1 Introduction

1.1 Broadmead Resthome Limited will be submitting a planning application for alterations and extensions at Broadmead

Rest Home, Broadlayings, Woolton Hill, Newbury, RG20 9TS (within Basingstoke & Deane Borough Council planning

authority).

1.2 The existing rest / nursing home has capacity for the thirty eight residents and has twenty two members of staff. The

proposed redeveloped rest home will have the same numbers of residents and members of staff.

1.3 The proposal was subject to pre-application planning advice (Basingstoke & Deane BC pre-application response

letter reference 14/01470/EN28). This document has been prepared in response to the Travel Plan request.

1.4 During the preparation of this document the proposal and contents of this document have been discussed with

Basingstoke & Deane BC officers.

1.5 This document has been prepared based on these discussions with officers and with consideration to A Guide To

Development Related Travel Plans (Hampshire CC, 2009).

1.6 The Travel Plan aims to limit workplace car use and resultant car parking demand. The Travel Plan will be

implemented prior to occupation and use of the proposed redeveloped rest home. The rest home management have

been involved with the preparation of this document and will be responsible for delivering the Travel Plan.

2 Background

The Existing Home and Proposed Home / Planning Application

2.1 Broadmead Resthome Limited operates Broadmead Rest Home, Broadlayings, Woolton Hill, Newbury, RG20 9TS.

2.2 The care home has thirty eight residents and twenty two members of staff.

2.3 The care home is accessed from Douglas Ride and has six off-street parking spaces (although this could potentially

be increased to eight spaces if areas of paving / hardstanding were cleared of maintenance equipment, skips etc.).

2.4 The thirty eight residents are not very mobile and do not own / drive cars.

2.5 The rest home management have provided the following details of the staff employed:

8am to 2pm

1 × Cook

1 × Kitchen Assistant

1 × Laundry Assistant

2pm to 8pm

In addition drivers work at the start and end of each of the above shifts.

(Note the above staffing does not total twenty two staff; the total pool of staff needs to cover all shifts throughout

the week, including holiday, sickness, maternity leave etc.)

2.6 The rest home management have explained that few members of staff travel to work using private cars. Most staff

travel to work using a mini-bus operated by the rest home management. This demonstrates the existing home's

sustainable travel ethos. I have been told this mini-bus arrangement works as follows:

The Company has a mini bus / nine-seater van which is used to transport staff to and from work. Drivers

employed by the company collect staff and transport them to work before the start of each shift. The same bus

will then collect staff completing their shifts and take them home. As a result of this, there are few journeys that

are made by staff in their own cars.

2.7 The Manager and Deputy Manager drive to work and park in the parking area (working hours are approximately 8am

to 4pm). Additionally the home Handyman drives to work and parks on-site (working hours 8am to midday five days per

week). There is also an Activities Co-ordinator who drives to work and usually parks on-street. One of the home's Drivers

drives to work and parks in the car park or on-street (although his car is only ever at Broadmead whilst the mini bus is

being used to transport staff).

2.8 The rest home management have said that typically one family visits the home a day and that families park in the car

park and on-street.

2.9 It is understood that the car park is rarely full.

2.10 With regards to less frequent trips to the site, care home management have provided the following information:

Visits once or twice a week at most (this can fluctuate but can be taken as an average)

This is agreed with the GP so that the number of visits by the GP is reduced and the Doctors time is used better

and the home can plan accordingly etc.

Social Worker

Visits once a month

Contractors / Ambulance

Visits are as and when needed

Contractors are for PAT testing, servicing equipment, etc. Visit frequency ranges from quarterly visits to six

monthly visits. Contractors usually park on-site.

Fisher (fish supplier) / Brakes (food and groceries)

One visit per week by Fishers by a LGV

Two visits per week by Brakes by a small HGV

Both load from the street.

Calor Gas

Monthly visits from August to April and every two months from April to August by small HGV (loading from the

street).

Clinical Waste

Collects once a week from the street.

General Waste

Collects once a week from the street.

2.11 Broadmead Resthome Limited will be submitting a planning application for alterations and extensions at the home.

2.12 The proposed care home will still have thirty eight residents and twenty two members of staff after development;

there will be no net increase in residents or staff.

2.13 The access will be retained and two additional parking spaces are proposed taking the total number of parking

spaces to eight (inclusive of one disabled parking space).

2.14 Shift patterns and staff travel are anticipated to remain unchanged as described above. Likewise the number of

operational / service trips and visitor trips to the home are anticipated to remain at current levels.

Scope of the Travel Plan

2.15 The scope of the Travel Plan was discussed was Basingstoke & Deane BC Highways Engineering Development

Management / Planning and Development officers.

2.16 Given the immobility of the home's residents it was agreed that a Workplace-style Travel Plan with a focus on staff

and visitors would be more appropriate.

2.17 A Guide To Development Related Travel Plans summarise the difference between Workplace and Residential Travel

Plans as follows (Sec. 2.1, Hampshire CC, 2009):

"Workplace travel plans including office, hospital or visitor attractions are ‘destination’ based plans, generally

designed to reduce car use to a specific destination. Residential travel plans focus on the ‘origin’ where

journeys are made from."

2.18This document has been formatted to align with the TRACES evaluation format (Appendix C, Hampshire CC, 2009).

The Existing and Proposed Site

2.19 As discussed the existing care home is accessed from Douglas Ride and has six off-street parking spaces.

2.20 The proposed home's access will be retained and two additional parking spaces are proposed taking the total

number of parking spaces to eight.

2.21 Refer to Condy Lofthouse Architects' accompanying plans for existing and proposed application drawings.

Accessible Sustainable Transport Infrastructure

2.22 Several bus stops are within walking distance of the home; these stops are shown on a map base in Appendix A.

2.23 As shown on the map plan bus services 7, 21 and 22 are accessible from stops within a short walk distance from

the home. Bus service timetables are provided in Appendix B.

2.24 Table 2.1, over the page, provides details of bus services 7, 21 and 22.

2.25 The nearest rail station is Newbury Railway Station; this is approximately 7km travelling distance.

2.26 Newbury Railway Station is served by First Great Western's Reading to Taunton Line; services between London

Paddington and the West Country.

2.27 Newbury Railway Station has a taxi rank that could be used by occasional visitors to the care home. In addition

there are numerous Newbury-based taxi firms.

2.28 Given the distance between Broadmead Rest Home and the rail station it is considered unlikely that many staff /

visitors will use rail to travel to the home.

2.29 The public transport services discussed above are shown on Public Transport Map of Hampshire 2014/2015

(Hampshire CC, 2014) which is provided in Appendix C for reference.

2.30 The home is not directly accessible from a recognised cycle route. However there are several National Cycle

Network within the wider local area.

2.31 National Cycle Network routes 4 and 264 are shown on a map base in Appendix D.

2.32 The existing home has no cycle parking provision. The proposed redeveloped home will include two long stay

secure and sheltered cycle parking spaces to encourage cycle use.

2.33 As set out above has fairly limited access to public transport sustainable transport modes. Hampshire Local

Transport Plan 2011 - 2031 describes this area as 'North Hampshire's Rural Hinterland' and concedes that (p.54,

Hampshire CC, 2011): "The nature of journeys in this area mean that this will often be by car ... "

3 Consultation

3.1 As discussed in the introduction the rest home management have been involved with the preparation of this

document in meetings, telephone conversations and by email exchange. Rest home management will be responsible for

delivering the Travel Plan.

3.2 The proposal was subject to pre-application planning advice (Basingstoke & Deane BC pre-application response

letter reference 14/01470/EN28). This document has been prepared in response to the Travel Plan request in the

response letter.

3.3 During the preparation of this document the scope of the Travel Plan was discussed with Basingstoke & Deane BC

Highways Engineering Development Management / Planning and Development officers.

3.4 It has not been considered necessary to discuss Travel Plan measures with local highway or transport authorities or

transport operators. This is because the proposal will not see an increase in the number of residents, staff, residents'

visitors or operational visitors; therefore the proposal is anticipated to have no transport impact. In this regard the Travel

Plan is considered proportionate to the development (Sec. 4.1, A Guide To Development Related Travel Plans

(Hampshire CC, 2009):

"The complexity of the plan should be proportionate to the scale of the development proposals."

4 Site and Travel Surveys

4.1 Parking and staff and visitor travel surveys have been carried out for this Travel Plan.

Parking Surveys

4.2 Basingstoke & Deane BC officers requested that parking surveys were carried out on the rest home car park and

street sections immediately adjoining the home before and after shift changes.

4.3 The parking surveys were undertaken on Thursday 11 September 2014. Shift patterns are discussed in Section 2 of

this report. Based on these shift patterns spot counts of cars parked were undertaken at: 7.45am, 8.15am, 1.45pm,

2.15pm, 3.45pm, 4.15pm, 7.45pm and 8.15pm.

4.4 The results of the survey are shown in Table 4.1 below.

4.5 The survey results show that the peak parking demand was recorded before and after the 2pm shift change with a

total cumulative parking demand of five cars. The results also show that the lowest demand was one vehicle at 8.15pm.

Travel Surveys

4.6 Staff and visitor travel surveys were also undertaken on Thursday 11 September 2014.

4.7 The surveys were discussed with officers and based on information provided on Hampshire CC's website

(http://www3.hants.gov.uk/workplacetravel/informationforbusinesses/workplacetravelplans-2.htm [accessed 8

September 2014]).

4.8 The results of the staff travel mode choice and home postcode questions are provided in Table 4.2 over the page.

4.9 It is understood that the survey recorded all staff on site for the survey day / had a 100% response rate. The results

show that approximately 50% of staff use the staff minibus, 30% drive and 20% walk. Considering the site location, a

30% car mode share is considered low demonstrating current sustainable travel behaviour.

4.10 Responses to the survey questions show that the 4 members of staff who drive do so because of: distance,

irregular working hours, early starts and the need to carry work-related equipment. All responses indicated that no

specific incentives would change their travel choice.

4.11 Very similar visitor surveys were carried out. The results of the visitor travel mode choice question is provided in

Table 4.3 over the page.

4.12 It is understood that the survey had a response rate of 50% to 65%. The results show that all 3 visitors recorded

drove.

4.13 Responses to the survey questions show that visitors drove due to travel distance / time or because the visit was

part of professional health worker role.

4.14 The survey results are provided in full in Appendix E.

4.15 As set out in Evaluation and Monitoring Section of this document, it is suggested the same travel surveys are

repeated at several later dates.

Site Audit

4.16 Although this information has been presented in Sections 2 and 4 of this report, in accordance with A Guide To

Development Related Travel Plans (Hampshire CC, 2009), a site audit has been prepared for completeness. This audit is

provided in Appendix F.

5 Vision, Objectives and Targets

5.1 As set out in the previous chapter, the existing rest home has sustainable travel patterns.

5.2 Given the nature of the proposed redevelopment the overall objective will be to keep staff car driver use to existing

levels; below 30%.

5.3 The target has been developed on the basis of the survey evidence collected.

5.4 The target follows pre-application planning advice (Basingstoke & Deane BC pre-application response letter

reference 14/01470/EN28) and subsequent email exchanges and telephone conversations with officers. Basingstoke &

Deane BC officers want the Travel Plan to keep low existing car parking demand to enable them to support the planning

application which would have off-street vehicle parking provisions below the Development Plan maximum standards.

5.5 The target will be for the initial five year period after the redeveloped home is first occupied. After this time period has

elapsed the home will continue to observe the Travel Plan provisions.

5.6 The Travel Plan's progress will be measured by the single occupancy vehicle car use indicator from the surveys

detailed in the report Sections 4, 5 and 6.

5.7 This target is considered Specific, Measurable, Attainable, Realistic And Time-bound (SMART) and is considered

"proportionate" to the scale of the redevelopment (Sec. 4.1, A Guide To Development Related Travel Plans (Hampshire

CC, 2009):

"The complexity of the plan should be proportionate to the scale of the development proposals."

5.8 The Travel plan target is also based on the ‘outcome approach’ as required by national best practice guidance Good

Practice Guidelines: Delivering Travel Plans through the Planning Process (pp. 62-63, DCLG & DfT, 2009):

“Several key principles are important in developing outcome targets and the linked indicators for developments:

For new developments particularly, outcome targets are best expressed in terms of maximum end levels of car

use – e.g. maximum allowable modal share of car use when the development is complete."

5.9 The 'outcome approach' provides 'aim type targets' as required by the local guidance.

5.10 The local guidance states that both 'aim' and 'action type' targets are provided in Travel Plans. Accordingly it the

Travel Plan will also have the following action targets:

Continue to provide the staff mini-bus service,

Provide two sheltered and secured cycle parking spaces prior to the redevelopment's occupation,

Promote sustainable transport in staff induction packs and around the site.

5.11 The Travel Plan's main objective to retain low-levels of single occupancy vehicle car use is considered consistent

with Relevant Development Plan planning policies and other policy, guidance and material considerations etc.

5.12 Relevant Development Plan planning policies are the following saved policies of Basingstoke and Deane Borough

Local Plan 1996-2011 (Basingstoke & Deane BC, 2006):

5.14 Policy E1 Development Control is as follows (pp.35-37, Basingstoke & Deane BC, 2006):

"Proposals for new development will be permitted provided that they are of a high standard of design, make

efficient use of land, respect the amenities of neighbouring occupiers, and do not result in inappropriate traffic

generation or compromise highway safety. All development proposals should therefore:

...

iii. Not generate traffic of a type or amount inappropriate for roads, properties or settlements in the locality, and

provide safe and convenient access for all potential users, integrating into existing movement networks and

open spaces; ..."

5.15 Policy A1 Car Parking is as follows (p.79, Basingstoke & Deane BC, 2006):

"Parking for new development proposals will be flexibly assessed, dependent on individual circumstances,

using as a basis the car and other parking standards set out in the Council’s Parking Strategy and Standards

Supplementary Planning Guidance. Travel Plans will be required for all development, other than residential,

which is above 500 square metres."

5.16 Supporting text states:

"In order to promote the concept of sustainability, some form of management is necessary to ensure that

excessive parking is not provided (which merely leads to greater congestion and pollution). The required

standards are set out in the Council’s Supplementary Planning Guidance, which are based upon national

guidance and the Hampshire County Council Parking Strategy and Standards, which in itself forms

Supplementary Planning Guidance to the Structure Plan. This establishes maximum parking standards and

requires that the levels of parking be reduced in accessible locations, where alternatives modes of transport are

available to the private car. Additionally, the standards vary across the Borough to reflect the more rural nature

of some settlements. In this respect, the standards aim to be more flexible, which will assist in maintaining

vitality and viability in smaller settlements, where alternative modes of transport may not be so readily available.

Standards are also set out for cycle parking. Furthermore, the SPG also identifies some circumstances where a

Travel Plan and / or a Transport Assessment will be required.

Travel Plans are required in order to seek to encourage companies to provide and make use of alternative

modes of transport to the private car. This could, for example, include the provision of a car-sharing database of

employees or the increased use of flexible and home-working via e-mail and the internet. Advice on the

preparation of Travel Plans is available from the Borough Council."

5.17 Policy A2 Encouraging Walking, Cycling and the Use of Public Transport is as follows (pp.80-81, Basingstoke &

Deane BC, 2006):

"The Borough Council will only grant planning permission for developments with vehicular and pedestrian

generation implications where:

i. cycling and walking infrastructure are integrated with the development and linked with surrounding networks;

and

ii. development takes account of the needs of public transport.

Elsewhere within the Plan area opportunities will be examined to improve provision for pedestrians, cyclists and

to encourage the use of public transport including community transport in areas not served by conventional

public transport. Additionally, the funding of local transport improvements will be sought in conjunction with new

development where appropriate."

5.18 Other policy, guidance and material considerations include:

The National Planning Policy Framework (Department of Communities & Local Government, 2012)

Basingstoke Environment Strategy for Transport (Basingstoke & Deane BC & Hampshire CC, 1999)

Hampshire Local Transport Plan 2011 - 2031 (Hampshire CC, 2011)

5.19 The “presumption in favour of sustainable development” is at the heart of national planning policy in the National

Planning Policy Framework (DCLG, 2012). Section 4, 'Promoting sustainable transport', of the document highlights the

important role transport has in facilitating sustainable development.

5.20 The National Planning Policy Framework states (pp.9-10, DCLG, 2012):

"Plans and decisions should take account of whether:

the opportunities for sustainable transport modes have been taken up depending on the nature and

location of the site, to reduce the need for major transport infrastructure;

safe and suitable access to the site can be achieved for all people; and

improvements can be undertaken within the transport network that cost effectively limit the significant

impacts of the development. Development should only be prevented or refused on transport grounds

where the residual cumulative impacts of development are severe."

5.21 Basingstoke Environment Strategy for Transport (Basingstoke & Deane BC & Hampshire CC, 1999) was prepared to

guide transport policy.

5.22 The documents set "an ambitious headline target to cut the number of car journeys as a proportion of all journeys

by 20% before 2020.This will lead to future traffic levels staying roughly the same as at present, taking into account the

expected rise in car ownership and travel demand associated with new development."

5.23 A number of objectives were set to realise the target as follows (p.7, Basingstoke & Deane BC & Hampshire CC,

1999):

"They are to work in partnership with all sectors of the community to:

improve transport choice for all, regardless of age, income and mobility;

reduce the need to travel by providing local facilities and employment opportunities;

reduce the harmful environmental effects of traffic and transport, particularly pollution, noise and

visual effects;

enable people to be less dependent on cars for their travel needs;

improve safety and personal security for all travellers; and

protect and promote Basingstoke’s position as an attractive location for business and investment."

5.24 Similarly Hampshire Local Transport Plan 2011 - 2031 (Hampshire CC, 2011) sets out the local highway authorities

long-term vision for how the transport network of Hampshire will be developed between 2011 and 2013. The plan sets

out priorities and policy objectives structured under five broad themes as follows (p.13, Hampshire CC, 2011):

"a) Supporting the economy through resilient highways;

b) Management of traffic;

c) The role of public transport;

d) Quality of life and place;

e) Transport and growth areas."

6 Action Plan (Travel Plan Strategy and Action Plan)

6.1 With regards to travel plan management, national best practice guidance states the following (pp. 100-101, DCLG &

DfT, 2009):

“A travel plan must be seen as a ‘living document’ that should be updated and amended in the light of

experience. It is therefore essential that the ongoing management arrangements are agreed prior to the grant of

planning permission, and the commitment to the plan by all the relevant parties is supported by the planning

obligation. The travel plan needs to be capable of securing long-term action. It therefore needs to be

implemented and managed as far as possible so that it becomes self-sustaining.

For large-scale developments the travel plan co-ordinator has a critical role in ensuring that the plan is

implemented, managed, monitored and reviewed over time. It is also essential to ensure that an effective

partnership is established to undertake this role in the longer term as well as the initial implementation. The

nature of this arrangement will need to vary depending on the type and scale of development.”

6.2 Local guidance states the following about the Travel Plan Co-ordinator role (Sec. 4.1, A Guide To Development

7 Evaluation and Monitoring

7.1 Monitoring surveys will take place at "years one, three, and five", as set out in Table 6.1 the action plan, in

accordance with local guidance (Sec. 5.2, A Guide To Development Related Travel Plans (Hampshire CC, 2009).

7.2 It is suggested that the same surveys carried out / detailed in Section 4 of this document are repeated for the

monitoring surveys.

7.3 Given the minor scale of the development surveying after five years is not considered necessary. As discussed in

Section after the monitoring time period has elapsed the home will continue to observe the Travel Plan provisions.

7.4 In this regard the Travel Plan is considered proportionate to the development (Sec. 4.1, A Guide To

Development Related Travel Plans (Hampshire CC, 2009): "The complexity of the plan should be proportionate to

the scale of the development proposals".

8 Roles and Responsibi l i t ies

8.1 As discussed in Section 6 the Travel Plan will be managed and promoted by the Broadmead Resthome Ltd through

the appointment of a Travel Plan Co-ordinator. Given the modest size of the home and redevelopment this will be a part

time role.

8.2 Given the modest size of the business it is likely that the Travel Plan Co-ordinator will come from the home

management team and that a full 'steering group' / 'working group' would not be required and would be excessive.

8.3 Refer to Section 6 for the roles and responsibilities of the Travel Plan Co-ordinator.

9 Awareness, Promotion and Marketing

9.1 As discussed in Section 6 the Travel Plan will be promoted by the Travel Plan Co-ordinator and through staff

induction packs and notice boards / posters in communal areas around the home.

9.2 Sustainable travel information such as the information provided in Section 2 and Appendices A, B, C and D of

this document as well as sustainable transport events, for example events listed on Department for Transport's My

Journey Hampshire website (http://www.myjourneyhampshire.com/events1), will be promoted.

9.3 The Travel Plan monitoring results will also be provided on the travel notice board.

10 Funding

10.1 Given the modest scale of the redevelopment and the home it is important that the Travel Plan does not require

excessive funding.

10.2 Measures and activities that would require funding are set out in Section 6 of this document.

10.3 The Travel Plan will be funded by the home operator Broadmead Resthome Ltd.

11 Deliverabil i ty / Enforceabil i ty

11.1 It is anticipated that a Travel Plan will be required as a planning condition or legal agreement, should the

application be approved.

11.2 It is understood that at this stage no condition or agreement wording has been drafted.

11.3 It is considered that any wording should relate to: the proposed target set out in Section 5 and the Travel Plan Co-

ordinator and timescales set out in Section 6.

11.4 The wording and any suggested sanctions to enforce the agreement must not be 'punitive' (p.120, DCLG & DfT,

2009):

"Default mechanisms must not be punitive. They must satisfy the appropriate legal and policy tests for planning

obligations (or conditions, as the case may be). They may operate as an incentive to deliver the travel plan’s

preferred outcomes, but they must be justifiable on their own merits."

12 TRACES Evaluation

12.1 This document has been assessed against the TRACES evaluation format (Appendix C, Hampshire CC, 2009). The

assessment is provided in Appendix G.

13 Summary

13.1 Broadmead Resthome Limited will be submitting a planning application for alterations and extensions at

Broadmead Rest Home, Broadlayings, Woolton Hill, Newbury, RG20 9TS (within Basingstoke & Deane Borough Council

planning authority).

13.2 The existing rest / nursing home has capacity for the thirty eight residents and has twenty two members of staff. The

proposed redeveloped rest home will have the same numbers of residents and members of staff.

13.3 The proposal was subject to pre-application planning advice (Basingstoke & Deane BC pre-application response

letter reference 14/01470/EN28). This document has been prepared in response to the Travel Plan request.

13.4 During the preparation of this document the proposal and contents of this document have been discussed with

Basingstoke & Deane BC officers.

13.5 This document has been prepared based on these discussions with officers and with consideration to A Guide To

Development Related Travel Plans (Hampshire CC, 2009). This document has been assessed using the guidance

TRACES evaluation table.

13.6 The Travel Plan is based on recent surveys carried out at the existing home.

13.7 Given the nature of the proposed redevelopment the overall objective will be to keep staff car driver use to existing

levels; below 30%.

13.8 An action plan, table of measures and monitoring schedule to achieve the objective are provided in this document.

13.9 The rest home management have been involved with the preparation of this document and will be responsible for

delivering the Travel Plan through the appointment of Travel Plan Co-ordinator responsibilities.
