Convention Board.

Senator Allen reviewed his legislative priorities thatwill be covered in Sacramento in 2018, and discussedsome of the more intractable problems that face the legis-lature, such as the shortage of housing, for which there areno easy answers. “We’ve got to be willing to have the con-versation,” he stressed.

O’Farrell reported that his “Open for Business” initia-tives were working. “We want to make it easier for busi-nesses to survive and thrive,” he reported. He also notedthat the first City housing project for the homeless underMeasure HHH broke ground last December within his dis-trict - a 187-unit complex. He hopes to be at 1,000 units inhis district within a couple of years.

Meanwhile, he reported that he hopes to announce a“pop-up” temporary shelter for homeless withinHollywood shortly. O’Farrell also reported on the comple-tion of $2-million in public improvements in what has beenrenamed “Hollywood Village” on Hollywood Blvd.between the freeway and Western Avenue. He also notedthat pedestrian safety is his number one priority.

Fisher briefed the board on the mobility study done byDixon Associates around Griffith Park, which identified 29strategies to improve access. The Department ofRecreation and Parks has been asked to do a feasibilityanalysis on each alternative before further action is con-templated. In addition, he reported legislation that has beenapproved to crack down on party houses efforts to requiretour buses to use head phones rather than speakers in resi-dential neighborhoods.

MacJennett shared the results of a recent tourism studydone by the convention bureau on visitors to Hollywood.The study found that 7.6-million individual tourists are vis-iting Hollywood annually, with a total number of annual vis-its at 16.6-million. The study also discovered that 38.6-per-cent of all visitors to Hollywood are from international des-tinations. The average tourist spends $96.71 a day inHollywood and stays 4.3 nights. The study found that 45-

percent are very satisfied as opposed to 11.3-percent who aredissatisfied. The biggest complaints by tourists dealt withthe number of solicitors and panhandlers and traffic woes.

The Board also found time to review progress achievedin the first year of its new strategic plan and to reevaluategoals set for the second year. Among the suggestions thatcame out of the sessions were to focus on bringing back themiddle part of Hollywood Blvd., addressing the short fail-ings of the CEQA law, to sponsor seminars on affordablehousing and super-density bonuses to educate our mem-bers. It was also suggested that we work to make theChamber’s development map interactive in an online ver-sion, to create a tech industry committee, and creating acentralized online information center to make data avail-able. It was further suggested that the Chamber promote itsjobs posting site better.

Additionally, it was suggested that we need to betterunderstand who our members are. This could be done byconducting an inclusive membership survey and by offer-ing members more opportunities for involvement.

Hollywood Chamber PAC Endorses A Slate ofCandidates for June 5th Primary

The Hollywood Chamber ofCommerce commends Senator Ben

Allen for his introduction of SB-948, abill that would have assisted local gov-ernments in their efforts to bring theircommunity plans up to date and allowthese localities to align to California’shousing, environmental, and transporta-tion priorities.

The Hollywood Chamber has been amajor proponent of the bill, which wouldhave helped to ensure that an update tothe Hollywood Community Plan is final-ly implemented. SB-948 was initiallypassed out of the Senate’s EnvironmentalQuality Committee however after beingreferred to the Senate’s JudiciaryCommittee the bill was withdrawn.

The City of Los Angeles, like manycities across the state, has facedimmense obstacles in updating its com-munity plans, such as Hollywood’swhich is over 30 years old. The commu-nity plan updates, which require envi-

ronmental analysis under CEQA, areoften stalled needlessly by the long andunpredictable duration of CEQA judi-cial review proceedings. This has led tocommunities relying on outdated plan-ning policies that do little to expandhousing opportunities, protect openspaces, reduce greenhouse gases, andreduce urban sprawl.

SB-948 specified that upon meetingrigorous environmental criteria, qualify-ing Community Plans can be certified asEnvironmental Leadership DevelopmentProjects (ELDP) under the Jobs andEconomic Improvement ThroughEnvironmental Leadership Act of 2011.These qualified community plans wouldbe allowed to receive expedited judicialreview under CEQA. With SB-948,legal challenges to Community Planswould still have been allowed to occurunder CEQA as normal, however oncechallenged there, there would be anexpedited hearing process in place. “Our

hope was that this bill would finally giveHollywood the chance to update itsCommunity Plan, which has not beenupdated since 1985,” stated VicePresident of Government RelationsNicole Shahenian. “Unfortunately, nowthat it has been withdrawn, we will haveto go back to the drawing table and seewhat other options are out there to helpcommunities like Hollywood, bring theirCommunity Plans in-line with thetoday’s policy and planning goals.” TheChamber will continue to work withSenator Allen and other Hollywood areaelected officials to see what other alter-natives there may be to help defendCommunity Plans like Hollywood’s.

The Chamber extends its thanks tothe coalition of community and busi-ness partners who helped to advocate onbehalf of SB-948. We will keep youposted as we seek additional opportuni-ties to advance legislation in support ofour Community Plan.

It is no accident that there is so much happening here.Many years of work by the Hollywood Chamber of

Commerce and other committedHollywood boosters has broughtback the energy for whichHollywood is known. And yourChamber of Commerce continues

to fight for the things needed to continue the momentum.Advocacy is our guiding principle in order to facilitate apositive business climate for our members. Take a look atthe many issues and projects that the Chamber tackled inthe past year, and the many free programs that we offerour members which few other chambers of commerce canmatch. We’re working for you every day!!

HOLLYWOOD CHAMBER OF COMMERCE

We Are All In This TogetherAs I begin my term as chair of the board of theHollywood Chamber of Commerce, I am cog-nizant of the responsibility that I bear.Hollywood and the Chamber both face excitingopportunities, but also some challenges. And forthat reason, I have chosen as my theme for the

year, “We are all in this together!”One thing that I have learned since I opened the Hollywood

Museum in the historic Max Factor Building more than 20 yearsago, is that we can get a lot more accomplished when we allwork together. No one person possesses all of the expertise thatwe need, and so I will be reaching out to our membership forassistance where needed.

There is no more important task for us as an organizationthis year than to identify a new President & CEO for theChamber. It is important that we get it right! We have been luckyto not have had to do this task for the past 25 years, but, as aresult, there are not too many chamber members still aroundwho were involved in the process the last go-round. Fortunately,we have a great Board of Directors, and I know that their expert-ise will serve this organization well. Change can reinvigorate anorganization, and I am confident that the Chamber will come outof this process even stronger than we are now.

Adoption of a new Hollywood Community Plan remains a pri-ority. We had thought that the Plan would be released andapproved by now, but that has not been the case. The City is tak-ing its time to get things right and to build a strong coalition ofsupport, which seems to me to be the proper way to proceed.The Chamber has been meeting regularly with leaders fromHollywood area Neighborhood Councils. There seems to be aunified desire to get a plan that can have broad community sup-port. Better to take a little longer and to get it right.

Meanwhile, we continue to press for reform of the CaliforniaEnvironmental Quality Act, better known as CEQA. A lawpassed in the Reagan era, CEQA had good intensions but hasbeen abused by just about every special interest. As a result, wehave a severe housing shortage with no end in sight. If the legis-lature really wants to solve this crisis, then the most effectivemeans to do so would be to adopt meaningful reforms that pro-tect the public’s interest and ability to challenge projects, butalso protects the rights of those who are proposing projects.

Homelessness has grown by leaps and bounds in recentyears. Many of us voted for Measures H and HHH in hopes ofproviding the funding to move the needle in reducing homeless-ness on our streets. We look forward to working with our publicofficials and their staffs to ensure that this money is spent wiselyin our neighborhood.

Likewise, the City allowed street vendors to take over ourpublic spaces when street vending was decriminalized last year.We are encouraged with recent action by the City Council tofinally approve an ordinance and regulations, but need to seethe enforcement component (that Councilmember O’Farrellsecured) implemented quickly. Until we see order restored, weneed to be involved on this issue.

Over the course of the next year, I anticipate that there willbe many other issues that arise. I look forward to calling on you,our members, for helpful participation and support. We truly areall in this together!

The Chamber is Creating a Strong Local EconomyThe Chamber commissioned the research company RenegageMarketing to conduct a Hollywood Market Survey that captures arange of demographic, behavioral and attitudinal information onHollywood residents and employees. The findings will be used toimprove the business climate and assist in attracting new business-es and retailers to the community.

A campaign was kicked off to create the Route 66 BusinessImprovement District along Santa Monica Blvd. Property ownerscontributed $40,000 for a feasibility study and the City workedwith them to hire a consultant, Civitas, to assist in the formation.Efforts continued to get signatures to form the proposedHollywood/Western Business Improvement District.

The sixth annual State of the Entertainment Industry Conferencewas a huge success, focusing on the state of the stream, theCalifornia Film Tax Credits, and a presentationof the Commitment to California Award to pro-ducer Steve Levitan.

“Building a Livable Hollywood: Work +Create + Live” was the theme of the alwayspopular Hollywood Economic DevelopmentSummit that focused on how development canmake a community a better place. The keynotespeaker was Professor David Sloane of theUSC Urban Planning Department.

Four landscaped medians were dedicated along Vermont Avenueand the East Hollywood Business Improvement District beganwork with the City to add two additional medians.

The Chamber worked with other advocates for the proposed extensionof the Crenshaw light rail line that would extend through WestHollywood and connect to the Hollywood and Highland subway station.

Chamber representatives attended each of a series of communitybriefings on the proposed Hollywood Community Plan Update.

The Chamber testified or wrote letters in support of numerous pro-posed development projects, including: Kilroy’s Academy Square, theWhiskey Hotel, SunWest, and 1860 Western Avenue, among others.

The Project Review Committee reviewed numerous projects in thepipeline and offered developers suggestions that would help themto secure support in Hollywood and approval by the City.

The Chamber worked with Senator Ben Allen to address some ofHollywood’s CEQA issues.

The Chamber is Promoting HollywoodThe Chamber contributed $165,000 and worked with theHollywood Entertainment District to bring back holiday decora-tions on Hollywood Blvd. The new decorations include speciallighting on palm trees that will remain lit throughout the year andwhich can be color-themed for various holidays.

Chamber members contributed the funds to create a one-of-a kindnew Board Room table featuring Walk of Fame stars in the fiveapproved categories. The new table has proven to be a popularvisual location for press interviews.

A total of 26 Walk of Fame ceremonieswere held, beginning with Gary Seniseand ending with RuPaul, that garneredinternational publicity for Hollywood. Aspecial night time ceremony honored thelate Selina and drew more than 5,000fans, possibly the largest Walk of Fameceremony ever held. A national televisionspecial, “The Walk of Fame Honors,”aired on the CW Network.

The Chamber conducted itsannual “Awards MediaWelcome Center” at theHollywood Museum at theHistoric Max FactorBuilding, to welcome pressrepresentatives who werein town to cover theAcademy Awards.

The Chamber worked with the Hollywood Entertainment Districtand the City to move forward on a long-held dream to create awayfinding signage program in Hollywood.

The Los Angeles Tourism & Convention Bureauagreed to conduct an updated study on Visitorsto Hollywood to provide data that the Chambercould use to promote tourism.

The Chamber produced its annual HollywoodGuide which was mailed to 10,000 Hollywoodhomes, with the theme “The New UrbanVillage: Emerging Hollywood.”

The First Anniversaries Party was held on the deck of the newEverly Hotel, celebrating members who were observing importantanniversaries during the year.

The Chamber sponsored its first Dodgers Night for members tonetwork and cheer on the local team.

The Chamber is Representing the Interests ofBusiness With GovernmentThe Chamber mounted a major effort during the year to press the Cityfor action on a needed-street vending ordinance to bring order to theCity’s sidewalks. Among the groups the Chamber met with were CityEconomic Development Committee Chair Curren Price, the Mayor’soffice, Steve Houchin of the City Attorney’s office, CouncilmembersMitch O’Farrell, Bob Blumenfeld and Monica Rodriguez, L.A.Tourism and Convention Center Manager Doane Liu. The Chamberalso testified at several hearings on the topic and was encouraged thatthe City Council finally voted to move forward with the developmentof an enforcement program on the Walk of Fame.

Homeless issues also were a major priority at the Chamber, asChamber representatives encouraged the Mayor’s office to takeaction against violent and mentally unstable individuals whothreaten the public as well as the homeless.

One of the unique features of the Hollywood Chamber ofCommerce is its efforts to support local community non-profitorganizations. As a 501c3 nonprofit association, contributions tothe Hollywood Chamber of Commerce Community Foundationare tax deductible. Checks should be written to the “ChamberCommunity Foundation” and sent to the Chamber. TheFoundation holds two fundraising events annually – the Heroesof Hollywood Luncheon (formerly called the Women ofDistinction Luncheon) and the All Hallows Eve Party atHollywood Forever Cemetery. All net proceeds go to charity.Since its inception in 1996, the foundation has given out$883,957 in grants to Hollywood nonprofits, and this past fiscalyear awarded $40,750.

The Chamber co-funded a study by a Coro Fellow to determinewhat other major cities do to protect their landmarks that are com-parable to the Hollywood Walk of Fame.

A campaign to qualify a ballot measure to fix problems created byPropositions 47 and 57 that have resulted in a rise in crime, wasendorsed by the Chamber.

Free Leadership Luncheons to provide Chamber members anopportunity to meet public officials were held with: State ControllerBetty Yee, Assemblymember Laura Friedman, AssemblymemberMiguel Santiago, and Councilmember Monica Rodriguez.

Two Chamber representatives participated Council District 4’sGriffith Park Mobility Task Force advising on how to improveaccess to Griffith Park and to decrease Hollywood Sign visitorsfrom traveling through local neighborhoods.

The Chamber continued to host quarterly meetings with leaders ofthe six Hollywood neighborhood councils.

Chamber President & CEO Leron Gubler continued to publish hisblog, It’s All About Jobs, discussing some of the leading issues ofthe day that impact businesses ability to expand and create jobs.

Chamber delegations participated in the regional Access DC trip toWashington, D.C. to lobby Congress and federal agencies onSouthern California issues, and also participated in the CaliforniaChamber’s annual Business Conference in Sacramento.

The Chamber hosted annual luncheons, including the State ofHollywood with Councilman Mitch O’Farrell, the State of the Statewith Senate President ProTempore Kevin DeLeon, and a breakfastwith Mayor Eric Garcetti.

Chamber staff and volunteers testified before numerous City com-mittees on behalf of various Hollywood projects in the pipeline.

The Chamber Is Giving Back to the CommunityFour hundred people attended the 7th annual Heroes of HollywoodLuncheon, held at the Taglyan Cultural Complex to raise funds tosupport Hollywood nonprofit organizations. Honorees includedAssistant LAPD Chief Bea Girmala, John Lyons, BaydsarThomasian, Pink’s Hot Dog, Donelle Dadigan and Nancy O’Dell.

The Hollywood Chamber of Commerce Community Foundationawarded $40,750 in grants to 29 community organizations.

Flowers were placed on the stars of past Walk of Fame honoreeswho passed away during the year.

The 23rd annual Hollywood Policeand Firefighters Appreciation BBQwas held at Hollywood Divisionstation, where several hundred ofHollywood’s public safety officialsreceived a meal provided byChamber members and volunteers.

The Chamber funded the LAPD’s annual National Night Out pro-gram to show community support for fighting crime.

An enthusiastic crowd attended the Chamber Foundation’s AllHallows Eve fundraiser at Hollywood Forever, which providedfamilies an opportunity to enjoy the holiday while raising funds forthe Foundation.

Making A DifferenceIn the Chamber world, we like to explain the roleof chambers of commerce with what we refer toas the “Three C’s” – Catalysts for businessgrowth, Conveners of leaders and influencers,and Champions for stronger communities.

If that is our measure, then the HollywoodChamber of Commerce comes up very high on the list.Let me share a few examples of what we have done inthese three areas – and this annual report lists more!

We are definitely a catalyst for business growth. If you thinkabout it, who would be promoting business growth if theChamber didn’t? Sometimes public officials or cities do it on amacro level, but at the local level it is the chamber of commercethat should be aware of opportunities and press for them. In ourcase, we keep statistics on what is happening in Hollywood thatwe share with those who are investing in the community, publicofficials and the press. This year, the Chamber board commis-sioned a study by Renegage Marketing to capture a range ofdemographic, behavioral and attitudinal information on resi-dents and workers in our community. This is data that we believemay help us accomplish a number of goals, such as recruitingnew retail businesses. In another arena, we recently worked withL.A. Tourism to secure new, up-to-date tourism stats onHollywood. Otherwise, we would only be able to access tourismdata for the region as a whole. Our conversations with thetourism agency resulted in getting this valuable information.

We are also a convener of leaders and influencers. We do itin various ways. For the last couple of years, the Chamber hashosted quarterly meetings with the leaders of Hollywood’sneighborhood councils to exchange ideas and discuss communi-ty needs where we can work together. Previously, there was noopportunity to get these community leaders together, so wehave provided a needed service. In addition, we host events suchas our Economic Development Summit and State of theEntertainment Industry Conference where we bring togetherexperts and influential people to discuss trends and needs with-in Hollywood. We have been able to bring nationally and region-ally recognized leaders here to discuss our local needs and togain from their insights.

Finally, we are a champion for a stronger community. We arein an unusual position of being a world-famous community thatis not its own city. Being a part of Los Angeles has both itsadvantages and disadvantages. One of the disadvantages isthat policies must be adopted for the city as a whole, whichsometimes makes it difficult to craft solutions to local problems.For nearly 100 years, the Hollywood Chamber of Commercehas been the one constant in Hollywood. It was the Chamberthat pressed for the subway to come through Hollywood. It wasthe Chamber that pressed for business improvement districts toaddress cleaning and security issues. It has been the Chamberthat has pressed for a new, updated community plan to addressthe needs of a modern Hollywood. It has been the Chamber thathas lobbied for the revitalization of the historic core ofHollywood, which has resulted in a stronger business district.

Hollywood is better today because of the HollywoodChamber of Commerce. We have made a difference in the past,and we will continue to make a difference as we work for aneven better Hollywood in the coming years.

The Hollywood Chamber of Commerce secured a victoryin April, when the Los Angeles City Council directed the

City Attorney to a draft a sidewalk vending ordinance, whichwill include protections for the Hollywood Walk of Fame.The sidewalk vending ordinance would create a legal frame-work to regulate sidewalk and street vending in the City ofLos Angeles and arrives nearly a year after the City Councilvoted to decriminalize it. Since discussions began on creatinga legal system for sidewalk vending nearly five years ago, theChamber has been supportive of creating a city-wide vendingpolicy, and has worked closely with Councilmember MitchO’Farrell to ensure that the historic Walk of Fame receiveadequate protections in the framework.

“For over 60 years, the Walk of Fame has served asHollywood’s most internationally-recognizable landmarks,attracting millions of tourists,” stated Chamber Vice Presidentof Government Relations, Nicole Shahenian. “It not only tiesHollywood to its past, but ensures a bright future for LosAngeles’ tourism economy. This is why protection has been oneof the Chamber’s top priorities for the Walk of Fame throughoutthe city’s discussions on the creation of a vending ordinance.”

Once drafted, the ordinance will be considered by the CityCouncil’s Economic Development Committee before headingto the full Council for passage. As the ordinance moves closerto being realized, the Chamber will continue its advocacyefforts to guarantee that robust enforcement tools are includedin the language of the bill so that the Walk of Fame protec-tions are guaranteed. The Chamber will keep you updated.

TEAM Hollywood Subcommittee onArts Funding Holds Inaugural Meeting

The Chamber’s Entertainment, Arts, and Media (TEAMHollywood) Subcommittee on Arts Funding held its

first meeting in March, kicking-off an ambitious advocacycampaign to increase government arts funding. In atten-dance were key members of TEAM Hollywood and statefield representatives of elected officials that representHollywood. The representatives provided an overview ofarts funding legislation and an analysis of California’sfunding for their arts and how it compares to other states.

“This subcommittee exists to help advance opportunitiesfor increased arts funding in the city, county and state,”explained TEAM Hollywood Co-chair Larry Laboe. “We’veassembled a proactive group of community stakeholders toconnect with and provide guidance to elected officials’future arts funding policy. We’re especially excited to haveArts for LA’s participation on the committee, who can pro-vide excellent guidance in our advocacy efforts.”

The subcommittee will be inviting the City’sDepartment of Cultural Affairs and representatives fromCouncil Districts 13 and 4 to discuss city funding and thepotential for policy.
