8. It has been suggested that one of the primary motivations behlnd iAFIS is cost/benefit and that this is not always compatible with safety. It is ~

recalled in this context that regional air navigation plans shall satisfy the ~i operational requirements and shall be economically justified (Assembly ~1 Resolutions A16-10 and A26-8, Appendix L, Associated Practice 5 refer). ~; Although costs and the availability of qualified controllers are signlflcant

factors, it is expected that States, when determining whether aerodrome contro1 [~ service or aerodrome flight information service is required at a given i

aerodrome, will give the same weight to safety considerations as when they are ~pl.anning other facilities and services. i

9. It has a1so been suggested that the introductlon of aerodrome ~

fl1ght information serv1ce 1s pr1mari1y an 1mp1ementation prob1em. It may benoted in this regard that the Second Asia and Pac1f1c Regional Alr NavigationMeeting (S1n8apore, 1983) made provision.for AFIS at various aerodromes in the

. regions (Doc 9404, Agenda Item 4, Appendix A refers) and that the European AirNavi8at1on P1an a1so spec1fies a requirement far the provision of AFIS 3t alar8e number of aerodromes (Doc 7754, 23rd edition, Part 111, Table AOP
