The FLEPPC Board of Directors (BOD) approves and recommends amending Article I of our bylaws, which states that “the name of the organization shall be the Florida Exotic Pest Plant Council.” The Article shall now state “the name of the organization shall be the Florida Invasive Species Council (FISC)”. We feel that this new name incorporates current terminology as used by the broader scientific community, invasive species biologists, and other invasive plant councils when referring to problematic non-native plants. The use of “Invasive Species” as opposed to “Invasive Plants” leaves open the opportunity for our organization to expand its focus to include all taxa, something that the BOD has been discussing for quite some time to increase the breadth of our positive impact to the conservation community. Yay: I approve amending Article I of the bylaws to change the name of the organization from the Florida Exotic Pest Plant Council (FLEPPC) to the Florida Invasive Species Council (FISC). Nay: I do not approve amending Article I of the bylaws to change the name of the organization from the Florida Exotic Pest Plant Council (FLEPPC) to the Florida Invasive Species Council (FISC).

The FLEPPC Board of Directors (BOD) approves and recommends the following additions and deletions to Article V, Section 5 of our bylaws, that will offer the potential for Directors-at-large to serve two consecutive two-year terms based on merit. We feel these changes will support increased productivity and flexibility within our BOD. Article V Section 5. Directors-at-large shall have staggered two-year terms. Four members-at-large will be elected every year as needed. During the second year of each director-at-large’s term, officers will vote on whether to offer a consecutive term to each director. Directors-at-large will be limited to two consecutive terms. To fill a vacancy in the Directors-at-large, the Chair will appoint an individual to serve the remaining term, subject to a 2/3 majority confirmation by the board. A vacancy may be considered to exist when a Director resigns or in the event a member of the Board of Directors fails to attend two (2) consecutive meetings. Directors-at-large shall not be elected to serve consecutive terms.

Florida Exotic Pest Plant Council

Florida EPPC Dear FLEPPC Membership,

I am writing to inform you that the Board of Directors has recently voted to approve the adoption of a special rule for Article VI, Section 5 that “the Chair can call for Special Meetings via email”. Previously, any vote by the Membership had to take place during the Business Meeting at our Annual Symposium with 30 days notice given to Membership as to the vote in question. The way this process will work is that the Membership will receive an email from the Chair, or the Secretary on behalf of the Chair, with the word “BALLOT” in the subject line. The email will contain a link to an electronic poll for the vote in question. The votes will be tallied after 30 days. We will send at least one reminder before votes are due. We hope that by conducting voting online, we will have increased participation among members in good standing, while also allowing for an expedited process for dealing with any pressing issues. This does not eliminate in-person voting at the Business Meeting, but rather offers another voting option. The first ‘Special Meeting’ will be sent out shortly. FLEPPC Julia Morton Invasive Plant Research

Grant Program REQUEST FOR PROPOSALS

Deadline: 20 January 2020 The Florida Exotic Pest Plant Council (FLEPPC) has available funding to support two (2) research grants/scholarships for students conducting studies related to invasive exotic plant management in Florida.

The deadline for proposal submission is 20 January 2020. Written proposals should be no more than three (3) pages in length, including detailed methods for the research to be conducted, as well as references and budget. Requests for funding should be no more than $2,000. The proposal should include a summary of the research project and its relationship with Florida exotic pest plant management problems. Proposals longer than three pages in length will be returned without review. Particular plant species involved in the study should be one or more of the Category I or Category II exotic pest plant species listed by FLEPPC (see: http://www.fleppc.org ) or plants that are determined to have a “high” or “moderate” invasion risk by the UF IFAS Assessment (https://assessment.ifas.ufl.edu/). In addition, the applicant should provide complete contact information and a detailed budget, with an explanation of how the funding will be used. Contact information also MUST include the student’s Sponsored Research Department to facilitate payment/disbursement of grant funds. Examples include (but are not limited to) travel funds for field work, funds for research equipment or supplies (or temporary use of specialized equipment), a stipend for applicant's project work time not otherwise supported, travel funds for presentation of the research at the annual FLEPPC meeting, etc. In developing the budget, funds requested are to be used for the direct costs of conducting research on the proposed project and are not to be used for indirect costs incurred by the student’s university or agency. Proposals will be evaluated and ranked on the critical management need for scientific results in the area of study and on the clarity of the submitted request.

Basic eligibility requirements:

To be eligible for funding, applicants:

• must be an undergraduate or graduate student enrolled at an accredited institution of higher learning anywhere within the United States;

• the research must be conducted on a listed Florida invasive plant (http://www.fleppc.org/list/list.htm);

• An accompanying letter of recommendation from a faculty advisor MUST be included as part of the application package;

• must provide the full address of your Sponsored Programs/Contracts & Grants department, the person to whom a check should be sent, and how the check should be made out (in the event you are awarded the grant).

Proposals will be accepted from individuals, public or private nonprofit organizations, and academic institutions from private and public universities and colleges to K-12. The FLEPPC Education Grant Committee will review all applications. Winners will be announced during the business meeting at FLEPPC’s annual symposium in spring 2020. Winning applicants/organizations must present their results (poster or presentation) at the next annual symposium or provide a summary article for FLEPPC Newsletter and website.

Evaluation criteria Award preference will be given to proposals that meet the following criteria: • Involve plants listed as Category I species on the FLEPPC 2019 List of Invasive Plant Species,

found on www.fleppc.org (projects involving Category II species will also be considered); • Include an educational message that will reach a large segment of the community; • Heighten community awareness about non-native invasive plant identification, management,

GUIDELINES FOR REPORTING RESULTS Congratulations on receiving FLEPPC’s Kathy Craddock Burks Education Grant. One re-quirement of the grant is that you (or a co-worker) report results of your program back to FLEPPC so that others may learn from your project. It is preferable that you complete this report within 3 months of your stated project completion date. In reporting your results to FLEPPC, you have two options: (1) You can describe your program for our membership during a 20-minute presentation at our annual statewide symposium (see www.fleppc.org for details as spring approaches), or (2) you can write a report for possible publication for the FLEPPC website and for possible publication in the FLEPPC quarterly newsletter. Content and style guidelines for written reports are below. Oral presentations need only adhere to content requirements. Content requirements (oral or written report)

• Provide a program summary with the overall goal(s) clearly stated • State specifically that you received a "Kathy Craddock Burks Education and Outreach

Grant” from FLEPPC • State specifically what items or services the awarded funds were used to purchase • Describe which FLEPPC species the program addressed • Describe how/where the FLEPPC logo was displayed • Provide a count or estimate of the number of people your project reached • Acknowledge partnerships and/or matching funds, if applicable

Style guidelines (Quarterly Newsletter only)

• Articles are typically 750-1000 words; word limit is 2000 • Submit unformatted Word or WordPerfect documents to Kris Campbell,

[email protected]. • Provide full contact information for primary author • Send photos as separate files. Please provide photographer credits and captions in the
