of community support that was demonstrated after this event to help the three families whose homes were impacted. I had the opportunity to visit with members of the Bennett, the Weir, and the Kenney families shortly after the incident, and found it very heartwarming to hear about the monies raised and the generosity provided by this community. Please keep them in your thoughts and prayers as they continue recovering from this traumatic experience.

In February of each year, I am honored to attend the annual Boerne Police Department awards ceremony. We recognized Kristen Irvin as the 2014 Dispatcher of the Year and Cheyenne Weber as the 2014 Police Officer of the Year. Many others were also recognized for their skills and dedication to keeping our Boerne community safe. Medals of Valor were presented to Officer James Gonzalez and to former Boerne Police Officer Johnny Siemens for their exceptional bravery during a car chase incident a few years ago. If you know these fine young people, please congratulate them.

Boerne is once again coming alive with all the usual sights, sounds and colors of spring. I look forward to visiting with many of you in the coming weeks and months as our calendars get filled up with Boerne’s unique variety of Spring and Summer events.

One of the fascinating acts at a Boerne Performing Arts New Shanghai Circus performance this season included several young ladies prancing around the stage carrying multiple long rods with a spinning plate atop each rod. At first I thought those plates must be attached to the rods somehow, but no; at the end of the dance the plates were gently set down on the stage revealing that they were not attached to anything. Of the thirty-plus spinning plates, not a single one fell to the ground during the performance. It was an incredible display of focus and balance.

My life as husband, father, grandfather, son, banker, and mayor also requires focus and balance – every day I feel as if I am spinning three or more plates at once. It is invigorating, challenging, tiring, but most of all rewarding. I love this community and have a strong desire to keep Boerne moving forward in a positive and sustainable way. I remain committed to working with our community partners to preserve those things that make Boerne so special. It is an honor to serve as your Mayor, and I pledge to keep working with our city, county, and state elected officials, as well as our community leaders to keep Boerne one of the best places to live, work and play.

At City hall we learned some terrific financial news recently – the city’s sales tax revenue from the holiday season reached a record high of $610,000. I believe that the city’s marketing team at the Convention and Visitors Bureau, along with our incredibly hard working Dickens on Main partners, deserve a great deal of credit. As a local government entity, we rely heavily on sales tax revenue to fund city services and programs. Implementing our economic development and tourism related strategies are key to shifting a local govern-ment’s reliance on residential property tax revenue to commercial property tax and sales tax revenue.

One of the most significant community events so far in 2015 was the unfortunate explosion of a home in the Trails of Herff Ranch. I am taking this opportunity to once again highlight the first responders from the Boerne and Bergheim Fire Departments, the Boerne Police Department, Kendall County EMS and the Kendall County Sheriff’s office, the city’s natural gas utility crews, and the local and state Fire Marshal’s offices. Working as a team, all of these folks did an amazing job getting the situation under control within just a few hours. The investigation into the cause of the explosion, which is led by the State Fire Marshal’s office, is still in progress. In the meantime, the City of Boerne Utilities natural gas crews have conducted over one hundred safety inspections for homeowners in this neighborhood. For anyone that uses natural gas or propane in their homes or businesses, it is critically important that these systems are checked on a regular basis by electricians or heating professionals

in establishing the Boerne Performing Arts. The nonprofit organization hosts performanc-es from world renowned artists, enjoyed by thousands of Hill Country residents. The shows are also provided free of charge to thousands of local students.

contributed to the success of the Boerne Kendall County EDC. Dan H. Rogers, President/CEO of the Boerne Kendall County Economic Development Corporation, has announced to the board of directors, his intentions to retire effective May 29, 2015.

Rogers was recruited in May 2006 to establish Kendall County's first full time agency to generate economic development to support a thriving, diverse and sustainable quality of life in the community.

In 2013, under Rogers, the organization changed its name to the Boerne Kendall County Economic Development (BKCEDC) to better identify its geographic location when marketing to prospects.

At BKCEDC, Rogers successfully retained numerous business-es important to the local economy, while helping these and other companies obtain incentives to expand their operations. Notable are Albany Engineering Composites, Mission Pharmacal, Connexa Energy and Texas Star Nut and Food Company, among others.

Rogers is also credited with bringing several new businesses to the Kendall County market including Starplex Cinemas, Electrolab Inc. and AJW Architectural Products. The combined economic impact during Rogers' nine-year career will be more than 800 jobs and over $75 million in capital improvements, excluding land values.

In addition, the Texas Economic Development Council recognized the Boerne Kendall County EDC in 2008 and 2013 with awards for excellence in economic development achievement.

Jennica Colvin, Occupational Therapist and Owner of Colvin Home Health & Consultative Services, has a passion for the elderly. After working in hospital and nursing home rehabili-tation settings for the past 13 years, she began to notice a trend that lead to early and prevent-able nursing home admission, particularly, with individuals who had dementia or a fall which lead to an injury. These experiences led her to a unique idea for a business concept focused on prevention of early nursing home admittance.

The term, “aging in place,” is quickly grow-

ing in popularity with baby boomers. It’s a phrase meant to explain keeping the aging in their home as long as possible.

Jennica and her team of experienced geriat-ric therapists have developed three specialized programs to support keeping loved ones in their home. These programs focus on Dementia Care, Balance/Fall Prevention, and The Older Driver.

Each program includes education about specific disorders, screenings for cognitive or muscular deficits, and communication with

When Will You GET A RAISE?

Since the Great Recession in 2008, Americans have been accustomed to earning little to nothing on money markets, savings accounts, and CDs. Will 2015 be the year Americans finally get a raise on the interest they earn from short-term bank investments?

For seven years, the Federal Reserve (a.k.a. “the Fed”) has either been lowering short-term interest rates or keeping them near 0%. Their goal has been to stimulate the economy. After all, low interest rates encourage borrowing and investing. In addition to keeping their stated short-term rate near 0%, they have also initiated several bond buying programs that have kept long-term interest rates low to stimulate the

economy and avoid a deflationary event like 2008. This has led to few investment options better than U.S. stocks, with rates hovering near all-time lows. In fact, one of the repercussions of the Fed’s actions has been to force those looking for safe retirement income to abandon typical low risk options and opt for dividend paying stocks and other higher risk investments. This has fueled higher demand and prices for many stock investments in recent years and potentially a more pre-carious market environment if these investors become spooked and decide to sell. Unfortunately for those refusing to accept more risk, the good ol’ days of 5% money markets aren’t coming back for a long time.

Although our little bank grew to serve San Angelo and Boerne and embraced the latest products and services, we haven’t forgotten where we came from. If those old-timers could come back today, they’d see we still look a person

in the eye, offer a firm handshake, and close a deal with a smile. They wouldn’t be surprised that we remember their names and genuinely care about their

well-being, because it’s a part of our Texas tradition. As we enjoy our 115th year, we don’t know what the future has in store,

but we can promise this – our tradition of excellence continues.

Typically, as the economy recovers, the Fed begins to raise interest rates, which would mean higher bank rates for customers.

The chart on the previous page shows the employment (non-farm payrolls versus the Fed Funds rate going back to 1985. As you can see, when employment improves, typically the Federal Reserve will begin raising interest rates.

Over 200,000 jobs are now being created each month. The unemploy-ment rate, which was roughly 10% in 2009/2010 now sits at 5.5%. And yet, the Fed has refused to normalize interest rates creating this extremely large diver-gence. So, why the hesitation?

For one, the Fed is still more con-cerned about deflation than they are about inflation, and rightly so. Inflation has been lower than normal for some time and doesn’t seem to be a threat to the U.S. economy as far as the eye can see. Typical inflation measures, such as wage growth and the velocity of money remain below average. In addition, most of the money created by the Fed in recent years remains stagnant within banks as new regulations and risk aversion have limited their loan creation; hence, less money circulating in the economy and thus lower overall inflation numbers.

The Fed is also hesitant to raise interest rates given the growth (or lack thereof) of the global economy. The U.S. remains on an island in terms of economic improvement compared to the rest of the world. Central banks around the world continue to lower interest rates and maintain their own form of monetary stimulus. Therefore, the Fed is con-cerned that global economic weakness could easily spill over to the U.S. and they don’t want to be raising rates when things are getting worse.

Lastly, the Fed is keeping interest rates low because they enjoy watching the stock market go up and are con-cerned about future stock prices if they begin raising rates. In fact, since they ended quantitative easing in October 2014, volatility has increased. This is a reminder that investment risks which may have been forgotten in recent years due to steady stock market returns will need to be considered going forward.

Investors wanting a steady stream of income in retirement will need to seek a

combination of investments that produce alternative streams of income and also dividends from high quality stocks. However, having specific exit strategies in place will be key as the aging bull market continues.

So, should the Fed be raising rates? The short answer is yes. Will they in 2015? Nobody knows for sure, but regardless if they do or don’t, don’t expect any significant change on the interest received for money markets and CDs in the near future.

WWith a projected average annual growth rate of 4.3 percent over the next five years, Boerne ISD enrollment is expected to top 9,200 students by 2019-20. Current enrollment in the district is 7,524.

A new study commissioned by the district and released at Monday’s Board of Trustees meeting detailed new housing starts in the district and provided insight into the impact regional growth may have on local schools. The study was conducted by Templeton Demographics, which last studied the district’s enrollment forecast in 2012 as the district prepared for the May 2013 bond election. Numbers from the current study reflect an upward trend across all categories from the 2012 study.

The demographic study shows that the City of Boerne expects a total population growth of 680 people in 2015, a number that trends upward in subsequent years through 2019, when annual population growth is expected to exceed 1,000 people for the foreseeable future. District population in areas beyond Boerne city limits – particularly in Fair Oaks Ranch and the southern part of the district – will experience continued growth, as well.

“You don’t have to be worried about overbuilding (schools),”

Bob Templeton said during his presentation. “The growth is com-ing. In a community like Boerne, we are going to hit the numbers projected here, it is just a matter of when. Will the district reach 11,000 students in ten years, or will it be eight? Regardless, it is going to happen.”

By the time this year’s second graders are high school seniors – 2024-25 – the Templeton study forecasts that district enrollment will surpass 11,600.

“This study is key to our planning process,” said superintendent David Stelmazewski. “With the bond that voters approved in 2013, we said we could accommodate enrollment growth through 2018. This study validates that position and stresses the importance of beginning to plan for the new schools that will be needed beyond 2018.

“In the near future, we will call together our long-term planning committee, including district staff, parents and community lead-ers, and begin that process just as we did leading up to 2013. This demographic study will be a key piece of information that will guide the process.”

A lot has changed for Boerne and GVTC since that first connection which forged a partnership more than 30 years ago. It began with coaxial cable and now involves strands of fiber optics. In the early 1980’s city leaders approached GVTC about wiring Boerne for cable television. No other companies showed much interest at the time. GVTC was still a rural cooperative telephone company. Boerne wasn’t located in GVTC’s telephone cooperative footprint, however, the company recognized an opportunity to enter a growing business and provide a service to the community.

Today, Boerne is more than double in size and on the verge of a population surge with several residential communities in development. GVTC has evolved into a first class 21st century communication provider successfully competing with Fortune 100

telecommunication corporations. Television options are still important to

consumers but a growing number now place a premium on broadband. Studies show the average household has more than seven Internet connected devices, with many of them operating at the same time. A fast and dependable broadband connection is a must for a good experience. Many older broadband technologies share a connection with neighbors. GVTC fiber uses a dedicated line

Whether it’s the entry 40 Mbps fiber connection, or its 1 Gbps service, the fastest consumer speed available in the nation, all GVTC fiber customers have the leading broad-band technology to meet their needs. This means a strong Wi-Fi signal to all Internet devices, smooth video stream-ing, fast downloads and effortless web browsing.

The city of Boerne and commu-nity leaders recognize the importance of top notch broadband to enhance quality of life for its residents and boost economic development. In January 2015, the Boerne city council approved a partnership with GVTC to extend its fiber network throughout its city limits.

“Boerne is now in a unique group of forward thinking cities such as Kansas City, KS, Lafayette, LA and Chattanooga, TN that understand the importance of fiber technology to enhance quality of life and control eco-nomic development,” GVTC President and CEO, Ritchie Sorrells said.

Prior to this agreement, GVTC fiber was only available to half of the residents. Boerne will spend $77,500 to inspect and install necessary utility pole contacts for the fiber build out. GVTC will invest more than $1.8 million to complete the build out and make Boerne an all fiber city. By 2016, an additional 1,600 homes will have access to GVTC fiber services. Residents will have the option to remain on their current service, if they wish.

“The partnership between GVTC and the city of Boerne was reinforced with the commitment, to provide equal access to fiber internet service to all homes in Boerne,” Boerne Mayor Mike Schultz, said. “This will be a game changer for Boerne’s future in many ways, and for many years to come.”

A specialized GVTC fiber network connects all of Boerne’s municipal buildings, 911 emergency dispatch cen-ter, and public computers at the Patrick Heath Public Library. Boerne I.S.D. has its own fiber network used to bring unique educational opportunities into the classroom.

“Access to fast and reliable Internet in the 21st century is as important for education as textbooks were in the 20th century,” Boerne ISD Superintendent, David Stelmazewski, said. “Ensuring all our residents have access to among the

best communications technology in the world is an investment returned in better educated students and a workforce capable of competing with anyone in the world.”

In June 2014, Boerne’s fiber partnership with GVTC took an historic step with the formation of the GVTC GigaRegion®. Boerne, along with Bulverde and Gonzales, are partnering with GVTC to market fiber connectivity, along with incentive packages, to create new jobs and retain existing business. The private-public partnership is considered the first of its kind in the nation and has generated local and national attention to Boerne and its partner cities.

Before the GigaRegion®, GVTC recognized the importance of helping its communities develop a strong economic development strategy. In 2006, GVTC was one of the founding sponsors of the

Boerne Kendall County Economic Development Corporation. In addition to financial support, the company provides complimentary office space and telecommunication services at its Main St. location. Through collaboration from retiring President and CEO Dan Rogers and community leaders, the organization has created more than 800 jobs and over $75 million in capital improvements, excluding land values.

Many nonprofits in the Boerne-Kendall County area benefit from contributions provided through The GVTC Foundation. The Foundation has donated more than $1.7 million dollars to charitable organizations throughout GVTC’s 2,000 square mile area.

“As an anchor corporation, it’s important to be a good steward in the communities we serve,” Mr. Sorrells said.

In the past five years, the Foundation has donated over $360,000 to more than 35 different local charitable organizations. This doesn’t include scholarships, contributions to the Patrick Heath Public Library and support to various business development organizations.

“GVTC’s donations are huge and impactful in so many ways,” Agnes Hubbard, co-executive director, Hill Country Daily Bread, said. “It helps us buy trucks of food and address the needs of our families through our client services programs. We couldn’t do it without the help of foundations like GVTC.”

The Foundation is primarily funded by GVTC and through employee payroll contributions, which 85 percent support. The Foundation continues to grow its community contribution base through its annual Partnership Campaign. During this

event, GVTC matches outside contributions 100 percent. The Partnership Campaign kicks off at GVTC’s Annual Meeting and runs through the end of the year.

The main fundraiser for the Foundation is the GVTC Charitable Golf Classic. The 11th annual event takes place May 4, 2015 at the Resort at La Cantera. As we move into April and the tax deadline looms closer, it may be time to evaluate your situation this tax season. It is important to review your tax strategy with a CPA to ensure you are reaping the best tax benefits for your personal and business activities. As April 15th approaches, now is a great time to reflect on how your 2014 tax returns went, and what to think about in the future. Here are a variety of tax issues to consider.

CPA PerformanceFirst and foremost, are you happy with your CPA? Do you only see them once a year to drop off your tax data? Is that all you need? If not, maybe it’s time to reevaluate your relationship with them. Your CPA needs to be your source of planning opportunities and options, not simply someone who prepares your return at the end of each year. You should feel comfortable with your CPA and reach out to them throughout the year to assist you in making business decisions. Consulting with your CPA before making decisions ensures the best tax treatment.

Small Business IssuesEvery year federal and state taxes seem to get more and more complicated. Are you up to date on the new issues and requirements? Are you up to date on your bookkeeping? Have you taken care of the new health care requirements? Are all your payroll reports filed timely? Have you made the right entity choice for your business? Have you selected a retirement plan for you and your employees? If you answered ‘no’ or ‘I don’t know’ to any of these questions, it is time to see your CPA. personal adjusted gross income is too high ($80,000 to $90,000 for single filers and $160,000 to $180,000 for married filing jointly) then you cannot take the credit. However, if you opt to allow your child to claim the credit, you cannot claim them as a dependent on your personal tax return. Depending on your income levels, you may not even benefit from claiming your college age child as a dependent. The threshold for exemption phase out for 2014 was $254,200 for single filers and $305,050 for married filing jointly. So if you are not benefiting from claiming your child, then allow-ing them to claim themselves on their individual return may result in tax savings. Remember, the exemption for a dependent child can only be taken once – by either the parent or the child, but not on both returns. Talk with your CPA regarding your specific tax situation to see if there are any overall savings to your family by allowing your child to claim themselves.

Estate Tax ObligationsWith an aging population, many of us have elderly parents and relatives. If you are asked to be an executor for an estate, be sure to do your due diligence. A recent court case held that the executor was personally liable for unpaid estate taxes. In this case distribu-tions were paid out to beneficiaries before all of the estate, gift, or income taxes were paid. If the executor knew (or “constructively knew”) that the estate assets might be insufficient to pay the tax, then the executor can be held personally liable if distributions are made before the taxes are paid. If you agree to be the executor of an estate, be sure to get a professional CPA to assist you.

Taxes on investment incomeYou may have noticed you are paying additional taxes due to the 3.8% Medicare surtax on net investment income (NII). This tax was part of the controversial Patient Protection and Affordable Care Act (also known as Obamacare). The 3.8% tax is assessed on the lower of your NII or the amount your modified adjusted gross income exceeds certain thresholds. For tax year 2014 the threshold was $200,000 for unmarried taxpayers, and $250,000 for married filing jointly. Your NII includes interest income, dividend income, capital gains, most royalty and rental property income, and the gains and income from passive business activities. It may be too late for tax year 2014, but you can make some changes now to reduce this tax for 2015. Some strategies include switching your investments to municipal bonds (since tax exempt interest income is not included in NII) or changing to growth stocks instead of dividend paying stock. You can also consider selling stock that is currently showing a capital loss to help offset your other capital gains, and allow you to take an additional $3,000 capital loss per year. Before making any changes to your portfolio, check with your CPA and stock broker.

IIf you are a $100k+ executive, you need an executive resume that works very hard to communicate critical information—not just when given a cursory glance but at the deeper read as well. The trick is knowing what to include—and what to omit—with a dash of marketing 101 understanding in its foundation.

Common issues with executive resumes include big, dense, text-heavy paragraphs in a small font, documents that look dated, and some that are 4 to 7 pages long because you (a VP or C-level executive) are at the point in your career where you have amassed so many skills and conquered so many challenges, it becomes easy to lose sight of what to include …. so you include it all!

To help – here is a basic checklist to help you review your executive resume so that you can include only the most important components!

• Identify what you want, and build your resume TO those positions. With your goal as your touchstone, you will easily know what to put in and what to leave out. Start by finding a couple of representative job ads. Then highlight all of the areas that resonate with you and compare your top keywords and key points against those keywords and phrases.

• Bold where you want the eye to go to first. Think of all the resumes you have looked at as an executive—and how lack of clarity and focus creates almost immediate frustration. Be focused and clear about your industry and position goals, and support your focus with facts that “argue” your position, such as P&L, teams managed, regional/national/global experience, certifications or key skills such as M&As, IPOs, and turnaround situations, as an example.

• Keep your summary paragraph short and sweet. More than 5 lines deep, you risk losing your reader.

• Don’t go back more than 20 years. Not every career professional is in agreement about how far back your history

should go. Personally, I think 20 years is a good place to stop. But there are always exceptions.

• Tell your story. Under your professional narrative, try to say something complimentary about each company you’ve worked for—and try to add a few facts and figures about the size and specialty of each company to give the reader a baseline perspective. Mention whether you were recruited, promoted, or appointed and write about some of the challenges you faced. Sharing this in short sound bites—without getting too embroiled in a lot of detail—makes for more interesting reading.

• Lead with your metrics. It doesn’t matter whether you structure your bulleted points by skill (Financial Turnarounds/Performance Management) or you start your bullets with achieve-ments; front load your metrics and THEN share a little bit of “how” you did it. When a bullet begins with: “Generated an addi-tional $40M in incremental cash flow by …” or “Drove top-line revenue $250M in under 24 months through …” you will instantly capture the hiring manager’s interest. You’ll make him wonder, “Wow! How did he do that?” And then he will continue to read!

These are a few main points I often see that are missing in executive resumes. And so I hope this checklist will help you to identify the areas in your resume that you can improve to help more accurately communicate the message of “who you can truly be in terms of your value” to a potential employer.

There's no doubt lower oil prices have a negative impact on the overall Texas economy. However, a noted economist said history shows the state's housing market has thrived under a wide range of oil prices, some lower than those seen recently.

"Everyone remembers the Texas energy bust of the 1980s," said Dr. James Gaines, research economist with the Real Estate Center at Texas A&M University, "but there are numerous reasons to believe the current price downtown is different."

Gaines credits economic diversification over the past three decades, including growing health care, technology, trade, professional services and other segments of the economy.

"Perhaps even more importantly," said Gaines, "the past few years have not led to excessive overbuilding or overspending as was the case in the 1980s. Oil price expectations this time were not based on maintaining the $100-per-barrel-or-higher level, thus reducing the potential negative impact on the economy."

Texas' housing markets surged in 2014 along with the state's general economy and employment. Home sales in 2014 reached 285,000 transactions, the second-highest level ever recorded and just short of the 2006 peak of 292,805. The statewide median home price set another record high for the fourth year in a row, reaching $183,700.

"At the same time, the inventory of homes listed for sale fell to new lows relative to the pace of monthly home sales," said Gaines. "Residential markets across the state tightened as population and employment gains coupled with low interest rates to fuel housing demand."

Texas' 2015 housing market will not be exclusively based on the price of oil, said Gaines. Local metropolitan markets experience different levels of influence from oil prices and energy sector activity over the year, depending on how closely tied they are to that sector.

Besides oil prices, Gaines said other major housing market influences include the ease of credit and its availability for first-time homebuyers, employment growth and immigration, and continued low mortgage interest rates.

"The negative impacts of low oil prices should be at least partially offset by positive impacts from nonenergy economic activity," said Gaines. "The uncertainty over how low prices will go and how long they will stay low makes 2015 estimates extremely difficult. We will continue to monitor the volatile oil prices and adjust our expectations accordingly."

PUT COLOR AT THE ENTRY: Adding brightly colored plants and furniture near the entry to your backyard will help to create focus there, causing the rest of the space to recede. Warmer colors tend to excite the brain, so use them in areas you would like people to focus on. Add cool colors closer to the outer edges of the yard as they tend to blend in with the greenery.

LAY DECKING AND PAVERS ON THE DIAGONAL: Instead of placing your pavers or decking vertically or horizontally, elongate the space by laying them on the diagonal to create the illusion that the space is larger than it is. Another fun trick is to decrease the width of a walkway as it nears the back of the yard. This will make the end seem more distant.

CREATE LEVELS & DIVIDE THE SPACE: When it comes to making a small yard feel bigger, breaking up the space is key. One way to do this is to create depth by adding levels. Consider a slightly elevated or sunken patio or even raised planters and flower beds can do the trick. Dividing the space can create an element of surprise, it’s sort of like creating another dimension or room and adds interest to the space. Define your outdoor areas with planters, small walls, linear fire pits or fountains, fireplaces or even alternate ground surfaces.

THINK UP: Vertical elements will not only help to divide the space, but will also draw the eye upwards. Trellises, pergolas and arbors are great ways to add interest to a space while bringing in much needed height.

HANG MIRRORS: Mirrors are a great way to make any space feel larger, so why not use them in the backyard too? They will reflect light and draw other elements into a space. Just make sure to use one with a frame that will withstand the outdoor elements.
