I think in the EU it only applies to goods, and not passenger transportpour la définition tu pourrais utiliser le point (15) du préambule de 1072/2009/EC, p.ex:the provision of services by hauliers within a Member State in which they are not established and should not be prohibited as long as they are not carried out in a way that creates a permanent or continuous activity within that Member Stateles points 4, 5 et 6 expliquent le pourquoi de cette loi, on pourrait peut-être en faire une synthèse

• Article 8 of the Regulation 1072/2009 provides that every haulier is entitled to perform up to 3 cabotage operations within a 7 day period starting the day after the unloading of the international transport.

Cabotage general definition

• A haulier may decide to carry out 1, 2 or all 3 cabotage operations in different Member States and not necessarily the Member State in which the international transport was delivered. In this case only one cabotage operation is allowed in a given Member State to be carried out within 3 days of entering that Member State without cargo.

je pense qu'il va te falloir parcourir 1072/2009/EC et écrire tes interrogations au fur et à mesure de ta lecture. Ca pourra servir de base pour la FAQ et ça devrait faire émerger les situations problématiques.
