CERRITOSWeekly Crime SummaryJune 4-10, 2012

Part I felony crimes reported to the Cerritos Sheriff’s Station dropped from 34 the previous week to 19 last week. Rob-beries increased, commercial burglaries remained the same, as residential burglar-ies, vehicle burglaries and vehicle thefts declined. Patrol deputies handled 250 calls for service, down from 295 the week be-fore. The 2012 weekly average in calls for service is now 266.

There was one robbery investigated. On Monday June 4 at 4:40 p.m. a male juvenile was riding his bicycle in the 16800 block of Judy Way when a vehicle containing three other juveniles pulled up beside him. Two exited the car and pushed the victim to the ground. They took his shoes and helmet, and then fled in the vehicle.

Residential burglaries dropped from ten to six last week. Open/unlocked doors or windows were the entry points in four. One window was pried and another was shattered. Cash, laptop computers, TVs, jewelry, and coins were stolen.

The 2012 weekly average in residen-tial burglaries is now 4.2.

Side garage doors are a vulnerable

point of entry in residential burglaries. The doors are usually protected from street view by a gate, and often not rein-forced with a stronger frame and a sturdy deadbolt. Keep this in mind if you have not made any improvements. This is one repair that could save you the dilemma of being victimized.

Commercial burglaries remained the same last week at four. Two fitness center lockers were involved where credit cards, wallets, cell phones, and keys were taken. The doors of two closed businesses were breached and computers were missing. The 2012 weekly average in “other struc-ture”/commercial burglaries is 1.6.

Vehicle burglaries dropped from nine to four. High-volume commercial parking lots were the locations in two. Four were SUVs. GPS units, a gym bag, clothing, an iPhone, CB radios and a CD player were missing. The 2012 weekly average in ve-hicle burglaries is 7.7.

Visible items within the passenger compartment are vulnerable items to theft. Make sure that the would-be thief cannot look into your vehicle and see anything worth breaking into it to steal.

No vehicle thefts were reported last week. The 2012 weekly average in this category is now 3.5.

OPINION

One Does Not Have a Claim on Life Only the Right to Use itBy Jerry [email protected]

Sometimes I think my Friend from Fruitcake, Florida has a crystal ball, which he looks at, and it tells him

what is going on. A few days ago, for in-stance, he walked into the office and asked, “ What’s going on in Hawaiian Garden?”

I looked at him and said, “What do you hear?”

Not one to beat around the bush, he said, “Back in Fruitcake when a candidate runs for office and makes a commitment to his/her supporters, it’s kept.”

“That’s understood,” I replied, “but sometimes circumstances prevents a can-

didate from keeping his promises.”“That’s true,” he said, “but back in Fruit-

cake, the candidate tries to explain why he can’t keep his commitment.” He paused for a moment, “but when he doesn’t even try to explain and just keeps silent, it begins to look like he only made the promises just to gain support.”

My Friend from Fruitcake had a point.“You know what happens? He asked.

“His supporters eventually turn against him and he suddenly finds himself mar-ginalized.” He paused a moment. “His so called new friends are just using him under the guise of harmony. We had that happen a few years ago. A candidate running for the Fruitcake city council promised his supporters he would straighten things out in city hall.”

“What happen?” I asked.“He took the easy way out and didn’t

do a thing. Nothing changed.”“What did his supporters do?“They turned against him and pulled

their support away from him. The next election three seats were open. His former

supporters backed three reformed candi-dates. When the election was over and new majority took over a he was marginalized. When his term was ended he failed in his bid for re-election.

I sat back in my chair, silently going over in my mind what he had just said. “What doe that has to do with Hawaiian Gardens?” I asked.

“If you don’t know, I certainly don’t know,” he replied.

My Friend from Fruitcake, Florida got up to leave, then sat back down in his chair. “You know, “ he said, “Politics is the same no matter where you live. If you don’t keep your promises or at least try to keep them, you wind up alone. No one will trust your word again. It’s true in Fruitcake and here in California. I think Hawaiian Gardens voters know what is going on.

This time my Friend from Fruitcake, Florida got up from his chair and said, “Well, I have to go. I’m having lunch with our friend, “VAL LYNDER, DEFENDER OF ALL THAT IS TRUE.”

Barrows Alleged Assault Case Headed to DA’s Office Hearing Program

The Los Angeles County District Attorney has decided not to seek felony charges against Cerritos Mayor Pro Tem Bruce Barrows after an alleged altercation involving resident and city council critic Jay Gray, but the embattled official is not out of the crosshairs of legal au-thorities.

Mario Trujillo, Assistant District Attorney confirmed to Los Cerritos Community News-paper on Monday afternoon that his office will not move forward on the matter after Gray

filed a “failure to prosecute” procedure last Friday.

“The District Attorney will not file charges against Mayor pro tem Bruce Barrows,” Tru-jillo told LCCN.

“The DA will refer the case per policy to a Office Hearing Program. The case will be handled internally and informally in our of-fice,” stressed Trujillo.

According to one website, Open Hearing is an administrative hearing that is conducted as an alternative to a misdemeanor criminal prosecution in Los Angeles County. The City Attorney Hearing Program is used as an al-ternative to criminal prosecution. A hearing officer (not an attorney) conducts this type of administrative hearing and there is no judge or jury present at the hearing. Witnesses for the defendant and or the alleged victim may testi-

fy at the hearing. Evidence presented by either side is considered by the hearing officer. At the end of the hearing, the hearing officer will determine whether to recommend to the City Attorney to proceed with criminal prosecu-tion, dismiss the matter, or the hearing officer could leave the case open for one year before completely closing out the criminal case.

Gray and Barrows went head to head in a heated exchange at the Monday June 4 Cerri-tos City Council Meeting during public com-ments. Barrows said he was “defending the honor of his wife Teresa.”

Gray said the he was a “victim of assault” and that Barrows needs to admit “the truth” to “himself” and “the community.”

Cerritos resident Chris Fuentes lashed out at Barrows at the meeting and demanded the

[See BARROWS page 19]

Publishers Rant

Barrows calls resident A**hole

A**hole! A despicable word when, used towards a person, will likely initiate some kind of negative response.

But that is what Cerritos Mayor pro tem Bruce Barrows said to a resident of Cerritos because Barrows disagreed with him during a conversation after the June 4, 2012 council meeting.

This statement is in the Cerritos Sher-iff’s police report. A report that interviewed the Cerritos resident, Barrows and a wit-ness. Actually the witness reported Barrows called the resident a F***** A**hole.

Analyze the statement. What kind of person-who is a public servant no less- would call a resident-an active resident-

that in public. With witnesses present?Even if you are in a disagreement with

someone, calling them an A***hole will increase the chances that things are not go-ing to go well after that.

In two witness statements, which in-cludes Barrows, after Barrows called the Cerritos resident an A**hole, the resident said, “at least your wife likes me”.

Which is where the incident went awry.

Barrows admitted in the report that he “lost control” after the wife statement, pushed the resident on the shoulder and then “walked away”.

Yet, the resident and witness both said it went farther than that, with Barrows grabbing the shirt and tie and pushing him against the wall. In the fluff Press Tele-gram story dated 6/5/12 "Barrows denied allegations by Gray that he had made other physical contact."

So there is no question that Barrows

called the resident an A***hole and as-saulted him. The only question is the level of assault.

Can you imagine what would happen if an LA County Supervisor called a resident an A**hole after a meeting?

Can you imagine what would happen if a California Assemblyperson called a resi-dent an A**hole after a meeting?

Can you imagine what would happen if a Congressperson called a resident an A**hole after a meeting? And they did this with witnesses?

Why is it OK that Barrows did it? Where is the outrage Cerritos? If Cerritos mayor pro tem Barrows can

call a Cerritos resident a A**hole for a simple disagreement and then accost that person, what is next?

We can all just F***** imagine. The Cerritos Sheriff’s report of the

incident can be viewed at loscerritosn-rews.net.

Excelsior committee members gather in the school quad following the 2010 alumni picnic. The committee members cover graduation dates from 1945 to 1971. Even though they attended Excelsior in different times they come together every two years to plan the picnic. Planning starts early in the year, first securing the school, and picking a theme. Each member volunteers their talents to the group, which will all, come together for the 14th alumni picnic on June 23, 2012.

Excelsior Alumni Plan for June 23 Picnic

come true.”Joining in the ceremony included for-

mer Old Fire Station #30 Fire Fighters and living members of their families.

Attending and speaking about their memories where Clark Miller, Greta Creedon, daughter of former fireman Joe Hakema , Steven Earl, son of firefighter Fred Earl, Joe Hakema Jr. the son of the late fireman as well as Rick Ings, son of fireman Fred Ings.

Also attending were Ann Julian, daugh-ter of Elmer Julian; Richard Willeford, son of Hogan Willeford and Lou Ann Zulawski, daughter of Fred Earl.

Applebury referred to Fire Chief Osby as a “rock star” before the event began and Osby said he had “never felt such pride to be part of something that will be a living testimony to fire fighters and a community that has a huge heart.”

Also performing at the event was the Artesia DES Band under the direction of Conductor David Costa.

After its retirement from Los Angeles County, the building was sold and several other entities including an ambulance ser-vice and the former Artesia Chamber of Commerce, utilized the facility.

In 2005 the City of Arteisa acquired the building and with restoration funding by both county Supervisor Don Knabe’s of-fice, a major renovation was able to com-ment.

Applebury said that the goal of the res-toration was “to return the building to the look and condition it was during the fire service days.”

Members of the Artesia Historical Soci-ety interviewed and shared their memories of the building which aided Mayor Lyon in achieving “an accurate restoration.”

The opening of Old Fire Station #30

Museum makes it the second museum to the campus of the designated Artesia His-torical District, which already included the Artesia Historical Museum also known as the Frampton-Dantema House located at the corner of Alburtis Avenue and 187th Street.

Supervisor Don Knabe, a longtime friend of Smuts.

Smuts was praised by ABC USD Board President Olympia Chen, members of the Board of Education pounded drums as a symbol of their affection for Smuts.

Also participating in the tribute was former ABC Unified School District Su-perintendent Ronald Barnes, and Smut’s successor Dr. Mary Sieu.

Barnes joked that he and Smuts and Sieu all had one thing in common, that the three of them understand what it take to work in an office “with a leaky roof.”

Also poking fun at Smuts was longtime friend Dennis Mc Reynolds, who worked for decades with Smuts at Cerritos High School. McReynolds, now retired recalled all the “fun” they had as “youngsters” when they were both part of the early faculty and staff at Cerritos High School. “We taught each other how to be cool,” McReynolds said.

Sieu and Carol Hansen, Valencia May-field, and Toan Nguyen, members of the “Superintendent’s Cabinet” talked about “Gary’s ability to recycle coffee, day in and day out from the same coffee pot.”

“The bottom line was, if Gary ever of-fered you a cup of coffee from his office, we always would say no thank you. Yep, now it can be told that Gary actually drank coffee from the same grounds two and three days in a row,” Nguyen said.

Smuts, an avid athlete was presented a gift certificate for a new high end bicycle, as well as a gift of $1,000 to “spend as he wishes” from those gathered.

Also singing Smuts praises were Ray Gaer, President of the ABC Federation of Teachers Local #2317; Laura Rico, past president of ABCFT; Rebecca Michel-Macias, President of CSEA Chapter #24; Linda Harbin, President of AFSCME Lo-cal #2229, Council 36; and Sergio Garcia, Principal of Artesia High School who rep-resented the ABC Management Associa-tion.

Smuts thanked each of his colleagues in a touching and moving speech that end-ed with a standing ovation. “It was a fitting tribute to a man who has dedicated much of his life to the students of ABC USD,” said former Cerritos High School Baseball Coach Vern Brock who also attended the event.

H.G. COUNCILContinued from page 1

ment, location, use, and/or operation of second-hand stores and/or donation centers in all zones and prohibits the issuance of building permits, use permits, and any land used entitlements.

Councilmembers expressed concern about resident concerns who live in back

of the proposed store about a drop-off at the rear of the store and who it might at-tract when the store is closed.

Councilmember Joseph Cho said he would like more information on existing Goodwill Stores in neighboring cities that have drop off sites and how they are run. Specifically, he and the majority on the council want to know about safeguards at the sites after operating hours and if resi-dents just dump items off and leave. They also asked if Goodwill has any rules gov-erning how items are dropped off.

Goodwill CEO Janet McCarthy told LCCN when items are dropped off the do-nor receives a receipt for the value of the item(s) for tax purposes. She said Good-will was looking at placing the drop-off area toward the front of the store. She said it would be enclosed and open only during store hours.

If the council eventually votes against the planning commission recommenda-tion, it will then vote at a later date on the conditional use permit.

In a statement to the council, Harry Saltzgaver, a member of Goodwill’s Board of Directors urged the council to over-ride the commission and reject the mora-torium. He said the income generated through Goodwill stores are channeled into their training and employment programs with more than 86 percent of Goodwill SOLAC’s total revenues directed into job training and other community services.

Other Goodwill speakers noted Good-will’s economic impact in the community. It was pointed out their stores employ 280 individuals, have a starting salary above minimum wage, and offer healthcare and other benefits.

In making its recommendation to the council, the commission expressed reser-vations regarding potential impacts asso-ciated with second-hand retail stores and drop-off donation centers close to residen-tial property that relate to security, exces-sive foot traffic and the potential for ad-verse noise. The commissioners also noted the lack of specific regulations governing this type of use in the city code.

Councilman Mark Pulido voted against the moratorium citing his experience with second hand stores, including Goodwill stores. He lauded Goodwill for operating clean and efficient stores and said he be-lieved there would be no problem with an outside drop off site. He described Good-will as good neighbors. However, the council majority voted for the moratorium with councilman Bruce Barrows casting a yes vote after being assured the morato-rium was only to give staff additional time to investigate similar stores and how other Goodwill stores. Are run

Residents also expressed concern about delivery trucks. However, it was noted that when Rite Aid was located on the site, there were delivery trucks going to the site and there were no problems.

Councilmember Carol Chen voted for

the moratorium, saying she agreed with Councilman Cho. She too would like ad-ditional information concerning drops and how they’re handled at other Goodwill stores in neighboring communities.

the event they decrease to other city employ-ees.

He said the contract may be terminated or canceled at any time by the City or by the Administrator, for any reason or for no rea-son at all, and may be terminated completely without cause. It also stipulates the Adminis-trator shall not be removed from office dur-ing or within a period of 90 days following a municipal election. He said the purpose is to allow newly elected council members to observe the actions and ability of the Admin-istrator’s performance. If he is terminated within the 90-day period he/she shall be paid for that period and the remaining 90 days from the election regardless of whatever time remains on the term of employment.

The contract calls for the city to pay di-rectly to the Public Employees Retirement System all payments needed to satisfy the administrator’s contribution to CalPERS. The council also renewed the city’s contract with Howard & Associates to provide human resources and labor negotiation services. The city’s current contract expires June 30. At the same time it named Howard Caldwell acting city administrator when the city administra-tor is absent. Caldwell receives a flat fee retainer of $4,600 per month. In the event he is asked to serve as acting administrator, he will receive additional compensation of $400 per day covering the City Administra-tor’s office.

AFFCME Union Representative Pete Schinaufer told the council he was disap-pointed in the council’s naming Howard Caldwell to be acting city administrator when the city administrator is out of town. In the past the council would name department heads to fill the temporary position, giving them experience that would benefit their cur-rent position.

One union member commented to the LCCN after the council meeting Caldwell would receive $400 per day compared to the department heads that were paid their regular salaries.

In other business the council approved the painting of red curbs at the intersections of 221st Street and Arline Avenue, 223rd Street and Horst Avenue, and the Northeast corner of 228 Street. and Arline Avenue.

The council also approved a one-year agreement for Helicopter patrol services by and between the city and the Lakewood-Sky Knight Patrol. Councilmember Barry Bruce said right now a deputy in the field could call the helicopter to a site. He would like him to receive approval from a superior instead of call direct. The council agreed with the city administrator saying he would follow trough on the suggestion.

COMMUNITYSPORTS

By Loren [email protected]

The writing was somewhat on the wall last summer for the Cerritos Girls Softball Association when it did

not field a 14-U division in its own annual tournament. Only two teams had signed up to come to Cerritos and one was its own all-star team.

This summer will see the CGSA go through some major changes which presi-dent Benito Joaquin hope are just tempo-rary. For starters, the CGSA will not host its own tournament for the first time ever. Last summer, the tournament, which was held June 10-12, fielded a total of 15 teams in three age divisions. In the past, there have been eight teams in four age divi-

sions. Part of that can be attributed to the decision of more and more girls opting to play travel ball instead of recreation ball. Also, the City of Cerritos wouldn’t allow vendors to be on the premises of the Cer-ritos Sports Complex, something that prob-ably discouraged teams from coming.

“It was unfortunate but the positive is we’re taking a year off to just gather up some information and see what we can do to make it a better experience, not only for Cerritos but for all of the other teams com-ing in,” Joaquin said.

Cerritos participated in the Los Alami-tos Tournament last weekend when it should have been hosting its own tournament. The CGSA still went to the San Dieguito and La Habra Tournaments again, just as it did last summer and will return to the Chino Hills Tournament this weekend. Joaquin said that the CGSA plans on bringing its

tournament back to Cerritos next summer. But, he also said the numbers are down this summer, more with the older girls. In terms of all-stars, there are 15 returning from the 38 that were in the 8-U,10-U and 12-U di-visions last summer. From this summer’s 8-U team, there are two returning all-stars. Six 8-U all-stars moved up to the 10-U team with one returning member while two 10-U all-stars last summer are now 12-U all-stars with another four returning to the same team.

“It was a time where we lost some re-ally good girls,” Joaquin said of this sum-mer. “Travel ball is becoming a big thing now, especially with the younger girls. It wasn’t only the 14s; it was also the 10s and 12s. It was not only Cerritos, but a lot of other leagues. A lot of the presidents were complaining about being short in the 14s. We had other leagues that had only one or

two [teams]. It was all across the district.”However, the CGSA is fielding a 6-U

all-star team for the first time, which is mostly slow pitch and Joaquin hopes that it will generate more players to come out and advance through the system in the fu-ture. The 6-U all-stars will also compete in the Chino Hills Tournament but not in the Amateur Softball Association Los Angeles/South Bay “B” District Tournament, which will be held in Long Beach June 22-24. Including the ASA “B” state tournament last summer, the four CGSA all-star teams combined to go 52-40-4 with the 10-U all-stars capturing the San Dieguito and Chino Hills Tournament championships.

“We have some really good 8-U girls and some really good 6-U girls,” Joaquin said. “We’re taking extra efforts to prep them a lot better and get them ready for competitive play, which is all-stars.”

CERRITOS GIRLS SOFTBALL ASSOCIATION ADJUSTING TO TEMPORARY CHANGES

WHITNEY JUMPERS END STRONG AT CIF TRACK AND FIELD CHAMPIONSHIPSBy Thien-TuTo

On May 19, 2012, Whitney High School sent two of its finest track and field athletes to compete at Mt. San Antonio College for CIF-Southern Section Division 4 Finals. Senior Paley Mao finished 4th with a boys’ school record triple jump of 41’11.5” and sophomore Michaela Platt tied for 7th in the girls’ high jump with a leap of 4’9” as they both ended their high school seasons at CIF Finals.

Throughout the season, Mao struggled with a nerve injury in his right hamstring,

but still managed to win 1st place at the 2012 Servite Invitational in the high jump at the beginning of the season. Mao also took home 2012 Academy League Boys Field MVP honors with a 1st place perfor-mance in the boys triple jump (40’10.5”) and a runner-up finish in the boys high jump (5’10”).

This season, Platt has blossomed into a distinguished jumper after switching her focus from sprinting to jumping. At the 2012 Servite Invitational, Platt won the

girls’ high jump with a then school record of 5’1”. Platt would go on to become the 2012 ABC Unified District Champion in both the girls’ high jump and long jump while setting district records in both events. At the 2012 Ocean View Invitational, Platt took home 1st place in the girls’ high jump and 3rd place in the girls’ long jump.

To round off her season before CIF, Platt turned in 1st place performances in high jump (5’3”) and long jump (16’5”) while also finishing 3rd in the triple jump

(31’8.75”) at the Academy League Finals. Platt’s high jump mark set a new Acad-emy League record and bettered her own Whitney High School record while her long jump mark broke the previous Whit-ney High School record. Platt’s successes earned her 2012 Academy League Girls Field MVP honors.

Currently, Mao and Platt are training to compete at Junior Olympics in June. Next year, Mao plans to jump for the track and field team at NYU.

(for the Fullerton Superior Court in the Small Claims, Civil Harassment, and Un-lawful Detainer cases), I shudder to think of the possible repercussions to both indi-viduals and the city of Cerritos from a con-tinuing knockdown and drag-out fight this incident might engender.

From my experience with many per-sonal mediation cases and observations of court cases, nothing is made better by con-tinuing a personal dispute in public and the courts. Persons with political ambitions in particular need to stay out of the conflict arena as the public quickly loses faith in anyone who can’t get along with the op-position. There is a saying in mediation, if you wrestle with a pig, both of you get muddy, but the pig enjoys it. Continuing a dispute only causes continued personal anguish, stress, and tarnished reputations. Plus, lawyers are expensive.

There is a lesson for all of us in this case. What I’ve observed is that life is fraught with conflict and controversy and

no one is immune from losing their temper under the right circumstances. The higher-order issue is not who is right, but how to make it right. The only good remedy to personal disputes of this nature is to apolo-gize, forgive, and move on. It is impos-sible to reconcile with someone until you have forgiven them. Most mediated civil harassment cases are settled in exactly this way, sometimes with more formal ground rules for behaviors.

In conflict mediation, the past is seldom discussed, but instead, closure is gained by getting back on the right path. I often sug-gest that no matter who is more at fault, the bigger person should apologize first as an initial step toward reconciliation and normalization of civility. After some vent-ing, soul searching, and time to calm down, over 90% of the mediated cases settle with a handshake. If both gentlemen involved in this dispute apologize and forgive, I would consider them both to be the bigger man. The ideal solution is always for the parties in a dispute to remember to be hard on the issues but soft on the people. Life’s too short to carry a grudge.

Hawaiian Gardens Awards $44,000 in Scholarships

The City of Hawaiian Gardens awarded $44,000 in higher educa-tion scholarships to aspiring Hawai-

ian Gardens youth and adults. A keystone priority of City leaders, the City annu-ally presents scholarship awards to deter-mined and financially-challenged residents in their pursuit of improving the lives of City youth and families. The Scholarship Awards Dinner ceremony took place on June 9 at the C. Robert Lee Activity Cen-ter, located at 21815 Pioneer Blvd. in Ha-waiian Gardens.

This year’s candidates were presented awards under three different scholarship programs; the “Youth Scholarship Pro-gram” for graduating high school seniors, the “Adult Scholarship Program” for adults attending school or desiring to return to school, and the “Miss Hawaiian Gardens Scholarship Program” for ladies 18-25 years of age desiring to represent the City at important civic events.

“The City is so proud to recognize and award these residents for their hard work and determination to advance their educa-tion and improve their lives,” said Hawai-ian Gardens Mayor Mike Gomez. “The betterment of our community starts with our youth and families, and being able to

support these special youth and adults with $44,000 in educational funding is a special honor, especially in these tough economic times.”

The scholarship awards program in the City is among the most coveted awards by aspiring City youth and adults. The highly successful program received a total of 75 applications for this year’s scholarship op-portunities, representing a 74% increase in applications from last year. To be consid-ered for awards, candidate attributes taken into consideration include, grade point average, past civic participation, demon-strated financial need, poise, positive at-titude, networking skills and professional appearance.

This year’s group of candidates in-cludes aspiring doctors, attorneys, design-ers, psychologists, educators, auto mechan-ics, engineers, biologists, law enforcement and business professionals. Past recipients have gone on to professions such as au-thors, professional athletes, law enforce-ment professionals, nurse practitioners, city administrators and educators.

They are either planning to or are al-ready attending universities, community colleges or vocational schools, including California State University, Long Beach, California State University, Los Angeles, University of California at Irvine, Univer-sity of California at Santa Barbara, Univer-sity of Indiana, Cerritos College, Cypress College and Golden West College, to name a few.

The City awarded $44,500 to its resi-dents last year, a significant contribution and reflection of its priority on the educa-

tion and betterment of its citizens. The funds are part of the City’s annual bud-get and do not impact basic City services, which are also budgeted and fully funded.
