PRE-FEASIBILITY REPORT

1.0 EXECUTIVE SUMMARY

(I) INTRODUCTION

SRF is a multi-business entity engaged in the manufacture of chemical based industrial

intermediates. It has Fluorochemical Business and Speciality Chemical Business (Organic) Plant at

Village & P.O. Jhiwana, Tehsil Tijara, Distt. Alwar (Raj.); which was established in Year 1989. SRF

limited is proposing expansion of Multi-Purpose Plant / Fluorospeciality Plant (3000 TPA to

6000 TPA); Installation of New Generation Refrigerants & Refrigerant Blends Plant (90,000

TPA) and Change in Product Mix of Chloromethanes and HFC 134a.

As per the EIA Notification dated 14th Sept, 2006, and as amended from time to time, the project falls

under category ‘A’, Project or Activity 5(f).

G. Basic Requirements for the project

Water requirement (KLD)

The allowable quota for water requirement is 2921 KLD; existing water

requirement is 2300 KLD and for proposed expansion, it will be 300 KLD. Thus,

after proposed expansion, the total water requirement will remain within the

allowable quota (i.e. 2921 KLD).

1.1 ENVIRONMENTAL MANAGEMENT PLAN

Particulars Details

Air Quality Management

Emissions

� Proper pollution control equipment e.g. Venturi Scrubbers / Graphite Scrubbers,

Central Absorption System (CAS), HCl Absorption System to remove the pollutants

such as Cl2, HF and HCl are in place and same will be maintained.

� Stacks of suitable height as per norms are being/will be provided.

� MPP (FSP) and New Refrigerant Plants - Central absorption (CAS) & Hypo system

having adequate size scrubber, running and stand by pump for water circulation,

running and stand by blower for vapour suction is being/ will be provided to ensure

Zero emission.

� Storage, filling and transfer of material will be in closed pipelines so that there is

Zero/ negligible fugitive emission.

� Green belt around the periphery and within premises is already in place and same

will be maintained.

Monitoring � Ambient air quality and stack emissions are being/will be regularly monitored and

effective controls exercised, so as to keep the emission within the statutory limits.

Water Management

Management � A full fledged ETP is already in place. Most of the treated water from ETP is

being/will be recycled back to the processes and remaining is/will be used for

greenbelt development.

� Domestic waste water generated from the plant is being/ will be treated in Sewage

Treatment Plant. And treated water will be used in greenbelt development.

� Ultra filtration system rejects will be used as make up water for cooling system.

� Water conservation practices like construction of rain water harvesting and check-

dams is being/ will be practiced under CSR programme in nearby areas

Noise Management

Management � Green belt around the periphery and within premises has already been developed

and same will be maintained that helps in reducing noise.

� All rotating equipments are well lubricated and provided with acoustic enclosures to

reduce noise transmission.

� Noise generating units like, Air & Refrigeration compressors D.G set, and turbine and

boiler are installed in closed buildings and D.G. Sets are being/will be provided with

acoustic enclosure so that effect of noise is reduced.

� Acoustic Enclosures are being/will be provided to operators working in High Noise

area.

Solid & Hazardous Waste Management

� The sludge from ETP arising out of water treatment contains CaF2. This would be mixed with the raw material of

HF plant & hence 100% recycling is being/will be done.

� The sludge from STP is being dried on sludge drying beds and is being/will be used for greenbelt development.

� Spent oil generated from existing/proposed facilities is being/will be sent to authorized recyclers.

� Plastic cut drums generated from existing/proposed facilities is being/will be sent to secured landfill.

Green Belt Development / Plantation

� Out of the total plant area, 12.24 ha (~36%) has already been developed under green belt/ plantation. The same

will be maintained properly.

� Green belt developed and there maintenance along with the road & plant boundary will attenuate noise level

arrest dust and improve the environment in surrounding.

� Native plant species has been planted in consultation with DFO.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

i. Identification of Project and Project Proponent

SRF is a multi-business entity engaged in the manufacture of chemical based industrial

intermediates. It was established in year 1973; its business portfolio covers Technical Textiles,

Fluorochemicals, Specialty Chemicals, Packaging Films and Engineering Plastics. Fluorochemical

Business and Speciality Chemical Business (Organic) Plant at Village & P.O. Jhiwana, Tehsil

Tijara, Distt. Alwar (Raj.) was established in Year 1989. Today, it has grown into a global

enterprise with operations in 4 countries and having a turnover of $450 million. SRF started its

journey in the space of fluorochemicals by manufacturing CFCs and HCFCs at Bhiwadi in

Rajasthan, faced with the challenge of phasing out of CFCs as per Montreal Protocol, SRF, to its

credit, made investments in R&D and successfully developed in-house technology to

manufacture ozone friendly and new generation of refrigerants of that time, HFC 134a in 2006.

M/s. SRF Ltd. is the only Company in India which has developed indigenous capability for

manufacturing HFC-134A which is a new generation Refrigerant & and has zero ODP. Till date,

SRF remains the only manufacturer of HFC 134a in India. SRF's Specialty Chemicals Business

enjoys an enviable reputation for its capabilities in developing and manufacturing advanced

intermediates those are used in various agrochemical and pharmaceutical industries.

ii. Brief description of nature of the project

M/s. SRF Ltd. is proposing expansion in Multi-Purpose Plant / Fluorospeciality Plant (3000 TPA

to 6000 TPA); Installation of New Generation Refrigerants & Refrigerant Blends Plant (90,000

TPA) and Change in Product Mix of Chloromethanes and HFC 134a at Village & P.O. Jhiwana,

Tehsil Tijara, District Alwar (Rajasthan).

As per the EIA Notification dated 14.09.2006, and as amended time to time, the project falls

under category ‘A’, Project or Activity 5(f).

iii. Need for the project and its importance to the country and or region

M/s. SRF Ltd. are engaged presently in production of Fluorochemicals (Refrigerant gases),

Chloromethane and speciality chemicals products, which are used for a variety of Industrial,

commercial and household applications and intermediates for pharmaceutical & agrochemical

industry.

Hydro-Chlorofluoro carbons like R-22 are phasing out and new refrigerants/refrigerant blends

are coming in market. Also fluoro specialty product range has been growing in India, the project

proponent intends to put up new set ups for producing new refrigerant/refrigerant blends,

Expansion of MPP/Fluoro specialty products facility and change in product mix of

chloromethane to produce C1 (Methyl chloride) and change in product mix of HFC134a plant to

produce HFC32 at their existing facility in Rajasthan.

iv. Demand- Supply Gap

Demand - Supply projection for Fluorochemicals on National and State basis reveals that there

exists an imbalance between availability and demand of Fluorochemicals India. The long term

prospects for Fluorochemicals are great in India due to under penetration of most of the end use

products like AC’s, Automobiles, Cold Storages, Refrigerated transport, Pharma etc. Secondly the

weather is India is hot for most part of the year thereby demanding air conditioning &

refrigeration products over a longer stretch of time. Nearly 55% of the market demand in India is

for HCFC, while 45% is for HFC’s.

Most of the HFC’s like R134a, R410a, R407c, R404a etc. are imported into India. Except for one

domestic player making R134a (SRF), all HFC’s are imported.

The Specialty Chemicals Industry is a mature sector. For decades, many industries have utilized

specialty chemicals in manufacturing and finishing. Some specific areas where these products

are used include: agriculture, requiring fertilizers, construction materials, sealants, coatings,

paints and plastics; and consumer goods, such as perfumes, detergents, paper items and

pharmaceuticals out of which agriculture and pharmacy sector are need driven. Hence big

industries are dependent upon the indigenous availability of such chemicals for accelerated

growth and development of the nation. As such the Indian market is driven by global suppliers

to a great extent and is subject to global demand supply challenges.

Under these circumstances to bridge the gap, SRF has proposed for installation of new

generation refrigerants/blends & expansion of MPP/Fluorospeciality plant. Product mix change

in CMS & HFC134a plant.

Imports vs. Indigenous Production

The proposed expansion will utilize both locally and imported raw materials. Most of the raw

material for the the Refrigerant & Refrigerant blends plant is imported via sea route, most of

them from china. Raw materials for the speciality plant is being /will be sourced from both

national and international markets, via, sea, rail and road routes.

Basic raw material for the fuel including coal is being/will be sourced from Indian markets, in

trucks and tankers, via road.

v. Export Possibility-

Due to lacking competitive scale of production in the various countries of the world for the

production of both fluoro chemicals and specialty chemicals, and increase in demand scale of the

products, there is huge scope for export possibility of the products from both existing and new

plant units. Various Products from the existing units are exported to the various global markets

that hold customers from various developed and developing nations.

vi. Domestic / Export Markets

Most of the products from the existing plant units are sent to the national costumers, which

include various big and small manufacturing industries. Products are being exported to various

parts of the globe, mostly covering west Asian, European and North American markets. New

products after expansion in addition to the product from existing plant will be exported to

different parts of the world, most equally to both developing and developed nations, via sea and

air routes. Major section of the revenue is generated from the export sections, however due to

increased development and raised level of living standards, the demand of such chemicals have

been increased as part of various finished products in the domestic markets.

(iii) Details of alternative sites consideration and basis of selecting the proposed site, particularly

the environmental considerations gone into should be highlighted.

Since, the proposed expansion and new installation will be done within the existing plant and no

additional land will be required; therefore, no alternative site has been considered.

b) Marketing Area and Mode of transportation of Final Product

SRF has explored National and international markets for their products from both existing and

proposed expansion units, Most of the product will be exported to the West Asian and North

American countries in sealed tankers, barrels and other sophisticated carrying containers via sea

and air route. Increasing markets has also been explored for both refrigerants products and

fluorospeciality products. Refrigerants products have markets available all over the nation with

increasing demand from small vehicle AC manufacturing unit to the large and big industries

requiring refrigeration.

Whereas Speciality products holds markets in a rapid booming and revolutionary sector like

pharmacy and agricultural products, with this demand from the other industries as a raw

material for production of various other products has also came in.

Products are being and will be provided to various sectoral markets of nation with the increasing

demand. Transportation within the country will be done in the various sealed containers,

isotanks, cylinders and barrels, via road, rail, waterways and airways.

(vii) Resources optimization/ recycling and reuse envisaged in the project, if any, should be

briefly outlined.

Water as a resource is recycled at each possible step of the process and more latest technology

and methodology will be adopted to conserve and reuse the resource.

Waste water being/ will be generated from the process goes to ETP and treated water after pH

corrections is used again back into the various processes and remaining is used for the

horticulture purposes.

(viii) Availability of water its source, energy /power requirement and source should be given.

a) Water Requirement and Source

With their strong focus on conservation recycling & reuse of water, industry has significantly

reduced their water consumption & their existing consumption to 2300 KLD. Proposed

expansion further needs about 300 KLPD water. Therefore, total water requirement after

expansion will be 2600 KLPD.

b) Power Requirement and Source

Total power requirement after proposed expansion will be 11.1 MW.

Source: Captive Power Plant (12MW) and RSEB (4MW).

(vii) Quantity of waste to be generated (liquid and solid) and scheme for their

management/disposal

� A full fledged ETP is already in place. Most of the treated water from ETP is being/will be

recycled back to the processes and remaining is/will be used for greenbelt development.

� Domestic waste water generated from the plant is being/ will be treated in Sewage

Treatment Plant. And treated water will be used in greenbelt development.

� Ultra filtration system rejects is being / will be used as make up water for cooling system.

� Spent oil will be generated from the proposed expansion and new installation project. The

same will be sent to authorized recycler as per current practices followed.

� The sludge from ETP arising out of water treatment contains CaF2. This would be mixed

with the raw material of HF plant & hence 100% recycling is being/will be done.

� The sludge from STP is being dried on sludge drying beds and is being/will be used for

greenbelt development.

� Plastic cut drums generated from existing/proposed facilities is/will be sent to secured

landfill.

4.0 SITE ANALYSIS

(i) Connectivity

The plant site is well connected to National Highway i.e NH-71B (~5.5 km in N direction).

The nearest railway station is Rewari Railway Station (~20 km in WNW direction from the plant

site) and nearest Airport is Indira Gandhi International Airport, New Delhi (~50 km in NNE

direction from the plant site).

The site is suitably located with respect to availability of raw material, water, road network,

skilled / semi-skilled / unskilled and professional manpower etc. All communication facilities

such as telephone, telefax & internet are available in the vicinity of the plant site.

(ii) Land form Land use and land ownership

Total plant area is 34.0 ha. Since, the proposed expansion and new installation will be done

within the existing plant premises, thus, no additional land is required. Hence, land ownership

will be considered as industrial type.

(iii) Topography

Rajasthan has varying topographic features though a major part of the state is dominated by

parched and dry region. The extensive topography includes rocky terrain, rolling sand dunes,

wetlands, barren tracts or land filled with thorny scrubs, river-drained plains, plateaus, ravines

and wooded regions. In a more broad way the topography of Rajasthan can be divided in the

following regions- The Aravalli or The Hilly regions, The Thar and other arid regions, the

Plateaus including Vindhaya and The Malwa, the Fertile plains including The Mewar, the Forest

(v) Existing Infrastructure

Total plant area is 34 ha and the proposed expansion and new installation will be done within

the existing plant premises.

(vi) Soil Classification

The soil is of silty loam type with yellowish brown colour.

(vii) Climatic Data from Secondary Sources

The Alwar district has a hot dry summer and a moderate cold season. The temperature

continuously rises in the hot season from March to June and goes down after mid-November till it

declines up to the month of January. The average minimum temperature in the district goes down

to 5oC while maximum temperature rises upto 440C throughout the year. The region is medium

rainfall area. On an average, 500 - 600 mm of rainfall annually occurs in the area, mainly from

southwest monsoon. Nearly 80 % of annual rainfall is received during the September. Only about

5 % of the normal rainfall is received during the other season. On an average there are 30 - 35

rainy days, that is, days with rainfall of 2.5 mm or more in a day.

(vii) Social Infrastructure available

Telephone and medical facilities are available in the nearby towns. Adequate infrastructure has

been developed by SRF around their existing chemical plant premises. Various infrastructure

development activities like construction of classrooms, toilets, drinking water facility, and

development of playground have been brought into existence. Other facilities like small shops

and markets are existing in the area that supports the basic lifestyle of the people.

5.0 PLANNING BRIEF

(i) Planning Concept (type of industries, facilities, transportation etc.) / Town and country

Planning/ Development authority classification.

The existing industry is chemical industry and proposed expansion and new installation will be

done within the existing plant premises. Facilities required for the proposed expansion and new

installation project will be provided as per requirement.

Transportation of raw material and final product will be done via existing road.

(ii) Population Projection

Temporary influx of people will be there as the managerial and supervisory staff will generally

be outsider. A projection may be made by a governmental organization, or by those unaffiliated

with a government.

(iii) Land use planning

Total existing area is 34.0 ha. Proposed expansion and new installation will be done within the

existing plant premises; thus, no additional land will be required. Out of the total plant area,

12.24 ha (~36 %) has already been developed under green belt/ plantation and same will be

properly maintained.

(iv) Assessment of infrastructure demand (Physical & Social)

M/s. SRF Limited has assess the demand of infrastructure (Physical & Social) in the nearby area

of the plant site and development activities are being undertaken under corporate social

responsibilities program for rural development initiatives for the upliftment of the nearby

communities.

(v) Amenities/Facilities

M/s. SRF Limited has taken various infrastructure development activities around the plant

premises, facilities like construction of classrooms, toilets, drinking water facility, development

of playground have been brought into existence. In nearby schools other facilities like small

establishment of IBM kid smart centres, capacity building training, community health

programmes are being /will be organised. Development of area by providing vocational training

and promoting women self help groups is also being done which will be promoted further. SRF is

being developing/will develop the amenities/facilities in nearby area of the plant site as per

requirement of local people of the nearby area under corporate social responsibilities

programme.

6.0 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

No additional area will be required for the proposed expansion and new installation as

expansion will be within the existing plant premises.

(ii) Green Belt

Out of the total plant area i.e. 34 ha about, 12.24 ha (~36 %) has already been developed under

green belt/ plantation and same will be properly maintained.

(iii) Social Infrastructure

Proposed expansion and new installation project will result in growth of the surrounding areas

by increased direct and indirect employment opportunities in the region including development

and supporting infrastructure.

(iv) Connectivity

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

(i) Policy to be adopted (Central/State) in respect of the project affected persons including

home oustees, land oustees and landless labourers

R & R Plan is not applicable to the proposed expansion and new installation project as the

proposed expansion will be done within the existing premises & no additional land is required

for the same.

8.0 PROJECT SCHEDULE AND COST ESTIMATES

(i) Likely date of start of construction and likely date of completion

The project will start only after obtaining Environmental Clearance and all other required

clearance. An implementation period of 60 months from the date of signing/ effectiveness of the

main equipment supply contract is foreseen for this project.

The likely date of start of construction is after obtaining EC from MoEFCC / CTE from SPCB &

likely date of start of operation within 3 years of obtaining EC/ CTO.

(ii) Estimated project cost:

� Capital Cost of the project is Rs. 20.0 Crores.

� Environment Management Protection Cost:

o Capital Cost: Rs. 2.0 Crores

o Recurring Cost: Rs. 0.5 Crores/annum.

9.0 ANALYSIS OF PROPOSAL

(i) Financial and social benefits with special emphasis on the benefit to the local people

including tribal, population, if any in the area

Proposed expansion and new installation project will result in growth of the surrounding areas

by increased direct and indirect employment opportunities in the region including development

and supporting infrastructure.

Special emphasis on financial and social benefits will be given to the local people including tribal

population, if any, in the area. Development of social amenities will be in the form of medical

facilities, education to underprivileged and creation of self-help groups.

Also, the state will get revenues in terms of taxes and local people will get opportunities in terms

of indirect employment. Business opportunities for the local people will be enhanced like

transport of product in the market, maintenance & housekeeping contract work etc.

No adverse effect on environment is envisaged as proper mitigation measure will be taken up for

the same.

MANUFACTURING PROCESS

MULTIPURPOSE PLANT (FLUOROSPECIALITY PLANT)

1. Trifluoroacetic acid (TFA)Trichloroacetyl chloride (TCAC) & hydrogen fluoride (HF) are passed through a reactor togenerate TFA & Hydrogen Chloride (HCl gas). Reaction outlet is absorbed in water togenerate Trifluoroacetic Acid (TFA). HCl is absorbed in water to make saleable 33% HCl.2. Trifluoroacetic Anhydride (TFAA)TFA is reacted with SO3 present in oleum to form TFAA & water. Unreacted TFA with spentsulfuric acid is recycled to TFA plant for TFA recovery. Crude TFA from reactor is taken fordistillation.3. Methyl chloro difluoro acetate (MCDFA)Methanol reacts with chlorodifluoroacetyl fluoride to form ester of methyl chlorodifluoroacetate. Product is distilled from top is sent to storage.4. Chlorodifluoro Acetic Acid (CDFA)Chlorodifluoro Acetic Acid is produced in the following two steps: Reaction of Trichloroacetylchloride with Hydrogen fluoride to form Chlorodifluoro acetyl fluoride. Hydrolysis ofChlorodifluoro acetyl fluoride with water to form Chlorodifluoro acetic acid & hydrogenfluoride.5. 8. Pentafluorobenzoic Acid (PBFA)Benzonitrile and chlorine are passed through a reactor. HCL is absorbed in water to makesaleable 33% Hydrochloric Acid. PCBN is then hydrolyzed in H2SO4 acid to generatePentafluorobenzoic Acid (PFBA, solid)9. Pentafluorobenzene (PFB)Reaction:Pentafluorbenzoic acid is mixed with water and then heated to high temperature andpressure.Extraction & Distillation:After reaction is complete organic layer is extracted and then sent to distillation. Productobtained from column top is then sent to storage.10.Bromopentafluorobenzene (BPFB)Pentafluorobenzoic acid is heated to high temperature and pressure to form intermediatecompound. Product is extracted and aqueous layer is treated. Organic layer is then decantedand distilled to give product which is then sent to storage.

11. Pentafluorophenol (PFP)Pentafluorobromobenzene reacts with BF3 Etherate to form an intermediate product.This intermediate product is then extracted with ether and is heated at elevated pressure toform product pentafluorophenol.Product formed is then sent to distillation to remove ether from column top and pureproduct is obtained from column bottom. Product obtained is then sent to storage.12. Parabromofluorobenzene (PBFB)Fluorobenzene and bromine are reacted in a reactor to generate p-Bromofluorbenzene(PBFB, liquid) and Hydrobromic Acid (HBr, gas).Hbr is absorbed in water to generatesaleable 48 % Hydrobromic Acid.p-Bromofluorobenzene is distilled out and packed fordispatched.13. Tetrafluorobenzyl Alcohol (TFBAL)The process for the manufacture of Tetrafluorobenzyl Alcohol uses C6F5CN (as Rawmaterial), an intermediate, Produced in the manufacturing process of the existing productPentafluoro benzoic acid. All the reactions involved are in the solid/Liquid phase; hence noair emission is envisaged.

14. Difluoroacetic Acid (DFA)Methyl Chloro Difluoroacetate is reacted with Methanol at high pressure & temperatureconditions to give an intermediate compound. This compound is then reacted withhydrochloric acid to give Difluoroacetic acid.The product is then neutralized with sodium hydroxide to kill acidity & then extracted toremove methanol & other organics.Final product is then bone dried by extraction with sulfuric acid. After removal of moistureproduct is sent to storage.15. Ethyldifluoroacetate (EDFA)R22 is passed through Ethanol solution to give product Ethyl Difluoroacetate.After reaction mixture is sent for layer separation where heavy organic layer is decantedfrom bottom and is then treated to remove any ethanol present in the product as impurity.Final product is then again layer separated to remove aqueous layer and organic layer is thensent to storage.16. Ethyldifluoroacetoacetate (EDFAA)EDFA is reacted to form salt of EDFAA in presence of suitable solvent. Salt is acidified withDry HCl to form EDFAA and Sodium salt at RT. Solvent is recovered from Rm and taken forfiltration. Crude product is further distilled and purified to get desired quantity product.17. Ethyl 3-amono-4,4,4-trifluorocrotonateETFAA is reacted with ammonia to form ammonium salt of ETFAA. Amino crotanate isformed by thermal decomposition of salt.18. 2,4,5 Trifluorophenyl Acetic Acid.2,4-Dichloroacetophenone is reacted with Chlorosulfonic acid to form 5-Acetyl-2,4-dichlorobenzene-1-sulfonylchloride, is fluorinated using KF .5-Acetyl-2,4-dichlorobenzene-1-sulfonyl fluoride is fluorinated using KF to form 1-(2,4,5-trifluorophenyl) ethanone.Reaction mass is reacted with morpholine and sulfur to form 2,4,5 Tri fluorophenylaceticacid.19. TrifluoroacetoneETFAA, reacts with water to form Trifluoroacetone, Ethanol and carbon dioxide. Which aresubsequently separated.

Crude Distillation:In this section Hydrochloric acid is removed from reactor outlet crude mixture & R134a isremoved in a crude form. From this Section AHF & R133a is recycled back to reactors by

Wash Section:Crude R134a gas is scrubbed in water as a result dilute hydrofluoric acid get separated asbyproduct, then by sulfuric wash it leads to dry acidity free crude gas which is thencompressed to liquid form.5. Product Distillation:Pure R134a is recovered in this operation and distilled R133a is recycled back to crudedistillation.6. ITF & MTF:Product R134a is then stored in ITF (Intermediate tank farm) for Quality approval. Afterapproval from quality it is sent to MTF (Main Tank Farm) for storage and filling intocylinders.
