NUJ BACKGROUND

THE National Union of Journalists Malaysia (NUJ), the only organisation of working journalists in the country represents the industrial, social interest and welfare of 1,400 journalists. Formed on Aug 30, 1962 NUJ Malaysia is the sole authority to negotiate and determine

the proper rates of remuneration and other terms and conditions of employment for journalists in the various publishing houses which produce Bahasa Melayu, English and Chinese newspapers and periodicals. NUJMalaysia isa foundingmemberandaffiliateof theConfederation of Asean Journalists (CAJ), which was formed on March, 1975. Through CAJ, NUJ Malaysia has meaningful relations and programmes with its Asean partners and international organisations. Asean solidarity is strengthened through CAJ, with the CAJ presidency rotated every two years through the General Assembly held in the host countries. Malaysia now holds the CAJ presidency. NUJ Malaysia is also affiliated to the InternationalFederation of Journalists (IFJ),whosemembership comprisesmore than 400,000 journalists in over 100 countries. ThroughIFJ,NUJislinkedtoaninternationalnetworkof journalists solidarity and programmes.

Among the objectives of NUJ are:1. To secure the complete organisation of all working and

professional journalists in Malaysia;

2. To promote the industrial, social and intellectual interests of its members;

3. To defend the freedom of the Press, to deal with the professional conduct of its members and to maintain high ethical standards in journalism.

4. To obtain and maintain for members just and proper rates of remuneration, security of employment and reasonable hours and conditions of work and to provide advice and assistance accordingly.

5. To regulate relations between employer and employee, between member and member and between members and others workers and to endeavour to resolve any differences between them by amicable and conciliatory means.

6. To promote the material, social and educational welfare of members; and

7. To promote legislation affecting the interests of members.

NUJ CODE OF ETHICS 1. Respect for truth and for the right of the public to truth is

thefirstdutyof thejournalists.2. Inpursuanceof thisdutyhewilldefendthetwinprinciples:

freedom in the honest collection and publications of news; and the right of fair comment and criticism.

3. The journalist reports only in accordance with the facts of which he knows the origin. He will not suppress essential information of falsify documents.

4. He will use only fair methods to obtain news, photographs and documents.

5. Any published information which is found to be harmfully inaccurate he will do his utmost to rectify.

6. He will observe professional secret regarding the source of informationobtainedinconfidence.

7. He will regard as grave professional offences the following: Plagiarism, Calumny, slander, libel and unfounded

accusations. The acceptance of a bribe in any form in consideration of either publication or suppression.

8. He recognises in professional matters, the jurisdiction of his colleagues only; he excludes every kind of interference by governments or others.

KNOW THE ORGANISATIONS

THE Hong Kong Journalists Association (HKJA) was formed in 1968. It is the onlyindustry-wide union of journakists in Hong Kong. The HKJA promotes the right to freedom of expression and actively focuses on a range of press freedom and ethics concerns. We are onstantly on the offensive against barriers to news coverage, such as legislation

that infring on the free flow of information and the public’sright to know. As a trade union, the HKJA focuses on labour right, pay issues and professional standards. We organize seminars and workshops to improve reporting skills and keep members informed of developments in the profession.

THEInternationalFederationof Journalists(IFJ), first formed in 1926, is the globalorganisation representing more than 600,000 journalists in 120 countries. The IFJ wasestablished to promote international solidarity and to build their capacity and improve their campaigning skills on press freedom issues.

It runs international campaigning on journalists safety, pressfreedom, public service broadcasting, editorial indepence,

genderequality,toleranceandworkingconditions.Inparticular,it believes that journalists need to be able to organise freely into associations and trade unions in order to campaign for improvements in their socialandprofessional rights.The IFJworks on the premise that only through developing strong journalists’ organisations will journalists be able to practicefree, fearless and independent reporting.

LO-TCO is the international support agency of the Swedish trade union movement. The LO-TCOScretariatof International

Trade Union Development Co-operation was founded by its two members: the Swedish Trade Union Confederation (Landsorganisationen - LO) and the Swedish Confederation of Professional Employees (Tjanstemannens centralorganisaion - TCO). The two organisations represent a total of 3.2 milion union members. The LO-TCO Secretariat is dedicated to promoting a more equal distribution of power and resources to eradicate poverty in the world, to fostering equality and welfare and to strengthening democracy. This is achieved by supporting trade unions throughout the world. The LO-TCO believes that it is the responsibility of unions to negotiate for their members of a reasonable collective agreements which are one of the best mechanisms for combating poverty.

MEDIApersonnel,reportersorphotographers,rushtoasceneto gather news and capture the best pictures for their readers. However, in carrying out their professional duty, they overlook thepreparationsneeded inanaturaldisaster, conflictorwarzones. Thus, they compromise their safety and life whether on duty in the country or abroad. We have experienced natural disasters like landslide and floods,whichresultinalargecrewassignedtocovertheeventover a period of time. Over the last decade or so, local journalists have been sent overseas to cover events of major magnitude like earthquakes and tsunamis. ThepressfraternitywerealsodespatchedtowarandconflictzonesinBosnia-Herzegovina,Iraq,GazaandSomalia. Realising that a safety guidebook was a necessity, the National Union of Journalists Malaysia embarked on a project tocompilealistof dosanddont’swhentaskedtocoversuchevents. At the time of completing this book, the nation was still coming to terms with how Bernama cameraman Noramfaizul Mohd Nor was shot dead by a sniper while covering a Malaysian humanitarian mission in Mogadishu, Somalia. So the deadline for this book was rushed to give NUJ members and employees of the print media a quick guide should they be assigned to cover similar events.

There is also a high turnover of workers in the media industry. After a few years, many reporters and photographers are replaced by less experienced people, culminating with an ever-diminishing chain of expertise and knowledge. Employers have no choice but to send media workers, who have little experience or are unprepared, to such places. Finally, our appreciation to the International Federationof Journalists, LO-TCO (Swedish Trade Union) and the Hong Kong Journalists Association as this booklet was adopted from literature produced by them. We hope our small effort will go a long way to providing assistance to our fellow journalists.
