Sign Management
Maintaining Minimum Sign
Retroreflectivity
Revision 2 to the 2003 MUTCD
FHWA adopted Jan 22, 2008
Compliance Dates
• Jan 22, 2012 – jurisdiction shall use an assessment or management method to maintain sign retroreflectivity
• Jan 22, 2015 – compliance with minimum retroreflectivity for regulatory, warning and ground mounted guide signs (except street name signs)
• Jan 22, 2018 – compliance with minimum retroreflectivity for overhead guide signs and street name signs
Assessment or Management Methods
• Visual Nighttime Inspection
• Measured Sign Retroreflectivity
• Expected Sign Life
• Blanket Replacement
• Control Signs
• Other Methods
Sign Inventory
Location as part of
software tool
Plug the GPS unit into a USB port.1.
Run the GPS Info program2.
Determine the COM Port number3.
Select the “Scan Com Port” button and the software will identify the correct COM port for you. Record the COM
port which says “GPS Receiver” which in this example is COM 5. Click “OK” to exit.

Why PMS?
• Limited Resources
• Staff Turnover
• Consistent decisions
• Structured / Objective process
• Benefits (improved condition)
PMS Inputs/Tools
• Condition Data
• Database (Data Integration-GIS/GPS)
• Performance Forecasting
• Decision Support Tools

Automated Data Collection Tools
Pavement Condition Index (PCI)
• A combined condition index:• Road roughness (bumpiness)
• Rutting
• Cracking (transverse, longitudinal, alligator)
• Patching
• Faulting
• Calculated for Asphalt and Concrete roads
separately
• Scale of 0-100 with 100 being a new street
Pavement Condition Index (PCI)
• PCI Scale:
• Very Poor = PCI 0-20
• Poor = PCI 20-40
• Fair = PCI 40-60
• Good = PCI 60-80
• Excellent = PCI 80-100
Very Poor (PCI 0-20)
Poor (PCI 20-40)
Fair (PCI 40-60)
Good (PCI 60-80)
Excellent (PCI 80-100)
