Central Superfast Broadband Project
Supplier Engagement Day 22nd February 2017
Welcome Cllr Richard Wenham- Central Bedfordshire Council
• Central Superfast is an innovative Local Authority Partnership, comprising Central Bedfordshire, Bedford Borough, Milton Keynes and Luton.
• We are ambitious! Working together to reach 100% superfast coverage across all 4 authorities and ensure our areas benefit from the availability of super and ultra fast broadband
• We have already worked with BDUK and BT on projects that will deliver superfast broadband to over 57,000.
• We are launching a new £ multi million tender to address the remaining 12,000 premises who do not have access to superfast speeds.
• Keen to work to with market on innovative solutions to maximise coverage, ensuring our networks are future proof and reliable and meeting customer needs.
• A real focus on partnership working and ensuring value for money in delivery.

• Project 1 – £6.64m public investment supporting over 40,000 homes
• Project 2 - £7.57m supporting over 16,000 homes
• Track record of delivery and partnership working i.e. with highways, planning etc
• Coverage over 97% by March 2019, but with a diverse geographic spread of not spots

• One partnership, but funding has to be spent in LA areas, recognising joint costs and seeking most efficient deployment model for VFM.
• Other activities within LA’s including demand stimulation, registration and activates to engage with our residents and businesses. Also policies to support rollout of broadband in new developments.
Project 3• Project Value - £3.48m secured through South East Midlands
Local Enterprise Partnership Local Growth Fund and BDUK.• The project will focus on hard-to-reach properties or those that
have not benefitted from existing projects.• Support alternative technologies to reach these premises, but
need to be robust, reliable, scalable, upgradable and inline with State aid framework- we are technology neutral.
• The Open Market Review and Public Consultation completed. Identifies 31,000 ‘white area premises’
• Tender process anticipated to begin end March 2017. • Contract Award anticipated for June 2017
Anticipated Requirement
What’s New• The Corporate Strategy for each of the authorities and overall Joint Broadband Plan
objective is now to get as close to 100% coverage as possible.
• Investment in NGA broadband will focus on delivering speeds of 30 Mbps, alternatively suppliers must deliver a ’step change’ in broadband capability. (Download speeds must be at least doubled and substantially higher upload speeds provided.)
• BDUK 3 will be run in line with the National Broadband Scheme 2016
• Central Superfast outlined the current plans to run an OJEU procurement under the new State Aid rules.
• Local economic growth priorities and social and digital inclusion objectives remain.
