MANDATORY DUTIES OF WATCHERS

1. Upon entering the polling place, he shallpresent to the Chairman of the BET hissworn written appointment.

A SWORN WRITTEN APPOINTMENTbears the signature of the candidatewho appointed him with the

statement that he (the watcher)possesses all the qualifications andnone of the disqualifications as awatcher.

2. Not to speak to any member of theBET, or to any voter, or amongthemselves, in such a manner that willdisturb the proceedings of the BET.

3. They must stay only to the spacereserved for them. The watcher may not

enter the places reserved for the votersand the BET, nor mingle and talk with the

voters.

RIGHTS OF A WATCHER

1. Stay in the space reserved for

them inside the polling place;

2. Witness the proceedings of theBET;

3. Take note of what he may see orhear;

4. Take photographs of the proceedings

and incidents, if any, during thecounting of votes, as well as of theElection Returns (ERs), tally board andballot boxes;

5. File a protest against any irregularityor violation of law which he believesmay have been committed by the

BET or by any of its members or byany person;

6. Obtain from the BET a certificate asto the filing of such protest and/or ofthe resolution thereon;

7. Have an unimpeded view of the

ballot being read by the Chairman,of the ER and the tally board beingsimultaneously accomplished by the

Poll Clerk and the Third Memberrespectively, without touching any ofthese election documents; and

8. Be furnished, upon request, withCertificate of Votes, duly signed andthumb-marked by the Chairman and

all members of the BET
