Riverfront Barge Project Scope of Work: Fort Wayne Parks and Recreation Department will purchase a custom designed and built 30’ barge and associated accessories and trailer from Kann Manufacturing. This work barge will be utilized for river bank and channel cleanup related to the Riparian Management Plan this department has been tasked with implementing. Because the barge is a unique and custom product designed to meet our specific needs, it is not available from multiple manufacturers. We are therefore seeking a waiver of the quote process through City Purchasing Funding Source: Legacy Fund Estimated Completion: June 2017 We received a quote from Kann Manufacturing in the amount of $68, 376.00. They also provided a letter indicating that they were the sole source for this product as required by City Purchasing. If it would please the board, I ask for approval of a contract at that amount with Kann Manufacturing.

Various Parks 2017 Paving Improvements Project Project No: 217007 Project Approval Request Scope of Work:
This project consists of paving improvements in seven different parks. These parks include Foster, Franke, McMillen, Memorial, Shoaff, Swinney, and Vesey Parks. Work includes installation of new asphalt paving, striping, and concrete work to Various Parks, Parking lots, Drives and Pathways. Work shall also include: tear out and replacement, milling and overlaying, with repairs to surface imperfections as specified per drawings and specifications.
Funding Source: Parks Bond, Parks Capital Fund Board Approval: Bids for this project were requested on behalf of the Board of Parks Commissioners on March 6th. Three companies picked up plans and two submitted bids. After review of the bids, the staff would like to recommend acceptance of the base bid plus alternate bids 4,5,11, and 12. Given this combination, Brooks Construction was the low bidder. At this time I would like to request approval of a contract with Brooks Construction for the amount of $1,395,681.00. Foellinger-Freimann Botanical Conservatory Gutter Improvement Project Project No: 216015 Project Approval Request Scope of Work:
This project consists of the repair and replacement of the existing concrete gutters on the glass houses of the conservatory buildings. These gutters are used to catch the large amount of water that comes off the glass roofs of the buildings. The concrete has become cracked and no longer functions as designed, which is allowing water to enter the building in various locations. This project will rebuild these gutters with an improved design that should last much longer and perform better.
Funding Source: Parks Bond/Park Capital Fund Board Approval: Bids for this project were requested on behalf of the Board of Parks Commissioners on February 28, 2017. Three companies picked up plans and submitted bids. The project consists of one base bid and six alternate bids. After review of the bids and the alternate bids, the Parks Department has chosen to accept the base bid and alternate bids 1, 2, 4, and 6. Given this combination, Hamilton Hunter builders was the low bidder. Hamilton Hunter has a very good history of completed projects with the Parks Department. At this time I would like to request approval of a contract with Hamilton Hunter Builders for the base bid plus alternate bids 1,2,4, and 6 in the amount of $465,477.00. This project is the second phase of a project that began in 2016 at Franklin Park. Details of the project consist of the renovation of the existing building in the park from its current state to a new year-round park rental pavilion. A new parking lot will be constructed, along with new concrete pathways, site grading, trees, landscaping, and site lighting.
Funding Source: Parks Bond / Park Trust Board Approval: Bids for this project were requested on behalf of the Board of Parks Commissioners on February 23, 2017. Five companies submitted bids. The project consists of one base bid and thirteen alternate bids. After review of the bids and the alternate bids, the Parks Department has chosen to accept the base bid and alternate bids 1, 4, 7, 9, and 12. Given this combination, Hamilton Schenkel Construction was the low bidder. Schenkel Construction has a very good history of completed projects with the Parks Department. Memorial Park Splashpad Surfacing Improvement Project Project No: 217022 Project Approval Request Scope of Work: This project consists of the removal of the removal of the existing rubber surfacing on the splashpad and replacing it with new surfacing. Also included is the installation of a new trench drain. Two base bids were requested for two different types of splashpad surfacing. Bid 1 requests the installation of a new thermoplastic surfacing material called Waterflecks. Bid 2 requests the installation of a turf product from ForeverLawn called Splashgrass Wave.
Funding Source: Parks Capital Fund Board Approval: Quotes for this project were requested on behalf of the Board of Parks Commissioners on March 2, 2017. Four companies picked up plans and submitted quotes. Three of the companies submitted quotes for the Waterflecks material. However only one submitted a quote for the Splashgrass. Based off the results of the quotes, the Waterflex material is the less expensive option by $6,700.00. However, after review of the materials, product performance data, and warranty, the staff would like to recommend accepting the quote for the Splashgrass. The Splashgrass quote is within our projected budget for this project and we feel that it would be a much better product for this application. Given this information, the Parks Department would like to recommend acceptance of the base quote 2 from Playworld Midstates for the amount of $34,500.00. We have used this company on all of our tennis resurfacing projects for the last several years. We are confident in their prices for their service.
