Carménère, one of the six noble red grapes allowed in Bordeaux wines, was long forgotten and thought to be extinct. In 1867, the Phylloxera plague

all but wiped out Europe’s wine region and it was thought that the varietal Carménère was lost forever. Fortunately, prior to this, cuttings were imported to Chile where the grape was thought to be Merlot. Through modern DNA testing, Carménère was rediscovered and far from being

extinct is thriving in Chile. In 1998, the Chilean Department of Agriculture officially recognized Carménère as a distinct varietal.

Philip Kaffka established Level Development Group in 2004. However, since 1976, Philip has been designing and building custom homes for his family-owned and operated business.

Philip was born in Hackensack, New Jersey. He was the middle son of 3 boys and learned very early on the value of hard work, ethics, and dedication. At 18 years of age, Philip began his construction career working as a carpenter through the Carpenter’s Union, working on schools and other public works projects that consisted of concrete, framing and finish carpentry. At the age of 26, with a wife and 3 children, Philip left his union superintendent position to form Double Eagle Land and Development. Philip takes pride in the fact that the license has been blemish-free since its inception in 1976; an accomplishment rarely seen these days.

Drawing from his heritage, Philip’s passion and knowledge of construction was passed down through generations; from his Great-Great Grandfather to his Great Grandfather, to his Grandfather, and to his Uncle Warren who taught him everything about construction, but more importantly about character and integrity. Philip has built many projects from schools, state parks, hospital additions to fine homes.

Philip worked together with his younger and late brother Greg throughout their careers primarily in California and Nevada. Philip has built projects throughout the Western United States including Idaho, Washington, California, Colorado, Hawaii, and Nevada. His eldest son Andy took an interest in construction and at the age of 14 began helping “Dad”. Now Andy manages Double Eagle Land and Development in Rancho Santa Fe, California. Andy is continuing the unbroken lineage of the family tradition. With several grandsons, Philip has no doubt they will carry on the Kaffka family construction legacy.

When asked about his construction experience, Philip said, “My grey hair explains everything!” His extensive hands-on background is what differentiates him from other builders. “It’s not often you find a builder that has been covered from head to toe in concrete, can frame a home and builds cabinets with the finest details”.

“I don’t want to build 25 homes at once. I want to be an integral part of each project, taking the time and pride in the evolution of every phase and utilizing my vision and my experience. This is more than a business to me, it is a family tradition.”

Lake Las Vegas in Henderson, Nevada, refers to a 320-acre (130 ha) artificial lake and the 3,592-acre (1,454 ha) developed area around the lake. The area is sometimes referred to as the Lake Las Vegas Resort. Lake Las Vegas is being developed by 5 companies including Lake at Las Vegas Joint Venture LLC.

The area includes three resorts including the Aston MonteLago Village Resort, the Westin Lake Las Vegas Resort, and the Hilton Lake Las Vegas.

The dam that creates the lake is “an earthen structure 18 stories high, 4,800 ft (1,500 m) in length and 716 ft (218 m) wide at its base. It contains roughly the same amount of dirt as Hoover Dam does concrete,” and was completed in 1991. The Las Vegas Wash passes under the lake and dam in pipes that require maintenance every 10 years.
