REMARKS: The Engineers Estimate for the landside bid is $157,646.00 and the aggregate engineers estimate for the airside bid is $686,603.25. Five (5) bids were received and evaluated for this project. Two (2) bids were found to be technically acceptable for airside work and are being recommended for award. MAA has decided, due to the cost of reimbursement for performance bonds, to limit contract award to three (3) contractors for the landside work. The specific tasks bid during the bidding process are being recommended for award to the contractors with the lowest bid per the contract language. In an effort to promote competition and control costs, after award contractors will be required to compete on specific individual tasks. MAA reserves the right to award any task to one of the successful contractors when a specific expertise is required or when the continuation of a prior task is required. MAA advertised on eMaryland Marketplace and on the MAA Website. Nine (9) sets of specifications were sold and five (5) contractors submitted bids. The third lowest bidder P. Flanigan and Sons, Inc. filed a letter styled as a protest on February 3, 2011. The final Procurement Officer’s Determination was issued on February 17, 2011 denying P. Flanigan’s “protest.” The contract amount is based on the final budget amount. None of the contractors have a guaranteed minimum or maximum amount, except for the overall budget limitation.

The Invitation for Bids (IFB) was advertised in local publications, on eMaryland Marketplace and MAA issued one hundred sixty-two (162) direct mail notices to firms having interest in the ground transportation business in the Maryland and District of Columbia metropolitan areas. Eighteen (18) IFB specifications were sold, with three (3) competitive sealed bids received on July 28, 2010. Upon evaluation, it was determined that one bid, submitted by Haymarket Transportation Maryland, Inc., was substantially incomplete and not in compliance with the Mandatory Qualifications set forth in the IFB and was therefore rejected. Upon subsequent evaluation of the remaining two completed bids, and a request for further clarification from those two bidders, it was determined that one bidder, Shuttle Express, Inc. d/b/a SuperShuttle Baltimore, failed to submit a proposed schedule of trips and a detailed description of the schedule; therefore, its bid was rejected.
