The Apprenticeship Reforms
.The Reforms? Richard Review 2012
•Concerns about the UK productivity/skills gapsResearch indicated lack of quality apprenticeship training.•Funding should be in the hands of the customer (employers) not suppliers (training providers) •Introduction of the levy would drive quality•Apprenticeship assessments should be independent to the training – End Point Assessment•Have academic grading e.g. Distinction to have parity to other academic routes•Include Degree Apprenticeships to recognise those that learn in the workplace

The Levy:0.5% payroll tax levied on all businesses£15k allowance means no impact on companies with less than £3m annual payroll (these are non-levy businesses). Levy employers can now transfer up to 25% of their funds to other businesses via the Digital Apprenticeship Service )
Non-levy employers:Must contribute 5% of the training fees to the training provider, the government pay the other 95%
Micro employers:The Government will fully fund an Apprenticeship (16 – 18)
for employers with fewer than 50 members of staff.

Apprenticeship levy can be used to train new Apprentices and upskill your current workforce
Each Apprenticeship Framework & Standard has a maximum funding value, from £1,500 to £27,000
80% of this is paid over the duration of the programme, and 20% when End Point Assessment is taken (Standard) or completion (Framework)
For example: A £5,000 price is agreed for a 24-month Apprenticeship. 80% of funds are paid to the Provider over that period (£166 per month).
The Ins and Outs of The Levy

• Levy funds can only be spent on apprenticeship training, it cannot be used for wages.
• 20% Off the Job Training hours need to be recorded before the EPA can take place.
• All apprenticeship standards have a minimum duration of 12 months.
• Functional Skills Maths and English are a mandatory part of all apprenticeships, unless evidence of prior learning (passed level 2 Maths & English, eg GCSE C)

Aimed at specific job roles
Differently to Apprenticeship Frameworks they have an independent End Point Assessment (EPA) Fail, Pass, Merit or Distinction

Apprenticeship Levy Transfer
Nottingham City Council is making funds for Apprenticeship training available to fund Apprenticeships for City residents and in City businesses.
Delivering more high-value apprenticeships in Nottingham will ensure more people gain the skills and training they need to buildsuccessful careers.
The Apprenticeship Levy was introduced in May 2017 and requires employers with a wage bill over £3.0m to contribute 0.5% of it to a fund for apprenticeship training. The government then tops this up with an additional 10% contribution to the employers pot of funding.
As a levy payer NCC is able to share our apprenticeship levy with other employers to fund the full cost of training their apprenticeships. We can share up to 25% of the annual value of our levy through a transfer process.

• Unionlearn was established in 2006 by the TUC in order to provide an ongoing framework to support union led learning in England.
• We manage the Union Lean Fund under an agreement with the Department for Education (DfE) which directs the level and type of learning activity that should be supported by the Fund
• Represent and work with over 106 unions throughout the UK representing all industries including Aviation, public sector, health sector, hospitality, manufacturing, textiles, teaching and so many more.
