Editorial

Public sector universities in Pakistan have the responsibility of generatingthe well - educated human capital to run the affairs of the nation. Such humancapital is inevitable for the productivity increase and uplifting of services invarious fields. The emphasis placed on higher education a few years backpresented a ray of hope that, with preferential funding, public universities inPakistan would move forward in revolutionizing the state of higher educationin the country. It was optimistically expected that soon there would be economicmodernization and social improvement in the wake of the uplift of the qualityof education, particularly in science and technology. Unfortunately the trendcould not be sustained and the public sector universities in Pakistan startedfeeling the crunch of inadequate funding on the part of the government. Thenewly established universities like BUITEMS were particularly hard-hit,because of their being in the stage of infancy. Such institutions, gasping forthe financial oxygen vital for their sustenance, are prone to severe set backas compared to universities established since long.

Pakistan needs to move rapidly towards the state of self reliance, the key togetting out of the debilitating clamp of debt and state of dependency. Suchsalvation would only be possible if the country is provided with well-educatedand capable human capital by the universities. A well-educated work forcewould be of tremendous value to a self reliant Pakistan which aspires topromote the sectors of economy dependent more on human skills than oncapital equipment. Our youth are our strength and the grooming of our youthmust go on even if we have to sacrifice the growth of some other sectors.

In spite of the financial crunch, BUITEMS is striving not only to maintain butalso to improve the rate and quality of human resource generation, and looksforward to an increased financial backing form the government as well asfrom private philanthropic organizations and individuals.

Study Tour of BSTelecommunication EngineeringReported by Khurram Javed

The Department of Telecommunication EngineeringBalochistan University of Information Technology,Engineering & Management Sciences (BUITEMS)Quetta arranged a study tour to Lahore by thestudents of BS (Telecom Engineering) 7th from 29thDecember, 2008 to 6th January, 2009, in order toinculcate quality engineering knowledge in thestudents. The students had the opportunity of visitingdifferent industrial companies and the tour providedthem first hand information on their working andsystems.

On December 31,the students visited PTCLExchange at Kalma chowk. Students were receivedby a team of Engineers at PTCL and were provideduseful information concerning various switchingmodules, transit setup and NGN. The students alsogot the opportunity of observing the modules.

The next visit was to ZTE (Zhongxing TelecomPakistan (Pvt.) Ltd) in Model Town on January 1, 2009.ZTE CORPORATION is China's largest andprestigious vendor organization and wirelesssolutions provider. Students were given informationabout emerging technologies; optical transport,switching and video conferencing and then they wereshown around different labs of the organization.

On January 2nd, responding to an invitation from

SUPARCO (Space and Upper AtmosphericResearch Commission), the group visited theiroffices on January 1, 2009. An informative sessionwas held to acquaint the student with the currentstructure of organization, research tasks, futuregoals, demands and human resource development.The students availed the opportunity of havinginformal discussions with the executives andscientists of SUPARCO. Accompanied by a numberof engineers at SUPARCO, the group visited variousdepartmental sections and laboratories. The studentswere thrilled to witness the virtual prototype of Pak-Set, which is going to be launched in the year of 2011.

On January 3, the group had the privilege of visitingPTV centre, Lahore. PTV is a valuable source oftechnical expertise and knowledge fortelecommunication engineers. This visit helped thestudents get know-how of broadcasting, intrabroadcasting, inter broadcasting and world widetransmission.

Different historical sites like Badshahi Mosque, ShahiFort, Shahlimar Gardens along with Anarkali, UrduBazaar and other shopping malls of city, were visitedon January 4.

On January 5, the group paid an unscheduled visit toNCA (National College of Arts) and Punjab University.The very same day, the group paid a quick visit tothe museum and then headed to Wahga border tocatch a glimpse of the excitement and thrill of theceremony held there .

It was overall a highly educative tour and a novelexperience for the students as it helped them graspthe new insight and explore the new dimensions inscience and technology.

Seminar on "PerformanceAppraisal"Reported by Kiran Manzoor

A one day seminar on performanceappraisal was organized by BS (BA)students on 17th January 2009 under thesupervision of Ms. Tayyaba Akram,Course Instructor of Human ResourceManagement (HRM). The seminar wasjointly sponsored by Bank Alfalah & theFaculty of Management Sciences. Dr.Maqsood Ahmed, Dean of faculty wasthe chief guest.

The guest speakers of the seminar wereMr. Anwar Dotani, Mr. Talha Yousaf & Mr.Mehboob Ul Haq. Mr.Anwar Dotani(Trainee Off icer at CRS) made apresentation on "Performance Plan &Performance Management System".Hesaid “Performance appraisal, also known

as employee appraisal, is a method by which the jobperformance of an employee is evaluated (generallyin terms of quality, quantity, cost & time).Performance Appraisal is a part of careerdevelopment". He also explained the aims & stepsof performance appraisal which included; reflectvision, develop & consult.

Mr.Talha Yousaf, Zonal Coordinator, Bank Alfalah,explained performance appraisal regarding hisorganization. What methods & basis they use forperformance appraisal of their employees. He said,Bank Alfalah had two main departments forevaluation of employee performance that are; HumanResource Department & Quality AssessmentDepartment. He told that his organization had annualauditing system for appraisals of the employees.

Mr. Mehboob Ul Haq (HR & Finance Manager inBalochistan Education Foundation) explainedperformance planning in 5 Ws (Why, What, Who,

When & How).He commented on SMART (Specific,Measurable, Achievable, Realistic & Time bound)planning for performance appraisal. He alsocommented on performance measure & how toutilize resources more efficiently. He concluded withremarks on the standards of performance appraisal& 360 degree rating as a measure of performanceappraisal.

After the speeches by the three guest speakers, therewas a Question Answer session.At the end, DeanFaculty of Management Sciences, Dr. MaqsoodAhmed distributed shields to guest speakers &certificates among the participants.

National University of Computer & EmergingSciences (NUCES FAST), Lahore arranged an ITevent from 04th-07th of Feb, 2009. The students ofComputer Engineering Department of BUITEMSparticipated in the Quiz competition and won firstposition among nine teams from different universitiesof the country. On 19th Jan 2009, BS(BA) student organized a one-day seminar in the city campus of BUITEMS, on thetopic of 'Compensation'. The seminar was heldunder the supervision of lecturer ManagementSciences Ms. Tayyaba Akram, with the major focuson various concepts of compensation and factorsaffecting compensation. 23 students of the semesterwere divided into seven groups. The leaders of thepresenting group were: Mr. Abdul Rauf, Mr. OwaisNajeeb looni, Mr. Mushtaq Hussain,Mr. Najeebullah khan. Mr. Faheem, Ms. AneesaBatool, and Mr. Abid Hussain Khoso. The seminarstarted with the recitation of verses from Holy Qurran

by Mr. Mushtaq Hussain.

One day Seminar on"Business Work Ethics"Reported by Ms. Khalida Durrani

BUITEMS is leading the way byencouraging her students to bridgethe gap between"bookish" knowledgewith real life application. BUITEMSheld a one day Seminar on "BusinessWork Ethics" the first of its kind inBalochistan, organized by thestudents of BS(BA) on the 11thFebruary 2009.

How we define right from wrong in thework place is such a relevant anddebated issue that Honorable ViceChancellor Engr. Ahmed FarooqBazai spared his time from hiscommitments to be the Chief Guestand to be one of the resource persons

to present his views on thetopic. It was a rewardingexperience to see him on therostrum stressing upon theimportance of the teacherbeing the students "role model"and how the students alwayshave a vital role to play in thedevelopment and practice ofproper conduct in BUITEMS.

The seminar was inauguratedwith the recitation from the HolyQuran by Sohail MajeedBS(BA). To set the stage aseries of faculty and studentinterviews were shown to seewhat work ethics mean tothem, and how it is practicedin BUITEMS. The Seminarwas handed over to the guestspeakers Mr. Masud Bin Ayub

One day Training Workshop on“Entrepreneurship -Understanding the Process”Reported by Ms. Khalida Durrani

BUITEMS has always taken a leading role in providingquality education that meets the requirements oftoday's multi task world. One such way is to providethe link between industry and BUITEMS. On the 20thJanuary 2008 in the Auditorium City Campus theCareer Planning and Counseling Unit, BUITEMS with

the collaboration of the Small and MediumEnterprises Development Authority (SMEDA) held aone day training workshop for the senior students ofMBA.

Mr. Ali Khan opened the workshop with a briefintroduction of his organization. Mr. Muhammed BilalKhan, an MBA graduate in Finance and in Marketing.with an 8 year experience as a training consultantoffering his services to various organizations anduniversities, as well as operating his own business.He took command of the stage and captured the

audience with his wit and charm and inminutes organized them into groups andconducted various activities that weredesigned to bring the entrepreneur out ofall the participants. The studentsresponded in their participation and theworkshop ended with laughter as a groupof volunteers acted a short play about ashopkeeper and a customer.

The Honorable Vice Chancellor Engr.Ahmed Farooq Bazai along with the ProVice Chancellor Prof. M.A.K. Malghanishared their precious thoughts regardingthe workshop. The Honorable ViceChancellor especially eulogized the effortsmade by BUITEMS and SMEDA and

hoped that this link would be further strengthened bysuch future events.

University of Information Technology, Engineering &Management Sciences, Quetta, on March 18, 2009.Mr. Hassan Zaidi, Coordinator Digital Library Projectof the HEC was the resource person while Mr.Mohammad Nadeem provided him auxil iaryassistance.

The main focus of the workshop was on ensuringeffective use of about 50 thousand books on varioussubjects and research journals related to diversifiedfields. Thirty eight faculty and staff members attendedthe highly informative program of the workshop.

Industrial Tour of BS (ElectronicEngineering) Reported by: Safia Manzoor

Balochistan University of Information Technology,Engineering & Management Sciences (BUITEMS)arranged an Industrial Tour for the students ofElectronic Engineering seventh semester to Lahorefrom Feb 14, 2009 to Feb 24, 2009. The trip providedstudents practical knowledge and experience.

The group of 84 students was headed byEngr.Wajahat Maqbool (Chairman Department ofElectronic Engineering), Engr. Taimoor and Engr.Hamid Kareem .

The first visit by the group was to "Dawood Hercules"a fertilizer industrial structure in Pakistan. Engineersof DH showed and guided the students aboutdifferent sensors and DCS system being used there.The students visited different parts of the industry;The question & answer session was productive andcognizant. The delegation was impressed to learnabout establishment of schools, blood donationcamps, relief works, environment conservation

campaigns, and earthquake rehabilitation efforts etc,undertaken by Dawood Hercules.

Feb 17, 2009 a visit was paid to "Albario Engineering(Pvt) Ltd (AEPL) the construction contractor of 225MW Balloki Power Project. The Habibullah coastalpower plant situated near Baleli is also maintainedand run by Albario Engineering Pvt. Ltd. Students werevery excited about the PLC and control system usedin this power plant. Engineers from Czech Republic(who are vendor of Albario) showed the delegationthe difference of normal and combined cycle system.

Feb 18, 2009 was reserved for a visit to NORTHERNPOWER GENERATION COMPANY LIMITED whichproved to be a fascinating visit. Interestingpresentation by their staff and lively discussion. Thispower station is situated at shahdara on right bankof Ravi Lahore. Power Station comprises 03 x 14.75MW Gas Turbines of Fiat Italy with capacity of 44MW.

The next day visit was to "Packages Limited" whichis a joint venture of Ali group of Pakistan & Akerund &Rausing group of Sweden. The Group's principal

activities are to manufacture and market paper,paperboard, packaging material and tissue products.The Group also manufactures and markets finishedand semi finished inks. Visit to the University ofPunjab was made the next day. Although it was aquick visit but it provided extensive and usefulknowledge. .

The tour ended with a marvelous trip to Murree. Thestudents visited New Murree which is about 15kmaway from main Murree hills. A chair lift and cablecar system takes you from New Murree to Patriata.

Series of Islamic Lectures byDr. Atta-ur-RehmanReported by Hyder Iqbal

Life of Hazrat Muhammad (PBUH) has been theepitome of inspiration and guidance for the MuslimUmmah. It is an ineffable epoch of time which hasguided not only Muslims but also non muslims in allwalks of life. The need of the time is to propagatetrue message of Islam, which stresses upon thevirtues of peace and tolerance as explained by ourgreat Prophet Muhammad (PBUH). Keeping thissentiment in view, the Directorate of Student Affairs,BUITEMS organized a lecture series delivered bythe erudite scholar Dr. Atta-ur-Rehman, on February2-3, 2009 at the auditorium of the City Campus . Theprogram was coordinated by Mr. Ahmad ShahDurrani, Director Student Affairs. He introduced Dr.Atta-ur-Reham to the audience and highlightned thesignificance of Islamic lectures and their impact ondaily life. This briefing was held in theuniversity auditorium where the Deans of Faculties,Department Chairmen, Directors, members of theadministrative staff and students were present.

The Honorable Vice Chancellor emphasized the rapidrise of the six year old university into a reputednational institution which has established linkageswith prominent universities of the world. This premierinstitution has the services of 55 foreign qualifiedscholars and doctors. The modern and well-equippedlaboratories of the university are unique in theprovince and the students and staff of the universityare engaged in the task of extending the boundariesof knowledge through their intellectual and industriousresearch. Engr. Ahmed Farooq Bazai expressed thedesire of strengthening the ties of staff and studentsexchange with the German Universities. Some of ourstudents are already registered with GermanUniversities for higher studies Collaboration inresearch activities can further build up our relations.

His Excellency the Ambassador was optimistic thatstudents and staff exchange program would openfresh vistas of learning and research for scholarsfrom both the countries and this would give a boostto the promotion of knowledge and mutualunderstanding. Education serves to provide guidancein all spheres of life and we can progress morethrough intellectual development of the people thanthrough material resource build up. He showed hiswillingness to collaborate in the educational andresearch ventures undertaken by the students andstaff of the university. He acknowledged thatBUITEMS was doing remarkably well in meeting thechallenges of the modern age through the provisionof education in modern technology. At the end of thevisit, university shields were presented to thedelegates by the Honorable Vice Chancellor.

On Universitycampuses, involvement in extra curricular activitiesis a key tool in personal development of students asit plays an integral role in their collegiate experience.Students participating in such activities gain andimprove skills, self confidence in addition toentertainment.

GC University Lahore Dramatic Club hosted the 3rdInter-Varsity Drama Festival from March 8 to 14 atthe Bokhari Auditorium. The BUITEMS DramaticSociety team, along with the Dramatic Societies from12 other renowned universities, participated in theweek long festival. The BUITEMS Dramatic Societyteam of 12 students, led by Mrs. Ayesha Manzoor,& Mr. Zeeshan Khalid, reached Lahore on 11th March,2009 with the zeal of performing a comedy stageplay, AISA BHI HOTA HAE.... -

The organizers had made impeccable arrangementsto the maximum comfort of all the participatingteams. Our performance was set to be staged in theevening of 13th March. All the team members utilizedthe time to its best, in rehearsals of Play, in the lobbyof hotel, on the stage and even in the rooms. On13th of March, our team's performance was the 2ndof the evening, after the well reputed team of NCA.Our Play started and it just took two minutes and thehall was rising with the thunders of laughter &showering accolades. Through out our presence onthe stage, the smiles didn't leave the faces of viewer.The performance went smoothly. The appreciationreceived from the audience and from the participantsof other teams, was way beyond expectations. ChiefGuest, Mr. Intizar Hussain and Vice Chancellor GCU,Prof. Dr. Khalid Aftab, distributed the shields amongall the participant teams. We managed taking out timeto visit the symbolic places of Lahore, including, ShahiKila, Badshahi Masjid, Tomb of Allama Iqbal, thefamous markets of Anarkali & Liberty.

Article 1 of the United Nations Universal Declarationof Human Rights states, "All human beings are bornfree and equal in dignity and rights. They are endowedwith reason and conscience and should act towardsone another in a spirit of brotherhood." In this context,a Provincial Workshop was organized on March 18,2009 by (WESS) Quetta. A number of participantsbelonging to various spheres of life participated inthe workshop. There were the representatives ofminorities of Balochistan besides other stake holders

in the workshop. Mr. Ahmad Shah Durrani,Chairperson Department of Social Sciences,BUITEMS participated as guest speaker andmediator of the workshop. He gave a detailedpresentation on the "Human Rights: History, Evolutionand Current Challenges". He said that Human rightsrefer to the "basic rights and freedoms to which allhumans are entitled". The earliest glimpse of humanrights is found on the Cyrus Cylinder written duringthe reign of King Cyrus of Persia/Iran in 600 BC.Edicts of Ashoka issued by Ashoka the Great of Indiabetween 272-231 BC are also notable documentson human rights. Another important document ofhuman rights is the Meesaq-e- Medina of 622 AD, byProphet Muhammad (PBUH) to mark a formalagreement between all of the significant tribes and

families of Yathrib (later known as Medina), includingMuslims, Jews and Pagans.

The most important document of human rights is theLast Address of Prophet Muhammad (PBUH) in 632AD which covers all aspects of human rights. Headded that English Magna Carta of 1215 is particularlysignificant in the history of English law. He furthersaid that United States Declaration of Independence(1776), French Declaration of the Rights of Man andof the Citizen (1789), The Geneva Conventions(1864-1949) are also significant documents ofhuman rights. He explained that the final documentof human rights is the "Universal Declaration ofHuman Rights" which is a non-binding declarationadopted & proclaimed by the United Nations GeneralAssembly on December 10, 1948. There are 30articles in the Universal Declaration, bifurcated intotwo distinct and different covenants; a Covenant onCivil and Political Rights and a Covenant onEconomic, Social and Cultural Rights. He further saidthat Human Trafficking, Child Labour & ChildProstitution, Violence against Women, Rights ofMinorities, Poverty, Illiteracy and Health Problems aresome of the current challenges in the presentera.Prior to him, Mr. Pervez Iqbal, Executive DirectorWESS presented welcome address and explainedthe workshop objectives. Keeping in view thesignificance of research, Department of InternationalRelations, University of Balochistan arranged a three-day workshop dated 28th, 29th and 30th March, 2009on research methodologies. The workshop wasconducted by Prof. Dr. Naheed Zia Khan, DeanFaculties of Law, Commerce, Management &Administration Sciences, Science and Technology,Fatima Jinnah Women University Rawalpindi. It wasattended by participants from different universitiesof Balohistan including the lecturers of Faculty of Artsand Basic Sciences, BUITEMS i.e. Mr. Ahmad Shah,Mr. Tariq Mehmood, Mrs.Ayesha Manzoor, Ms. AnilaZafar and Mrs.Batool Ishaq. Plagiarism is parasiticin its very nature and it mars the whole spirit ofresearch. The resource person Prof. Dr. Naheed ZiaKhan commenced the workshop with a presentationon plagiarism. She covered the different aspects ofplagiarism covering its causes, kinds, its socio-economic and intellectual repercussions.

The second day of the workshop was peculiarbecause the resource-person shared withparticipants the methodology of writing researchpapers, their format, pre- requisits, allied instrumentsand various tools of data collections. She made itmore practical by sharing her personal experienceswith regard to writing research papers. On the lastday, the resource person resorted back to her majorsubject i.e. Economics. The focal point of herpresentation was that since the dawn of creation,the social and political activities have been revolvingaround Economics from individual to group and fromgroup to cities, countries, regional blocks and fromregional blocks to the new world order and uni-polarworld, everything is directly or indirectly influenced

Ms. Raheela Hameed Durrani,Provincial Minister for Prosecution, who was alsochief guest of the workshop, presented her opinionas a politician and part of the legislative machinary.The house was then open for the question answersession. The session proceeded in alively atmosphere and various opinions were sharedand questions were asked from the guest speakers.Finally Mrs. Sajida Qureshi, an educationist andWESS Board Member presented action points andrecommendations in the light of the workshopdiscussion.

The Directorate of Quality Enhancement &Accreditation (QE&A) of Balochistan University ofInformation Technology, Engineering andManagement Sciences (BUITEMS) organized apresentation on 20th March, 2009 in the syndicateroom of City Campus. The Honorable ViceChancellor, Deans of all the faculties, Directors andchairpersons of all the departments attended thepresentation. The Directorate of QualityEnhancement and Accreditation (QE&A) conductedthe Teacher Evaluation Survey in 2008 to review thequality standards and quality of teaching and learningin each subject area. The summarized results of thereport were prepared on the basis of the feedbackfrom students in respect of all concerned teachers,subject wise & section wise. 15,000 survey formswere distributed among the students. This was greathelp to the teachers to identify their strong and weakteaching areas and work accordingly to further polishtheir adopted methodologies. Teacher EvaluationReport was distributed among Deans to discuss theperformance of faculty members in their faculties andrecommend trainings, if required. In the end theparticipants discussed the issues regarding theprocess of Teacher Evaluation. It was decided thatin future, the Directorate of Quality Enhancement &Accreditation would conduct such survey online.
