RULE 1

PROGRAM STRUCTURE

1.1 AGE CLASSIFICATIONS.

1.1.1 For Tackle the players’ age on September 1st of the current year shall be the player’s age for that season.

1.1.2 For Flag the players’ age on September 1st of the current year shall be the player’s age for that season.

1.2 DIVISIONS OF PLAY

1.2.1 The schematic provides 3 uniform Divisions (age/weight classifications) for Tackle Football and one Division (age classification) for Flag.

1.2.2 The schematic does not limit by age classification or restrict age participation for members of Cheerleading teams/squads. It is recommended that the cheerleader ages are commensurate with the Team and Division they are cheering for with consideration to other siblings in the league.

DIVISION AGE ON WEIGHT

PEE-WEE-(Flag)(3.5-4 age division) max weight 75 lbs.

ROOKIE- (5-6 AND 7-8 age division) max weight 95 lbs.

JUNIOR VARSITY- (9-10 age division) max weight 115 lbs.

VARSITY (11-12 age division) Max Weight 135 lbs.

CHEER (5 – 13 age, no weight requirements)

1.3.1 League shall conduct at least one open registration to sign up players in all division of play. No child may be denied the opportunity to register for any reason. Until certified a registrant is considered a player candidate. Every player candidate that meets all of the certification criteria must be certified by the league and placed on a team in the appropriate division. Any player candidate that cannot be certified will not be allowed to participate. See Rule 3.1.1, A., B., C., D.

1.3.2 Football players must be placed on a team in the appropriate age division. No player may be moved up to the next age division for the convenience of the association or the League. TCFAL PLAYING RULES 2014

1.3.3 Tryouts of any kind are prohibited.

1.3.4 Evaluation of players to produce balanced teams from an association in the same division is encouraged.

1.4 PRACTICE SCHEDULES - FOOTBALL

1.4.1 First day of practice is August 4th. Coaches may schedule conditioning practice sessions starting on August 1st. No pads, except helmet, chin strap and mouth piece, may be worn by any player until that player has received 10 hours of conditioning training. Only players that have completed 10 hour of conditioning practice with the Team may wear full pads and participate in full contact. Players added after the first practice session are still required to complete the 10 hours of conditioning with the Team before they can wear pads.

1.4.2 First day in full pads is tentatively August 18th. On August 18th coaches may schedule practice sessions with full pads and contact for players that have completed 10 hours of conditioning practice with the Team. Players that have not completed 10 hour of conditioning practice with the Team may not wear full pads and participate in full contact.

1.4.3 First Inter-squad scrimmage may be scheduled on or after August 24th. Only players that have completed the 10 hours of conditioning and 10 hours in full pads may participate in inter-squad scrimmages.

1.4.4 Players participating at any practice session when the drills or activities by design, or which inherently include the possibility of player to player contact must wear all of the required equipment. See Rule 4.11, 4.12, 4.13.

1.4.5 Length of practice BEFORE LABOR DAY: A team is permitted a maximum of 10 hours of practice per week. A week is defined as seven consecutive days beginning with Monday and ending on Sunday. Not more that 2-1/2 hours of practice may be scheduled on any one day. Water breaks do not count as practice time.

1.4.6 Length of practice AFTER LABOR DAY: A team is permitted a maximum of 6 hours of practice per week. A week is defined as seven consecutive days beginning with Monday and ending on Sunday. Not more than 2.5 hours of practice may be scheduled on any one day. Water breaks do not count as practice time.

1.4.7 Practice is defined as a gathering of two or more players in the presence of at least one coach, where one or more of the following activities take place:

Individual skills sessions: (QB, receiving, blocking, tackling, kicking, etc.)

Group skills sessions: (combining of individual skills into groups, secondary, backfield, offensive/defensive line, etc.)

Contact with dummies or other training aids

Play run through without pads

Play run through with pads with or without contact

Intra-squad scrimmages with equipment and contact

Inter-squad scrimmages with equipment and contact

1.4.8 All practices must be attended by one person holding a Community CPR and First Aid Certificate, or its equivalent. TCFAL PLAYING RULES 2014

PENALTY: If after a written complaint has been filed and the League has conducted a hearing and any coach(es) are found to have conducted practices in the time period January 1 and August 1 of the current year shall be suspended for one year.

1.5.2 Length of practice BEFORE LABOR DAY: A Flag team is permitted a maximum of 6 hours of practice per week. A week is defined as seven consecutive days beginning with Monday and ending on Sunday. Not more that 1-1/2 hours of practice may be scheduled on any one day. Water breaks do not count as practice time.

1.5.3 Length of practice AFTER LABOR DAY: A Flag team is permitted a maximum of 5.5 hours of practice per week. A week is defined as seven consecutive days beginning with Monday and ending on Sunday. Not more that 1.5 hours of practice may be scheduled on any one day. Water breaks do not count as practice time.

1.6.3 Length of practice AFTER LABOR DAY: Cheer squad/team is permitted a maximum of 6 hours of practice per week. A week is defined as seven consecutive days beginning with Monday and ending on Sunday. Not more than 2 hours of practice may be scheduled on any one day. Water breaks do not count as practice time.

1.7 GAMES

1.7.1 The League shall create and approve a schedule for all divisions for the Regular Season and Post Season play. Only the League President/Chairperson can accept and assign games.

1.7.2 Once the schedule is approved only the League can amend the schedule.

1.7.2.1 At 30 minutes prior to the League approved game time both teams will meet at a designated area. Under the supervision of a representative of the Host Association the teams will exchange MPR sheets and check the I. D. Badges of the opposing teams players. Any player that does not have proper identification will not be allowed to play. Players that arrive late must be added to the MPR and checked against their I.D. Badge by the opposing coach. Players that arrive late must complete the MPR requirements.

1.7.2.2 The Game Time listed on the League approved schedule is the official starting time. If any game is not played (forfeit) or ends early the next game time may be moved up only with the consent of both coaches and the officials.

1.7.2.3 If games are running late the official game with respect to forfeit is still the Game Time listed on the League approved schedule.

1.7.3 Associations may arrange Inter-squad scrimmages between teams in the same division within the League. TCFAL PLAYING RULES 2014

1.7.4 No association or coach may arrange any type of practice session, scrimmage or game with any team out side of the League. The League will evaluate any request for a practice session, scrimmage or game between any League Team and a team from another league. The decision of the League in any such request is final.

PENALTY: Any team which conducts a practice session, scrimmage or game with a team outside of League without the permission of the League will be dropped from the League and all remaining games forfeited. The Head Coach will be suspended for one year.

1.8 REGULAR SEASON

1.8.1 The Regular Season will be seven weeks. It may be scheduled over eight weeks to allow for a weather make-up date or tie breaker to decide Play Off teams.

1.8.2 The schedule will be dependent on the number of teams in each division.

1.9 POST SEASON PLAY

1.9.1 PLAY OFFS: The League shall determine a play-off bracket for each division.

1.9.2 BOWL GAMES: Teams which do not qualify for the Play Offs may play additional games if a suitable opponent within the League can be agreed upon.

1.10 TEAM STANDINGS

1.10.0 The League shall maintain the official standings during the Regular Season for DI and DII by Age Classification (i.e. freshman, JV, Varsity).

1.10.1 If all teams involved in the standings played an equal number of games, the teams will be ranked from the highest winning record. The winning percentage is calculated as follows: number of wins divided by the total number of games. Total number of games is calculated by adding the number of wins plus the number of losses.

Example: Team A has a record of 6 wins and 2 losses.

Total number of games is 8 (6 + 2= 8).

1.10.2 If all teams involved in the standings did not play an equal number of games, the standings will revert to the total number of wins with no deference to losses (ie. Rain-outs or other “called” games). If this situation presents itself prior to the start of the season, the League may designate certain games as “Bye” games. That is, the games do not count towards the team record and therefore the team standings will not be affected.

1.11 TIE BREAKERS FOR FINAL STANDINGS OR PLAY OFF SEEDING

1.11.1 At the end of the Regular Season, if two or more teams in the same division of their conference have the same winning record, the following TIE BREAKERS shall be in effect: TCFAL PLAYING RULES 2014

FIRST TIE BREAKER: If only two teams are in the tie breaker, the winner of the head-to-head game will rank higher. If more than two teams are involved in the tie breaker and the head-to-head is not complete (i.e. all of the teams involved did not play each other), go to the SECOND tie breaker.

SECOND TIE BREAKER: Strength of Schedule Record (SSR = Total number of opponents wins divided by the opponents total number of games) assuming all teams involved have played an equal number of games. See 1.10.1 and 1.10.2

THIRD TIE BREAKER: Play-off or coin toss. If a play-off is not possible, see Rules 1.11.2 through 1.11.3.

1.11.2 COIN TOSS PROTOCOL: The coin toss shall be conducted by the League President or his designated representative. For two participants a single coin will be tossed by the League President. For three or more participants a single coin will be tossed in the first round by each Association President representing the team(s) involved. If multiple teams from the same Association are involved the coins will be tossed by Board members from the Association. Coaches of the teams may be present to consult their Association President but will not do the coin toss. TCFAL PLAYING RULES 2014

1.11.2.1 The coin used in all coin tosses shall be a US $.25 coin (quarter). If more than two teams are involved, each coin will be identified to avoid confusion as to who tossed which coin.

1.11.2.2 The coin toss will be conducted on a flat hard surface.

1.11.2.3 2 teams - to decide who gets to call the coin toss, numbers will be written on paper and placed in a hat. Each Association President will then draw one piece of paper. The HIGHER number will call the coin toss. 3 or more teams - See Rule 1.11.3

1.11.2.4 The coin toss will be as follows:

2 teams - after the caller is chosen (See Rule 1.11.2.3), the League President will toss the coin and let it hit the ground.

3 or more teams - on command of the League President, the coins will be tossed in the air at the same time (See 1.11.3). The coins will hit the ground and be read as they lie face up.

1.11.3 SPECIAL COIN TOSS: When more than two teams are in a coin toss, all teams will be in a group coin toss. Representatives from each team will toss their coins on command (1.11.2.4) until one of the coins is different from all of the others. The odd coin will be declared the winner of that toss and will be ranked highest. If there are still more than two teams in the playoff, the remaining teams will toss their coins again. The odd coin will be declared the winner of that toss and will be ranked as the next highest. Once the playoff is down to two teams, see Rules 1.11.2.3 and 1.l1.2.4.

1.12 COMPLETE GAMES DUE TO WEATHER

1.12.1 If a game is cancelled due to weather it shall be considered complete when the following conditions exist: The game has started and…

Is cancelled at HALF TIME and one team is ahead by 28 or more points.

Is cancelled during the THIRD QUARTER and one team is ahead by 21 or more points.

Is cancelled during the FOURTH QUARTER and on team is ahead by 14 or more points.

1.12.2 If the game started and is cancelled due to weather and neither team is ahead as described in section 1.12.1 the game is then considered suspended. Every attempt will be made to complete suspended games.

1.12.3 If at any time a game is started and is cancelled due to weather before the completion of the second quarter, the game considered suspended. Every attempt will be made to complete suspended games.

1.12.4 When a game is suspended a representative of the hosting site will note,1) team in possession, 2) yard line, 3) down, 4) distance, 5) time remaining, 6) quarter, 7) time outs remaining for each team, 8) score, 9) names of the officials, 10) collect the MPR sheets, 11) any other situation that may affect resumption of play (ejected players, coaches, etc.)

RULE 2

GENERAL POLICIES AND ENFORCEMENT

2.1 MANDATORY BACKGROUND CHECKS

2.1.1 As a condition of service to the League, all Coaches, Board of Directors’ members and any persons or volunteer workers who have repetitive access or contact with players or spirit participants, must complete ant submit an official “League Volunteer Application” to the League. Annual background checks must be completed prior to the applicant assuming his or her duties for the current season, and should be submitted to the League President or the appropriate League appointed board/committee prior to the start of the season. Refusal to submit a fully completed “League Volunteer Application” annually must result in the immediate dismissal of the individual or denial of participation for the applicant.

2.1.2 The League shall require and be responsible for enforcing all League and association personnel to annually submit a fully completed official “League Volunteer Application” prior to the applicant assuming his or her duties for the current season. The “League Volunteer Application” must include signed permission from the applicant allowing the League or association to perform the necessary background check. Each association President shall conduct a background check of all coaches and volunteers. Only those individuals whish satisfy the background check requirements shall be placed on the Teams official roster. All Volunteer Applications and Teams official roster with affidavit must be maintained by the League for one year.

2.1.3 The required background check screening will at minimum include a check of the records for the state in which the volunteer resides. If information, by any means whatsoever, indicates that an individual, including, but not limited to, volunteers, coaches, players and hired workers, has been convicted of or pled guilty to any crime involving or against a minor, the League must immediately contact the applicable government agency to confirm the accuracy of the information. Upon confirmation of a conviction for or guilty plea to, a crime against or involving a minor, the League must prohibit the individual from participating in any manner.

2.1.4 Any person, whose background check reveals a conviction for or guilty plea to any crime involving or against a minor, shall not be permitted to participate in any manner. In addition, any other charges and convictions may be an indication of an unfit volunteer, and therefore, the League may prohibit any

individual from participating as a volunteer it deems as unfit to work with minors, as long as the League applies the same criteria uniformly to all individuals seeking to volunteer.

2.2 COMPLAINTS AND PROTESTS

2.2.1 Only Complaint(s) and Protests filed in accordance with the League By-laws and in accordance with Rule 2.2 and Rule 9 will be considered.

2.2.1.1 The Complaint TCFAL Form 9 or Protest TCFAL Form 16 must be submitted in writing. The form must be completely filled out. The completed form must cite the Rule or By-Law that was allegedly violated and the manner in which it was thought to be violated. The Complaint or Protest should be specific and include the names of the alleged violator, time and place of the alleged violation. The Complaint or Protest should list all evidence and witnesses to the alleged act.

2.2.2 A written Complaint must be submitted on TCFAL Form 9. The completed form must be submitted to the managing Association President within 48 hours when the incident was first discovered. Within 72 hours of receipt of a properly executed written complaint, the Association President will, after review the merits of the allegation(s), shall decide to 1) drop the complaint due to lack of merit, 2) resolve the situation within the association, or 3) present the Complaint to the League.

2.2.3 A written Protest must be submitted on TCFAL Form 16. The completed form must be submitted to the managing Association President within 48 hours when the incident was first discovered. Within 72 hours of receipt of a properly executed written protest, the League President will, afterwards review the merits of the allegation(s), shall decide to 1) drop the protest due to lack of merit, 2) resolve the situation within the association, or 3) present the Protest to the League.

2.2.4 Complaints and Protests sent to the League President from an Association President may be hand delivered, or delivered via US Mail, or via a commercial delivery service or via e-mail to [email protected].

RULE 3

TEAM ORGANIZATION

3.1 CERTIFICATION OF PLAYERS – CHEER, FLAG AND TACKLE

3.1.1 For a player/cheer participant to be certified as eligible for play in the League, the player shall qualify under all of the following:

A. A player/cheer participant shall meet the age requirements (See Rule1.2). All player candidates must present proof of age. The preferred document for proof of age is an original Birth Certificate or certified copy bearing the seal of the issuing office of the state of birth. Passports are acceptable. Military ID cards are acceptable. Certified wallet-size Birth Certificates issued by the state are acceptable. The parents or legal guardian shall present and acceptable proof of age document for examination to the responsible association before the official roster is submitted to the League. A copy of the acceptable

proof of age document must be kept by each association. If the League opens an investigation based on a written complaint about a player’s age a parent or legal guardian must be able to produce for examination the original or certified copy of the Birth Certificate if requested. Failure to produce the original or certified copy Birth Certificate will result in the player being declared ineligible and removed from the Teams official roster.

PENALTY: If it is determined after the first game that a player is competing in a division in which the player exceeds the maximum age that player will be declared ineligible for the remainder of the season, including any post season games. The Team for which the player competed shall forfeit all games in which the player participated. If the age discrepancy of any player is discovered before the player participated in any game the player will be declared ineligible for that Division. At the discretion of the Association the player may be placed on a team in the appropriate age division. No other penalty is incurred.

B. All players/cheer participant must have a statement from a Licensed State Examiner (Medical Doctor, Registered Physician Assistant, Registered Nurse Practitioner, etc.) that the player candidate is physically fit and there are no observable conditions which would contra-indicate the player candidate from playing football if health issues are advised during registration. This statement shall be current within four months of the first day of participation in any practice session. A copy of the statement must be kept by each association.

C. A player / cheer participant must reside within the geographic area for that association/team or must have a waiver from the association within the residence boundaries. The player must present a proof of residency before the official roster is presented to the League. A copy of the proof of residency must be kept by each association. If a player does not meet any residence boundary set by the League the League Board shall conduct a hearing to determine the eligibility of the player. The finding of the Board is final.

D. A player/cheer participant must have a written statement from the parent and or legal guardian stating the child has permission to play. This statement may be part of the association registration forms.

E. TACKLE FOOTBALL ONLY. A player must meet the weight requirements for his age division. A player who exceeds the maximum weight for their age division may request to play up one division. The affected Association President shall submit TCFAL Form 3 (Player Waiver) to the League Board of Directors for a vote to approve or deny the request. If the request is denied the player cannot be certified and will be ineligible.

F. TACKLE FOOTBALL ONLY. A player is not allowed to participate in any school tackle football or other non-TCFAL football program in the same playing season. Players found to be simultaneously on a TCFAL and other non-affiliated team will be immediately ineligible. The coach may be subject to investigation and disciplinary action for the ineligible player.

3.1.2 A “Certification Weigh-In” for all players will be conducted at a time, place and in a manner approved by the Chairperson.

3.1.3 The League shall develop and enforce a procedure for each team to validate every player and show compliance to the certification process.

3.2 CERTIFICATION OF COACHES AND VOLUNTEERS

3.2.1 Each association in the league shall be responsible to approve and appoint all coaches for the teams in that association. The coaching appointment automatically expires at the end of the seasons duties which may include return and maintenance of equipment and other association duties also team gatherings and year end functions as determined by each association

3.2.1.2 Candidates for coaching position must qualify under the following:

Head Coach: Must be at least 21 years of age.

Assistant Coach: Must be at least 18 years of age.

Trainee Coach: Must be at least 18 years of age.

All coaches must attend an annual coaching clinic for cheer and football as determined by the League.

All coaches must undergo a background check as determined by the League.

3.2.2 Volunteer is defined as any person associated with the Team who may have repetitive access to or contact with players and or spirit members.

3.3 CERTIFICATION OF TEAMS

3.3.1 The President shall present to the Chair if applicable, an official roster for each team from that association no later than one week (seven days) before the first scheduled league game via e-mail .

3.3.2 This official roster for each Team shall list all players and coaches. See Rule 3.5.1 and Rule 3.5.2 (football) and Rule 5.1.1 and Rule 5.1.2 (flag) for the allowable number of players and coaches on the official roster.

3.3.3 The official roster may be amended to show player and coach ADDS and DROPS until the first Monday in October. The total number of players must remain within the allowable number.

3.3.4 At the bottom of each official roster, when submitted, the following affidavits must appear: “I certify that I have examined the proof of age for each player which appears on this roster. I have determined that to the best of my knowledge all players listed on this roster meet the entire requirement as described in Rule 1.2 and Rule 3.1.”

“I have determined that to the best of my knowledge all coaches listed on this roster meet the entire requirement as described in Rule 3.2.”

“I certify that each coach and volunteer listed on this roster has undergone a background check and satisfies the requirements of Rule 2.1.”

PENALTY: Any Team that does not submit the official roster to the League President by the date specified shall forfeit its first scheduled game.

PENALTY: After the initial official roster submittal date any Team that does not submit the official roster to the League President prior to seven days from that Teams next scheduled game shall forfeit its next scheduled game.

PENALY: Any Team that does not submit an official roster prior to its third scheduled game shall forfeit all games for the remainder of the season, including post season play.

PENALY: Any person or persons that falsify documents or give false information or omit pertinent information written or verbal which would have affected the certification of any player or coach shall be suspended of a period of one year.

3.4 IDENTIFICATION BADGE

3.4.1 Each player and coach listed on the Teams official roster shall have an I.D. Badge issued. The format of the I.D. Badge shall be determined and approved by the League. Only players and adults listed on the official roster and with proper credentials (I.D. Badge) will be allowed on the field during games.

3.5 TEAM ROSTER SIZE

3.5.1 A minimum of 13 players must be certified for a Team to be certified. Not more than 22 players shall be certified onto a team roster, unless approved by the league President and Chair.

3.5.2 Each Team may have a maximum of 10 adult sideline personnel on the official roster in addition to the 15 to 30 eligible players.

3.6 MINIMUM ROSTER SIZE

3.6.1 At least 11 healthy players must be ready for play throughout the complete game.

PENALTY: If both teams do not have the required number of players at game time the game shall be declared a Double Forfeit. For official standings purposes each team will be awarded ½ win and ½ loss.

PENALTY: If at any time during a game a Team cannot continue to field 11 healthy players the game shall be stopped and the Team with an eligible number of players shall be awarded a victory.

3.7 DROPS AND ADDS TO OFFICIAL ROSTER TCFAL PLAYING RULES 2014

3.7.1 A team may drop or add players and to its official roster before the Leagues established cut- off date as long as the total number of certified players does not fall below the minimum number of 13 or the exceed the maximum number of 22 certified players.

3.7.1.1 Before a player can be added to the official team roster that player must undergo a “Certification Weigh-In” to show compliance with the weight requirement for their division. This weigh-in must be certified by a member of the Executive Board.

3.7.2 A team may add or drop coaches to its official roster before the Leagues established cut-off date as long as the maximum number of 10 coaches is not exceeded.

3.7.3 The League has established the first Monday in October as the cut-off date for Adds and Drops.

3.8 AWARDS

3.8.1 In keeping with the “team” concept no individual awards shall be presented to any player. A Team may present participation awards but the same award must be presented to all players. Teams may present individual achievement or attitude awards that may differ. These awards should be used for motivation not as reward. Remember that no matter how much an individual contributes it is a team game and one player is not a team.

RULE 4

11 MAN TACKLE PLAYING RULES

4.1 PLAYERS

4.1.1 Only certified players on the official roster may participate in practice sessions and games.

PENALTY: Any coach allowing players that are not on the Teams official roster to participate in practice sessions or games will be suspended for one year.

4.1.2 Free substitution in always in effect except when it is in violation of the UIL or NCAA substitution rule.

4.1.3 Players from one division may not participate in any practice session or game with players from another division.

PENALTY: The player will be suspended for the next game in which they are schedule to play, including post season play. This penalty may be carried over to the next season if the last game of the season has been played prior to the enforcement.

PENALTY: The coach or coaches which allowed players from different division to compete against each other shall be suspended for one year.

4.1.4 Injured player: Once removed by reason of injury, a player may not re-enter the game without the approval of a currently certified EMT, paramedic, person certified in first aid and safety, any available licensed physician.

4.1.5 Eligible player: Any child that has been certified by the association and is on the Teams official roster may participate in any practice session and game. See Rule 3.3.

4.1.6 Ineligible player: Any player deemed by the League to be ineligible shall not participate in any practice session or game. After the official roster has been submitted to the League any player deemed ineligible shall be removed from the official roster and the Head Coach notified of such action. See Rule 3.3.

4.1.7 Honorary player: Not everyone has the physical, mental or emotional ability to participate as a certified player. Illness, mobility or other developmental factors may prevent some youth from participating on the field as players but their involvement with the Team may have a positive effect. At the request of the Head Coach any young person may be awarded status of “Honorary Player”. This “Honorary Player” will be placed on the Teams official roster and noted as a Manager. The “Honorary Player” does not have to meet the age requirement for the division of the Team. The “Honorary Player” does not count as an official player with respect to meeting the minimum player requirement for games and MPR. The “Honorary Player” does not count for or against the 13 to 22 certified players on the official team roster. The “Honorary Player” may not participate as an active player in any practice session or game. The “Honorary Player” is not required to wear the equipment specified in Rules 4.11, 4.12, 4.13. The “Honorary Player” may wear the Team jersey will be issued an ID badge and is considered authorized sideline personnel.

4.2 PRACTICE

4.2.1 DATES: See Rule 1.4.

4.2.2 BREAKS/ REST PERIODS: Break/rest time is not counted against practice time.

4.3 BANNED DRILLS

4.3.1 The following drills are banned from all practice sessions and pre-game warm-up:

Neck bridges or neck rolls

Bull ring

4.4 GAMES

4.4.1 Except as specifically modified by the league, all games shall be played under the rules for varsity football as set out by the NCAA

4.4.1.1 Defined snap – in order to develop proper football skills and to discourage the use of non-traditional plays, the ball must be SNAPPED BETWEEN THE LEGS to another player in the backfield. This is true of all plays from scrimmage including punts and tries for extra points.

4.4.1.2 TCFAL shall not enforce the new NCAA/UIL 5 yard rule for players for the kicking team formation. (NCAA Rule 6-1-2) After the ball has been made ready for play players on the kicking team may be any distance behind their restraining line. (Players may be more than 5 yards behind the ball).

4.4.1.3 For safety reasons TCFAL will enforce the new NCAA/UIL rules:

Rule 9-1-17 (FR-87) (New Article) Continued Participation without Helmet, ARTICLE 17. A player whose helmet comes completely off during a down may not continue to participate in the play beyond the immediate action in which he is engaged.

4.5 CHARGING ADMISSION TO GAMES

4.5.1 Players, coaches, or any person with proper League credentials shall not be charged admission to any games, including post season play.

4.5.2 The League may solicit voluntary donations at any regular season game.

4.5.3 The League may require an admission charge from spectators to any post season game. The amount will be determined by the League.

4.6 PROTESTS and COMPLAINTS

4.6.1 Only written protests submitted in accordance with the approved League procedures which involve the eligibility of a player shall be considered. Refer to League By-laws.

4.6.2 Complaints may be filed against an individual youth or adult. Section 9 describes the complaint/hearing process. See section 9.1.3 for the types of violations for which complaints may be filed.

4.7 MANDATORY PLAY RULE (MPR)

4.7.1 All MPRs should be based on eligible certified players present at the time of the game.

13-22 players 8 plays

23-30 players 5 plays

4.7.2 Any play on offense or defense, any try for point after touchdown, including a kick try, including kick-offs will count for the MPR.

4.7.3 All players shall receive their mandatory plays by the end of the third quarter, or they shall enter the game at the start of the fourth quarter, and remain in the game until they have received their required number of plays.

4.7.4 Each Team is required to provide one representative to monitor the MPR of opposing Team for their game. It is highly recommended that each team provide two representatives for each game. One to monitor and record the opposing Team MPR compliance and one to help the opposing Team MPR monitor. When the Team has fulfilled its MPR requirement (all players have played the minimum number of plays) they shall sign the MPR form and give it to the opposing Teams MPR monitor. Likewise

they shall obtain the completed MPR form from the opposing Teams monitors and present it to their Teams Head Coach at the conclusion of the game.

4.7.5 Only the official League approved MPR form shall be used. Each Team Head Coach is responsible to provide the form to the opposing Team MPR monitor prior to the game. At the end of the game the Head Coach shall insure receipt of the completed MPR showing minimum play compliance for all of his players.

PENALTY: Any Team that does not provide at least one MPR monitor by game time shall forfeit the game.

PENALTY: Any Team that does not have all player meet the minimum play requirement in any game shall forfeit the game for which the MPR was not satisfied and the Head Coach shall be suspended for the next scheduled game, including post season play.

4.8 THE FIELD AND MARKINGS

4.8.1 The Host Association is responsible for preparation of the playing field and all required accessories for the game including field markings. The Host Association is responsible to determine that the field is in a safe condition for play. The Host Association or League may at any time suspend play due to potentially dangerous weather conditions.

4.8.2 The bench area is reserved for players, coaches and authorized team personnel. Only Team members with proper credentials are authorized in the bench area.

4.8.3 The sideline areas are reserved for the chain crew. Other areas around the field may be reserved for security and medical personnel. The League may authorize Team photographers and members of the press field access.

4.9 GAME BALL

4.9.1 The game ball shall be of a good grade of leather, rubber or composite material with specifications in the area of:

4.9.1.1 Flag and Rookie will use K2/ Pee Wee size balls made of leather or composite leather.

4.9.1.3 Balls will be inflated to their recommended pressure and may be checked by Game Officials prior to start of game.

4.9.1.3.1 Over inflated or deformed balls will not be allowed.

4.9.2 Equivalent balls may be used. The League may approve any ball with similar specifications.

4.9.3 The use of Stick-um on the football or the player’s hands or uniform is prohibited.

4.10 UNIFORM NUMBERS

4.10.1 Each player shall wear a number between 1 and 99 inclusive. Numbers “0” and “00” shall not be worn.

4.10.2 Any player may wear any number (1-89) at any position. Numbers 90-99 for weight restricted players.

4.10.3 Duplicate numbers on the same team are not allowed.

4.11 REQUIRED EQUIPMENT FOR PLAYERS

4.11.1 The following equipment shall be worn by players in all divisions during games and practice sessions when player to player contact is conducted:

4.11.1.1 -HELMET. The helmet is intended to protect the player from head injuries.

It must therefore be fitted properly so that it does not come off through play. Coaches and trainers must be diligent in seeing that players wear the helmets properly, and officials must firmly enforce the rules requiring chin straps to be tightly secured. All helmets will be in good condition with no loose or missing parts. No helmet older than 10 years from date of manufacture may be used. The helmet must be fitted with a facemask and a secured four- or six-point chin strap, all points of which must be secured whenever the ball is in play. Helmets for all players of a team must be of the same color and design.

Each player must be in possession of their own properly fitting, fully functional helmet during game. There will be no sharing of helmets. If it is determined that a players helmet does not fit correctly, player will not be allowed to participate until a properly fitting helmet has been obtained or parent signs document stating that they have been informed of the improper fit of their child's helmet and choose to ignore the leagues recommendations.

Only helmets bearing the NOCSAE Seal of Certification may be worn. All helmets must bear the current NOCSAE approved “Warning Label” in a visible position on the outside of the helmet. This “Warning Label” is the same label that is furnished by all helmet manufacturers and quality re-conditioners and is located on the inside of the helmet.

Regulation regarding chin straps and face masks are to be followed per the NCAA regulations as applicable.

4.11.1.2 -SHOULDER PADS.

4.11.1.3 PANTS. -One piece(integrated) or shell.

Pants will include a set of 7 protective pads. 1 Tail bone, 2 Hip, 2 Thigh and 2 Knee.

Pants with pads, manufactured as football pads, must be worn during all games and contact practices.

Pants must extend to one inch below the knee cap at all times during play. No pads or protective equipment may be worn outside the pants.

Players of a team must wear pants of the same color and design.

4.11.1.4 MOUTH PIECE. A colored mouth piece must be worn during all games and practices.

Mouth Guard (keeper strap required) must be an intra-oral device of any readily visible color. It must not be white or transparent. It must be made with FDA-approved base materials (FDCS) and cover all upper teeth. It is recommended that the mouthpiece be properly fitted.

Mouth piece MUST attach to facemask with keeper strap. Or no play!

4.11.1.5 Jersey (all players on the same team shall wear the same color game jersey) If a player’s name is on the jersey, only the last name as listed on the official roster is permitted. A first initial may be used if more than one player has the same last name on the same team. No nicknames or slogans or permitted. If any player on a team has their name on their jersey all players on that team must have their name on their jersey.

4.11.1.6 ATHLETIC SUPPORTER or COMPRESSION SHORTS (male players only)

4.11.1.7 SHOES. In all division of play: sneakers, molded rubber cleats (soccer style), or detachable or plastic (football style) cleats are permitted. No metal cleats are permitted. Cleats may not exceed ½” in length.

4.11.2 No player shall be allowed to participate in practice where contact drills are used or game without the required equipment.

PENALTY: A player will be deemed ineligible to participate in any game without all of the required equipment. If the absence of player(s) because of lack or required equipment causes a Team to fall below the required number for a game that Team shall forfeit that game. 4.12 OPTIONAL AND PROHIBITED EQUIPMENT

4.12.1 The following optional equipment may be worn by players in all divisions during games and practice sessions when player to player contact is conducted:

Eyeglasses: When worn, shall be of athletically approved construction with non-shattering glass (safety glass) or contact lenses.

4.12.2 The following equipment is prohibited and may not be worn by players.

Headgear: Any headgear containing knots, including beads and/or decorative hair ornaments is prohibited.

Jewelry: Jewelry of any type shall be prohibited, except for religious or medical medallions, which must be covered by the players’ uniform.

4.12.3 Any additional equipment, or equipment not specifically covered in the rule, worn by players must be approved by the League.

4.13 BLOCKING AND TACKLING RESTRICTIONS

4.13.1 No butt blocking, chop blocking, face tackling or spearing techniques shall be permitted. The teaching of dangerous techniques and blocking and tackling techniques prohibited by rule is forbidden.

PENALY: If, after a written complaint is filed, a hearing is conducted by the League and it is determined that any forbidden techniques are taught by any coach(es), said coach(es) shall be suspended for one year.

4.13.2 The NCAA has established a “Horse Collar Rule”.

4.13.3 New NCAA Rule for 2014. Any time a player targets a player on play (block) or tackle or away from play on an unprotected player it is the official’s decision whether or not to eject player. There does not need to be two unsportsmanlike acts. This rule is in place for the safety of unprotected players.

4.14 LENGTH OF PERIODS

4.14.1 Varsity (11-13 yrs old): 10 minute quarters.

Junior Varsity (9-10 yrs old): 9 minute quarters

Rookie Division (5-8 yrs old): 10 minutes running clock except for the last two minutes of the 2nd and 4th quarter.

4.15 INTERMISSION/HALF TIME: 7 minutes

4.15.1 All divisions: 10 minutes (minimum) and 15 minutes (maximum)

4.16 OFFICIAL GAME CLOCK

4.16.1 The referee shall decide where the official game clock will be kept.

4.16.2 The clock shall start and stop as defined by rule of the NCAA except when the Leagues “Lopsided Score Rule” becomes in effect (See Rule 4.17) or as described below. The following rules are implemented to encourage a continued pace of play.

4.16.3 The offensive team will have 25 seconds to snap the ball after it is declared ready for play by the referee. COMMENT: This puts the pace of play uniformly under a 25 second play clock.

4.16.4 After a touchdown and extra point try, 40 seconds will be allowed before the 25 second play clock begins. The ball must be kicked before the 25 second play clock expires. Failure to put the ball in play before the 25 second play clock expires will result in a delay penalty for the kicking team. Failure of the receiving team to be ready to receive the kick within the 25 second play clock will result in a delay penalty for the receiving team. COMMENT: An area that coach’s abuse is the time after a touchdown, PAT and the next kick off. I have been as guilty as anybody. But this is not a time out and the delays here really slow the game. We need to enforce a uniform standard to keep the game on pace.

4.16.4.1 The clock will stop after any score. The clock will begin by rule. After a touchdown, on the try for extra point, the twenty-five second play clock shall be in effect after the referee marks the ball ready for play. Lopsided score rules remain in effect.

4.16.5 Except in the last two minutes of each half, the game clock will stop when a runner goes out of bounds the game clock will start on a signal from the referee, rather than the snap.

4.16.6 Except in the last two minutes of each half, the game clock will stop after an incomplete pass the game clock will start on a signal from the referee, rather than the snap.

4.16.7 Except in the last two minutes of each half, after a first down the clock will not be stopped to move the chains. If the chains are not ready when the offensive team is ready the clock will only be stopped long enough to set the chains and the game clock will start on a signal from the referee. COMMENT: This keeps the clock moving UNLESS it needs to be stopped, for example, after a long play for first down or some other reason the chains are not set and ready when teams are lined up ready to play.

4.16.8 Except for the last two minutes of each half, after a change of possession, turn over, punt or kick off the game clock will start on a signal from the referee, rather than the snap. EXCEPTION: After an incomplete pass the game clock does not start until the snap in all situations.

4.16.9 TWO MINUTE WARNING. When two minutes remain in the second and fourth quarter (each half) the referee shall call a 30 second officials time out for a Two Minute Warning. If a play is in progress at the 2:00 time, the play shall proceed and the clock will be stopped at the end of the play. During the Two Minute Warning 30 second officials time out each team shall be notified of the time outs remaining for both teams. The clock will start with the next snap or, if after a score, by rule. Lopsided score rules remain in effect.

4.16.10 On all time outs takes your team off field to the numbers or outside the hash marks.

4.16.11 anytime during the game the HEAD coach may call a time out to consult with the officials for an explanation about a safety issue, called penalty, no call or other concern. The HEAD coach should be the ONLY member of the staff in the discussion with the officials. The discussion from both the officials and coach should be in a respectful and mature manner and tone.

4.17 LOPSIDED SCORE RULE

4.17.1 Anytime a team goes up by 24 points or more the “Lopsided Score Rule” goes into effect and the following will occur:

4.17.2 The official game clock will become a running clock. It can only be stopped for injury of a player, by a called time-out, or at the discretion of the referee. It cannot revert back to a game clock for the remainder of the game. TCFAL PLAYING RULES 2014

4.17.2.1 The team ahead MAY call their remaining time-out(s). NOTE: If calling time outs is used to run up the score by the winning team, disciplinary action may be taken against the head coach and the winning team may be subject to a forfeit.

4.17.3 The winning team cannot pass the ball.

PENALTY: Illegal Procedure with loss of down.

4.17.4 The winning team cannot run a reverse outside the tackles. A reverse is defined as two hand offs with intent and design for deception and misdirection to fool the defense.

PENALTY: Illegal Procedure with loss of down.

4.17.5 The winning team cannot run a pitch or toss play; the ball must be handed backwards to the runner. After receiving a handoff the runner on the winning team may then cross the line of scrimmage at any point, even outside of the tackles.

PENALTY: Illegal Procedure with loss of down.

4.17.6 The losing offensive team may run any type of legal play.

4.17.7 The winning defense team may blitz.

PENALTY: Illegal Procedure and automatic first down.

4.17.8 The winning defense team cannot advance a fumble or pass interception. The ball is blown dead immediately. The winning offense may start play from this point.

4.17.9 The winning team will make every effort to replace highly skilled players with reserves in the backfield and receiver positions. COMMENT: Note the rule does not say STARTERS, it says “highly skilled” players. This is the time to give those linemen who have been bugging you a chance to carry the ball.

PENALTY: Failure to replace “highly skilled” players may result in disciplinary action by the league including suspension of the Head Coach and a forfeit.

4.17.10 Both teams shall maintain the integrity of the game and employ active plays to maximize action.

4.17.11 The Teams are still required to complete the MPR requirements.

4.17.11.1 If at any time during the game, the point differential is narrowed to within 14 points, the LSR restrictions are lifted against the winning team. The running clock will be the only LSR that will remain in effect.

4.17.12 Any time the final score of a game has a differential of 38 points or more the following shall occur:

4.17.12.1 The losing Team Head Coach shall submit a report in writing to the League President no later than the following Tuesday after the game to answer the following questions:

What in your opinion caused the lopsided score?

Is there any ill will or animosity between your coaching staff and the other coaching staff?

To your knowledge, have there been any threats between and among the players or adults prior to the game?

Has your Team been involved in a game with a 38+ point differential before? If yes, When? What was the score?

What actions were taken by the opposing coaching staff, if any, did you notice to try to keep the score down?

Can you think of anything that you could have done to keep the score down?

Do you have or have access to a video or film of the Game?

4.17.12.2 The League shall conduct an investigation. This investigation shall be to determine if the score was intentionally run up.

PENALY: If an investigation is conducted by the League and it is determined that the score was intentionally run up the guilty Team shall forfeit the game and offended Team shall be awarded a victory. The decision of the League is final.

4.17.12.3 If a Team loses by more than 38 points in consecutive games the League may direct the Association President to evaluate the fitness of the Teams coach(es) and player(s).

4.18 SCORING VALUES

4.18.1 The following values will be used in all games.

4.19 SPECIAL RULES FOR VARSITY DIVISION

4.19.1 DEFENSIVE ALIGNMENT: The “box” shall be extended to include the Tight End position whether or not the offensive formation has a player in that alignment and 5 yards deep from the Line Of Scrimmage (LOS) into the defensive secondary. At the snap, the defense shall not have more than 6 players positioned in a stance or upright, on the line of scrimmage within the “box”. No defensive player(s) within the “box”, (on the line of scrimmage), in a stance or upright shall be aligned so that their head is on any part of the Center (player snapping the ball). The remaining defensive players within the “box” but not on the LOS cannot be within 3 yards of the line of scrimmage.

PENALTY: DEFENSIVE Illegal Procedure and automatic first down.

4.19.1.1 After the center has taken his position over the ball, NO defensive player on the line may shift or slide over or past the center. Players in the box that are off the LOS (no closer than 3 yards) may move across the center side to side or backwards.

PENALTY: DEFENSIVE Illegal Procedure and automatic first down.

4.19.1.2 After the center has taken his position over the ball, a defensive player which was not originally in the box may enter the box before the snap only if 1) he enters the box from the side of the box, 2) must enter the box no closer than 3 yards to the LOS and remain no closer than 3 yards to the LOS until the snap, 3) and does not move toward the LOS before the snap. EXAMPLE: A defensive back (that was originally outside the box) may follow a wide receiver that has gone in motion across the formation.

PENALTY: DEFENSIVE Illegal Procedure and automatic first down.

4.19.2 BLITZING: No defensive player in the “box”, on the LOS, or behind the LOS whether or not that player started in the box (4.19.1.2), shall move toward the line of scrimmage until after the ball has been snapped. Effectively NO BLITZING.

PENALTY: DEFENSIVE Illegal Procedure and automatic first down.

4.19.4 PUNTS. The offensive team must declare to the officials their intention to punt. The officials will notify the defensive team of the intention to punt. Once the declaration is made the offensive team must punt. The defense may not cross the line of scrimmage to rush the punter. The defensive players may jump up and wave their arms after the ball is snapped. Once the ball is punted regular rules become in effect.

4.19.4.1 The offense must line up in a legal formation.

4.19.4.2 The punter cannot be closer than five yards to the center when receiving the snap and must kick the ball. The punter may be deeper.

4.19.4.3 The center must make a snap between his legs. This is to encourage development of deep snappers. If the ball fails to reach the punter or the ball is dropped the play shall continue. The punter may retrieve the ball and then punt.

4.19.4.4 Once the ball is punted, regardless if the ball crosses the LOS or not, regular rules become in effect and play becomes live.

4.19.5 During Varsity games two coaches from each team may be on the field. The coach from each team may aid their players to huddle, call plays and take positions. When the quarterback is ready to begin the count coaches on both sides must back away and become silent. The coaches must not interfere in any way while the play is in progress and must remain out the way until the play is whistled dead by the officials.

4.19.5.1 On field coaches must be 5 yards deeper than the deepest player on both offense and defense when the play begins. Any interference during the time the quarterback is ready to begin the count until the play is whistled dead is a foul. PENALTY: Interference with the players during a live play by an offensive coach is to signal play dead with loss of down at the spot of interference. Interference with players during a live ball by a defensive coach is a spot foul (point of interference) or the result of the play, whichever is greater, and an automatic first down. Interference with officials by offensive or defensive on field coaches during any situation will be: First Time warning for the team. Second or additional violations will be an unsportsmanlike foul.

4.19.6 DELETED. See Rule 4.20.2

4.20 TIE GAMES

4.20.1 DELETED. See Rule 4.20.2.

4.20.2 ALL DIVISIONS: All games tied at the end of regulation shall continue with an OVERTIME period. The overtime period shall be played in accordance the NCAA/UIL rules except the ball shall be placed at the 10 yard line and teams shall not be required to go for 2 after a touchdown no matter how many overtime periods are played.

4.20.2.1 During a Regular season game a maximum of 2 overtime periods shall be played. If at the end of 2 overtime periods the score is still tied, the game shall be declared a tie and each team will be awarded ½ win and ½ loss each in the standings.

4.20.2.2 During Post Season Play Off game in all divisions there shall be as many overtime periods as required to determine a winner.

4.20.2.3 Sudden Death tie breakers are prohibited.

4.21 RADIOS AND OTHER COMMUNICATION DEVICES

4.21.1 No radios or other communications devices shall be allowed during game situations to relay information the coaching staff on the sidelines.

4.22 SCOUTING

4.22.1 Scouting football teams is permitted in the form of video, film or written reports. Scouting is only permitted during games.

4.23 CONTACTS WITH OFFICIALS

4.23.1 If a player or adult should strike (hit) or intentionally contact a game official, proceeding, during, or after a game, the offender shall be subject to suspension or to being banned for all League related activities.

RULE 5

FLAG PLAYING RULES

5.0 The Flag program is an instructional program. The emphasis should be on teaching teamwork, skills and basics of football and the rules of the game.

5.0.1 The basic rules of football will be in effect. Special rules for safety are listed below.

5.1 TEAM ROSTER SIZE

5.1.1 A minimum of 10 players must be certified for a Team to be certified. Not more than 20 players shall be certified onto a team roster.

5.1.2 Each Team may have a maximum of 5 adult sideline personnel on the official roster in addition to the 10 to 20 eligible players.

5.2 MINIMUM ROSTER SIZE

5.2.1 A minimum of 8 certified players must be dressed and ready to play at each game. At least 8 healthy players must be ready for play throughout the complete game.

PENALTY: Any team that does not have 8 eligible certified players at game time shall forfeit the game. The game cannot be played if one team does not have 8 players. A scrimmage or inter-squad practice may take place until the next scheduled game time.

PENALTY: If both teams do not have the required number of players at game time the game cannot be played if one or both teams do not have 8 players. A scrimmage or inter-squad practice may take place until the next scheduled game time.

PENALTY: If at any time during a game a Team cannot continue to field 8 healthy players the game shall be stopped.

5.3 THE PLAYERS

5.3.1 Only certified players on the official roster may participate in practice sessions and games.

PENALTY: Any coach allowing players that are not on the Teams official roster to participate in practice sessions or games will be suspended for one year.

5.3.2 A game is played between two teams consisting of eight (8) players each.

5.3.3 The offensive team must have five (5) players on the line and three (3) in the backfield.

PENALTY: Offside, offensive or defensive.

PENALTY: Illegal procedure (formation).

5.3.4 The defensive team may choose any formation except in punting or kicking situations.

5.3.5 A team will have 30 seconds to put the ball in play after the referee has marked it ready for play.

PENALTY: Failure to observe the 30 second rule, Delay of game.

5.3.6 The free substitution rule is always in effect and a player may enter the game anytime the ball is dead.

PENALTY: More than eight (8) players on the field during play, 5 yards.

PENALTY: Disqualified player entering the game, Unsportsmanlike.

5.3.7 Before the game each team will send a minimum of three (3) captains, a maximum of five (5), for the coin toss. A coach from each team will attend the coin toss to help his captains.

5.3.8 Each team will have at least one captain on the field at all time during the game.

5.3.9 The captain will only address the referee to announce the teams’ intention to punt, make a choice after and infraction or to call time out.

5.4 MANDATORY PLAY RULE (MPR)

5.4.1 Each legal player shall play in at least 10 plays in any game they attend.

5.4.2 Any scrimmage play will count for the MPR.

5.4.4 All players shall receive their mandatory plays by the end of the third quarter, or they shall enter the game at the start of the fourth quarter, and remain in the game until they have received the required number of plays.

5.4.5 Each Team is required to provide one representative to monitor the MPR of opposing Team for their game. It is highly recommended that each team provide two representatives or each game. One to monitor and record the opposing Team MPR compliance and one to help the opposing Team MPR monitor. When the Team has fulfilled its MPR requirement (all players have played the minimum number of plays) they shall sign the MPR form and give it to the opposing Teams MPR monitor. Likewise they shall obtain the completed MPR form from the opposing Teams monitors and present it to their Teams Head Coach at the conclusion of the game.

5.4.6 Only the official League approved MPR form shall be used. Each Team Head Coach is responsible to provide the form to the opposing Team MPR monitor prior to the game. At the end of the game the Head Coach shall insure receipt of the completed MPR showing minimum play compliance for all of his players.

PENALTY: Any Team that does not provide at least one MPR monitor by game time shall forfeit the game.

PENALTY: Any Team that does not have all player meet the minimum play requirement in any game shall forfeit the game for which the MPR was not satisfied and the Head Coach shall be suspended for the next scheduled game, including post season play.

5.5 THE FIELD AND MARKINGS

5.5.1 The field shall be a regulation 100 yards. The field of play between the Goal Lines will be divided into five (5) twenty yard zones.

5.5.1.1 A field of less than 100 yards may be used at the discretion of the league. The minimum length shall be 60 yards. The 20 yard zones will begin at each goal line. The center zone may be less than 20 yards. TCFAL PLAYING RULES 2013 28 of 43 APPROVED JULY 2013

5.5.2 A Down Marker will be used to indicate the down.

5.5.3 A Zone Marker will be used to indicate the zone to gain for the first down when possible.

5.5.4 Pylons or cones will be used to indicate the Goal Line and End Line.

5.6 GAME BALL

5.6.1 The game ball shall be of a good grade of leather, rubber or composite material with specifications in the area of:

5.6.2 Equivalent balls may be used. The League may approve any ball with similar specifications.

5.6.3 The use of Stick-um on the football or the player’s hands or uniform is prohibited.

5.7 FLAGS

5.7.1 Each player must wear 2 flags.

PENALTY: Wearing flags illegally, 5 yards.

PENALTY: Wearing only one flag, 5 yards.

5.7.2 The flags will be attached to a belt and extend or hang from each side of the player’s body.

5.7.3 Flags will be 14-20 inches long and 2 inches wide. The flags should be worn shorter than the 20 inches only for the safety of a shorter player. When the game has started adjusting the length of the flags should not be changed to a shorter length. Damaged flags must be replaced.

PENALY: Unsportsmanlike Conduct on the coach.

5.7.4 The belt must be tight to prevent being turned around during a de-flagging.

5.7.5 Securing of flags to the body, waist or belt, other than as described in 5.6.2 is illegal

PENALY: Unsportsmanlike Conduct on the coach.

5.7.6 Jerseys cannot be worn over the flags.

5.7.7 If a player’s flag is inadvertently lost, that player is ineligible to handle the ball. If the player has the ball and a flag in inadvertently lost the play will be blown dead and ball marked as close as possible at the spot determined where the flag was lost.

5.7.8 Each team shall provide flags for their players.

5.7.9 Flags are to be of contrasting colors, different from the game uniform. All members of the same team shall wear the same color flag.

5.8 REQUIRED EQUIPMENT FOR PLAYERS

5.8.1 The following equipment shall be worn by players during games.

Shorts or, Football Pants (without pads),

Jersey (all players shall wear the same color game jersey) If a player’s name is on the jersey, only the last (sir) name as listed on the official roster is permitted. A first initial may be used if more than one player

Belt with two (2) flags.

5.9 OPTIONAL AND PROHIBITED EQUIPMENT

5.9.1 The following optional equipment may be worn by players in all divisions during games and practice sessions when player to player contact is conducted:

Eyeglasses: When worn, shall be of athletically approved construction with non-shattering glass (safety glass) or contact lenses.

Knee Pads: Slip on knee pads is permitted.

5.9.2 The following equipment is prohibited and may not be worn by players

Headgear: Any headgear containing knots, including beads and/or decorative hair ornaments is prohibited. Helmets and caps are prohibited.

Jewelry: Jewelry of any type shall be prohibited, except for religious or medical medallions, which must be covered by the players’ uniform.

5.9.3 Any additional equipment, or equipment not specifically covered in the rule, worn by players must be approved by the League.

5.10 LENGTH OF PERIODS

5.10.1 There will be two (2) 16 minute halves.

5.11 INTERMISSION

5.11.1 Ten (10) minutes between halves.

5.12 OFFICIAL GAME CLOCK

5.12.1 The referee shall decide where the official game clock will be kept.

5.12.2 The official game clock is a running clock and once started can only be stopped for injury of a player, a called time out or at the discretion of the referee.

5.12.3 Since there is a running clock each team is advised to maximize play and get as many plays in as possible. There is a 30 second Play Clock.

PENALTY: Delay, 5 yards.

5.13 TIME OUTS

5.13.1 Each team shall be allowed two (2) time outs per half. Each time out is 30 seconds.

5.14 KICKOFFS- There are NO kick offs.

5.14.1 Each half will start with a scrimmage play from the 50 yard line (mid-field on a shorter field). To speed the game up and maximize play there is no kick off after a touchdown. After a touchdown the ball is placed at the 50 yard line (mid-field on a shorter field). The offensive team will have 30 seconds to begin a first down scrimmage play.

5.14.1.1 If a safety should occur, the team that would receive the free kick as prescribed by rule, shall be awarded the ball first down at the 50 yard line (mid-field on a shorter field).TCFAL PLAYING RULES 2013 30 of 43 APPROVED JULY 2013

5.15 PUNTING

5.15.1 The offensive team may punt at any time.

5.15.2 Punting intentions are announced to referee by the captain.

PENALTY: Failure to announce a punt to the referee, 5 yards.

5.15.3 A punt is a free kick. The offensive team lines up in a legal formation, 5 on the line and 3 in the backfield. The ball may be snapped by the center to the punter or the ball may be handed to the punter by the referee to start the play. Since this is a free kick the ball is NOT dead if during the snap to the punter it touches the ground.

PENALTY: Illegal formation, 5 yards.

5.15.4 Rushing the punter is prohibited. No offensive or defensive player may move until the ball has been punted.

5.15.5 Free Catch. There shall be allowed a free catch of a punt. The receiver shall signify his intentions for a free catch by waving his hand clearly over his head.

PENALTY: De-flagging a player after a free catch, 10 yards, and spot.

5.16 DOWNS

5.16.1 The offensive team shall have four (4) consecutive downs to advance the ball into the next zone or score a touchdown.

5.16.2 Once a team enters the next zone, a new set (series) of four (4) downs begins.

5.16.3 A team failing to move the ball into the next zone after four (4) downs will lose possession. The opposing team will take over at the point the ball was declared dead and begin its series of four (4) downs to move into the next zone.

5.16.4 The forward point of the ball shall determine the position of the ball in measuring for a first down.

5.16.5 A down may be repeated if provided for by rule.

5.16.6 When the offensive team is within the last zone and has a first down it shall be first down and goal to go.

5.16.7 Each play shall start equidistant from each sideline (center of the field; not the hash mark).

5.17 DE-FLAGGING

5.17.1 There shall be no tackling of the ball carrier, passer, or punter.

PENALTY: Personal Foul, spot.

5.17.2 The player with the ball is down when the flag is removed from his belt (de-flagging). The defensive player shall immediately hold the flag over his head and stand still. A runner is also considered down when any part of his/her body except feet or hands touch the ground.

5.17.3 The defensive player cannot hold or push the ball carrier to remove his flag. Incidental touching is not considered a violation.

PENALTY: Defensive Holding.

5.17.4 A defensive player may not run over, push down, or pull a blocker away from him. He may push the blocker sideways if he gets past him.

PENATLY: Personal Foul, spot.

5.17.5 A defensive player must go for the passers flag. He cannot touch the passers arm.

PENATLY: Personal Foul, previous spot.

A defensive player cannot block or push a ball carrier out of bounds.

PENATLY: Personal Foul, spot.

5.17.6 There is no such thing as defensive position when attempting to de-flag the ball carrier. A defensive player has no rights that allow him/her to block the ball carriers path. If the defender steps in front of a runner and they collide it is a tackling penalty. A defender may be in front of the runner but may not touch any part of the ball carrier when attempting to de-flag the ball carrier.

5.18 DEFENSE-Basic rules of football apply except as follows.

5.18.1 No defensive player(s) shall be aligned so that their head is on any part of the Center (player snapping the ball).

5.18.2 All defensive players must be at least one yard off the LOS and in a two point stance.

5.18.3 No defensive player may move toward the line of scrimmage until the ball is snapped.

PENALTY: Illegal procedure, 5 yards.

5.18.4 A defensive player is restricted in the use of hands to the blocker’s body only. No hands to any part of the blockers head or face is permitted.

PENATLY: Personal Foul, previous spot.

5.19 BLOCKING-Basic rules of football apply except as follows.

5.19.1 A blocker must be on his feet at all times while blocking. The three point stance in not allowed by any player except the center to snap the ball.

PENALTY: Personal foul, previous spot.

5.19.2 Cross body and roll blocking is not permitted.

PENALTY: Chop Block.

5.19.4 Blocking shall be done with the arms and body in the form shoulder and brush blocking to screen the defender.

5.19.5 All blocking must be above the waist.

PENALTY: Chop block.

5.19.6 Butting, elbowing or knee blocking is not permitted.

PENALTY: Personal foul, previous spot.

5.19.7 There will be no two-on-one blocking beyond the line of scrimmage.

PENALTY: Personal foul, previous spot.

5.19.9 There will be no interlocking blocking permitted.

PENALTY: Personal foul, previous spot.

5.20 BALL CARRIER-Basic rules of football apply except as follows.

5.20.1 The ball carrier cannot use his hands or arms to protect his flags. The defensive player must have the opportunity to remove the ball carrier’s flags. If a ball carrier blocks or shields their flags from a defender with his/her arms or hands the play will be blown dead as though the ball carrier had been de-flagged. The ball will be placed at the spot where the infraction occurred for a new down.

5.20.2 The ball carrier cannot lower his head to dive or run into a defensive player.

PENALTY: Personal foul, spot.

5.20.3 Stiff-arming by the ball carrier is illegal.

PENALTY: Personal foul, spot.

5.20.4 The ball carrier cannot hurdle to prevent a defender from removing his flags.

PENALTY: Illegal procedure.

5.20.5 The ball carrier may run in any direction until the ball is declared dead.

5.20.6 The ball carrier must make every attempt to avoid contact with defenders. Running into a defender is not allowed.

PENALTY: Personal foul, spot.

5.21 CENTER-Basic rules of football apply except as follows.

5.21.1 The center must snap the ball between his legs.

PENALTY: Illegal procedure.

5.21.2 The center must have both feet on the line of scrimmage with no part of his body beyond the forward part of the ball.

5.21.3 The center may adjust the long part of the ball at right angles to the scrimmage line for one time only.

5.22 PASSING-Basic rules of football apply.

5.23 RECEIVING-Basic rules of football apply.

5.24 DEAD BALL

5.24.1 Anytime the ball touches the ground (fumble, muff, incomplete forward pass, lateral pass) the play is immediately blown dead and the ball shall be placed at that spot, except during the snap on a punt.

PENALTY: Continuing play any time after the ball is declared dead, Delay of game, 5 yards.

5.24.2 Anytime the ball carrier touches the ground with his body, other than hands or feet the play is immediately blow dead and the ball shall be placed at that spot.

5.24.3 Anytime the ball carriers flag has been pulled the play is immediately blow dead and the ball shall be placed at that spot.

5.24.4 If a pass receiver or ball carrier has a missing flag the play is immediately blow dead and the ball shall be placed at that spot.

5.25 UNSPORTSMANLIKE CONDUCT

5.25.1 In addition to those described above the following actions are considered unsportsmanlike:

Fighting, offenders ejected from the game.

Insulting or abusive language.

Interference with the progress of play or the game by any player, coach, adult or spectator.

Failure of head coach to control players, coaches or fans.

Defensive player pulling the offensive player’s flag to make him ineligible for play.

Illegal play and dangerous play.

Anytime a coach instructs or encourages illegal, unsafe, unsportsmanlike or banned techniques.

PENALTY: Unsportsmanlike conduct, 15 yards.

RULE 6

SPIRIT CHEERLEADING RULES

6.0 The League does not sponsor or present any cheer competitions for the member cheer squads. The main activity of the cheer squad is to support and encourage their team by singing, chanting and performing a choreographed dance routine at half time. Each Cheer squad performs before, during and immediately after their scheduled game.

6.1 PRACTICE ACTIVITIES.

6.1.1 To prevent the possible bending of the rules and as a protection for children, practices are defined as a gathering of spirit participants, without minimum number, in the presence of one coach, where one or more of the following activities take place:

6.2 CHEER PARTICIPANTS.

6.2.1 Only registered cheer participants may participate in practice sessions and games.

6.3 PRACTICE SCHEDULES.

6.3.1 See rule 1.6.

6.4 AGE DIVISIONS

6.4.1 The ages of all cheer participants in the program shall be 5 to 13 years old. See Rule 1.1.1.

6.4.2 Mascots shall be permitted only for a child to cheer for or with a sibling and must be at least (5) years old.

6.5 APPAREL

6.5.1 Jewelry of any kind will not be worn at practices or games.

6.5.2 Hair must be pulled back away from face at all practices and games.

6.5.3 Uniforms/Cheer Outfits should be properly fitted to each participant. Appropriate under garments should be worn at all times.

6.5.3.1 TOP: sweater, shell, t-shirt, polo. All must cover midriff.

6.5.3.2 BOTTOM: skirt, short. Extreme lengths of skirts are not permitted.

6.5.4 Cheer squad members may use equipment such as, pompoms, megaphones, small flags, banners, buckets in their cheering activities. All members of the cheer squad must have the same equipment. i.e. all members will have pompoms or no-one will have pompoms.

6.5.4.1 Individual props may be used to aid the half time performance. Props should be simple and easy to carry and handle by the cheer members. Props which would require additional personnel for set up or tear down are not allowed.

6.6 SAFETY

6.6.1 All stunts must adhere to the safe spotting techniques taught at the cheerleading coaches’ clinic.

6.6.1 All stunts must adhere to the safe spotting techniques listed under section 6.7.

6.6.2 All stunt bases must have both feet firmly planted on the floor at all times.

6.6.3 The use of spotters when engaging in partner stunts is required.

6.6.4 Stunts shall not be higher than two bodies. Extension, elevator stunts and shoulder sits are prohibited due to insurance exclusions.

6.6.5 Pyramid stunts are prohibited due to insurance exclusions. See definition and description under section 6.7.2

6.6.6 Double based thigh stands are allowed and must adhere to mount and dismount

Techniques listed under section 6.7.3

6.6.7 Basket tosses, cradle catches or dismounts requiring assisted landings are prohibited.

6.6.8 The ONLY tumbling stunts permitted are forward and backward rolls, cartwheels and round off, front and back handsprings. THE CHEER COACH SHALL DETERMINE THAT SURFACE CONDITIONS ARE SUITABLE AND SAFE FOR HAND SPRINGS.

6.6.9 Tumbling with props or pom poms is prohibited.

6.6.10 Advanced tumbling skills such as layouts, front and back tucks or Ariel stunts/twists are prohibited.

6.7 DEFINITIONS/DISMOUNT TECHNIQUES

6.7.1 Extension Stunt is defined as a stunt where the base(s) arm(s) is/are straight, holding the flyer above their head.

6.7.2 Pyramids single or multiple are defined as a connected stunt in which a cheer participant is on his/her knees and palms while supporting another cheer participant on his/her back. See picture 6.7.2a

6.7.3 Double based thigh stand. The bases start in lunge position with the bent knee directly over the ankles and the back leg is straight. The outside bases hand should grab the flyer/partners toe with one hand and the inside arms wraps above the flyer partner’s knee with a fist. The flyer starts with each hand on the bases shoulders and steps up into the pockets of the lunged thigh/hip bases. See pictures 6.7.3a&b

6.7.3 cont.…Double Based thigh stand dismount the flyer takes the outside hand of each base while the bases place their free hand underneath the flyers armpit to control the step down landing. A spotter is always required for safety purposes.

6.7.4 Dismount is the release of the top person to land on a flat surface. This landing is considered the end of the stunt.

6.7.5 Aerial stunt is a stunt performed free of contact with a person or surface. Any tumbling involving head over heel rotation in a tuck, pike, or layout position.

6.7.6 Basket toss is a stunt in which two or more bases form a basket with their arms and throws the partner into the air, catching the partner in a cradle.

6.7.7 Layout is a position where the partner is in a face up flat body position.

6.7.8 Hand Spring is a spring from a standing position to the hands, and back to a standing position.

6.8 HALFTIME DANCE ROUTINE

6.8.1 Each cheer squad may perform a choreographed routine not to exceed 3 minutes and 30 seconds. Time will begin with the first movement, sound or music after the squad has been announced.

6.8.2 Music selections must be appropriate for family viewing and listening. Vulgar or suggestive movements or connotations within the music or dance are prohibited.

6.9 CHEER PENALTIES/COMPLAINTS

6.9.1 See Rule 9. Cheer complaints and penalties will follow the same guidelines as outlined for football teams.

RULE 7

CODE OF CONDUCT

7.1 ADULT VOLUNTEERS, PARENTS AND SPECTATORS Coaches and other adults involved with the players and cheerleaders shall,

7.1.1 Not smoke and/or use smokeless tobacco on the field and practice or games.

7.1.2 Abstain from the possession and drinking of alcoholic beverages on the practice and game fields.

7.1.3 Abstain from the possession and use of any illegal substance on the practice and game fields.

7.1.4 Not use abusive or profane language or gestures at any time.

7.1.5 Not criticize or belittle players/cheer members in an embarrassing manner front of spectators or team mates.

7.1.6 Not taunt or criticize an opposing team, its players, cheer members, coaches or fans by word of mouth or gesture.

7.1.7 Not criticize officials in a rude, abusive or profane manner by word of mouth or gesture.

7.1.8 Accept decisions of the game officials.

7.1.9 Not encourage illegal, unsafe or unsportsmanlike conduct or play.

7.1.10 Not permit an ineligible player or cheer member to participate in a game.

7.1.11 Not recommend or distribute any medication, controlled or over the counter, except as specifically prescribed by a player/cheer member’s physician.

7.1.12 Not encourage or allow any player or cheer member to participate when there is any doubt about the health or safety, whether or not as a result of injury, until competent medical advice is available.

7.1.13 Emphasize teamwork and a positive attitude.

7.1.14 Punishment for anyone found in violation associated with rule 8.1is subject to the decision of the Board of Directors Hearing.

7.2 PLAYERS AND CHEER MEMBERS shall,

7.2.1 Not smoke and/or use smokeless tobacco on the field and practice or games.

RULE 8

ENFORCEMENT POLICY

8.1 COMPLAINTS AND PROTESTS

8.1.1 The League shall review all written complaints and protests of misconduct, rules violations and disputes forwarded from an Association. The League shall review all written allegations of rules violations. The League shall enforce the rules and administer disciplinary action as stated in the current

year Playing Rules or the League By-Laws. The Current Year Playing Rules and By-laws have been approved by its members.

8.1.2 Any person associated with the League or any of the member associations may submit a written complaint. Complaints deal with 1) conduct of players or coaches or parents or spectators or officials, 2) abuse of or by players or coaches or parents or spectators or officials, 3) Coaches and Players Code of Conduct and 4) safety issues (field conditions, equipment, security, illegal or unsafe coaching or play or techniques) will be considered. The complaint MUST CITE THE RULE that was allegedly violated and the manner in which the rule was broken. The complaint must list any witnesses that can corroborate the allegations. The written complaint will be submitted to the managing Association President within 48 hours when the incident was first discovered. The League President will, after review the merits of the allegation(s), shall decide to 1) drop the complaint due to lack of merit, 2) resolve the situation within the association, or 3) present the Complaint or Protest to the League If the complaint is against the Association President the written complaint may be made directly to the Officers of the League.

8.1.3 Any person associated with the League or any of the member associations may submit a written protest. Protests deal with alleged violations concerning 1) eligibility and certification of players or coaches, 2) mandatory play requirements, 3) practice times, dates or schedules. The protest MUST CITE THE RULE that was allegedly violated and the manner in which the rule was broken. The protest must list any witnesses that can corroborate the allegations. The written protest will be submitted to the managing Association President within 48 hours when the incident was first discovered. The Association President will, after review the merits of the allegation(s), shall decide to 1) drop the complaint due to lack of merit, 2) resolve the situation within the association, or 3) present the Protest to the League If the protest involves the Association President the written protest may be made directly to the Officers of the League.

8.1.4 Interpretation of football rules, calls, no-calls, judgment calls or missed calls by officials are not rule book violations and will not be considered under the Rule Book Enforcement Policy. Coaches may submit a Protest in accordance with Section 12 of the League By-Laws.

8.2 NOTICE OF HEARING

8.2.1 The Officers of the League will take the following action upon receipt of a written complaint. The Officers of the League shall meet and review the written complaint within twenty-four (24) hours of receipt. If the complaint meets the requirements of 8.1.2 and 8.1.3 the Executive Board will call special meeting of the Board of Directors to conduct a hearing. The hearing shall take place not earlier the seven (7) working days after receipt by the Officers of the League. The Officers of the League shall set the time and place of the hearing.

8.2.2 A Notice of Hearing will be sent to the person making the complaint and the person accused in the complaint. The accused will be sent a copy of the complaint. The complainant and accused are responsible to notify any witnesses they may want to present at the hearing.

8.2.3 The accused may request a Time Critical hearing by waiving his/her right to a minimum seven (7) days’ notice. A Time Critical request must be made by telephone within twenty-four (24) hours of receipt of Notice of Hearing by the accused to the League President.

8.3 CONDUCTING A HEARING

8.3.1 The League President shall preside over the hearing. A quorum of four (4) members is required for a valid hearing. A simple majority of the quorum is required. The League President shall break all ties. Minutes of the hearing shall be kept and an audio recording of the hearing shall be made.

8.3.1.1 The Association from the complainant or accused shall not have a vote in the hearing. If the complaint or dispute is between Associations then neither shall have a vote in the hearing.

8.3.2 Hearings are private and not open to the public or media.

8.3.3 Witnesses must be kept outside of the hearing room until the time of their testimony.

8.3.4 During the proceedings any eligible voting member may ask questions of the complainant, accused and or their respective witnesses.

8.3.5 The accused and the complainant may be present for all proceedings except for the Board of Director deliberations and vote.

8.4 PROCEDURAL ORDER OF THE HEARING

8.4.1 Roll call and recording of Board of Director members, League Officers, complainant, accused and all other persons, including witnesses, having business with the hearing that are in attendance is recorded.

8.4.3 The charging party (complainant) is heard first. Complainant witnesses and documents are presented. The Board members may question the complainant and or the complainant witnesses.

8.4.3.1 Questioning and cross examination is not possible for persons not in attendance. Therefore, only statements, documents and testimony of those in attendance may be presented.

8.4.3.2 Video or other recorded evidence may be presented. Video and recordings are subject to verification.

8.4.4 The accused may make a statement. The witnesses and documents of the accused are presented. The Board members may question the accused and or of the witnesses for the accused.

8.4.4.1 Questioning and cross examination is not possible for persons not in attendance. Therefore, only statements, documents and testimony of those in attendance may be presented.

8.4.4.2 Video or other recorded evidence may be presented. Video and recordings are subject to verification.

8.4.5 Once all parties have been heard, the complainant gives a summation, followed by the accused.

8.4.6 Board of Directors deliberate and vote on a verdict.

8.4.7 The parties are recalled to the hearing room and the decision is announced by the League President. The hearing decision takes place upon verbal notice. A written notice from the League President of the decision will follow. The written notice of the decision will be forwarded to the charged individual and the governing association president via mail, or email or fax or in person.

8.5 APPEALS

8.5.1 Any person found guilty of a rule violation may present one appeal. The appeal may be of the verdict, of the penalty, or both. Any penalties imposed shall be in affect and enforced while the appeal is pending.

8.5.1.1 Any person found guilty of violating any rule that has a preset penalty may NOT appeal the penalty. See 9.7.2.1 through 9.7.2.5 for a list of these set penalties.

8.5.2 Notice of Appeal must be made in writing to the League President within forty-eight (48) hours of the ruling.

8.5.3 An Appeals Hearing will be conducted within seven (7) working days after receipt of Notice of Appeal. All parties will be notified of the time and place of the Appeals Hearing.

8.5.4 Appeals Hearing will be conducted by the Officers of the League, defined in the League By-Laws as the President, Vice-President, Secretary, Treasurer, Cheer Director, Scholastics Director and Football Director. At least four (4) Officers must be present for the Appeals Hearing.

8.6 APPEALS HEARING PROCEDURE

8.6.4 The order of the hearing shall be as follows: 1) Roll call and recording of all persons having business with the hearing that are in attendance, 2) reading of the original verdict 3) presentation of the appeal, 4) questions from League Officers 5) Board of Directors deliberations and vote, 6) rendering of the decision by the League President.

8.6.5 The decision of the Appeals Hearing is final.

8.7 PENALTIES:

8.7.1 Failure to abide by the rules, violation of the CODE OF CONDUCT, RULE 8 or other acts or infractions considered detrimental to the youth or adult members shall be subject to the following penalties.

8.7.1.1 LETTER OF REPRIMAND. This is an official reprimand from the League. This document gives notice that an action or conduct will not be tolerated by the League. Upon receiving a Letter of Reprimand the offender is made aware that future violations will bring more severe penalties. The person receiving the reprimand may continue to perform duties granted and assigned by the Association and League. Additional disciplinary action may be administered by the Association.

8.7.1.2 PROBATION. Notice of probation is given when a person knowingly or unknowingly violates a rule or rules. While on probation the person may continue to perform duties granted and assigned by the Association and League. Additional disciplinary action may be administered by the Association. While on probation the person may not serve as a TCFAL officer of any association or on the League Board or Executive Board. Should a person be an officer of an association or on the League Board that person shall be replaced until the probation is completed. The Association or League President shall appoint a replacement during the probation period. Probation periods may last from a period of one week to one year. Some violations require a mandatory probation and period. A person on probation that commits the same offense will be assessed a minimum one week suspension. The League may assess a longer period.

8.7.1.3 SUSPENSION. Notice of suspension is given when a person who has been found by the League or governing Association to have knowingly or unknowingly violated a rule or rules. While on suspension the person may not attend any Association and League sponsored functions including association and league meetings, team meetings practices and games as a coach. Additional disciplinary action may be administered by the Association. While on suspension the person may not serve as an officer of any

association or on the League Board or Executive Board. Should a person be an officer of an association or on the League Board that person shall be replaced until the suspension is completed. The Association or League President shall appoint a replacement during the suspension period. Suspension periods may last from a period of one week to one year. Some violations require a mandatory suspension and period.

8.7.1.3.1 Should suspension be assigned for actions of the last game of the season enforcement period shall be begin starting on the Monday prior to the first game that coach could participate in during the next season.

8.7.1.4 BAN. An individual may be banned when the violation is severe or is a continual occurrence that would involve the emotional or physical safety of players or other persons or adults associated with the team, association or league. When a person is banned that person may not attend or be on any property or location that is under the control of the League. While banned the person may not serve as an officer of any association or on the League Board or Executive Board. Should a person be an officer of an association or on the League Board that person shall be replaced until the ban is completed. The Association or League President shall appoint a replacement during the banned period. Banned periods may last from a period of one week to a lifetime ban. Some violations require a mandatory ban and period.

8.7.2 Penalties range from the least severe Letter of Reprimand to varying lengths of probation and suspension to lifetime ban. The League may conduct a hearing to determine appropriate penalties. The following offenses have set penalties.

8.7.2.1 Ejection from a game for any reason:

Adult

First Offense 2 GAME suspension (Monday to Monday of the next week.) for the coach that was ejected. Next 2 scheduled regular or play-off games.

$100 Fine against the Ejected coaches association. Fine to be paid to the League before the coach is reinstated.

Second Offense Suspension for the remainder of the year with probation for next season.

Player

First Offense Probation for remainder of the season.

Second Offense 1 week suspension (Monday to Monday of the next week)

Third Offense Suspension for the remainder of the year with probation for next season.

9.7.2.2 Actions or conduct causing the referee to end the game before its conclusion or violation of rule 8.1.7, 8.1.8, fighting, charging official, violent or unruly spectators.

NOTE: If a coach is aware of a forfeit situation and notifies the League President at least 72 hours in advance the scheduled game time the game will be considered as postponed. If attempts to reschedule the postponed game fail the game may still be a forfeit and the Head Coach subject to penalty.

8.7.2.5 Striking a game official, association or league officer or designated representative before during or after a League sponsored event.

RULE 9

FORMS

9.0 The following is a list of forms used for League business. A copy of each form is available from the League or from each Association. Associations may combine forms onto the same page for ease in record keeping. The form number must be the same and stated on the page for uniformity throughout the League.

9.1 REGISTRATION. TCFAL dated 4-1-14. This form is required for each participant. It must be in the League book.

9.2 VOLUNTEER APPLICATION, TCFAL dated 4-1-14. This form is required for each adult volunteer.

9.3 PLAYER WAIVER, TCFAL dated 4-1-14. This form is required for any participant that their participation deviates from the Rule Book or the League By-Laws. The League approved form must be in the coaches’ book.

9.4 TEAM ROSTER / CERTIFICATION, TCFAL dated 4-1-14. This form must be in the coaches’ book.

9.5 MANDATORY PLAY ROSTER, TCFAL dated 4-1-14. Each coach is required to keep this form for all games completed in the coaches’ book.

9.6 TEAM ROSTER AND PHOTO RELEASE, TCFAL dated 4-1-14. This form is required of any participant whose image is posted on the League Web Site where the identity or other information about the participant is clearly recognizable. It is recommended that each Association have parents sign this form at the beginning of the season.

9.7 PARENTAL/PLAYER CONDUCT FORM, TCFAL dated 4-1-14. To be signed by parents when registering on acknowledging for online registration

9.8 REQUIRED FORMS FOR EACH PLAYER. The following forms are required to be on file with each TCFAL for each player: Birth certificate, Immunization record, Picture of Participant for inspection/audits by the League.

9.9 COACHES FOLDER. The forms required in Coaches Book are TCFAL Form 9.2, 9.4 AND Player ID card, team roster (for all games) must be brought to all games.
