VOLUME XXVII-I March, 2004 St.Tammany Parish Justice Center Wins Best Concrete Project Award At the Louisiana Chapter’s Seventh Annual Concrete Projects Award Competition, the judges selected the new St. Tammany Parish Justice Center building in Covington as the Overall Best Concrete Project of 2003. The project, in the Building and Parking Structures category, was designed as a 100 year structure. Concrete was the material to best fulfill this criteria. The building’s foundation, superstructure, floor support structure and retaining walls were all constructed of poured in place concrete. The design was intended to compliment the traditional and his- toric fabric of Covington, while providing the Parish with the mod- ern, state of the art facility. Judges Comment: “A remarkable structure with great attention paid to the engineering challenges.” Receiving the award was Richard C. Lambert, Principal and Richard F. Mc Closkey Jr. Project Manager, both of Richard C. Lambert Consultants, the prime consultant of the project. The $36 million, four story governmental building houses sev- eral departments of the St. Tammany Parish Government, including the Parish Judicial System, District Attorney, Clerk of Courts and Sheriff’s Department. The facility has approximately 300,000 square feet. The interior functions logically with the main circula- tion elements placed around a four-story atrium. Courtrooms radi- ate from the atrium space, and translate the exterior classical archi- tectural components into the interior spaces. Requirements for several large open courtrooms created a need for long spans. Post tensioned reinforced beams and girders, includ- ing two 40-foot long transfer girders supporting three floors were utilized to achieve this feat. Post tensioning was used to allow for longer spans creating more open spaces within the facility. The foundation mat was a 30” deep reinforced concrete slab and thickened to 42” in areas where higher loading occurs in the interior of the building. The poured in place concrete mat founda- tion was used as a cost savings over a deep pile foundation system. To assure the quality of the large concrete pours, the design team worked very closely with Brice Building Co., Inc. and Lafarge Concrete to provide a mix that would suit the unusual installation. At the Louisiana Chapter’s Seventh Annual Concrete ProjectsAward Competition, the judges selected the new St. TammanyParish Justice Center building in Covington as the Overall BestConcrete Project of 2003.

Here we are with a New Year and a new president. At theAwards Banquet and Installation of New Officers for 2004 I recog-nized our past President Tom Smith, for all his hard work and timehe put in to make his tenure as president a successful one. Well wehave just heard that The Louisiana Chapter has again been awardedthe distinction of being an Excellent Chapter. Way to go Tom foryour leadership.

In my speech I used the analogy of Robin Hood. He took fromthe rich and gave to the poor. There is a great wealth of knowledgeof concrete in the USA and I would like to spread that informationhere among the ACI members in Louisiana.We had Dr. Robin Graves PH.D from Vulcan Materials talk to us at

our February luncheon. Frank Kozeliski P.E. FACI., President of Gallup Sand and Gravel will behere to present the ACI one day seminar on Troubleshooting Concrete Construction on April 15.He also has agreed to talk to us the evening before at UNO.

You have all heard the saying “All work and no Play”. Make note on your calendar April26th. This will be the time to play! The 7th Annual ACI Golf Tournament will be held at MoneyHill. Watch your mail for more information.

As your new president I am looking forward to an exciting year, and meeting a lot of you atall the different happenings in 2004.

6th Annual Louisiana ChapterGolf Tournament

The September 23rd Annual Louisiana Chapter Golf Tournamentat Moneyhill Country Club in Abita Springs was a record breakingsuccess. There were 66 players and several workers for a total of 70 forthe buffet luncheon.

The atmosphere and facilities at Moneyhill are up another levelfrom our previous host courses. Moneyhill is rated at the Best NewCourse in Louisiana by Golf Digest magazine. The weather also coop-erated by giving us a picture perfect day. The sign-in desk was busyfrom 11:30am to 12:30pm. Players arrived in a steady stream toreceive door prize tickets, report handicaps, join teammates and receive“ditty” bag items.

Mike Choudhry did a commendable job heading the sign-in deskwith assistance from Tom Smith. Kevin Bohannon, tournament chair-person, was busy seeing to players needs, coordination with the club’sstaff and setting out the hole sponsor signs. He was assisted by MarkCheek. Tom, Mark, and Mike Devillier piloted the drink carts duringthe afternoon to supply players with much needed liquid sustenance.

Lunch was served buffet style from 12 noon till 1 p.m. The shot-gun start was a little late, getting off about 1:15 p.m. A few late com-ers had to grab some food and eat on the course.

The sun was shining, balls were flying, clubs were swinging anddrinks were flowing during the course of the afternoon. Many golfershad balls close to the pin on the short holes but the closest were ClintByrant on #4, Joey Ditta on #8 and David Pavlovich on #14. The lon-est drive was hit by Jim Ladner. There were many proficient teams butthe low gross foursome was Vulcan’s team of Rick Shelby, KeithOdinet, John Lewis and Clint Bryant. Low net team winner was BetaTesting’s team of John Laughlin, Jimmy Ray, Bart Breland and SteveTruetinc,. Low net team 2nd place was the SEMECO team of RaySmith, Eddie Dugas, Chip Taylor and Shawn Nelson.

After a great afternoon of golf, the awards ceremony took place.

With door prizes for almost everyone, the awards ceremony seemed togo on forever. From the indication of golfers not leaving early, nextyear’s tournament should be even bigger!

The guest list included just over 180 chapter members, ConcreteProject submitters and participants and their spouses; the evening’s pro-ceedings followed the timeline carefully prepared by Awards CommitteeChairman Bill Rushing to a “tee”. The site of this year’s banquet wasagain in the elegant main ballroom of the Metairie Country Club withJoe Roach being the chapter’s club member sponsor.

After a social hour from 6:30 to 7:30 p.m.; Tom Smith, 2003Chapter President, opened the proceedings with introduction of thehead table, charter members from the chapter’s founding in 1975, andpast presidents who were present.

A four-course dinner was then served. Music and songs by RBT,mixed with table conversations, gave an air of vibarance and enthusi-asm to the ballroom.

A power point presentation of 2003 chapter activities, sponsorfirm graphics, and photographs of the Concrete Project entries was

displayed on a very large screen throughout the evening.Tom began the after dinner presentations by citing the “first class”

nature of the chapter as evidenced by the evening’s proceedings andthe quality publications at the tables; the Program Booklet and ChapterNewsletter are both really “first class” and made possible by supportof our sponsor firms.

He said we had a very successful year in 2003, as detailed in hispresident’s message in the newsletter. Most impressive was a paneldiscussion luncheon titled “Problems with Concrete Specifications”which 51 attended—a record. Eight representatives of professions,from engineers and contractors to finishers and producers, discussed amyriad of concrete construction problems in a very open and produc-tive format.

After an attempted joke, he emphasized the awards nature of thebanquet and gave the first one, for the Best Volunteer Member, to

James Kapesis for his help with e-mail notices, graphics additions tomail-outs, and Baton Rouge events.

Next he recognized “our own” Bob Anderson for his elevation toFellow of ACI. Bob was an early pioneer in pre-stressed, post-ten-sioned, slab-on-grade, and is co-author of “Designing Floor Slabs onGround”. He has a Bachelors and Masters Degree in CivilEngineering from Tulane.

Next Tom awarded a Chapter Activities Award plaque to BillRushing who was one of only two who received the similar ACIInternational Award at the Vancouver Convention last spring.Tom con-cluded his presidency by introducing his successor, Bernie Gaten.

Bernie complimented Tom, who had compared the chapter to alarge ship in his acceptance speech, for being the captain and steeringthe chapter by multi-committee assistance and careful guidancethrough 2003. He presented Tom with the oval President’s Plaque inrecognition of his hard work and leadership last year.

“While Tom was Captain of our ACI Ship,” Bernie said, “he sawhimself as Robin Hood, (appropriate, since he’s from England) whowould take from the wealth of knowledge there is in the ‘concreteworld’ and spread it among chapter members.” He cited our success-ful visit from Luke Snell, a Professor from Southern IllinoisUniversity and chair of ACI’s Chapter Activities Committee and saidhe’d like to have more of this type of presentation given by experts inconcrete fields. He said, “How fortunate we are to have several localmembers with great contacts with ACI International; i.e. Bill Rushing,Darrell Elliot, Mark Cheek, Om Dixit and Bob Anderson.”

Our joint work with ASCE and CAAL will benefit ACI members.He borrowed a line from Craig Duos, CAAL’s Executive Director, whowas the moderator of our panel discussion luncheon—“Remember theacronym T-E-A-M, Together Everyone Achieves More”.

He continued with:“So you can see, the wealth of knowledge is definitely available.

Now we just need to band together and share the knowledge with others.He mentioned that ACI is celebrating 100 years as a professional

organization and that the Louisiana Chapter had submitted the world’stwo longest bridges, the Causeway Bridges, to be included in theCentennial Book.

“An exciting year lies ahead and I am glad to be a part of it.”He thanked the sponsors of the program booklet and encouraged

support of these companies.“Last but not least, if I am Robin Hood, then the board here must

be my ‘Merry Men’ and merry men seems to be a pretty good descrip-tion of them by the time we adjourn from our second board meetings

at Lager’s where we raise a couple of pitchers”. He then introducedhis board of officers and directors for 2004.

In closing he thanked the two people who put in a great amount oftime and effort to make this evening such a success, “Joanne Zanettiand ‘her assistant’, Bill Rushing.”

Bill Rushing next took the microphone to announce the ConcreteProject Awards for 2003. Bill announced each project name, submitterfirm, judge’s comments, and award received. Tom presented theplaques to each submitter as they came forward. There were fiveAwards of Excellence, three Awards of Merit, one Award of TechnicalExcellence and the Best Concrete Project Award for 2003.

Bernie closed the evening’s proceedings by announcing that pro-ject participant photographs would be taken at the far side of the room.Attendees lingered for quite sometime bidding farewell to friends theymay not see soon again.

Concrete TestingCertification News

2004 DATESIn 2004 the proposed dates for Field Testing certification are

February 7th, May 22nd, and September 25th at ABC in St. Rose. Alsoon March 27th a certification will be held in Lafayette. Also, we havebeen requested to set-up an exam in Baton Rouge but no date has beenset at this time. The locations for the exams will be selected shortly.

FEE STRUCTURE2004 rates are as follows:If payment is received up to 8 days before the certification date,

the cost will be $160.00, if received less than 8 days before, the costwill be $200.00.

We hope this will encourage participants to register early.Full refund will be made up to 7 days prior, after then the refund

will be 75%.Substitution can be made if the person originally registered can not

attend.

Early registrants show a strong commitment and improve our abili-ty to properly plan the event and budget manpower, equipment andsupplies.

As before, there is a discount if a supplemental examiner is provid-ed. The new discount is $70.00.

OTHER TESTSFor 2004 ACI and Concrete and Aggregates of Louisiana (CAAL)

are planning to jointly offer the ACI Finishing Certification Exam.Also, Concrete Laboratory Testing Technician -Grade I, ConcreteConstruction Inspector and Inspector In-training, and ConcreteStrength Testing Technician will be held upon request. More informa-tion will follow.

The Certification committee would like to thank all those whohave helped put on the Field Testing Technician exams during 2003and look forward to their help this year
