Situational Analysis
Long history but still at nascent stage specifically from sector development perspective
Around 6000 domestic biogas plant established
Potential 3 Million Government or NGO based Private Construction companies trained to
install quality plants, provide 4 years guarantees and after sales services - (RSPN)
Situational Analysis
Efforts underway to link with MFIs Bio slurry research being conducted with
Universities and Research Institutes Biogas appliances are being developed Demand driven research, for medium
dairy farmers and tube wells Agro processing units shifting to biogas
as energy alternative
NGO/ Government Role
Majority interventions are subsidized Government is planning to install 100,000
biogas plants for replacing diesel run tube wells
Govt. Subsidy+ Microfinance+ Farmers Contributions
Government will gradually abolish the subsidy and limits its role to policy formulation and regulation, facilitation and resource mobilization
NGOs will be used for outreach, training and MFIs for finances
New Market Stimulation
Government led innovative policy framework Major Govt. driven intervention to kick start the biogas
market sector Project cost US $ 300 million Payback period one year through energy savings Training of 5,000 plus masons and 2,000 technical
supervisors. Will galvanize the market for domestic sector Opportunities for byproducts markets and carbon
credits MFIs have products which meet the clients needs

Quality Control System
Absence of National Quality Standards Notifying standards of training, certification
and quality control is under process 3rd party mechanism of quality control Risk of becoming number driven instead of
quality control. Drop of trained labour Ensure continuous supply of trained
manpower
Public Private Partnerships
Lengthy bureaucratic processes Change in political ownership Government role be limited to policy
formulation and facilitation Management and implementation should
be with private partner Strong M&E system and regular
reporting
