Catholic Community of Waukesha
Pastoral Council
The Archdiocese of Milwaukee issued a directive for each
parish to establish a separate Pastoral Council and Finance
Council. The Pastoral Council is to focus exclusively on the
vision and faith development of the parish, and no longer
oversees finances. A separate Finance Council will have the
sole responsibility of parish financial management. This
establishes a more distinct set of roles and responsibilities.
In light of this directive from the Archdiocese, all four
Parish Councils of the Catholic Community of Waukesha
agreed to form one citywide Pastoral Council, instead of four
separate Parish Councils. Each parish will still maintain their
own Finance Council. The single Pastoral Council began its
work in July 2015. Each parish has three representatives, who
were discerned, and their two trustees on the citywide
Pastoral Council. Initially, Pastoral Council members will serve
either a 1, 2, or 3 year term with all subsequent terms being
3 years in duration. To reiterate, all four parishes will
continue to have separate finances and separate Finance
Councils.
The transition to the citywide Pastoral Council was
facilitated by the Better Together Committee. This committee
formed a governance, cultural awareness, communications,
and committee workgroup to provide guidance for the
operation of the citywide Pastoral Council. This Better
Together initiative began in January 2011 and concluded in
the spring of 2015. Going forward, the citywide Pastoral
Council will guide the faith development of the entire
Catholic Community of Waukesha.

I have served on the St. William Council for the
past seven years. During the past two or three
years, we worked collaboratively with the
St. John Neumann Council, which I believe has
prepared me for some of what is to come.
Most importantly, I believe I have been called
to serve the Catholic Community of Waukesha as we take
the next steps along this journey.

Pastor: Fr. Curt Frederick
I attended seminary here in Milwaukee at
St. Francis De Sales and was ordained to the
priesthood on May 24, 1975 by Archbishop
William E. Cousins. In the course of my
ministry as a priest of the archdiocese, I have
served in various parishes, taken further study
at the Catholic University of America and at
Creighton University, been part of the Metropolitan Tribunal
as an advocate and as judge, served as the Spiritual Director
for the collegians at Saint Francis De Sales Seminary and as
Vicar for Clergy and Vicar General under then Archbishop
Timothy Dolan.
I came to St. William Catholic Faith Community in 2009 as
its fifth pastor, and was appointed as pastor of St. John
Neumann Congregation in 2012 while remaining pastor at
St. William. I currently also serve as the Dean of the Eastern
Waukesha County Deanery.
Associate Pastor: Fr. José Nieto
I was ordained a priest on May 17, 2014. I am
from a small town in the Caribbean Coast of
Colombia. I grew up in Colombia and after
finishing my degree in civil engineering I
joined the Community of Saint Paul and
moved to the Dominican Republic. There I
worked as a missionary in La Sagrada Familia
Parish, the sister parish of the Archdiocese of Milwaukee, for
five years. After that I came to Milwaukee to finish my
studies at Saint Francis de Sales Seminary. I am currently
assigned as the associate pastor at both St. William and
St. John Neumann Parishes.

Catholic Memorial High School, as well as
having attended Mass in Waukesha since I
moved here in fourth grade, I have received
countless blessings from my Catholic faith. I
am serving on the Pastoral Council as a way

I feel that I have had and continue to have a
strong desire and passion to grow and learn
more about my faith. I have a very strong and
clear understanding of St. Mary Parish and the
Catholic Community of Waukesha. My business
and management background give me a
unique perspective to investigate, ponder, and
propose practical conclusions about pastoral
matters in our community. I believe that I have the ability to

Pastor: Fr. Javier I. Bustos
I was born on May 8, 1967 in Maracaibo,
Venezuela. I graduated from college in
Philosophy in 1991 and Journalism in 1994. In
1996, I completed a Master Degree in
Philosophy. During those years, I worked as a
journalist and as a university professor.
In 1996, I was invited to come to the
Archdiocese of Milwaukee and restarted my
priestly formation at Saint Francis de Sales
Seminary in Milwaukee. In 2001, I finished a Master in Divinity
and was ordained a priest for the Archdiocese of Milwaukee on
May 19 of that year. I spent two years as an Associate Pastor of
Saint Mark the Evangelist Parish and Director of the Latin
American Center, both in Kenosha.
In 2003, I traveled to Rome, Italy, to do a Doctorate in Moral
Theology. I finished and defended my doctoral dissertation on the
area of Sexual Ethics, which was published in May, 2007.
In January of 2007, Archbishop Dolan asked me to create a
formation center for Lay Ecclesial Ministers and Permanent
Deacons. After the creation of the Archdiocesan John Paul II
Center for Lifelong Faith and Ministry Formation, the Archbishop
asked me to be its first Director. In 2011, I was appointed
Director of the Master of Arts Program of Sacred Heart Seminary
and School of Theology and Professor of Moral Theology. I was
also an adjunct professor of Moral Theology at Cardinal Stritch
University. In June of 2013, I was appointed the Vice-President for
External Affairs, Director of Admissions, and Moral Theology
Professor at Sacred Heart Seminary and School of Theology.
Currently, I feel blessed to join the family of Saint Joseph Parish in
Waukesha. In addition to this responsibility, I am the
Archbishop’s Delegate for Catholic Healthcare and Vicar for
Hispanic Ministry in the Archdiocese of Milwaukee. I am also
serving as a chair of the Archdiocesan Healthcare and Bioethics
Committee.

Pastor: Fr. Howard Haase
A native of the state of Wisconsin, I grew up
in Dodge County on a dairy farm with my
parents and four siblings. I attended the local
public grade school and with my entire family
was very involved in the parish of St. John the
Baptist located in Clyman, WI.
My formation for priesthood was in the local
diocesan seminary and I was eventually ordained for the
Milwaukee Archdiocese in 1983. Though most of my years
in ministry have been spent in parishes I have also been
able to serve in vocation work, college seminary work and
high school campus ministry. I also spent a year as an
“Assisting Priest” for Holy Name of Jesus Parish in Wilmot,
WI, while working with a parish director. After spending 11
years in western Racine\Kenosha counties I was assigned to
St. Mary Parish in Waukesha in June of 2010.
While not working I enjoy hiking, reading and photography
as ways to relax; nothing better than taking pictures of
flowers, birds and bugs on a beautiful day.
I have been greatly blessed by God to serve as a priest for
thirty-plus years. Each assignment and opportunity has
provided me a deeper understanding of others, self and,
most importantly, God. I continue to learn what it means to
serve through the example of the myriad of people I
encounter each day. May God bless us all as we work
together and together may we all discover what God has in
store.
