• M&E is riddled with many challenges• If these challenges are not corrected this could adversely affect

the assignment and lead to compromised results• There is need to preempt the challenges and plan to resolve

them before they can affect the process.

Donor/ Development Partner requirements

• Demand detailed monitoring data beyond what are routinely available without providing a budget to collect it.

Enter into pre-evaluation discussions to manage expectations

Lack of adequate baseline data

• Sources unwilling to avail information

• Sources availing inadequate information

• Sources availing erroneous information

Inadequate finances

• Complex M&E Designs that require too much money• Methodologies changing midway against inadequate budgets• External economic shifts that affect worth of money already budgeted for

Solutions

• Simplify the design.

• Use existing data (program reviews, etc.).

• Use a historical comparison group rather than collecting new data.

• Reduce sample size; accept greater degree of uncertainty in findings.

• Reduce costs of data collection and analysis.

• Limit analysis to simple quantitative measures.

Inadequate time

• Time allocated inadequate • Too many activities against limited time• Methodology or work schedule changes midway

Solutions:• Use rapid data collection methods (focus group discussions, etc.).

• Hire more staff on a temporary basis.

• Use existing data sources, such as routine reports.

• Reduce sample size; accept a greater degree of uncertainty in findings.

Inadequate goodwill

• Stakeholders not involved at all• Stakeholders not sensitized properly• Assignment competing with sensitive interests

Solutions:• Engage stakeholders in the process to reduce resistance.

• Secure access to data as part of the planning process, before starting the evaluation.

• Establish a dissemination plan in advance to address concerns about transparency in sharing information.

Capacity of Evaluation Experts

• Inadequate information, skills and knowledge • Wrong evaluation attitude
