WorleyParsons has over 23 years’ experience in the Sultanate of Oman with a record of excellence in resource and infrastructure developments that includes world class project developments. WorleyParsons Oman continues to be the largest EPCM provider in Oman, employing over 1,000 people.

WorleyParsons is committed to the development of Oman, and we believe that in-country value (ICV) is a key component of our future business operations. To ensure compliance with the National Objectives Program and other statutory regulations a plan dating back to 2007 was implemented using an ICV strategy with genuine local content focusing on Omanisation training, development programs, local sourcing of goods and services and working with development of suppliers and education and R&D Institutes to support development and capabilities.

In-Country Value (ICV) Ethos

WorleyParsons is conscious of the imperative for the commercial sectors of the economy of Oman to play their part meeting the Oman 2020 Vision with regard to investing in Oman. This vision requires various priority themes including the development of ICV to achieve economic diversification and human resource development.

Our ICV strategy in Oman sets out to create an Oman wide ICV policy and plan for our business operations. On contract award, each project develops its own specific ICV plan that fits into the over-arching country location plan which is monitored by an ICV Committee. Each operational support department also has an ICV plan.

Our Ethos is focused on the following areas;

• maximize employment of Omanis wherever possible and deliver placements on vocational/ professional training programmes, attractive to Omani graduates and school leavers

• maximize expenditure on local procurement of goods and services provided by Omani companies in Oman

• maximize and develop locally-produced materials for economic diversification

• maximize and develop products and equipment that (i) maximize value-added in Oman, (ii) introduce new technologies, and (iii) grow Oman’s export industries

• develop world class domestic capability in vocational/professional education and training institutions, matched to industry opportunities.

The WorleyParsons team which has extensive experience in ICV locally, regionally and globally, includes advising on policy and strategy to Government level. Our team brings together WorleyParsons’ deep technical capability, with the strategic capability of Advisian, WorleyParsons’ advisory arm, and specialist international consultants in ICV and local content policies who have developed tools in many parts of the world.

In addition to widespread global operations, active local content and ICV programs in countries across the Middle East, Africa, Central Asia and Asia Pacific, WorleyParsons has experienced, specialist staff with extensive knowledge of many country regulatory environments. This includes dealing with the practical realities of successfully executing ICV programs within a capital project environment here in Oman.

Our Assignments

We have undertaken various projects in support of ICV with our customers which include supporting them in:

• Delivering the National Training Objectives programme

• The drafting and implementation of Human Resources policy and procedures for their organizations

• Training our customers graduates and trainees

• Designing development plans that align with professional institutions

• Assisting customers with the drafting of invitations to bid for the award of EPC contracts with particular emphasis on addressing the elements of ICV

• Tendering work on behalf of customers in the procurement supply chain and advising on responses to tenders in relation to local, regional and global providers

• Aligning with specific subject matter experts and national training and education suppliers to assist them as appropriate in areas that will help them in the development of their organizations.

WorleyParsons recognizes the importance in developing the skill sets of our local personnel and contractors and as such has initiated a number of development programmes aimed at increasing local content.

We invest considerably in programs to ensure all local employees are provided with the tools necessary to develop their technical, managerial and leadership skills. Learning and development is an integral part of WorleyParsons Oman and is a critical element to ensure personnel growth and retention. The creation of individual development plans, including succession planning, together with support from external structured professional development schemes and coaching enable the long-term transfer of job skills and knowledge to local employees.

Graduate and Trainee Programmes

We recognize the importance that our graduates have on the future success of our company and so we’ve developed a truly dynamic Graduate Development Program that’s been structured to provide our graduates with as much breadth and depth of technical knowledge and work experience as possible. We currently have 42 graduates undergoing a three year competence-based programme assisted by coaches and mentors.

At the end of the formal period of Graduate Development, our engineers and other graduates in their disciplines transition through a process of continuous learning, towards more senior positions. Skills gap analysis is also conducted for experienced employees, and similarly with the assistance of a coach or mentor, they are encouraged to develop their own plans for progression. Training is delivered on an individual or group basis with a combination of on-the-job, in-house and external training programs.

Since 1994, we have recruited trained and developed over 500 Omanis, many of whom remain with us in senior positions today.

Social Responsibility

We promote our ICV commitment internally with our employees, suppliers, customers and partners in a way which sits side by side with our corporate social responsibility (CSR) approach and initiatives.

Highlights from our CSR programs in 2014 include a Cancer Walkathon, celebrating Women’s Day, Environmental Day Competitions and Blood Donation Drives.

The Services business line provides services to local customers, utilizing the knowledge and capability throughout our global organization. Major Projects

The Major Projects business line specializes in the delivery of large complex projects. It is a global business that supports large and complex projects wherever they are in the world. Major Projects execute these projects in the location required by our customers and support them with global capability from the WorleyParsons Major Projects’ execution centers of Houston, Calgary and London.

Improve

The Improve business line provides our customers with global best practice solutions to optimize the performance of their operating assets. Improve provides relationship-based support to our customers’ global-scale assets, where they are looking to achieve and maintain global best practice asset performance.

EMS is a global management system which serves as the repository for all processes and procedures that are utilized throughout all phases of execution. EMS ensures that all team members are working in a controlled and consistent manner, regardless of their location or the activity performed.

WPMP

WPMP is a scalable, stage-gated, risk-based process for supporting the development of project execution plans. WPMP is a key driver in our ability to define and design a facility with the lowest implementation costs without compromising the requirements with respect to availability, operability, maintainability and minimum total life cycle costs.

As Oman’s hydrocarbons exploration and production continues to emphasize complex solutions including enhanced oil recovery, sulphur technology, gas processing and offshore developments an intimate knowledge of these technologies becomes more essential to improve extraction efficiency.

The Amal Steam project comprises of an integrated enhanced recovery development of the Amal West and Amal East fields through shared surface facilities and operations. Phase 1 of the project involved the development of the Amal West field by continuous steam drive and Amal East field by cyclic steam simulation (Enhanced Oil Recovery (EOR) techniques).

WorleyParsons provided EPCM services for the facilities consisting of a water treatment plant include: specialist steam equipment package along with hookups and pipelines. The Amal Steam project is a key EOR project for PDO. In selecting WorleyParsons, PDO recognized our expertise in executing EOR projects in Oman.

WorleyParsons are currently executing phases 2 and 3 of the Amal Steam project which are due for completion in 2017.

Rabab Harweel Integrated Project CUSTOMER: PDOTIME FRAME: 2014 - 2018LOCATION: HARWEEL BLOCK 6,OMANOFFICE: OMAN, MUMBAI

The project is an integrated oil and gas onshore development mega project for the PDO Rabab and Harweel fields in South Oman. It involves the design and construction of new high sour and high pressure oil & gas facilities. The plant processes gas from the Rabab field for miscible gas injection within the Harweel oil reservoirs for Enhanced Oil Recovery (EOR). WorleyParsons core expertise in high sour and EOR was a key factor in this project, the scope includes the off-plot gathering and injection systems and export pipelines. Muscat, Oman is the lead office with HVE from Mumbai, India. WorleyParsons completed the FEED within the PDO FEED Office in 2013, and is working directly with Petrofac E&C to execute the detailed design.

In 2007 WorleyParsons was selected by PDO to support development of an in-house FEED capability and provide opportunities for training and developing Omani engineers. The FEED Office has successfully developed many leading class mega project FEEDs for PDO’s major CAPEX programs.

By leveraging the combination of our FEED capabilities, our presence in Oman along with the ability to bring our global expertise into Oman and execution in collaboration with other WorleyParsons global locations; we are truly able to offer value and unique solutions to our customers. The original contract was for five years and has since been extended twice for two years each time, which has benefitted PDO by providing a continuity of key resources.

Hydrocarbons experience

Al Noor Miscible Gas Injection (MGI) CUSTOMER: PDOTIMEFRAME: NOV 2010 – NOV 2014LOCATION: BLOCK 6, SOUTHERN OMANOFFICE: OMAN

The Al Noor MGI project represented significant technical challenges and is an example of WorleyParsons ability to execute cutting edge EOR projects.

WorleyParsons’ EPCM scope included the Sakhiya mini flood project with new injection well, compression and gas processing at Al Noor.

With the facilities design pressure at 660 bar and the presence of highly toxic sour gas, the Al Noor MGI project was listed in the top five high risk technical integrity categories worldwide by Shell. WorleyParsons was responsible for ensuring the critical requirements of the technical integrity were successfully delivered.

Raz Markaz CUSTOMER: OMAN TANK TERMINAL COMPANY (OTTCO)TIMEFRAME: APR 2014 – DEC 2014 LOCATION: RAS MARKAZOFFICE: OMAN

OTTCO plans to build a grassroots crude oil storage terminal with gross storage capacity of 200 million barrels of crude oil in Ras Markaz.

The project involves design, construction and operation of offshore tanker loading/ offloading facilities, subsea pipelines, onshore storage facilities and associated utilities and infrastructure.

One success factor for being awarded the Pre-FEED and PMC services from FEED to commissioning, was WorleyParsons’ in-house delivery of end-to-end services for the complete scope; including pipelines, terminals, maritime and offshore and subsea engineering along with FEED and PMC expertise.

Musandam Gas Plant (MGP)CUSTOMER: OMAN OIL COMPANY (OOC)TIMEFRAME: APR 2011 – DEC 2014 LOCATION: MUSANDAM, NORTH OMANOFFICE: OMAN

This project is located on the west coast of the Musandam Province in the Sultanate of Oman. The project is being developed by OOCEP to process well fluids from the existing West Bukha field located close by in Omani waters. Well fluids will be transported from the offshore platform to MGP via a new subsea pipeline. The plant will produce sales quality gas, oil, LPG, and sulphur, and will treat effluents to minimize any environmental impact.

The engineering, procurement and construction contract for the plant was awarded in December 2010 to Hyundai Engineering Company. WorleyParsons is engaged to provide the PMC services for the project from FEED to completion.

Engineering Design Services - MukhaiznaCUSTOMER: OCCIDENTAL OMANTIMEFRAME: 2013 - 2016 LOCATION: MUKHAISNA SOUTH-CENTRAL OMANOFFICE: OMAN

The Occidental Mukhaizna Field, has implemented an aggressive drilling and development program, including a major pattern steam flood project for enhanced oil recovery. To produce feed water for the steam needed for the project, non-potable water from multiple sources, such as water separated from oil production, is conditioned using various technologies.

WorleyParsons Oman is executing engineering and design services agreement for brownfield modifications and improvements at Occidental’s Mukhaizna facility. The work is executed by a team working on a portfolio of projects, maintaining approximately 20 active projects of various sizes and complexities at any one time.

Depletion Compression Projects – SNDC and KDCCUSTOMER: PDOTIMEFRAME: 2008 (SNDC), 2014 (KDC)LOCATION: CENTRAL OMANOFFICE: OMAN

PDO initiated the fields Depletion Compression projects to boost the gas field in using the depletion compression process.

WorleyParsons provided Select phase engineering to define the functionality of equipment for the new compression facilities and identified various options to evaluate and select particular compressor train configurations. The scope of works covered conducting technical safety studies for safe and sustainable operation of the gas processing facilities at Saih Nihayda and Kauther. These project’s importance will ensure the gas plants can continue to function optimally as the reservoir in these fields depletes.

Block 50 Offshore Study CUSTOMER: OOCEPTIMEFRAME: 2014LOCATION: OFFSHORE OMANOFFICE: OMAN, AUSTRALIA, MALAYSIA, SINGAPORE

Block 50 Oman Offshore Study is the first in-country offshore project. The OOCEP required an independent evaluation of technical, cost, schedule and HSE aspects of various options for developing oil resources, along with a decision support package to justify the recommended option. The study scope included high level concept screenings to identify and assess options for developing oil discovered under extended well tests and full field development phases. The study developed a range of scenarios for known leads and prospects in the block, the project was fast tracked and completed on schedule and within budget. The Select Team in Oman carried out the work with support from a number of WorleyParsons offices globally.

Khazzan-Makarem Gas Development AppraisalCUSTOMER: BPTIMEFRAME: AUG 2007 – DEC 2011LOCATION: CENTRAL OMAN DESERTSOFFICE: OMAN, AUSTRALIA, UK, CHINA, CANADA

This project, located in the Oman desert, comprises of 400 wells with a complex gas gathering system to a central processing plant with an approx. capacity of 1 bcf/d. Hydro-fracturing, treatment and disposal of process water necessitated the configuration of a complex water management solution.

WorleyParsons conducted conceptual engineering, pre-FEED and FEED for the Khazzan-Makarem gas field development, a tight gas field in Oman. A range of options were evaluated for this US$5 billion capital investment and further engineered to provide a solid foundation for FEED. Select workshare services allowed Canadian expertise to be used locally in Oman. This added value and increased the quality of the delivery of the overall project.

Oman Methanol Company required continuous plant improvements and enhancements in order to increase plant efficiencies, improve ease of operation, adhere to new statutory requirements and to enhance safety features.

The IMC Contract delivers a full suite of maintenance services for PDO across their Southern Oman concession and includes:

WorleyParsons was awarded the early infrastructure works for the Khazzan Project (Block 61) for full engineering design and long-lead engineering services, as well as full environmental services at the select, FEED, and FEED follow-on stages.

The Environmental scope involved critical permit support for the borrow pits, land discharge, tree cutting and the camp, update of EIA and environmental management plans - Wadi and Sensitive Habitat Plan, Chemical Management Plan and the Environmental Impact Identification (ENVIID) workshop.

EIA for 132KV Overhead Transmission Line and Associated Grid SubstationCUSTOMER: RURAL AREAS ELECTRICITYTIMEFRAME: 2011LOCATION: MUSCAT, OMANOFFICE: MUSCAT OMAN

WorleyParsons undertook the scoping EIA and EIA for the 100 km long 132 kV OHL between power station in Tibat and grid substation in Khasab and Dibba.

The baseline studies involved social and ecological assessment of the 100 km OHL and substations. The EIA identified and assessed the impact of project activities and proposed mitigation measures for the impacts.

The EIA included a section on climate change which discussed adaptations strategy and vulnerability and an estimate of GHG emission during the construction and operation phases.

Carrying Capacity for the Raysut Industrial Area CUSTOMER: MECATIMEFRAME: 2011 - 2013LOCATION: MUSCAT, OMANOFFICE: MUSCAT, OMAN

WorleyParsons was awarded a carrying capacity study for the Raysut area by MECA Salalah.

The study involved assessment of environmental, social, and health status of the project area through ambient air quality monitoring, social surveys, and review of secondary data.

Using the collated data, WorleyParsons identified environmental and social impacts and proposed mitigation measures to address the situation at hand.

On the job training was provided to five MECA people as part of our ongoing commitment to support our customers in-country value programmes.

The Ministry of Agriculture and Fisheries is currently implementing several harbour projects to accomplish a comprehensive Fishery Harbour Development Programme for the fisheries sector.

WorleyParsons was awarded engineering and construction services for six of these harbours to be planned and designed around the coast of Oman. The harbours are located in technically diverse regions of Musandam (Kumzar in the Straight of Harmouz, and Dibba) Dhofar (Rakhyute, Sadah and Shuwamiya) with good links to Salalah and Mahout in Al Wusta.

WorleyParsons is also managing the preparation of the EPC tenders and providing tender stage services.

Salalah Effluent CanalCUSTOMER: SALTICTIMEFRAME: ONGOING LOCATION: MUSCAT, OMANOFFICE: PERTH, LONDON

WorleyParsons has been engaged to provide coastal engineering services for a world class, large scale caustic soda processing plant in Oman.

WorleyParsons will determine the optimal location for the effluent discharge through state of the art plume dispersion modeling. The selected site location will be progressed through to the preliminary and detailed design of the outfall structure, providing assistance in permitting and environmental approvals. A particular challenge was ensuring the discharge and outfall structure has minimal impact on the natural environment and on existing and future port shipping and berthing operations.

Sezad Liquid Bulk BerthsCUSTOMER: SEZADTIMEFRAME: 2014 - 2019LOCATION: DUQM, AL WUSTA REGION, OMANOFFICE: UK, UAE, CANADA, AUSTRALIA, INDIA, OMAN

The Special Economic Zone Authority at Al Duqm (SEZAD) appointed WorleyParsons to perform consultancy services for project definition, FEED and supervision to develop liquid bulk berths in the town of Duqm. The project involves the development of liquid bulk berths and tank facilities to import crude oil export finished products from the Duqm Refinery and Petrochemical Industries Company (DRPIC). WorleyParsons Oman Engineering LLC will be responsible for the overall project and engineering management, environmental, contracting and tendering activities. Five different work share locations across the globe will be collaborating to successfully deliver this key project.

Salalah Power SystemCUSTOMER: PDOTIMEFRAME: 2010 - 2011LOCATION: AMAL ,SOUTH OMAN OFFICE: MUSCAT, OMAN

A significant generation capacity shortfall was identified in the Salalah power system as well as a major increase in PDO demand requiring installation of additional power plants in 2011. To overcome the shortfall, a 132kv interconnection to import power import from the PDO power grid was recommended in an earlier study.

WorleyParsons carried out a review of the interconnection between the Dhofar and PDO power systems including making recommendations and providing advice of on connection agreements, load-frequency control, operational tie line control, load shedding, voltage control and reactive power management, under-voltage load shedding, auto synchronizing scheme to synchronize the two power systems and the required telecommunication interfaces.

Amal Power Station CUSTOMER: PDOTIMEFRAME: 2011 - 2013 LOCATION: AMAL ,SOUTH OMAN OFFICE: MUSCAT, OMAN

Amal Power Plant was a modular construction with 252MW of installed capacity. The Power plant was designed with a unitized concept to ensure any equipment failure associated with one train did not cause any adverse effect for the other train.

The plant, designed for unmanned operation, is remotely controlled and monitored from the SCADA master control room.

WorleyParsons provided front end design, preparation of contract documents, tender clarifications and tender evaluation and also prepared the Frame 9E gas turbine generator units (GTGs) with provisions for Once Through Heat Recovery Steam Generators (OTHRSGs) on the back end of each GTG.

RHIP Cogeneration ProjectCUSTOMER: PDOTIMEFRAME: 2011 - 2013 LOCATION: RABAB - HARWEEL SOUTH OMAN OFFICE: MUSCAT, OMAN

The RHIP Power Station is a modular construction, built to meet both power and steam demand. Two GE frame 6FA gas turbine generators (GTGs) with heat recovery steam generators were installed as part of the project. Each GTG unit was unitized so that any equipment failure associated with one unit will not affect the other.

WorleyParsons provided the FEED, concept and load study, BoD and layout design for the power station and prepared material requisitions for the purchase of two frames 6FA.03 GTGs and two single pressure HRSGs with supplementary firing ability. Technical support during the tender preparation, evaluation and final negotiation phases for the award of the EPC contract was also provided by WorleyParsons.

Solar Power PlantCUSTOMER: PAEWTIMEFRAME: 2009 - 2011 LOCATION: ADAM, SOUTH OMANOFFICE: MUSCAT,OMAN

A consortium led by WorleyParsons provided advisory services for a large scale solar power plant in Oman. The consortium provided detailed assessment of existing solar power projects, ownership structures and commercial arrangements of existing operations around the world. Additionally, a review of the operational experience of solar power technologies currently at the forefront, installed capacities of existing plants, and the reliability of such technologies was carried out. A number of sites for the establishment of the project were identified, evaluated and short listed. The study evaluated the benefits of combining power generation and water desalination at a solar power facility, as well as those of integrating conventional power generation technologies with solar power generation.

Yamama DevelopmentCUSTOMER: LUKOIL MID-EAST LTD (LME)TIMEFRAME: 2014 – 2015LOCATION: QUMA, IRAQOFFICE: OMAN AND UAE

LME, in partnership with the South Oil Company of Iraq, is developing upstream production facilities and infrastructure to meet a production target of 1.2MMBOPD in the West Qurna 2 oil field in Southern Iraq. The Yamama reservoir will produce 650MBOPD of the 1.2MMBOPD targeted from the entire field. WorleyParsons has been contracted to execute the FEED phase of the Yamama Development Project.

WorleyParsons was engaged to identify, evaluate and define the central gas turbine power plant (GTPP) for the project. The GTPP is made up of five unitized power blocks each consisting of two gas turbine generators, two HRSG’s using waste heat from the gas turbines to produce steam that is supplied to a single steam turbine.

Musandam Power ProjectCUSTOMER: RAECOTIMEFRAME: 2011 - 2014LOCATION: MUSANDAM OFFICE: MUSCAT,OMAN

The Musandam Governorate had several small local systems in isolated operation, fed by individual power plants, and equipped with diesel engine driven generators. The government of Oman initiated a project to develop power generation and transmission network systems for the Musandam Governate.

WorleyParsons was engaged to identify, evaluate and define the project followed by the preparation of EPC contracts to construct 80km of double circuit steel towers, 132KV overhead transmission lines to interconnect three 132/33/11KV grid substations. The project was in a remote and mountainous terrain presenting HSE challenges. WorleyParsons provided support during the tendering and evaluation for award of the EPC contract.

Emergency Product Stockpile and Transportation SystemCUSTOMER: VALE INTERNATIONAL S.A. TIMEFRAME: 2011LOCATION: SOHAR, OMAN OFFICE: SOHAR

An emergency product stockpile and transportation system was required by Vale to allow continued product production from the kilns when the product stackers either failed or were down for preventative maintenance periods. The objective of the project was to provide flexibility for the product stock operations.

WorleyParsons Oman completed a FEED Study to determine the size of the iron pellet stockpile with regard to planned stacker down time and the best location of the stockpile and the handling system for returning product back into the process.

WorleyParsons worked with the customer to enable maximum ICV content in the procurement strategy and provided technical support through the procurement and construction processes.

Jetty B Methanol Export Pipeline CUSTOMER: OMAN METHANOL COMPANYTIMEFRAME: 2011 - 2014LOCATION: SOHAR, OMAN OFFICE: SOHAR, MUSCAT

OMC operates a world scale methanol plant at Sohar Industrial Port in Sultanate of Oman. WorleyParsons carried out the design and Engineering of a 30” pipe line to export methanol from the production facility to the port facility. This pipeline was required to feed methanol to a new Jetty, as part of the customer’s upgrade. The project included sizing and design of the pipeline along with its supporting civil & structures, all control systems and electrical systems.

Project Management Services - Caustic Soda and Ethylene Dichloride plantCUSTOMER: SALTIC LLC FZCTIMEFRAME: 2010 - 2012LOCATION: SALALAH, OMANOFFICE: MUSCAT, SOHAR, MANCHESTER

Saltic is investing in the development of a state-of-the-art petrochemical complex designed to produce 1,000 tons per day of caustic soda and 1,231 tons per day of ethylene dichloride (EDC) at the Salalah Free Zone (SFZ) in Oman.

WorleyParsons were responsible for validation of project cost estimates, preparation and relaase of a global EPC tender. Assistance was also given in the evaluation of bids and in the preparation of a final recommendation for selection of the EPC contractor.

The project, managed by an integrated project management team, consists of personnel from WorleyParsons and OMPET’s management team.

The project includes development of a large scale PTA (Purified Terephthalic Acid) and PET (Polyethylene terephthalate) facility. The project requires hydrogen (generated from natural gas) and nitrogen both to be supplied from an adjacently located plant.

The facility is a world-scale ranking project of high importance to the development of Oman petrochemical industry.

OARC, a Takamul subsidiary company of the Oman Oil Company, set up a green field aluminium rolling mill at the Sohar Industrial Estate in Sohar, Sultanate of Oman.

WorleyParsons was appointed by OARC and the National Bank of Oman (NBO) on behalf of Takamul Investment Company as independent engineers.

The green field aluminium rolling plant will have an installed capacity of 140,000 MTPA of flat rolled aluminium products. The adjacent smelter will supply molten metal to the rolling facility.
