FROM THE DESK

Government College of Art, Chandigarh is one of the prominent institutes of Fine Arts in

India. It is a very prestigious institute which primarily caters to the needs of the students in

North India, who aspire to delve deep into various facets of art and aesthetics. Over the past

many decades,Government College ofArt fully understands its responsibility and endeavors

to impart best of the knowledge to its students and keep pace with the changing times and

trends. It was established by the British originally in Lahore in the late 19th century. After

partition it came to Shimla, before it finally moved to the City Beautiful, Chandigarh. Since its

inception, it has met many challenges successfully and it continues to strive for perfection.

Many of its alumni have made a distinct identity for themselves in various fields, at academic

and professional levels in India and abroad.

We understand and accept the challenges posed by the rapid and ever changing world

around us. We are committed and constant in our endeavor to equip ourselves better and

keep abreast of the requirements of the times. We have very experienced, talented and

highly qualified faculty to train our students to achieve professionalism in their respective

ABOUT THE COLLEGE

The college is one of the leading colleges of Fine Art in India and the only one in North India

beyond Delhi. It has history and heritage of 131 years and has been in existence over 50

years in this building. It came up on 16 August, 1951 as a splinter of Mayo School of Art,

Lahore in Pakistan after partition. It was first established as Govt. School ofArt and Crafts at

Shimla, the then capital of Punjab and subsequently Govt. College of Art and Craft,

Chandigarh. On re-organization of Punjab, the control came under Chandigarh

Administration. Govt. College ofArt is an institute for advance training in VisualArts (Creative

andApplied) leading to the Degree of Bachelor of FineArts & Master of FineArts from Panjab

University. The objective of the teaching programme and training in the college is to achieve

overall refinement of the students' perception not confined to the skills of the profession

alone but also to create the right kind of intellect, as well as emotional cultivation to arrive at a

level of composite creativity and thought.

The institution is situated in Sector 10-C, adjoining the Government Museum andArt Gallery,

Chandigarh, at a distance of nearly 2 kms from the Inter State local Bus Stand in Sector 17

and 10 kms from railway station. It has its own campus sprawled over 10 acres with attached

Museum andArt Gallery, Chandigarh is called 'The City beautiful' with clean air, gardens and

center of education and learning. It has been rated as the most liveable city in the country

has University, the best medical facilities and the best climatic conditions. Chandigarh is 250

Kms. from Delhi, approachable by air, rail and road.

COURSES OF STUDYThose who graduate may become freelance artists, designers and visualizers or

they would be qualified for employment in advertising agencies, Publishing houses as

newspaper designers, newspaper reporters, government or private establishments,

lecturers, teachers, curators, art appreciators or critics, administrators of art programmes

etc. The pass outs are absorbed even before the completion of their course and get regular

paid work even during their studies. Our students have worked for CITCO, Haryana Tourism,

Delhi Metro etc.

The four-years full-time Degree Course is divided into two parts :

(a) : This course is of one year duration and is common

to all the students. This course provides basic instructions to lay the

foundation for the specialization courses.

(b) : The college offers Specialization in :

AppliedArt, Painting, Graphics (Print-making) and Sculpture

Applied Art is a means of communication, that may be considered to be

any illustrative or design function applied to the publishing, advertising, display, visual

education, mass media and manufacturing fields. The department reflects the multi

disciplinary nature of modern communication design. Today we live in the world of

Information and Technology, where boundaries separating various media are getting rapidly

distorted. For the students of Applied Arts today an integrated approach is essential. This

includes the understanding of the basic visual forms for communication, the various media of

advertising and accepting various tools for execution like photography, films, print and fast

developing field of computer applications. Our graduates learn the basics of typography and

lettering (often said to be one of the most powerful tool of designers), color composition and

design essentials in their first two years of college and thus bolstered by a sound foundation

make their forays into graphic design, illustration, packaging design press layout and poster

design in the last two years of their study.

The objective of the painting course is to provide the student with training in the

skills for original and creative visual expression. The faculty views painting as an activity in

which one's primary mode of expression is realized with in the domain of two dimensional

space and plane. However the department consciously strives to give its students the

opportunity to extend and give shape to their ideas and abilities and to gain confidence and

develop their powers of self criticism. The course is designed and structured to take

students through all the aspects of Art covering the most essential and crucial subjects.

Solid training in the basics of drawing from life, nature and from the still-life is what the course

starts with. Beyond that we like to define no limits in the yours years that they are with us,

students can imaginatively soar as much as they please and whenever they need it they will

always find a critical, experienced and reassuring voice goading them on. By the time they

are ready to leave us our students have matured into the forward thinking creative artists of

tomorrow.

We at the college think of print making as a major

means of expression within the fine art Diaspora of today. The term 'print making' refers to

techniques and processes of producing prints, when applied to original images created by

artists such as engraving, lithography, serigraphy, woodcut and wood engraving etc. print

making processes have been considered as central to the work and expression of many of

the greatest artists. Especially in the last century the impact of print in all its manifestations in

our society has been immense. The last decade has seen the definition of print making

undergo a radical change. Keeping this heritage in mind the department instructs its

students in all print making processes and at the same time encourages them to find their

own niche in this fascinating form of creative expression.

The techniques and processes of creating three-dimensional forms and

images by modeling carving, construction, casting etc. The department believes that

modern sculpture by its very definition seeks to break traditional barriers imposed upon the

dimensional visual expression. It encourages students to bridge the boundaries to develop

a strong methodology and deeper understanding for the production of the work between

traditional sculpture and other new trends like environmental sculpture and installation. We

believe in not limiting the methods or materials we use by what has traditionally been used.

The students are encouraged to give form to their ideas and concepts and special care is

taken to awaken in them a feel for the three dimensional medium. Carving in stone, bronze

casting, wood carving and plaster, assembling of scrap iron and other miscellaneous object,

form the backbone of our curriculum. We wish our sculptors to have the creativity and verve

of the artist, the ingenuity of the structural engineer and the soul of the poet.

RESERVATIONS: THE CHANDIGARH ADMINISTRATION HAS DECIDED TOALLOCATE 60% SEATS FOR UT POOL AND 40% FOR GEN. POOL/OUT SIDEPOOL IN RESPECT OF GOVERNMENT COLLEGE OF ART, CHANDIGARH(LETTER NO. 19/1/3-IH(3)/8006 DATED 24.4.2002

THE ALLOTMENT OF RESERVED SEATS IN EACH SPECIALIZATION IS MADEBY ROTATION. THEALLOCATION OF RESERVED SEATS FOR THE YEAR 2013-14 ISAS UNDER.

Direct Descendants of Kargil Martyrs: Decision of Chandigarh Administration contained in

letter No. 19/1/3-IH-2007/19947 dated 5.10.2007 is reproduced below:

It has been decided to reserve seats and following concessions to the wards of Direct

Descendants of this Kargil Martyrs from the academic session 2007-2008 to 2020-21 in all

the educational institutions in Union Territory which offer bachelor degree courses, who have

a valid certificate from the Ministry of Defence:

1. 1% seats with minimum of 01 seat in the departments and affiliatedcolleges except in partially financed/self-financing courses.

2. Exemption in fee.3. Exemption in hostel fee.

KASHMIRI MIGRANTS

As per instructions conveyed by the Chandigarh Administration vide memo

No.734-IH(2)-2013/8284 dated 7.5.2013 “Supernumerary seat for the

Kashmiri Migrants will be filled up if directions from Ministry of Human

Resource Development/ChandigarhAdministration is received.”

TUITION FEE WAIVER SCHEME:

NRI SEATS:

The Chandigarh Administration vide letter bearing No.1304-IH(3)-2009/20434 dated

26.10.2009 has decided to implement the Tuition Fee Waiver Scheme for women,

economically weaker section of the Society and physical handicapped candidates to the

extent of 10% from the academic session 2010-2011. The waiver is limited to the Tuition

Fee. All other fee except tuition fee have to be paid by the beneficiary. Tuition Fee Waiver

shall be given to 02(two) woman candidates, 03 (three) economically weaker students

(Annual Income of Parents/Guardian less than Rs. 2,50,000/- ) from all sources and 01 (one)

Physically Handicapped students based on merit. An eligible candidate shall have an option

to exercise his/her choice of discipline of study during counseling for availing benefits of the

scheme.

Decision of Chandigarh Administration contained in Memo No. 16/1/53-IH(2)-2013/7928

dated 30.4.2013 is reproduced here below:

“The matter has again been considered by this Administration and observed that we have

been giving upto 10% optional waiver in all institutions which are a part of Joint Admission

Committee of Chandigarh. The AICTE at some point of time might object to increase in

sanctioned number of seats beyond 5% plus supernumerary, so we may follow optional upto

10% tuition fee waiver. You are, therefore, advised to stick to the existing number of seats

plus 5% supernumerary only which will imply while giving 10% tuition fee waiver to the

needy, the total numbers of seats does not exceed 5% of the sanctioned strength.”

Decision of Panjab University contained in letter No. Misc./A-6/11405-604 dated 24.8.2011

is reproduced below:

The Vice Chancellor has directed to all the Principals not to admit the students against the

NRI seats after converting the same into General Category. The seats allotted in various

courses be filled in strict compliance of the University Rules.

Reservation of seats for various categories of the students in each pool is as

under:-

If the requisite number of students of Scheduled Caste community in the Union Territory Pool

is not available, the seats will be thrown open to the students belonging to general category

of the said pool. In General Pool, if the requisite number of students belonging to S.C. /S.T.

community is not available, the reservation will be interchangeable amongst the students of

these communities. However, if the seats still remain unfilled from the students belonging to

these communities, these will be thrown open amongst the students belonging to the general

category of the said pool.

The students belonging to these communities shall be allowed a concession of five per cent

marks for admission to the courses.

Five percent seats in each pool would be filled from the following categories of

students, in order of preference :

Sons/daughters/spouses of defence personnel who are awardees of gallantry

decorations of Paramvir/ Mahavir Chakra in person or posthumously OR

Sons/daughters/spouses of defence personnel and paramilitary personnel like

CRPF, BSF, etc. who were killed or are totally incapacitated in action while in

service and were wholly dependent on them;

Sons/daughters/spouses of defence personnel and paramilitary personnel like

CRPF, BSF etc. who died while in service and were wholly dependent on them;

Sons/daughters/spouses of defence personnel and paramilitary personnel like

CRPF, BSF etc. incapacitated while in service and were wholly dependent on them;

Children/widows of defence persons killed or disabled to the extent of 50% or more

in action, wards of gallantry awardees and ex-servicemen and children of serving

defence personnel/ex-servicemen.(incorporated vide letter dated 6.9.2002 of

Chandigarh Administration.Sons/daughters/spouses of serving defence and para-

military personnel like CRPF, BSF etc. who are wholly dependent on them.

For the purpose of reservation to the category “ Paramilitary forces”, wherever

applicable, this category shall include wards of personnel serving in the intelligence Bureau,

National Security Guards, and Special Services Bureau, at par with the wards of employees

of other Para Military Forces, in consonance with the circular issued by Government of India,

Ministry of Home Affairs, No. 27011/9/98-PF-I dated 26.5.1998 (incorporated vide

ChandigarhAdministration letter No. 16/2/103-IH(3)-2003/12033A/13052 dated 19.7.2003)

Three per cent seats in each pool would be filled from amongst the physically handicapped

candidates. The physically handicapped student will furnish a medical certificate issued by

the Principal Medical Officer/Civil Surgeon of Chandigarh or his/her concerned district,

indicating percentage of disability whether he/she is otherwise able to carry on the studies

and perform the duties in the respective course, name of the disease causing handicap,

whether handicap is temporary or permanent, whether handicap is progressive or non-

progressive. The students having temporary handicap would not be considered against the

reserved seats for physically handicapped where the certificates are issued by any authority

other than the Principal Medical Officer of Chandigarh and the candidate's turn comes for

admission against reserve seat for physically handicapped, the concerned head of

Institution shall refer the candidate to the Principal Medical Officer, Chandigarh and shall

admit the candidate only after confirmations from the P.M.O., Chandigarh.

Two per cent seats in each pool would be filled from amongst the children and grand children

of Freedom Fighters. The wards of freedom fighter who have been sanctioned pension

awarded 'Tamra Patra' by the Government of India would be eligible for reservation under

this category. In the case of such freedom fighter, it would be a necessary condition for them

to obtain certificate from the D.C. of the concerned district. Grand children means son's

sons/daughters or daughter's sons/daughters.

Two percent seats will be filled up as per policy of the U.T. administration on the subject.

Gradation is done by Sports Department, U.T. and the candidates have to get their Gradation

Certificate from the Department at their level.

(F) CLARIFICATIONS: IN ORDER TO IMPLEMENT THE ABOVE

POLICY, IT IS CLARIFIEDAS UNDER:

� The students belonging to above reserved category admitted on the basis of their

merit in the general category shall not be accounted for towards the seats reserved

for the relevant categories

� The students who applied for more than one reserved category will be considered in

each reserved category in which he/she applied for admission, maintaining his/her

internal-seniority in each reserved category on the basis of merit in each category.

In such cases, the student will get the benefit in one category of his/her choice.

However, no further reservation shall be allowed within the reserved categories.

� The student belonging to above category will also be considered in the general

category according to his/her merit.

� All candidates seeking admission will furnish an undertaking as under along-with

his/her application form.

In case he/she has doubts whether the physical handicap/disability is such as will hinder the

pursuit of studies in the courses in which he/she is seeking admission, he/she should appear

before the Principal Medical Officer, General Hospital, Sector-16,Chandigarh to get the doubt

cleared on his/her admission, he/she will furnish a medical fitness certificate issued by the

Principal Medical Officer, Chandigarh to the effect that he/she is in good mental and bodily

health and free from any physical defect likely to interfere with efficient performance in his/her

studies in the institution and possesses the standard of visual acuity with or without glasses.

� If the requisite number of students belonging to the category of defence/paramilitary

personnel, physically handicapped, freedom fighters are not available, the seats will

be thrown open to the students of general category of the said pool.

� There would be no reservation for any category other than the categories mentioned

above.

“I certify that I have no such physical handicap/disability which would hinder

the pursuit of studies in the courses in which I am seeking admission. If at a

later stage it is found that I have a physical handicap/disability which hinders

the pursuit of studies in the courses in which I am seeking admission then my

admission will be liable to be cancelled.”

ADMISSION PROCEDURE:

As per the policy of Chandigarh Administration conveyed vide No. 19/1/3/93/IH(3)/8019

dated 7.5.93

1. 60% seats of the total sanctioned intake of the institution will be filled up from

amongst the students who pass their qualifying examination from schools/colleges

recognized by Chandigarh Administration and situated in the Union Territory,

Chandigarh, as a regular student of the said school/college. These seats will be

termed as 'U.T. Pool'. The remaining 40% seats will be filled from amongst the

candidates who pass their qualifying examination from the institutions other than

those located in the Union Territory, Chandigarh or otherwise. These seats will be

termed as 'General Pool'. The students, whether belonging to reserved category or

not, who have passed their qualifying examination from the institutions located in the

Union Territory, Chandigarh but are not eligible for admission under U.T. Pool quota,

are eligible for admission in the GENERALPOOLquota.

2. The Chandigarh Administration vide letter No.19/1/3-IH(3)-2007/18322 dated

14.9.2007 has decided to waive off the domiciliary restriction of minimum stay in

the states/UT's and condition of passing 10th & 12th standard examination from the

same state/UT in respect of wards of serving defence personnel/ex-servicemen

seeking admission in the institutions of Union Territory, Chandigarh.

Minimum qualifications for admission to all the courses is 10+2 (12th Pass)

(i) The list of eligible candidates shall be displayed on College Notice Board and

College Website (www.artcollegechandigarh.org.in) on 20.6.2013. Admit Cards will

be dispatched by registered post to the eligible candidates only. No provisional

admit cards shall be issued. The candidate shall be allowed to sit in the test only on

the production of admit card. However, it will be candidate's own responsibility to

check the list of the eligible candidates displayed on the college Notice Board.

Objection/discrepancies to the list, if any noticed by the candidate shall be

considered latest by 21.6.2013.

(ii) Candidates are required to reach the centre for Aptitude Test well before the

commencement of the test on 25.6.2013 (for General Pool candidates) and

26.6.2013 (for U.T. Pool /Special Diploma candidates). If the admit card is not

received by the candidates by 21.6.2013 it will be the responsibility of the candidate

Candidates securing equal marks will be bracketed together. Their inter-se merit will

be determined in accordance with the following criteria :

(i) Candidate senior in age shall rank higher in order of merit.

(ii) In the case of tie in age also, a candidate getting higher percentage of marks

in the qualifying examination shall rank higher in order of merit.

(vi) The merit list will be displayed on the Govt. Art college Notice Board and will

be published in the newspaper 'The Tribune'. No separate information with regard

to merit list will be sent to the candidates.

(vii) Candidate selected as per merit list will have to appear in person before the

Admission Committee constituted by the college along with the original documents

/certificates and the original Medical Certificate from any Registered Medical

Practitioner regarding the fitness for study to be retained by college authorities for

the purpose of registration with the Panjab University as per schedule given below :

Once the admission is allowed by the Admission Committee to the candidate as per

his/her option, fee will be deposited by the selected candidates on the spot.

(viii) Candidate will give his/her option for any of the four specializations viz. Applied Art,

Painting, Graphics (Print-making) and Sculpture in which he/she wants to study at

the time of counseling on 08.07.2013 for U.T. Pool/Special Diploma and 09.07.2013

for General Pool in order of merit subject to availability of seat.

(ix) Eligible candidates as per merit list, who present themselves before the admission

committee on 08.07.2013 (for UT Pool/Special Diploma) and on 09.07.2013 (for

General Pool) and mark their attendance will only be eligible for second counseling.

(x) Those candidates who are offered admission to any of the discipline available at the

time of admission on the specific date but refuse to take admission in available

discipline shall not be considered for admission later.

(xi) A candidate who reports late on the day of counseling/interview will not be eligible

for the branch according to his/her original merit position but will be offered a seat

in the branch where the seats are available at that time.

(xii) If the requisite number of SC/ST or any other reserved category candidates of UT

Pool/General Pool are not available, the seats will be filled up from the general

category candidates.

(xiii) The regular classes of B.F.A./ Special Diploma 1st year shall commence from

15.7.2013.

(xiv) The admission of those students who absent themselves from classes continuously

for two weeks without the prior permission of the Principal shall stand automatically

cancelled and their seat shall be offered to the next candidate on the merit list at the

time of second counseling scheduled for 30.7.2013 at 10 am subject to fulfillment of

conditions at Sr. (ix) above. All the original merit list candidates already admitted

shall also be eligible to appear before the Admission Committee on 30.7.2013. All

admissions made to the B.F.A courses of the College are provisional and subject to

the approval of the Panjab University. The college will not be held responsible in

case admission of candidates is not approved by the University due to any reason

whatsoever, i.e. for giving incomplete information, concealing necessary

certificate/testimonials, equivalencies etc. The students who are admitted to the

college are required to submit his/her latest address to the college and change if any

during the period of study as and when this takes place.

In order to provide education in Fine Arts to the deaf and dumb/mentally challenged

persons, this institution has started a 'Special Diploma Course in Fine Arts' of the Panjab

University from the session 2003-2004. The duration of the course is four years. Only four

seats are available for the course - one seat in each of the disciplines viz. Painting, Sculpture,

Applied Art and Graphics (Print-making) with the proviso that the mentally challenged

persons will be eligible for seats only in the disciplines of Painting and Applied Art subject to

the condition that such a person would get a certificate from the competent authority of the

PGI/Government Medical College and Hospital, Sector-32, Chandigarh, that he/she is fit to

pursue in Painting or Applied Art. These students will study the practical subjects prescribed

for the B.F.A. course but are exempted from the study of Theory subjects.

Minimum qualifications for admission to the Special Diploma courses is a pass in the

Secondary School Certificate (Class 10th) Examination with a minimum of 40 percent marks

or any other examination recognized by the Syndicate of the Panjab University as equivalent

to with a minimum of 40 percent marks. The Procedure of Admission and Selection shall be

the same as that of Degree Courses except that the Aptitude Test shall consist of 'Object

Drawing' and 'Composition' only of 75 marks each. TheAptitude Test shall be held along with

the UT Pool and a separate merit list will be drawn for the Special Diploma.

EXAMINATIONS

(i) Students of 3rd year classes are taken on educational excursion of two

weeks during the course of their study to visit various places of artistic or

historical importance and interest. Actual railway/bus fare upto 6400 kms

is borne by the Government. Other expenses such as reservation,

boarding/lodging etc. are incurred from caution money.

These tours form an integral part of the teaching programme and as such are

compulsory for all students. Works executed on tours are taken into

consideration for final examination/assessment. Exemption from such tour(s)

and the refund of caution money is allowable with the approval of Principal in an

exceptional case of extreme hardship arising out of serious illness or casualty

beyond the control of student subject to production of authentic evidence.

(ii) Short Study Tour of the students of B.F.A. 1st, 2nd and 4th year of all

specializations shall be conducted subject to the academic requirement to be

decided by the Principal and subject to the availability of funds. Actual

railway/bus fare is to be met out of students' fund. Boarding/lodging expenses

etc. to be met from the caution money. Places of visit and tour programmes

shall be decided by the Principal in consultation with the Chairman Advisory

Council and the respective class teachers and notified in advance.

(a) As per Panjab University Regulation No. 1.1, the annual examinations of

B.F.A. 1st Year to 4th Year classes of all the courses, i.e., Applied Art,

Painting, Graphics (Print-making) and Sculpture shall be conducted by the

Panjab University at the end of each scholastic year in the month of April or

on such dates as may be fixed by the Syndicate. In order to be eligible to

take the Examination, the student must obtain sessional marks not less than

50 percent in all practical subjects and attendance not less than 75 percent

of lectures in the individual Subject/Tutorials,Theory/Practical taken

separately during the session last attended and the attendance will be

counted from the commencement of the academic year to the end of

February. Examination fee shall be notified at the time of submission of the

Examination forms. No private candidate is allowed to appear in any

examination of this institution.

(b) Students are required to do their sessional work regularly and appear in

Assessment/Examination conducted by the College and the Panjab

University respectively, a student has to secure minimum of 50 percent marks

1. This institution awards Merit Scholarship and Merit-cum-Means Scholarship

to the value of Rs. 65 and Rs. 100 P.M. respectively to the eligible students

on the following terms and conditions:

: Merit Scholarship of the value of Rs. 65 per

month shall be awarded to the 2 , 3 & 4 Year students in each

specialization upto 5% of the sanctioned strength of each class,

subject to the minimum of one and shall be tenable for a period of

not exceeding twelve months. The Merit Scholarship shall be

awarded to the toppers of each class subject to securing 60%

marks in the last qualifying examination. The students of 1 year

classes do not qualify for the Merit Scholarship because they are to

prove their merit in the specialized course of studying the

9000 per annum from all sources as per rules and regulations. First year classes

do not qualify for the Merit-cum-Means Scholarships because they have not yet

submitted in the office of the Director Social Welfare, U.T. Chandigarh. For

The payment of fees shall be made direct to the institution. If the student

makes the payment, the same shall be reimbursed on the submission of a

enquiry that the student has got the benefit by misrepresentation of facts or

submitting false documents, the benefit shall be discontinued forthwith and

the entire amount paid shall be recovered.

UNIVERSITY REGULATIONS FOR B.F.A COURSE.

1.1. The duration of the course leading to the degree of B.F.A. (Painting), B.F.A. (Applied

Art), B.F.A. (Sculpture) and B.F.A.{Graphics-(print-making)} shall be four years. All

the four annual examinations for the Bachelor of Fine Arts (B.F.A.) degree course

shall be conducted by the Panjab University. These examinations will be held once a

year ordinarily in the month of April or on such dates as may be fixed by the

Syndicate.

1.2. The last date for receipt of examination admission form and fee without late fee and

with late fee as fixed by the Syndicate shall be notified by the Controller of

Examinations.

2.1. (a) A candidate who has passed one of the following examinations shall be

eligible to join the Course :

(i) +2 examination of the 10+2 system of education being conducted by the

Punjab School Education Board or the Central Board of Secondary Education

or any Board/University recognized by the Panjab University.

(ii) Any other examination recognized by the Syndicate as equivalent to (i) above

with at least 40 percent marks in the aggregate.

(b) In addition to the condition laid down in 2.1(a) a candidate must pass such test

or tests, written and/or practical and/or oral as may be prescribed by the

Principal.

2.2. Each candidate shall also be required to qualify in the subjects of English and Hindi

or Punjabi (Elective subject) according to the syllabus of B.A. First Year Examination

of the University (New Scheme). The examination in these subjects will be held by

the College within the duration of the Course. A candidate who does not pass the

examination in any of these subjects may not be detained if otherwise eligible for

promotion to the next higher class. A successful candidate of the Bachelor of Fine

Arts examination shall be awarded the Degree after he has qualified in the above

mentioned subjects :

Provided that a candidate who has passed the B.A. First Year, Second Year and

Third Year Examination (New Scheme) or any other examination recognized by the

Syndicate as equivalent thereto with English and Hindi or Punjabi or History of India

will be exempted from taking the college Examination in the subject/subjects

concerned.

In case of foreign students and students whose mother tongue is other than Hindi or

Punjabi will be required to pass in the subjects of English and History of India

according to the syllabus of B.A. Part-I Examination (New Scheme).

3.1. A candidate will be eligible to join the Final Year Class of the course only

after he has passed I Year, 2 Year and 3 Year examinations.st nd rd

3.2. All the Four Annual Examination shall be open to a candidate who possesses the

qualifications as laid down in Regulations, 1.2 and 3.1 and produces a certificate

signed by the Principal of the College :

(a) of having been on the rolls of the college affiliated for the course during the

academic year preceding the examination.

(b) of having obtained not less than 50% marks of the total aggregate marks of

sessional work in all practical subjects.

(c) of having attended not less than 75% of the lectures and practical in each

subject delivered during each year of the course of study. Educational

Trips/Tours to historical and other places of Educational interest organized by

the college for each course of study shall count towards lectures/practical and

exemptions from these trips will be given by the Principal only in exceptional

circumstances to be recorded.

4. A deficiency in lectures and practical may be condoned by the Principal of the

affiliated college upto 5%.

5. The fee for the Bachelor of Fine Arts (B.F.A.) examination conducted by the

Panjab University shall be fixed by the Syndicate from time to time.

6. The examination shall be held in accordance with the syllabus approved by the

senate.

7. The medium of examination shall be English/Hindi/Punjabi.

8. In the case of all Four Annual Examinations, the sessional marks awarded shall be

forwarded by the Principal of the College to the University on the prescribed form

at least 10 days before the commencement of the University Examination.

9. The minimum marks required to pass each examination to be held at the end of

each year shall separately be 35% in each written paper and 45% in practical

paper consisting of sessional and examination marks taken together.

10. The final result will be compiled on the aggregate marks obtained in the First

Year, Second Year, Third Year and Final Year Examinations taken together.

11. The successful candidates shall be classified as under :

� Those who obtain 75 percent or more of the aggregate marks, shall be

placed in the First Division with Distinction.

� Those who obtain 60 percent or more but less than 75 percent of the

aggregate marks shall be placed in the First Division.

� Those who obtain 50 percent or more but less than 60 percent of the

aggregate marks shall be placed in the Second Division.

� Those who obtain less than 50 percent of the aggregate marks shall be

placed in the Third Division.

12. A candidate who does not clear the Final Examination within a period of

six years of his admission to the first year shall not be allowed to

continue his studies for B.F.A.

13. The Controller of Examinations shall publish the examination result four

weeks after the termination of each Annual Examination or as soon as

possible.

GENERAL RULES AND REGULATIONS :

Aday time Stationery/Art material shop is available in the College.

Facilities for regular games and sports are available in the College. Students being

engaged/continuously in sedentary art work, one period of indoor & outdoor games

shall be held daily for each class/student and will be compulsory.

� In order that each student may derive full benefit of the facilities which are made

available, he has to abide by the rules and regulations of the institution. These

are designed and framed solely to safeguard and protect the interests and

privileges of the students, are liable to change without notice. The students are

advised to keep themselves informed about the day to day instructions. A plea of

ignorance of any rule or instructions shall not be accepted as an excuse of its

breach. Students are expected to behave themselves properly and pay respect

to College staff.

� Talking loudly, loitering or congregating in the corridors being a source of

distraction and irritation to others are not permitted.

� Late arrival to the class or early departure there from is recorded as absence

from the class for the period.

� A candidate will be eligible for re-admission provided there is reasonable

likelihood of his securing 75% of possible attendance. He/she has satisfactory

record of studies during the previous session and fulfils the other necessary

conditions and qualifications for such an admission.

� Students failing in the internal annual assessment examination are required to

join in the classes within ten days of the declaration of the result or on the re-

opening of the college after summer vacation, whichever is later.

� The studies at the institution require attention and diligence on the part of the

student. A student neglecting his studies and showing unsatisfactory progress

will be given two warnings after which failure to improve will make him liable to

expulsion from the institution.

� Conduct of the students inconsistent with general good order or persistent

neglect of work on his/her part or failure to respond promptly to official notices,

shall be punishable with fine or expulsion from the institution as may be deemed

proper.

� The 'sexual harassment', verbal abuses/vulgar talk in the presence of ladies staff

or girl students in the college campus, shall be taken as serious misconduct.

� Ragging is banned in the institution and anyone indulging in ragging will be

punished appropriately which punishment may include expulsion from the

Institution, suspension from the Institution or classes for a limited period or

fine with a public apology. The punishment may also take the shape ofO withholding scholarships or other benefitsO debarring from representation in eventsO withholding resultsO suspension or expulsion from hostel or mess and the like.The students who are admitted to the college are required to submit his/her

latest address to the college and change, if any, during the period of study

as and when this takes place.

In all matters concerning the administration of the institution the decision of

the Principal shall be final and binding. If for exceptional reason the

Principal considers that it is necessary or desirable to refer a matter relating

to any student to the higher authorities for consideration of decision he will

do so. Students are strictly forbidden from forwarding applications, appeals

or any other communication direct to any authority other than the Principal

and any contravention of this rule will be liable to disciplinary action.

However, suggestion-cum-complaint box has been fixed at conspicuous

place in the college which shall be directly operated by the HOD and all can

use that.

� All the columns of the application form are properly and legibly filled.

� The required number of attested copies of photographs along with Family

Photographs are affixed and attached.

� Self attested copy of certificate as proof of having passed 10+2 (12th Class)

or its equivalent mentioning the Father's Name.

� Self attested copy of detail mark sheet of 10+2 or its equivalent is attached.

� Self attested copy of matriculation/equivalent examination certificate as

proof of date of birth is attached.

� Character certificate from school/college last attended (in case of any gap

period, the same may be accounted for by submitting an affidavit attested

by the Notary Public/Oath Commissioner) is attached. (Specimen of the

affidavit is enclosed.)

attached.
