Tshwagong started workingfor the police on the 6th ofMay1999 as reservist.He was promoted to admi-

ately noticed that a connection cable tothe battery had been cut off. When hewent closer to the van he realised thatthe battery wasmissing and the personwho stole it was nowhere to be found.He had to to get a business selling

According to the police inCarletonville, another inci-dent took place when asmall truck was parked atthe Pick n Pay parking area.This truck was also parkedin an isolated space.The police is warning the

when they choose their par-king space and they shouldnot park their cars in isola-ted areas. They should alsolook around before parkingand be aware of people whoare sitting in a car as theymight be criminals.

A 58-year-old man has been arrestedfor allegedly raping a 12-year-old girlin Khutsong.As far as could be determined, the

father of the girl had sent the girl to askfor a cigarette from the suspect, whostays in the Joe Slovo informal housingarea. The incident happened around09:00 in the morning on 15 November.It was raining and the suspect was

known to the victim. Themanwas ar-rested on the same day.The victim was with another child

when they were asked why they tookso long and the child explained whathad happened to her.

her step-father, Mr Monyane MarcusMolefe (72), asmissing to the police. Atthe time of his disappearance, Molefewas staying alone in a shack inExtensi-on 3. He previously used to live withKawa’s late mother.Kawa told the police that neighbours

of her step-father called her on 30 Oc-tober, saying that they noticed the doorto his shack was closed but that a lockwith a key inside it was on the outsideof the door since earlier that day.When they opened the door they rea-

lised that there was no one inside theshack. They even checked under thebed.

After Kawa reported that her step-fa-ther was missing, a policeman helpedto look for him in a veld behind Ext.3.Another police man searched for

him by the water but he was nowhereto be found.Kawa also went to the nearest hospi-

tal twice to look for him at the wardsand on the registration books but therewas no sign of him. Molefe left carryingnothing and it is assumed that hemighthave been wea-ring black trou-sers, a brown jac-ket and brownshoes. It is sus-pected that thepensioner couldhave a mentalproblem whichwould explainwhy he just left inthe way that hedid. of mind but many people live without ever ex-periencing the pleasure of such. We need tostart giving value to ideals thatmake us humanbecause most of themindsets that prevailare rather focused onhaving a good financi-al status and provingto others that you arebetter or that you canafford what theydon’t.I believe life is not

about how much youhave in your bank ac-count but it is moreabout learning andgrowing from perso-nal and other people’sexperiences.It is also more

about finding fulfil-ment in how you live,what you do and howyou add to other peo-ple’s lives. Having material possessionsdoesn’t guarantee you happiness and it caneven lead you to feel empty while you are ina position of material wealth. Through raisingthis point I am not saying that you do not haveto strive to be financially wealthy but I’m say-ing, let us work towards living the best lives.Let us create a life that is rather fulfilling thanhaving everything but lacking the most impor-tant.There are many things that can bring fulfil-

ment to one and many are of those things can-not be bought with money.We should remember that we are naturally

born to worship our creator. That is the sole

different freedom fromwhat the current genera-tion is longing for. Be-sides the financial free-dom issue, I know manypeople are not aware ofthis but people need tobe truly liberated men-tally. This is the kind offreedom that today’s so-ciety lacks because firstof all, most people arenot educated and educa-tion is an important keyto a human mind’semancipation.It is maybe due to the

lack of knowledge thatmany people find it diffi-cult for people to live agood, better or ratherthe best life possible.

Whether you have more or less than others,there will always be something that you needto improve and people need to take time to fin-ding out and to working on the part of themsel-ves that needs to be improved. It may be perso-nal, spiritual, relationships, work related issu-es or in your community but throughacknowledging where the problem is or wherethe imbalance lies, there can be a way forward.

Residents staying on dolomitic ground in theareamust nowpay thousands for geological dril-ling if they want to extend on their houses.

An estate agent recentlymade theHerald awa-re that property owners who wanted to extendonto their current buildings, were instructedthat they had to have geological drilling donefirst.“This is something new as drilling only had

to be done in the past if a structure containingwater, such as pipes or a swimming pool wasto be erected. Now even owners who want tobuild a garage must have drilling done first.“I recently spoke with one of my clients who

indicated that the cheapest quote he could getfor this kind of drilling was R76 000. This is ahuge issue and not many people are aware ofit,” the agent lamented.The newspaper asked theMerafong City Local

Municipality if they could shedmore light on theissue.“This is applicable country wide for all areas

In the memorandum, the upset resi-dents, whomarched under the bannerof a community organisation calledthe MPPF (Merafong Progressive Part-nership Forum), demanded that theresults of three forensic audits doneat themunicipality in the past bemadepublic, its recommendations immedi-ately implemented, that disciplinaryaction and other remedial actions betaken against officials implicated incorruption at the municipality andthat a officials disciplinary action andother remedial actions be takenagainst the implicated officials.

On Tuesday, DA member of parlia-ment and the constituency head forMerafong, Ms Ina Cilliers, during thelegislature sitting, asked the legislatu-re sitting what Mamabolo, the MEC(Member of the Executive Committee)of the Gauteng Department of Co-ope-rative Governance and Traditional Af-fairs (COGTA) intends to do about theserious concerns raised by communi-tymembers during a protest on 29Oc-tober.

The erstwhile Editor of the Khutsong newspaperSeipone, Mr Herman Letsie, is still ready to takeon issues in the community with his pen.

“I want to relax but writing is in my blood,”Letsie, who is currently 72 years old, told the He-rald onMonday. He tells that Seipone, whichme-ans “mirror”, was started in April 1979 after hewas approached by former colleagues Ms KotiePretorius and Judy Carter. Thenewspaper, which reported onall events in communities in thearea including funerals, wed-dings and sport, soon became ahousehold name.

The newspaper’s last editionappeared in 1984 after it wasclosed due to coorperate reshuf-fling According to Letsie, he hadbeen submitting articles fornewspapers since the age of 14.He grew up in Khutsong and isthe son of the late Mr HermanMoeketsi, who founded Letsat-sing School at West Driefonteinin 1957. After the demise of Sei-pone, Letsie went to work for Ci-ty Press. His journalistic careeralso included jobs at the RandDaily Mail, The World and a pu-blication of the Chamber of Mi-nes.

He still clearly remembers so-me of the controversial articlesthat appeared in the Seipone du-ring his time in office. One, called “The gun-to-ting Mayor” reported on the actions of a formermayor from Wateredge with the who stopped abus on the way to Khutsong with his gun. In ano-ther article, called “Council leaves the people in

the dark” he exposed two politicians, the Chair-man of the Khutsong Community Council, MrMoses Lokwe, and the Township Superinten-dent, aMrVanderMerwe, over their plan to raisebus fares and rental money in Khutsong. As theywanted to be voted in for another term, they didnot tell residents of the plan.

Except of being hauled over the coals by localpoliticians and administrators, Letsie also gotregular visits from the security police’s branch

from Potchefstroom.Letsie went to school at the

Wilberforce Training Institute inEverton, where he in 1960, theyear before he completed hisma-tric, attended a meeting in theschool’s hall led by MangalisoSobukwe, the political dissidentwho founded the PAC. After themeeting, the students helped tocreate a bonfire at the Native Af-fairs’ Office where many peopleburnt their pass books. Alt-hough Letsie was arrested du-ring this event and taken to theStofberg Police Station, he got offwith a warning for being in “badcompany”.

According to Letsie, there aremany issues in the communitythat still concerns him, such asthey way in which people whosehouses are affected by sinkholesare treated. Although Letsiestays in Randfontein, his familyis still residing in Khutsong. As

a result of his interest in the community, Letsieplans to in the near future starts to write somecolumns for the Herald again.

“I think that people must have guidance. Theymust not be left in the dark,” Letsie believes.

The most popularexcuse used by government on nottackling big issues, such as the incre-ase in illegal activities linked to the

influx of zama zamas is that there isnot enough money to get more policeofficers to chase the offenders away.Just think about the difference the

money used for Nkandla could havemade if itwas spent on combating cri-me in our area? It is however not onlyon national level where problemsseem to be increasing. On local levelpeople staying in Extension 3 inKhutsong have four years been wai-ting in vain for new houses.According to police crime statistics

released by theDA this week,murderin the Merafong area increased by astaggering 152%,attempted murderby nearly 20%, illegal possession offirearms by 87% and stock theft by75%.The ongoing battle between those

in power and the normal populaceagain proves that politicians andothers in power always need to bewatched carefully.

Residents of Khutsong Extension 3 is still waitingfor government to deliver on its promises that theywill receive houses. According to two communityleaders inExtension3,MessrsPuleRakamaneandChuku Kerileng from the Khutsong Crisis and De-velopment Resolution Committee, many people inthis area of Khutsong are still waiting for houses.“We have lost count of how many meetings have

been held about this issue. Some people have losthope that theywill ever receive houses,” Rakamanetold the Herald. One of the Extension 3 residentswhohas beenwaiting in vain for a house of her ownis Mrs. Nthabiseng Ncunana (62). Despite the factthat she already applied for a house in 1992, Ncu-nana, her husband and her daughter, who suffersfrom respiratory problems, have had to stay in ashack for the past 24 years.Ncunana’s 24-year-old daughter, Lindiwe, de-

pends on extra oxygen for survival. In summer theheat in the shackmakes life almost unbearable forher and her family. In winter, the rest of the familycannot put on heaters in the cold shack becauseit worsens Lindiwe’s condition.“There are many people who are suffering like

this,” says Kerileng. According to Rakamane andKerileng, communitymembers’ hopeswere recent-ly raised when ward councillors and some officialspromised them during a community meeting andsmall soil turning event on 9 November that thebuilding of houseswouldproceed the next day. Theday for which this progress was promised, lastweekMonday, however brought nothing new.“Theysaid thatmaterial for thenewhouseswouldbedeli-vered to some of the yards where the houses areto be built the next day but nothing happened. Be-cause we are so concerned about what is going on,we decided to go to the provincial government togathermore information.On6October, theprovin-cial government toldus that thebuildingof thehou-ses will only continue next year,” Kerileng told theHerald. “Of the 970 subsidy applications that havebeen submitted for approval to date there are 230subsidy approvals that are available. The depart-ment is currently in a process to appoint a contrac-tor to construct the 230 houses with 50 of the 230planned to be built in this 2014/15 fiscal year bythe 31st of March 2015. The request has gonethrough the department’s bid adjudication com-mittee and is now waiting for the accounting offi-cer’s approval. Beneficiary administration is alsoundertaken since the number of people/familiesthat are residing on serviced stands and are yet toreceive top structures is more than the currentlyapproved 230 beneficiaries,” a copy of theGautengLegislatureReport obtainedby the concernedcom-munity members reads.

As a result of the problems with the houses, thenewspaper sent questions to theMerafong City Lo-cal Municipality about the matter.“Gauteng’s Department of Human Settlement

appointeduVukoCivils for theconstructionofhou-ses in Khutsong Ext 3. On 9 November 2014 thecontractor was introduced to the affected commu-nity. No commitment was made that the work willcommence the next day, namely 10 November2014. The community was informed that the con-tractor will start with the construction of two showhouses on stands identified by community leader-ship. It was further communicated that due to thecompulsory December site closure most of thework will be done in January 2015,” a municipalspokesperson replied to questions on the matteron Tuesday afternoon. “Since this is an in-situ de-velopment project, where the houses will be builtonervenalreadyoccupiedby thecommunity, coun-cil officials and the community leadership are busyconsulting with the owners to create the space ne-cessary for the casting of foundations. The con-struction of the showhouseswill commencebeforemonthendNovember2014andbecompletedbefo-re the compulsory site closure on 12 December2014. The construction of the outstanding unitswill commence in January 2015, depending on theapproval by province. If possible, some of the foun-dations will be cast before month end November2014. “In terms of the dolomite hazard zonation,Khutsong Ext 3 is a Zone 2 area. Zone 2 reflectsa medium susceptibility of large sized sinkholesand subsidence formation (with sub-areas reflec-ting a high susceptibility of medium-to large-sizesinkholes and subsidence formation), with respectto ingress of water and a low susceptibility of all-si-ze sinkhole and subsidence formation (with sub-areas reflecting amediumsusceptibility of large-si-ze sinkhole and subsidence formation), with res-pect to groundwater level drawdown. In the eventthat the groundwater level is drawn down signifi-cantly, (6m or more), the hazard classification willremain unchanged. “In layman’s terms KhutsongExt 3 is developable, provided that the develop-ment complies with SANS 1936, which deals withthemonitoring ofwet services and conducting foot-print drilling. The municipality indicated that itsuspends development in the Khutsong area untilan extensive investigation into the dolomitic condi-tions in the area was completed. This investigationhas now been completed and therefore develop-ment in certain areas can now commence, subjectto the requirements of SANS 1936.“New housing projects are planned in various

areas in Merafong City, but the funding and appro-val of these projects are still outstanding. As appro-val become availablemore informationwill be pro-vided,” the spokesperson indicated.

The problems at the R500 road that hasbeencloseddue toasinkhole earlier thisyear, is worse than originally throught.TheR500-road,which linksCarleton-

ville with the N14 main route betweenKrugersdorp and Ventersdorp, hasbeen closed since February after a sink-hole fell in on the one side. Although theroad surface had, at the time, not cavedin, authorities closed off the road becau-se the sinkhole reached underneath theroad surface. Since the time that theR500 was closed, people staying next tothe gravel road, which is used as an al-ternative route for the time of the roadbeing closed, complained that the ex-cess dust from the extra vehicles nowusing the road were making their livesunbearable. Some people also continu-ally kept removing barriers that closedoff the sinkhole road. This has led to se-veral accidents as people who do notknow the area were unsure of whether

they could use the road or not. DAmember of parliament and the constitu-ency head for Merafong, Ms Ina Cilliers,has continually been following the mat-ter up in the provincial legislature as noanswerswereavailableona local or regi-onal level. Although the Gauteng Roadsand Transport MEC Ismail Vadi indica-ted that this department intended to re-pair the road during September andOc-tober, this never happened. On Tues-day, Cilliers again asked questions onthe matter in the provincial legislature.“The MEC confirmed that the situationismuchworse than originally estimatedand that extensive rehabilitation workwill have to be carried out. However, theMEC was unaware that the detour roadhas become impassable due to floodingand showing signs of ground subsiden-ce. The DA has extracted a commitmentfrom theMEC that the road will be fixedwithin six months of the tender beingawarded – which will be advertised thismonth,” Cilliers indicated on Tuesday

Tuesday afternoon, most drivers wereusing the barred-off road next to thesinkhole. Although the barriers havepartially been opened, there were manyother signs in place showing that therewas a sinkhole ahead and that the de-tour road was supposed to be used.

The Merafong City Local Municipalityrecently discoveredmany illegal electri-cal connections that posed a huge dan-ger to residents.According to a spokesperson for the

municipality,MerafongCity recently an-nounced an amnesty period for resi-dents who tampered with their electri-cal connections to come forward wit-hout prosecution. A large number ofresidents made use of this amnesty.What themunicipality foundwhen wor-king through the list of houses whereeither the tenant or the owner appliedfor amnesty was that not only tampe-ring took place with regard to the me-ters but that various changeswere effec-ted to the internal electrification of thehouses, which poses severe danger tothe residents of those houses.In somecases changes were made to electricalinstallations in houses where the distri-bution boards burned out as a result.The changes were further clearly madeby unqualified people. Apart from the

risk that the houses of citizens whoma-de themselves guilty of these typeof acti-ons can burn down, it must be remem-bered that electrical fires give off toxicsmoke, which can easily claim the livesof the residents in such a house if thefire occurs while people are sleeping.The electrical installations in residenti-al and commercial properties are doneaccording to strict codes which is con-tained in the Electricity Act, 1987 (ActNo 41 of 1987) as amended, the Electri-cal Installation Regulations 2009 asamended, the Occupational Health andSafetyAct, 1993 (ActNo85of1993)andSANS (South African National Stan-dards)10142of2009. In termsofSANS10142 every building with an electricalinstallation must have a Certificate ofCompliance, and a test report, whichmust be issuedby aqualified electricianregistered with the Department of La-bour as a master installation electrici-an, installation electrician or an electri-cal tester for single phase installations.

kweng (36) from Carletonville,she was at home at 38 KeniteStreet at lunchtime on 17 No-vember when a visitor came toher house claiming to be conduc-ting a survey for the Herald. Thevisitor was an African womanwearing a T-shirt and a denimskirt. Mrs Segakweng’s 14-year-old sonwas present aswell as thehousekeeper and amale relative.She was alarmed when her sontold her that there was an un-known visitor at the house andthat he had let her inside. Thewoman started asking questionssuch as how many people readthe Herald newspaper in thehouse and how the Herald washelping them.Then Mrs Segakweng asked

for an identity card and thestrange woman suggested thatthey should walk to her car. Sheissued a laminated businesscard which had a name of an un-familiar company on it. Whenshe returned to the yard, she be-gan asking suspicious questions

about how many people lived inthe house, if there was a man inthe house and how many chil-dren resided there. She alsowanted to know if therewere peo-ple living in the back room. Shealso asked for the phone num-bers of the husband. Mrs Sega-kweng started to become suspi-cious because after they had spo-ken the stranger moved adistance away and made a priva-te suggested that they should fi-nish the survey at her work pla-ce, but the stranger then said shehad to do it at the house and thenleft.The woman was dark in com-

plexion and had a female passen-ger with her in the silver grey carthat was parked outside theyard. turbed person who suspectedly comesfrom outside South Africa. He continuallygets in the way of drivers especially at traf-fic lights. He walks into oncoming traffic

and puts his life and other people’s livesat risk.When theHerald’s spotted themanrecently he was standing next to the roadfacing an advertising board. A white carstopped next the road and the man appro-ached the car. He then retreated and wentback to where he was standing.He then tried to attack someone who

was taking photographs of him. He shou-ted thewords “Don’t do, don’t do”as hewastrying to hit the photographer with a blan-ket or what seemed lyk a black jacket. Ac-

cording to the police, they cannot do anyt-hing to the man as he has not committeda crime.The Carletonville Police indicated that

the man has to be assisted by the Depart-ment of Social Services and Welfare whodeal with people who have mental pro-blems.The community is also advised to report

the matter to the relevant departments asthey have the authority to remove himfrom the roads.

A new non-profit organisation was re-cently launchedin Khutsong Exension5.

Qhoboshiane Green Home was ope-ned by Miss Dineo Qabang and MrFransDikolomelawith the aimof provi-ding the Extension 5 community witha place where they can feel safe andcomfortable.

According to Qabang they want towork in collaboration with other orga-nisation around Merafong that mainlydeals with health and education.

“We want to work with churches,schools, private sectors and local busi-nesses so that we can encourage andempower our community,” said Dineo.

“We aim to help out the homeless,women and children that are abused,the elderly, and people with disabili-

ties.“We have programmes that help the

elderly to keep fit and healthy so thatthey can also feel like they are part ofthe community.

“Our youth programmes includedance anddramaclasses andafter careprogrammes where we help childrenwith their home work. We are trying tokeep them away fromdrugs and crime.We want them to learn that hard workpays and that education is the key tosuccess. I was also an orphan andthat’s why this project is close tomy he-art. I hope it grows into a bigger homeso we can accommodate a lot of peo-ple,” said Qabang.

Recently 70 students from three dif-ferent schools around Khutsong we-re selected to visit the Department ofCorrectional Services’ Johannes-burg Prison, also known as SunCity.

A total of 25 boys from BadireleHigh School, 25 boys fromTswason-gu High School and 20 boys fromPhorong Primary visited the centre.

According to the CommunicationOfficer of the Police in Khutsong, thestudents who were selected weresuspected to possible be involved inactivities that might be related to-gangs.

The purpose of the visit was toshow them that crime doesn’t pay,

it only leads you to prison.Involving yourself in criminal acti-

vity will keep you from making yourlife a success.

Two inmates shared their experi-ence about prison life and also advi-sed the children to stay away fromgangs.

The inmates also performed aplay for the students to show the stu-dents through acting how easy it isto becomepart of a gang and commitcrime.

“One inmate said that the studentswere lucky to go on a prison tour sothat they can see how hard the pri-son life is and that this will motivatethem to change and to becamebetterpeople,” said Dyosini.

She chose the career of being a discjockey (DJ) when she was influencedby her older brother who was a DJ andshe also inherited her passion for mu-sic from her mother who is a big fanof dance music. The influence from amusical family inspired her to becomeKhutsong’s first lady to hit the decksfrom 2006 when her brother bought apersonal computer and taught her howtomix songs through amixing programcalled “virtual DJ”.

van Hoërskool Fochville, is gekies omSuid-Afrika tydens die 2014 Legendswêreldfinaal te verteenwoordig. Die re-sies vind plaas by die InternasionaleRenbaan by Alton in die Amerikaansedeelstaat Virginia.
